She also worked 10 years for a leading Developer renowned for their large-scale redevelopment projects in CBD's of major cities in the PRC, taking a leading role in managing Shanghai Xintiandi-type mixed-use developments, from site search, through feasibility studies, land acquisition, master planning, schematic design and detailed design, and was also involved in the construction stage. Daisy also played a key role in setting up the management mechanism and preparing the Standard Operating Procedures for a spin-off company of the same Developer. She rejoined TOWNLAND as Operations Director in 2016, responsible for maintaining and improving the operating systems (including external ISO Certification, sustainability and CSR objectives) across the TOWNLAND Group of Companies and assisting the Regional Offices in management and operational aspects of both TOWNLAND's Projects and Corporate matters. 2 PRC PROJECTS Slow-Traffic System Planning & Design for Shekou Sub-District and South Science Park Sub-District in Nanshan District, Shenzhen, Guangzhou Province (ongoing) Main Contact Person for the planning and design stage of the development of a pleasant walking and cycling environment for a planning area of 19sqkm. Responsible for the management of the design team and coordination between the Client, local Design Institute and the various Offices within TOWNLAND. Qianhai New District: Qianhai Shenzhen Hong Kong Modern Service Industry Cooperation Zone of approx ha (Unit 3 of 29.6 ha and Unit 4 of 55.7 ha), West of Shekou, Shenzhen, Guangdong Province Planning Advisor for the Master Planning for Units 3 & 4 of this Special Zone in Shenzhen. In association with the Harbin Institute of Technology Urban Planning & Design Institute, this priority development project of the Shenzhen Municipal Government, the Guangdong Provincial Government and the State Council aims to create Qianhai New District as one of the recognized business districts in the World. TOWNLAND Team prepared a comprehensive Master Plan and a Detailed Urban Design Scheme and Urban Design Guidelines for the Project. ADB TA-9141 PRC: Xinjiang Hetian Comprehensive Urban Development and Environmental Improvement Project Design and Due Diligence, PRC, Asian Development Bank (ongoing) Urban Upgrading/Development Specialist of the Project with a focus on the regeneration of Tuancheng District Phase 3 (11.76 ha) which involves in-situ property upgrading through the demolition and reconstruction of substandard houses and improvements to the public realm and the associated utilities infrastructure. The Project adopts an integrated planning approach to urban regeneration in the context of a comprehensive and integrated Master Plan and Investment Strategy supported by the Asian Development Bank. Upon implementation, this will result in: better living standards and environmental quality for the local community; a minimisation of community disruption; permanent resettlement by ensuring local resettlement options are available for all the Affected Households; and opportunities for investment and employment by the local community. Throughout the process, stakeholder opinions were respected to ensure incorporation of local community needs and aspirations. ADB TA-9035 PRC: Strategy for Inclusive and Green Development of Small Cities, Towns and Villages, Jiangxi Province, PRC, Asian Development Bank (ongoing) Urban and Regional Planning Specialist providing support to the Team Leader on the Asian Development Bank Project. The core objective is to achieve a new Provincial Development Strategy and Policy Framework for Jiangxi Province, which is practical and implementable and includes a sustainable planning and development framework for investment in environmental, economic and social infrastructure, together with the institutional structures, financing and capacity building to achieve on-ground implementation. The three primary outputs will include: a Development Framework and Investment Program; policy recommendations and a framework for institutional support structure; and increased capacity for inclusive, green, sustainable and coordinated development of small cities, towns and villages in the Province. Geographical coverage of the Project is concentrated on small cities, towns and villages and their rural hinterlands across 100 counties/districts in Jiangxi Province. Oct 2013 July 2014 Deputy General Manager Operations China Xintiandi, Shanghai, PRC Ms Lai played a key role in the set-up of the management mechanism and drafted the Standard Operating Procedures. She led Operation Reviews of 5 retail projects under management and Design Reviews of 6 mixed-use projects under development comprising Grade A offices, hotels and shopping malls. She also managed the development of the corporate Shopping Mall Design Guidelines. She completed the interface mechanism between China Xintiandi, Shui On Land and Feng Cheng Property Management Company and acted as the main contact point between the 3 companies on planning, design and property management issues. She collaborated with Research Department and Business Development Department to prepare Feasibility Studies and Vision Plans for potential development projects for senior management. She conducted periodical master plan review sessions for 8 existing mixed-use projects for the Chairman and Project Directors. 