(APTech) to serve as the consultant for the preparation of Synthesis Topic 44-06, Implementation of Mechanistic Empirical Pavement Design Guide (MEPDG) and DARWin-ME Software. We propose Dr. Linda Pierce, P.E., of our staff to lead this effort and serve as Principal Investigator and primary author. Dr. Pierce is very familiar with the development, use, and implementation of the Mechanistic-Empirical Pavement Design Guide (MEPDG) and the American Association of State Highway Officials (AASHTO) DARWin-ME software, and we are confident that she can produce a wellwritten document that will be of immediate value to highway agencies as they continue their implementation efforts. This letter expands on some of the background that is of particular interest regarding the preparation of the proposed synthesis. EXPERIENCE. Since joining APTech in 2008, Dr. Pierce has been involved in the following MEPDG/DARWin- ME related projects: Senior Engineer for the FHWA Study, Local Calibration of the MEPDG Using Pavement Management Systems. Assisted the North Carolina DOT with the development of a framework for integrating pavement management data for use in calibrating the MEPDG. Senior Engineer for the FHWA study, Using Falling Weight Deflectometer Data with MEPDG and Analysis. Developed guidelines for the use of FWD data with mechanistic-empirical pavement design and analysis procedures, including the MEPDG. Project Manager for several pavement design projects (e.g., I-64 Daniel Boone Bridge Design-Build for Missouri DOT, heavy vehicle haul roads for the American Electric Power Mitchell Power Plant and John E. Amos Power Plant) that utilized the MEPDG in the pavement design process. Prior to joining APTech, Dr. Pierce spent 20 years with Washington State Department of Transportation (WSDOT) where she served in the following positions: State Pavement Engineer for 10 years and AASHTO Joint Technical Committee on Pavements representative. In this position, Dr. Pierce ensured that all WSDOT pavements were designed, managed, and rehabilitated in a cost effective manner, provided technical expertise to local and national organizations, conducted pavement related research, and managed the pavement section that was responsible for data collection, pavement management, and pavement design. State Pavement Management Engineer for 1 year. In this position, Dr. Pierce was responsible for the operation and maintenance of the Washington State Pavement Management System, including all associated data collection activities for pavement surface condition and friction. State Pavement Design Engineer for 9 years. In this position, Dr. Pierce conducted all statewide pavement designs and pavement rehabilitation investigations. In addition, Dr. Pierce was responsible for the implementation of the WSDOT mechanistic-empirical pavement design process. During her tenure in these positions, Dr. Pierce was also very involved with the evaluation of the MEPDG to WSDOT conditions. As part of this evaluation, Dr. Pierce was involved with studies that evaluated the sensitivity of the axle load spectra, and calibration of the MEPDG performance models for both asphalt and concrete pavements. NATIONAL COMMITTEES AND AFFILIATIONS. Dr. Pierce has been very active nationally with the implementation of the MEPDG and DARWin-ME. For example, she served for 6 years on the Transportation Research Board (TRB) Committee AFD10 on Pavement Management Systems, where she chaired three MEPDG implementation workshops during the TRB Annual Meeting. These workshops focused on agency studies, practices, and issues for implementation of the MEPDG. In addition, Dr. Pierce served on several NCHRP panels in 115 West Main Street, Suite 400 Urbana, IL tel fax

2 illinois nevada texas providing engineering solutions to improve pavement performance Mr. Jon Williams July 25, 2012 Page 2 relation to the MEPDG including: NCHRP 1-37A, Development of the 2002 Guide for the Design of New and Rehabilitated Pavement Structures: Phase II, NCHRP 1-40, Facilitating the Implementation of the Guide for the Design of New and Rehabilitated Pavement Structures, NCHRP 1-40A, Independent Review of the Recommended Mechanistic-Empirical Pavement Design Guide and Software, NCHRP 1-40B, Local Calibration Guidance for the Recommended Guide for Mechanistic-Empirical Design of New and Rehabilitated Pavement Structures, NCHRP 1-41, Models for Predicting Reflection Cracking of Hot-Mix Asphalt Overlays, and NCHRP 1-42A, Top-Down Fatigue Cracking of Hot-Mix Asphalt Layers Phase I. Additionally, Dr. Pierce has served (or is serving) as chair for NCHRP 9-38, Endurance Limit of Hot Mix Asphalt Mixtures to Prevent Fatigue Cracking in Flexible Pavements, and NCHRP 1-52, A Mechanistic-Empirical Model for Top-Down Cracking of Asphalt Pavement Layers. Finally, during her tenure with WSDOT, Dr. Pierce served as the Vice Chair of the AASHTO Joint Technical Committee on Pavements and as Chair of the AASHTOWare DARWin product task force (this includes time served during the transition from DARWin to DARWin-ME). TECHNICAL WRITING. In addition to technical knowledge, strong writing skills are important to this study since it will result in a written synthesis. Dr. Pierce s report writing skills are demonstrated