The proposals may be any size, but no larger than 11 x The draft Schematic package, including programming, is available for review on Bancroft s ftp site. See attached directions for access. 4. The Electrical narrative of the draft Schematic package was not available at the Pre-Bid Conference. It is attached and included at part of this Addendum. 5. A bid form for Pre-Construction and Construction Reimbursables is attached. Please use this form when submitting your sealed bid. This represents the level of effort that your firm finds necessary for this project. The form is a pdf, but may be customized, as long as all the information is included. General Conditions (Ex: trailer rental, temporary facilities, etc.) will be negotiated during the GMP development and do not need to be included at this time. 7 North East Library Schematic Design Electrical Systems ELECTRICAL SYSTEMS Electrical A. Exterior Lighting / Landscape Lighting Exterior lighting will primarily be provided for safety and comfort. Luminaires will be selected and placed to meet the requirements of LEED Sustainable Sites Light Pollution Reduction credit. Additionally, luminaires will be selected to meet or exceed the requirements of ASHRAE/IESNA to satisfy LEED Prerequisite for Energy & Atmosphere Minimum Energy Performance and with IECC The exterior site lighting for this project will address the lighting needs for the parking lot and walkways from the parking lot to the building. Parking lot lighting will consist of pole-mounted LED luminaires. Luminaires will be specified using the backlight-uplight-glare (BUG) method to meet uplight and light trespass requirements. Luminaires will be placed so that there are no horizontal or vertical footcandles at or beyond the property line or LEED boundary. The exterior lighting design will meet or exceed the requirements of ASHRAE and IECC The exterior illumination levels will be as recommended by the IESNA Lighting Handbook, 10 th edition with the following target illumination levels: Main Entrance - 5 footcandles Walkways minimum average horizontal footcandles Parking lot - between 0.2 and 0.5 average maintained footcandles using Dark Sky certified luminaires. In addition to the site lighting, exterior building mounted lighting will be provided for emergency egress at all exits. The emergency egress lighting luminaires will also meet the uplight and light trespass requirements and utilize energy saving LED lamps. Exterior site and building mounted lighting will be controlled by an automatic lighting control system with a photocell input and astronomical time clock. All exterior lighting will utilize dimming drivers that will reduce the power by more than 30% from 12am-6am. B. Interior Lighting To satisfy LEED Prerequisite for Energy & Atmosphere Minimum Energy Performance, the lighting will be designed to meet the requirements of ASHRAE/IES In general, LED luminaires with dimming will be used throughout the building. In general areas of the building, the LEDs will have a color temperature of 3500K with a color rendering index of 80 CRI or higher. Care will be taken in the programming of lighting controls for interior lighting to achieve the LEED Credit Indoor Environmental Quality Interior Lighting. Lighting controls will be provided in private and open offices to allow the occupant to adjust the lighting to suite their individual needs. For conference rooms, common areas, and other shared multi-occupant spaces, lighting controls will be provided with at least three selections to meet group needs. Any presentation or projection walls will be separately controlled. In addition, automatic daylight responsive controls will be provided in daylight zones except those located in corridors, equipment rooms, or lobbies. Page X-1

Mechanical, Electrical, Storage rooms 1x4 LED industrial turrets Toilet Rooms recessed linear perimeter wallwash with LED downlights Stairs surface mounted linear LED Elevator Pit and Machinery Space - 1x4 LED luminaire with impact resistance lens. Library Stacks LED pendants or recessed luminaires Lighting controls will generally be used as follows: Reception/Service Individual dimmable control of task lighting at reception desk. Lobby Building system time of day control with zoned pre-sets and manual overrides for dimming lighting. Meeting Room/Commons Dimming controls to enable adjustment to meet group needs and preferences, vacancy sensors to turn lights off when the room is no longer occupied, automatic daylight responsive controls. Office Areas vacancy sensors, multiple levels of lighting selectable by the occupant, automatic daylight responsive controls. Open Office Area - vacancy sensors, individually zoned luminaires to provide multiple levels of lighting, individual control of task lighting at each workstation, automatic daylight responsive controls. Mechanical, Electrical toggle switches Storage rooms vacancy sensors with manual "on" Toilet Rooms occupancy sensors Breakroom occupancy sensors Corridors - Building system time of day control with zoned pre-sets and manual overrides for dimming lighting. Consideration will be given to using occupancy sensors to dim luminaires to 50% when the corridor is not occupied. Stairs typically on 24/7 - occupancy sensors will dim luminaires to less than 50% when the stairwell is not occupied. Emergency Egress and Exit Lighting: Emergency egress lighting will be designed per NFPA 101 and the NEC