5 1 Introduction This specification has been compiled to detail the requirements of the fixed fire fighting equipment for the proposed, Newport, South Wales. The fixed fire fighting package is being tendered as a stand alone package by Leadbitter (the main contractor) as it forms such a large element of the scheme. This document is only intended to provide technical details of the fixed fire fighting systems and not contractual arrangements, sequencing of works or timescales. These should be discussed with the main contractor. The fixed fire fighting systems for comprise of the following elements which are described in further detail within this document; Sprinkler System Dry Risers The final fire strategy for has been developed by Buro Happold (FEDRA) fire engineers. 6 2 Building Construction The building shall be a steel frame construction with concrete ground and first floor slabs with a lightweight roof as described below. Full construction details are available through the main contractor. 2.1 Ground Floor Slab The building ground floor slab shall be mainly a ground bearing slab on mass concrete foundations. 2.2 First Floor Slab The first floor slab shall be pre-cast hollow core concrete planks supported from the steel frame. There shall be no structural screed on these planks. 2.3 Roof Construction The roof will be of light weight construction standing seam type. 2.4 Building Sections Full building sections are available through the architect. Generally there are no ceiling voids with the exception of the main circulation routes and heavily serviced areas. All ceiling layouts and sections will be provided by the main contractor. Page 2

7 3 System Design The specialist fixed fire fighting contractor shall be responsible for the final design and installation of all the fixed fire fighting systems including; Sprinkler System Dry Risers All electrical works and controls associated with the fire fighting systems These shall be provided in accordance with this specification, the drawings and contractual documents as presented by the main contractor. The fixed fire fighting contractor specialist shall be a single point of contact and responsibility for all of the above items. 3.1 Design Standards The entire fire fighting systems shall be designed in accordance with the design standards, this specification and the recommendations of the chosen specialist. If these recommendations differ from this specification in any way then these shall be raised with this tender return with the engineer and an agreement in writing reached Sprinkler System The sprinkler system shall be designed in accordance with EN (2004). The entire sprinkler instillation shall be subject to acceptance by St Paul Travelers, Newport City Councils insurers. During the design period St Paul Travelers will be invited to comment on the detailed design of the sprinkler system and the successful tenderer shall be required to attend meetings with St Paul Travelers and witness the system to St Paul Travelers upon completion. Equipment shall be listed and approved for the purpose intended by a recognised approval authority. All equipment shall be listed and approved by the UK s Loss Prevention Certification (LPC) Board. The exception to this is the underground storage tanks. The deviation of this from the LPC has been accepted by St Paul Travelers. The standards and approvals required of each system are defined in detail in the sections below. The following table provides a précis of these requirements. The requirements of the detailed specification sections shall supersede this table in case of conflict. ITEM DESIGN STANDARD APPROVAL Firewater storage tank. 8 3.2 Scope of Work Sprinkler System A sprinkler system shall be installed throughout the whole school to the design standards as set out below. The entire sprinkler system shall be designed, installed and commissioned by a sprinkler specialist. The system shall comprise of an external water storage tank located underground, pumps and associated equipment located within the plantroom and the piped sprinkler system throughout the whole building. In all locations the sprinkler heads shall be of concealed type with only the round metal drop away disk located below the ceiling. Where there are no ceilings exposed sprinkler heads shall be used. The sprinkler specialist shall coordinate the entire design with the architect and engineer to ensure that the pipe routes and sprinkler head locations are in agreement with all parties Dry Risers Dry risers shall be installed in the locations as detailed by this specification to meet the requirements of this specification Testing & Documentation The entire fixed fire fighting systems shall be subject to tests as prescribed within the British Standards. These tests shall be witnessed by the client, the clients insurers, the fire engineer and the main contractor. Operation and Maintenance documentation shall be provided for the entire system. This shall include all design information and as fitted drawings as well as the final test certificates. Only when all of the above is complete will the system be accepted and handed over. 3.3 Design Co-ordination The system design work shall include the coordination of pipe routes and equipment locations with other services. The fire fighting specialist shall be required to attend design team meetings in the initial stages of the project to ensure that the sprinkler design is fully coordinated with the other services and structure. The sprinkler specialist shall produce detailed design drawings including setting out positions for pipework with heights and details to provide the rest of the team with the full details of the installation. The fire fighting specialists design work will be monitored by the main contractor. Where clashes are noted the fire fighting specialist shall attend meetings with other designers. The Project Manager will give guidance on the resolution of clashes. The fire fighting specialist shall be responsible for incorporating the solution into his design. 3.4 Mechanical & Electrical Interfaces An electrical supply shall be provided in the form of an isolator within the sprinkler pump room. This shall be the only electrical supply for the entire fire fighting systems. From this point all electrical and control wiring shall be by the fixed fire fighting system specialist. This shall include all maintenance outlets within the plantroom. Lighting to the plantroom shall be provided by the mechanical and electrical contractor. Page 4