by authorship of over 100 technical publications. One of her publications recently received the Best Paper Award at the 8 th International Conference on Managing Pavement Assets held in Chile in November PROJECT CONSIDERATIONS. This synthesis will provide critical and timely information on steps agencies have taken to implement the MEPDG and DARWin-ME. The results from the synthesis will provide a mechanism for sharing knowledge gained from agencies that have implemented the MEPDG/DARWin-ME to those agencies in the process or have yet to begin implementation. It is expected that this synthesis document will include: Organizational structure of agencies that have successfully implemented (or are working to implement) the MEPDG/DARWin-ME. Steps necessary to the implementation process (e.g., identification of data sources including materials, traffic, construction, pavement design, pavement management, maintenance], selection and evaluation of calibration/validation sites, evaluation of pavement performance, verification of predicted pavement performance). Lessons learned. Summary of agency effort and funds for implementation. To accomplish this work, the proposed principal investigator has already conducted a comprehensive literature search on agency implementation of the MEPDG/DARWin-ME as part of previous projects and will update this literature search to include more recent studies. In addition, a web-based survey of state highway agencies (including Puerto Rico and Washington D.C.) and Canadian ministries of transportation regarding their practices and experiences will be conducted. As needed, follow-up telephone surveys and/or correspondence will be performed to confirm or clarify any key points. Throughout this effort, the assistance and collaboration of the technical panel will be critical and will help in establishing the focus for the survey, the target groups, and overall methodology. A resume outlining Dr. Pierce s overall experience is attached. 3 Linda M. Pierce, PH.D., P.E. SENIOR ENGINEER Dr. Pierce is a Senior Engineer at Applied Pavement Technology, Inc. (APTech) with more than 24 years of experience in pavement research and pavement engineering. Dr. Pierce is well-versed in the fundamentals of falling weight deflectometer (FWD) testing, interpretation, and analysis, including backcalculation of layer moduli, layered elastic theory for flexible pavement thickness design, and finite element analysis of concrete pavements. In addition, she has extensive knowledge of pavement management techniques and practices, pavement condition assessment, pavement rehabilitation treatments, and pavement preservation strategies. Dr. Pierce s current research work is extensive and diverse, including work with the National Cooperative Highway Research Program (NCHRP) and the Federal Highway Administration (FHWA). As Senior Engineer for NCHRP 1-48, Incorporating Pavement Preservation into the MEPDG, she is providing MEPDG expertise on essential elements needed to consder the impact of pavement preservation on pavement structural design. She is also APTech s Project Manager for NCHRP 10-76, Methodologies for Evaluating Pavement Strategies and Barriers for Noise Mitigation, where she is providing expertise in the areas of quieter pavements and life-cycle cost analysis. In addition to her pavement research work, Dr. Pierce is actively involved in the management and evaluation of pavements. For the Lousiana Department of Transportation (DOT) and Development project, Pavement Management Systems for Project Level Applications, Dr. Pierce is responsible for providing pavement management expertise. Dr. Pierce is also APTech s the Project Manager for the implementation of a pavement management system for the Town of Gila Bend, Arizona. Prior to joining APTech, Dr. Pierce was responsible for overseeing the design and management of all state highway pavements as the State Pavement Engineer for the Washington State DOT. During her two decade-long tenure, she participated in the development of the Washington State DOT Pavement Policy Manual, implementation of a mechanistic-empirical based hot-mix asphalt overlay thickness design program, refinement of the pavement type selection program, and numerous modifications to pavement design, construction practices, and specifications for enhancement of pavement performance. She was responsible for ensuring that all Washington State DOT pavements were designed and managed to a cost effective standard, and she provided technical expertise and input to local and national organizations. In addition, Dr. Pierce planned, organized, and directed various research and experimental programs necessary to advance the state-of-practice in the areas of construction, pavement design, paving materials, and pavement management to get the most cost effective pavement performance. She provided technical expertise for determining pavement design and rehabilitation requirements, final authority for the state highways pavement design analysis, and program review and approval for program development for the pavement preservation program. 3