4 She was also the Main Coordinator of the Sustainable Development Committee and participated in goal setting and execution at corporate level. Her major projects during her time with Shui On Group ( ) included: Hongqiao Tiandi (The Hub), Shanghai (completed and soft opened) Planning and Design Manager leading and winning the land bid with the highest scored Master Plan. Completed the Schematic Design stage then handed over to the project company. It is a mixed-use development project with a total GFA of approx. 390,000sqm with a 5-star hotel of 40,000sqm, a shopping mall of 100,000sqm and 4 office buildings, located on a 6.5ha prime site adjacent to the Hongqiao Transportation Hub. Foshan Lingnan Tiandi, Foshan, Guangzhou Province (under development in phases) Led and completed the Vision Plan, Master Plan and Control Specific Plan for a 65ha site with 22 listed heritage buildings in the city centre of Foshan. The project is a mixed-use development with a total GFA of approx. 1,500,000sqm including 2 shopping malls of approx. 100,000sqm and 60,000sqm, respectively, a Xintiandi-type F&B complex and high-end residential developments. LEED-ND Certifications - Chongqing Tiandi (Total GFA of 3,700,000sqm), Wuhan Tiandi (Total GFA of 2,000,000sqm, Foshan Lingnan Tiandi (Total GFA of 1,500,000sqm) Sustainable Team Leader responsible for the development of sustainable development strategies for the approved master plans. The 3 projects were awarded LEED-ND (Stage 2) Gold Certifications from the US Green Building Council. 4 Large-Scale Resort Projects in Yunnan Province, PRC Led a multi-disciplinary team and completed the Conceptual Master Plans and Infrastructural Studies for 4 proposed communities in Kunming, Dali, Lijiang and Shangrila including 7 golf courses, with a total GFA of approx. 4,380,000sqm. Numerous Potential Projects in the PRC Took a leading role in Site Selection, Feasibility Studies and Conceptual / Master Plans for potential mixed-use developments in Shanghai, Hangzhou, Suzhou, Chengdu, Tianji, Xi an, Guangzhou, Foshan, Zunyi, etc Principal Town Planner/Business Development Manager - Townland Consultants Ltd Ms Lai was responsible for a variety of planning tasks and duties within the Company. Her working experience for Government, Agency and Private Sector Clients in Townland has included: PRC PROJECTS City Image Design for the Central Area, Lijia Cluster, New Northern District, Chongqing, The Management Committee of the Chongqing Economic and Technological Development Zone (FIRST PRIZE AWARDED) Project Manager for an urban design project for the central area (1.6 km sq.) of a planned region mainly for R&D and residential uses. The natural topographic character, retention of the existing reservoir and need for adequate community facilities were incorporated in the design. Ms Lai was responsible for the management of the design team and all planning inputs to the conceptual Master Layout Plan and design of the activity nodes and major streetscapes of the two axial roads. Further to the award of First Prize at the competition stage, the same team has been commissioned to undertake the regulatory detail planning and detail viability assessment. 5 Hotel Development, Nan An District, Chongqing, Private Sector Project Manager/Planner for the alterations and additions to an existing resort-type hotel on a site of approx. 5.3 ha on the ridge on the far side of the Yangtze River from Chongqing CBD. The purpose is to enhance the profitability of the hotel operation and increase the value of the project by increasing the total gross floor area, improving access to views, adding recreational and dining facilities and mitigating visual impacts. Ms Lai is responsible for all planning inputs, day-to-day leadership of the project team and communication and coordination with the relevant planning authorities. Urban Design for Shapingba Riverfront Area, Shapingba District, Chongqing, Shapingba District Government Project Manager for the preparation of the Master Plan for the riverfront area (54 ha) with potential for high quality waterside residential and commercial development with pedestrian links to Chongqing University. The site represents important historic, cultural and tourist assets, suggesting a strong leisure and recreation theme for planning and design and conservation of the high value historical elements. The aim is to provide a waterfront of world class standard that will improve the environment, benefit local residents and attract investment in high quality development within the district. Ms Lai is responsible for the day-to-day management of the Project and provides all land use planning inputs. Conceptual Planning of Long Lake Resort Area, Fujian, Long Lake Resort Administrative Committee and Private Sector This eco-tourism project for an area of approx. 