to maintain a minimum average of 1 footcandle in all paths of egress for a period of 90 minutes following a normal power source outage. The egress lighting system will consist of specific luminaires selected among the normal lighting system. Exit signs will consist of edge-lit acrylic panels, clear for single faced and mirrored for double faced, for public spaces. Signs will utilize long-life LED. The emergency egress and exit lighting system will be powered, under a normal circuit power outage, from individual batteries, a central battery inverter system or standby generator. C. Power Electrical Service: Electric service to the site will be extended from the local utility company, Delmarva. The service will be provided by a pad-mounted transformer located on grade. Additionally, the pad-mounted transformer will be located in accordance with the following Delmarva transformer location and installation requirements: Traffic protection will be provided on all sides of the transformer that are within 8 feet of a roadway or parking lot. The transformer pad must be installed on a level area with a minimum of 10 feet clear and level operating space in front of the transformer pad. A minimum clearance of 3 feet must be provided on the remaining three sides of the transformer. Landscape plantings or screening walls around the transformer must be placed in accordance with the above operating and clear space requirements. A secondary 480Y/277V, 3-phase, 4-wire electric service will be provided. The primary medium voltage and secondary low voltage conductors will be routed underground. The secondary conductors will be installed by Delmarva to the CT cabinet and meter. The electrical metering will be located in a separate metering section of the main switchboard or as required by Delmarva. Electrical Distribution: The library s electrical distribution system will consist of a 1600-amp main switchboard with a separate utility metering section, surge protection device (SPD), ground fault protection, and metering. The main switchboard will be located in a separate electrical room on the first floor. This switchboard will serve the two elevators, larger mechanical equipment, the dry-type transformers, and additional lighting and appliance panelboards. Final metering arrangement will be coordinated with Delmarva and may require an exterior CT cabinet and metering. A 480-volt primary, 208Y/120 volt secondary dry-type transformer will be provided in the electrical room to serve receptacle loads as well as other 208- and 120-volt loads. Lighting and appliance panelboards will be fully rated with main circuit breakers and will be provided with surge protection devices. To meet the LEED Energy and Atmosphere Advanced Energy Metering credit, separate metered panelboards will be provided for different types of loads including receptacle, interior lighting, exterior lighting, heating, cooling, fan, and pump loads. 10 North East Library Schematic Design Electrical Systems Photovoltaic System (PV): A photovoltaic system will be provided for the building if desired. Standby Power: The library will require an emergency power source for emergency egress lighting. Options for this source include individual batteries at each emergency luminaire, a central battery inverter, or a standby generator. A standby generator will require an automatic transfer switch that can only serve emergency loads that include emergency lighting and the fire alarm system. If additional loads are desired to be powered from the generator such as telecom items, an additional automatic transfer switch will be required to power those optional standby loads. Metering: To meet the LEED Energy and Atmosphere Advanced Metering credit, the building will be provided with whole building consumption and demand metering. In addition, permanently installed meters will be provided to monitor individual end uses that represent 10 percent or more of total annual consumption likely to include receptacle, interior lighting, exterior lighting, heating, cooling, fan, pump and elevator loads. Where possible, circuit breakers located in the main switchboard will utilize integral metering. The advanced energy metering will have the following characteristics: Permanently installed, record at intervals of one hour or less, and transmit data to a remote location. Measure both consumption and demand. Use a data collection storage system using a communication infrastructure. Data storage for a minimum of 36 months. Data must be remotely accessible. Meters must report hourly, daily, monthly, and annual energy use. Cabling: Conductors will be copper, single conductor THHN-THWN,- solid for 10 AWG and smaller, stranded for 8 AWG and larger. The minimum wire size to be used for lighting and power systems is 12 AWG. Smaller gauge cable may be used for lighting controls where required. Per ASHRAE/IESNA voltage drop cannot exceed 2 percent for feeders and 3 percent for branch circuits. Raceways/Conduit: All power conductors will be installed in conduit. The minimum conduit size will be trade size ¾. Conduit will generally be EMT except that PVC, rigid steel conduit may be used in special conditions. Page X-4