9 4 Sprinkler System 4.1 General Requirements The sprinkler system shall be designed and installed in accordance with EN The test drains for the new systems shall be routed permanently connected to waste water drains. Drains will be provided by others. The sprinkler installations shall include a test valve and a sight glass to permit testing and visual confirmation of flow at a hydraulically remote position. Pipe sizes 100mm and above shall be welded unless otherwise agreed with the Project Manager. Pipe sizes lower than these may be by threaded connection. Mechanical (flexible) couplings may be used to install isolation valves but only with the express approval of the Project Manager. Flexible couplings shall only be installed in areas where access is normally available 4.2 Performance Requirements The sprinkler system shall be designed to provide the discharge densities to meet the requirements of the European Standards and as set out in the table below. Full hydraulic calculations shall be provided by the contractor to confirm the correct operation of the system. The calculation shall include provision of the site fire main and the fire pumps to confirm a fully effective system is installed. The design shall meet the performance requirements as set out by the fire engineer below; BS EN (2004) Reference BS EN (2004) Recommendation Recommendation for Bettws High School F1 - Subdivision into Zones Installations shall be subdivided into zones, in accordance with annex D, with a maximum of 200 sprinklers per zone. Retain maximum of 500 heads per zone as per Annex D (BS12845, 2004). As the evacuation strategy is based on simultaneous evacuation, the number of heads per zone is not relevant to the escape strategy. There are multiple sprinkler zones with a single evacuation zone. In addition, there is automatic fire detection and alarm, meaning fire cannot go undetected even if a zone of the sprinkler system is disabled when the building is occupied. It is proposed that scheduled sprinkler maintenance be conducted outside school hours and all zone valves feature anti tamper devices. F2 - Wet Pipe Installations F3 - Sprinkler Type and Sensitivity F4 - Control Valve, Valve set F5 - Water Supplies Sprinkler installations for life safety shall be of the wet pipe type and any subsidiary dry pipe or alternate extension shall comply with Quick response sprinklers shall be used, except that standard 'A' and special response may be used in rooms no less than 500m2 in area or no less than 5m in height. During servicing and maintenance of the installation alarm valves, the sprinkler installation shall be fully operational in all aspects. The system shall have at least one superior single water supply. Wet pipe system to be adopted Quick response concealed heads are proposed. 10 F6 - Theatres F7 - Additional Precautions for Maintenance In theatres with separated stages (i.e. where there is a safety curtain between the stage and auditorium) the safety curtain shall be provided with a line of drenchers controlled by a quick opening valve (e.g. a plug valve) fitted in an accessible position. The water supply for the drenchers shall be taken upstream of any control valve set. The stage shall be protected by a water spray installation with automatic and manual activation. Alternatively, stages with a total height no greater than 12m may be protected by sprinklers. All workshops, dressing rooms, scenery, storerooms and spaces below the stage shall be sprinklered. Only one zone of a multi-zone installation shall be shut down at a time. An installation or zone shall be shut down for the minimum time necessary for maintenance. The partial or complete shut-down of a life safety sprinkler installation shall be avoided wherever possible. Only the smallest part of the installation necessary shall be isolated. When a zone (or zones) is charged or recharged with water after draining, the flushing valve(s) (see D.3.3) shall be used to check that water is available in the zone (or zones). Individual alarm valves in a duplicate control valve set, where required, shall be separately serviced, provided the water supply to the installation is maintained. Pressure switches shall be provided on the trim of each alarm valve to indicate when a sprinkler system has operated. Pressure switches will be connected to and monitored by the fire alarm system, to be provided by others. Sprinklers within the school shall be standard response type and operate at a temperature of 68 C (TBC St Paul Travelers, and the fire engineers). Generally the sprinkler heads shall Page 6