166sq.km involves the preparation of the Conceptual Plan which comprises various proposals in terms of land use, development scale, eco-tourism, open space, conceptual major road network and development strategy. Ms Lai is the Planning Team Member responsible for the eco-tourism trend analysis, marketing strategy formulation, open space analysis and formulation of the Conceptual Plan. Residential Area Layout, New CBD, Chongqing, Private Sector (FIRST PRIZE AWARDED) As a Planning Team Member, she assisted in co-ordinating the planning and urban design inputs to the preparation of an award winning residential area layout (over 60ha) forming part of the District to accommodate the designated new administration, finance and business centre to the north of the old Chongqing City. The urban design principles have recognised the opportunities offered by the topography of the site on rolling hills overlooking the designated CBD. The housing mix and landuse transitional treatment were also carefully considered to ensure a high quality township in support of the future CBD. STUDIES : HONG KONG K7-Kwun Tong Town Centre Comprehensive Implementation Planning Study, Urban Renewal Authority Planning Team Leader on this flagship Project for the Urban Renewal Authority. The purpose of the Study is to formulate an implementable Development Scheme Plan (DSP) for Kwun Tong Town Centre with the integration of redevelopment, revitalisation and rehabilitation approaches. A preferred development option and an implementation strategy are to be formulated addressing the phasing and land grant issues. Ms Lai has been taking a leading role in the Project since the preparation of the winning Technical Proposal. She assists in Project management and liaison with relevant Government Departments and provides inputs on all the land use planning, urban design, implementation strategy, visual impact and social impact aspects. 6 Urban Renewal Opportunities in Sham Shui Po, Hong Kong Housing Society Planning Team Leader for the formulation of a concept plan to guide the urban renewal strategy for the study area, identification of target action areas and recommendation on implementation priorities. The Four R s of the Urban Renewal Authority of HK, including Redevelopment, preservation, Rehabilitation and Revitalisation, have to be addressed. Ms Lai is responsible for project management on a day-to-day basis, coordinating the multi-disciplinary team and all planning inputs. Study on Restructuring of Shek Kip Mei District, Hong Kong Housing Authority Planning Team Member on a multi-disciplinary Study formulating a restructuring strategy to optimize the development potential of the Shek Kip Mei area. The Study requires the preparation of alternative land use and development strategies and an Outline Master Development Plan. Alternative mechanisms and an institutional framework for implementing future restructuring schemes are also required. Ms Lai is currently responsible for attending public consultations and preparing the Final Report. Studies on Co-ordination of Other Public Transport Services with New Railways, Transport Department, HK Government The proposed new railway routes in the New Territories will have a significant impact on the existing public transport systems, particularly buses. The study aims to evaluate this impact and to explore opportunities for close integration of the services. Planning Team Member responsible for the projection of demographic data within the catchment areas of the new railways for the purposes of trip generation modelling. Disaggregation of zonal data is required using sources such as development programmes, approved planning applications and information provided by relevant Government Departments. New development areas are being investigated at a more detailed level. Assumptions are also being made according to strategic studies completed recently. Study on Container Back-up Facilities and Land Requirements, Port Development Board (PDB), HK Government Planning team member to review and update the existing port cargo forecasts in order to support the PDB s policy to match supply of port facilities with demand. The Study feeds into the overall planning process in Hong Kong by linking into the Port Development Strategy Review (3rd Review) and Territorial Development Strategy. Planning and Development Study on Hong Kong Island South and Lamma Island, Phase I, Planning Department and Territory Development Department, HK Government Planning team member to examine the scope and feasibility of accommodating