11 North East Library Schematic Design Electrical Systems Metal Clad (type MC) will be permitted for use in spaces with accessible ceilings downstream from the homerun circuit. Non-metallic Sheathed (NM) cable will not be used. Low voltage wiring, such as that for lighting controls, will be run in raceway. Wiring Devices: As required by ASHRAE/IESNA , automatic receptacle control will be provided for 50 percent of 20A/120V receptacles located in private offices, open offices (including modular partitions), and computer classrooms and will be controlled by occupancy sensor. The automatically controlled receptacles will be of a different color than the non-controlled receptacles. Switches and receptacles will generally be heavy duty specification grade. Devices will utilize stainless steel plates, devices will generally be white, with all colors being confirmed with the architect. Exterior Receptacles: Outdoor receptacles will be the weatherproof type while in-use and will be provided with integral ground fault protection in accordance with the NEC. Grounding: Grounding will be designed in accordance with the NEC. The service entrance ground will consist of a service grounding electrode conductor, a concrete encased grounding electrode and a grounding electrode system consisting of at least three ground rods. Feeders will each include an individual ground conductor. All branch circuits will have a green ground wire pulled with all circuits. Motors: Motors will, in general, be provided with combination switch and fuse disconnects and acrossthe-line motor starters. Safety switches will generally be heavy duty. Motors 5 horsepower and above, will be provided with power factor correction to improve the motor s normal power factor when it is below 90 percent. Enclosures: Interior enclosures for equipment controls and disconnects will generally be general duty NEMA type 1. Exterior enclosures will in general be weatherproof NEMA type 3R. Identification: Identification of wiring and raceways shall meet minimum industry practice and requirements except that supplemental identification will be provided where requested, for the benefit of building operation and maintenance personnel. D. AV System Coordination Page X-5

12 North East Library Schematic Design Electrical Systems Power receptacles or junction boxes and associated branch circuit conductors will be provided for AV system equipment requiring line voltage power. Locations of AV system junction boxes and power will be indicated on the electrical plans in coordination with the Owner or the Owner s AV system consultant. E. Communications Voice and Data (IT) Empty Conduit System Direct buried conduits will be provided for the telecommunications service to the building. The conduits will be routed underground from an exterior point of connection and will enter the building at the main telecom/data equipment room. A system of wall boxes and empty conduits for phone and data wiring from workstation locations to the telecom/data room or an accessible ceiling space as directed by owner. Pull wire will be provided in all empty conduits. F. Lightning Protection A conventional metallic cage lightning protection system consisting of strike termination devices, conductors, ground terminals and other connections and fittings will be designed for the building, building elements and site components. The system will be designed in accordance with NFPA 780 and UL 96A standards. The system will utilize Class I materials because the building is less than 75 feet high. System components will generally be copper. Where the roofing, flashing, and surfaces are aluminum the system materials will also be aluminum. System down conductors will be coursed concealed in PVC raceway within the building wall. Where possible, down conductors will be coursed using the building s steel structure. Third party inspection of the system will be specified to include a UL Master Label. A permanent plate indicating compliance will be affixed to the building where directed by the Owner. Fire Protection System A. Fire Alarm System A complete addressable fire alarm system with occupant notification by voice evacuation will be provided. The fire alarm system will be in strict accordance with the required and advisory provisions of NFPA 70, 72, 90A, 101, and ADA. The fire alarm system will include the following devices and features: Manual pull stations at all building exits Ionization type duct smoke detectors located in the supply and return of the air handling systems according to NPFA 90A and IMC. Ionization type smoke detectors for elevator recall. Thermal detectors to operate shunt trip device for elevator controller if equipment space or hoistway will be protected by sprinkler heads. Thermal detectors in areas with cooking appliances. Page X-6

13 North East Library Schematic Design Electrical Systems Monitoring of sprinkler system. Monitoring of fire pump (if a fire pump is required). Audible and visual indicating devices (voice evacuation speakers and flashing lights) The fire alarm control panel will be located in the electrical room on the first floor. The control panel will include 48 hours of battery backup in the same cabinet. An graphic remote annunciator panel will be located at the fire department entrance. An automatic dialer will send an alarm, supervisory, or trouble signal to a remote monitoring station. Security Systems A. Empty Conduit for Intrusion Alarm System A system of wall boxes and empty conduits with pull wire will be provided for an intrusion alarm system if required for the facility. This will be based on further discussions as the design of the facility progresses. Page X-7