11 be of the concealed type. If any exposed sprinkler heads are required they shall be fitted with decorative ceilings pendant type sprinkler complete with decorative bezel. The finish of the sprinkler yoke and the bezel shall be to the approval of the Project Manager. The Contractor shall confirm the required ceiling co-ordinated colour as part of the design process and prior to ordering the sprinkler heads. Alarm valves shall be complete with retard chambers to avoid false alarms due to rapid fluctuations in mains supply pressure. 4.3 Water Storage Tank An underground water storage tank shall be supplied and installed by the fire fighting specialist. This shall be located adjacent to the sprinkler pump room as shown on the external services drawing. It is assumed that the effective capacity of the tank shall be 55m³. The tank shall be divided into two equal sections with each section capable of independently holding 50% of the required stored water capacity. The tank size shall be confirmed by the fire fighting specialist during the detailed design process. The tank shall be complete with float valve infill, low level drain valve, outlet to pump suction manifold and test return line from pumps. Provision shall be made to prevent the water below the float valve freezing, to this end appropriate immersion heaters shall be supplied and installed as appropriate. Provision shall be made for the float valve housing to permit a Type A air-gap to exist between the discharge point of the valves and the un-restricted overflow level of the tank. The pump suction pipe routed between the tank and the plantroom shall also be trace heated and insulated as required to prevent freezing. 4.4 Plantroom The sprinkler plantroom shall be located within the main swimming pool plantroom as a dedicated area. This area shall be constructed from block and sealed with it s own access to make it secure and prevent any chemicals from the adjacent pool entering this space. The location of this plantroom is as shown below; This plantroom shall contain all pump and valve equipment associated with the sprinkler system. This shall include, but not be limited to the following items; Main electric pump Main diesel pump Page 7

12 Jockey pump Any break tanks for the incoming water supply from the tanks Fire brigade inlet on an external wall All control systems All Valves 4.5 Distribution Routes The distribution routes for the main sprinkler pipework throughout the school shall follow those routes identified below. These are combined service routes with other mechanical and electrical services and coordination shall be required from the different trades. Between floor risers are provided as identified by the red circles on the layout drawings. Page 8

13 4.6 Pipework Pipe work shall be run neatly and parallel to walls and to other pipe work. The pipe work shall be set around columns and other projections and where vertical rises or drops occur, they shall be plumb. Similar directional changes of route in grouped pipes shall be set out from a common radius point. Sets, double sets and springs shall be formed on extended lengths of pipe with as large a radius as possible and all such formations shall be free of buckle, ripple, throating or any other form of distortion of bore or pipe wall. All piping shall be clean and free from corrosion, stock rust and internal obstruction. Reductions in bore in horizontal piping shall be formed eccentrically. Reductions in bore in vertical piping shall be formed concentrically. Where pipework cannot be fully drained through the control valves drain valves and plugs are to be fitted. Screwed pipe joints shall be made with proprietary jointing compound only. Screwed joints shall be thoroughly cleaned of all jointing material immediately after making. Union joints may be used on piping 50mm nominal bore and below in accessible positions only. Unions shall have two ground bronze conical seatings. Flanged joints shall be installed where required to allow maintenance of all major items of equipment such as valve and alarm valve sets. Flanges shall comply with BS 4504 of the appropriate pressure rating. Flange faces shall be made with gasket of suitable composition. Grooved pipe joints shall be made using only pipe grooving tools supplied by the pipe fitting manufacturer. Flushing connections shall be provided to range pipework to permit periodic flushing of the system. All welding shall comply with the requirements of either BS 2640 (oxy-acetylene Class II) or BS 2971 (arc Class II). Length of welded outlets shall comply with Table 43 in BS 5305: Part 2. 5% of welds shall be subjected to radiographic examination (BS 2910) in accordance with the test and re-examination procedures in BS 2640 or BS On site welding is not allowed. 14 1.1.1 Pipe Sleeves Pipe sleeves shall be provided and placed at all points where piping penetrates floors, walls or ceilings for building-in. Sleeves shall be of the same material as the piping and shall be cut to the correct required length at site with due allowance for the thickness of plaster and/or other finishes. The Contractor shall be responsible for the correct positioning of all pipe sleeves and shall ensure that pipes are not built in solid by plaster, cement or other materials. On completion of fixing, all pipe sleeve annular spaces shall be fire-stopped. 4.7 Control System The sprinkler system shall be controlled by a dedicated control panel by the sprinkler specialist. This control panel shall relay any alarms to the BMS. A repeat control panel shall be located within the main reception of the school. This shall relay all information that is required to show the status of the system. Signals from pressure switches and flow switches will be monitored by the fire detection and alarm system for status by an interface panel located adjacent to the repeat panel in the main reception. On operation of the sprinkler system the fire alarm system shall be set off. The interface unit between the sprinkler system and the fire alarm system shall include a terminal strip marked to indicate the correct location of the switch wiring. This supply shall include the proper termination of the level switches into the interface unit. Page 10

15 5 Dry Risers 5.1 General Requirements Dry risers shall be located in the stairs adjacent to the main hall and within the stair adjacent to the canteen as identified on the drawing below (3No in total); Landing valves shall be provided at 1st and 2nd floors within the stair core. There shall be a fire brigade inlet valve at ground floor level in the external façade. Page 11