strategic growth for an additional population of about 60,000 by the year 2011 in the Study Area and to explore the opportunities for development in the non-strategic growth areas. Engineering investigations on the developments and infrastructural projects will also be carried out such that the detailed design of these engineering projects can proceed immediately after the Study. Responsible for the studies on development potential of Tin Wan, Wong Chuk Hang/Aberdeen industrial areas and individual sites on Lamma Island. ` Strategic Planning Assessment of the Hong Kong Housing Market, Private Sector Project Co-ordinator for a study to illustrate a strategic overview of both the public and private sector housing markets to assist in identifying potential market opportunities for a major international contractor. MTRC East Kowloon Line and North Island Line Feasibility Study Planning team member of a multi-disciplinary team to examine potential property developments associated with a major new underground railway route. Responsible for examining the opportunities for and constraints on property development, advising on the planning parameters, formulating and evaluating development options and making recommendations on the preferred development option for MTRC s consideration. 7 West Rail Phase I, Property Development Study, Work Packages for Tuen Mun Station, PDS-211, Kowloon Canton Railway Corporation Involved in the development of a preferred scheme for Property Development adjoining the West Rail Tuen Mun Station and preparation of a Land Grant submission. The Objective of the Study is to obtain early Government approvals for the preferred development and subsequently to prepare a Development Brief with a view to a jointventure development with the private sector. Case Studies Arising from the Study on Restructuring of Obsolete Industrial Areas, Planning Department, HK Government This Study was to undertake Case Studies on industrial restructuring for each of three Case Study areas with a view to establishing the operational feasibility, financial viability and institutional practicability of the outline proposals put forward in a previous Townland Study on Restructuring of Obsolete Industrial Areas (ROBINA). Planning Team Member responsible for the collection of pertinent background information, data collection, analysis and report preparation, for instance a summary report on constraints and opportunities in respect of the Case Study areas. Expressions of Interest and Technical Proposals Ms Lai has also been involved in the preparation and co-ordination of numerous successful Expressions of Interest and Technical Proposals for Government Studies and Feasibility Studies for the Private Sector and Agencies, such as KCRC and MTRC. MASTER PLANNING/STUDIES: OVERSEAS The Ideas Competition for the Master Plan of the Thu Thiem New Urban Centre, Ho Chi Minh City, Vietnam, Investment and Construction Authority for Thu Thiem New Urban Area (CERTIFICATE AWARDED) Project Manager for the preparation of the Master Plan for a peninsula of approx. 760 ha embraced by Saigon River. The purpose is to formulate an innovative Master Plan for a new urban centre which should be financially feasible, taking into account the planned infrastructure, natural landscape and topography. A strong team of leading consultant companies has been formed for the preparation of a winning competition entry addressing the land use planning, architectural, traffic, engineering and financial issues. Ms Lai is responsible for the day-to-day management of the multi-disciplinary team and liaison with the Vietnamese Government Authorities and model maker with the help of a local facilitator, and provides all land use planning inputs including a land use budget to guide the urban design. Expressions of Interest and Technical Proposals Ms Lai has assisted in the compilation of the Expressions of Interest and Technical Proposals for projects funded by the Asian Development Bank and World Bank. Responsibilities included the review of existing studies, reports and documents on urban development and assessment of all aspects of urban development, including the regulatory framework, institutional set-up, human resources, demand for and supply of land and urban services and urban development financing. Projects have included: Samoa: Capacity Building for Urban Planning and Management (TA No.3566-SAM), Asian Development Bank The major objective of this Project was to improve the economic, social and physical environment of Apia (the capital) by facilitating and guiding the development of an integrated urban planning and management framework. 8 preparation of a draft regulatory and legislative framework for the establishment of an urban planning/management system. Cambodia: Integrated Urban Development Project (TA No CAM), Asian Development Bank The Project was to address the most urgent urban development issues to meet the medium-term urban servicing needs of Phnom Penh and selected provincial towns and also to formulate the actions necessary for the implementation of the proposed interventions. Thailand: Border Towns Urban Development Project (TA 2903-THA), Asian Development Bank The Project was aimed at creating an integrated urban development strategy for encouraging and enhancing sustainable urban growth and the economic performance of ten selected border towns. COMPREHENSIVE SITE PLANNING : HONG KONG Responsible for the coordination and preparation of a number of Master Layout Plans for the Private Sector including the following: Comprehensive recreational/residential development on an approx. 8 ha site mainly zoned as Recreational Priority Area at Tai Po Kau; and (ii) Comprehensive residential development at Tong Yan San Tsuen. DEVELOPMENT CONSULTANCY Section 16 Planning Applications, Private Sector Responsible for co-ordination and preparation of a large number of Section 16 Planning Applications for the Private Sector and Major Institutions. Examples of major Projects include: A composite redevelopment with residential, commercial and public car park uses at Fuk Lo Tsun Road, Ma Tau Kok; (ii) A prestigious residential redevelopment and public open space at Sai Ning Street, Kennedy Town; (iii) A revision to a previously approved office development at How Ming Street, Kwun Tong; (iv) A hotel and commercial/office development with a public plaza at How Ming Street, Kwun Tong; (v) A student residence (Flora Ho Sports Centre Site) at Pok Fu Lam for the University of Hong Kong; (vi) A prestigious residential development with 9m high sky garden at Cornwall Street, Kowloon Tong; and (vii) An annex building to the German Swiss International School in the Peak Area. Section 17 Planning Reviews, Private Sector Responsible for co-ordinating and preparing the documentation for the following Review: A commercial/residential redevelopment on a 5 ha site at Wang Chau Road, Yuen Long. 9 Section 17B Planning Appeal - Proposed Low-Rise Residential Development at Lin Barn Tsuen, New West New Territories, Private Sector Involved in the preparation of a Planning Appeal for a proposed low-rise residential development and habitat creation scheme in the highly ecologically sensitive Deep Bay Area. Mainly responsible for co-ordinating the multi-disciplinary Project Team comprising environmental, traffic, ecological, engineering and landscape consultants. Also assisted in the preparation of the Planning Expert Witness Statement and reviewed the Sub-consultants and Town Planning Appeal Board s Witness Statements. Appeal to the Buildings Appeal Tribunal 4, 4A-4D Wang Fung Terrace, Causeway Bay, Private Sector The building plans were rejected for the reason that the proposed development would result in a building differing in height from the buildings in the immediate neighbourhood. Ms Lai prepared the Planning Expert Statement to address the definition and features of an immediate neighbourhood, highlight the planning considerations and tackle incongruity. She also reviewed the related ordinances, relevant cases and witness statements of other parties, and had conferences with Senior Counsel. Rezoning Requests, Private Sector A comprehensive redevelopment comprising residential and commercial uses on a 1.5 hectare industrial site in To Kwa Wan; (ii) Various land use proposals including reprovisioning of wholesale Fish Market, Fishermen s Wharves, relocation of Aberdeen Marina Club, hotels, schools, senior citizen housing and residential development on five sites in the Aberdeen Harbour Area; (iii) A residential/commercial development on the former Gas Works South Plant site in Ma Tau Kok; and (iv) A residential redevelopment at Shui Che Kwun Street, Yuen Long. Feasibility Studies, Private Sector Aberdeen Harbour Revitalisation Study A detailed planning study of the development potential of Aberdeen Harbour Area with the support of various technical assessments. Responsible for identification of development opportunities and constraints, suggesting an appropriate planning strategy, consultations with Government Departments and preparation of planning reports and comprehensive presentation materials. (ii) Comprehensive Development in San Tin Preparation of a strategy paper for a proposed Theme Park/Retail/Residential development in San Tin. Responsible for identification of planning opportunities and constraints and providing planning justifications. (iii) Yau Tong Waterfront Redevelopment A study of 25.4 ha of land to investigate the feasibility of revitalising Yau Tong District, providing composite residential accommodation and creating a new tourist attraction and new and improved image for this District. Responsible for coordinating the multi-disciplinary Project Team and providing planning inputs for the preparation of the most rational conceptual layout plan.