4 Also during her time with Washington State DOT, Dr. Pierce served as the Pavement Management Engineer for the Washington State DOT Materials Laboratory where she was responsible for operation and maintenance of the state pavement management system. She developed and maintained the statewide pavement life expectancy models, statewide paving priorities, and annual pavement preservation needs. She directed or conducted special research and experimental projects dealing with pavement performance or other pavement related subjects and supervised the collection of pavement friction, profile, and rutting condition data. As the Pavement Design Engineer, she directed all laboratory (e.g., R value, maximum density, and resilient modulus) and field (e.g., FWD) testing and analysis as required for pavement design, including use and implementation of backcalculation of layer moduli and mechanistic-empirical overlay design procedures. She also conducted special research projects (e.g., hot in-place recycling and dowel bar retrofit) as they relate to pavement design. As a Field Engineer, she conducted laboratory testing for all materials used during the construction of a chemical hazardous waste disposal site. She conducted testing, including all standard soil tests (standard and modified proctor, wet and dry sieve analysis, Atterberg limits, and test for permeability and moisture content) and testing of geotextile fabrics. Finally, as a Research Assistant for the Washington State DOT Study, Portland Cement Concrete Pavement Performance and Rehabilitation, she assisted in determining a methodology to be used in the selection of a strategy for the rehabilitation of the statewide urban portland cement concrete Interstate pavements in Washington State. REPRESENTATIVE EXPERIENCE Roadway Pavement Management Project Manager for the Town of Gila Bend, Arizona Pavement Management Implementation. Developing and implementing a pavement management system which includes defining the roadway network, conducting pavement condition assessment, developing a pavement management database, developing pavement performance prediction models, determining a maintenance and rehabilitation program, and assisting with the implementation of MicroPAVER and associated training for the Town staff. Senior Engineer for the Louisiana Department of Transportation and Development (LADOTD) study, Pavement Management Systems for Project Level Applications. Primarily responsible for conducting personnel interviews with LADOTD pavement management users to determine the gaps between what is available and what users want from the system. Senior Engineer on the FHWA Study, Development of a Pavement Management Roadmap. Assisted in the development of a pavement management roadmap for identifying future research, development, technology transfer, and workforce development activities. Activities included conducting a literature review, participation in three regional workshops, development of research problem statements, and development of project documents. Senior Engineer for the FHWA Study, Local Calibration of the MEPDG Using Pavement Management Systems. Assisted the North Carolina DOT with the development of a framework for integrating pavement management data for use in calibrating the MEPDG. Senior Engineer for the Pennsylvania DOT Research of Current Practices in Pavement Performance Modeling. Conducted technical review of pavement performance modeling used by other state highway agencies. 4

5 Roadway Evaluation and Design Senior Engineer for the I-64 Daniel Boone Bridge Design-Build Project for Missouri DOT. Provided pavement design and consulting services for a design-build bid. The designs maximize performance while minimizing construction, maintenance, and rehabilitation costs and were prepared using AASHTO's Mechanistic-Empirical Design Guide (MEPDG). Project Manager for the Pavement Design for Dry Fly Ash Conversion Facility. This project involved the development of asphalt and concrete pavement designs for a heavy-haul facility at the American Electric Power (AEP) Mitchell Power Plant. Pavement designs were conducted in accordance with the West Virginia Department of Transportation practices and the AASHTO 1993 Guide for the Design of Pavement Structures, and verified using mechanistic-empirical pavement evaluation procedures. Project Manager for the FHWA study, Field Validation of Procedures for Collecting Images of Pavement Surfaces for Distress Detection per AASHTO Provisional Standard and for Transverse Profile Data Collection per AASHTO Provisional Standard This project involves the collection of ground truth testing and automated data collection for both pavement cracking and transverse profile, statistical comparison of the results, and recommendations and/or clarifications for modifications to AASHTO PP and PP Project Manager for the AEP John E. Amos Power Plant Haul Road and Bridge Design. Analyzing site and vehicle information to develop both flexible and rigid pavement designs. Project Manager on the Nevada DOT I-15 Design-Build Project Layered Elastic Analysis (as a subconsultant to Converse Consultants). Conducted a layered elastic analysis to determine if the proposed pavement structural thickness could be reduced while still meeting the identified traffic and climate needs of this interstate roadway. Senior Engineer for the FHWA study, Using Falling Weight Deflectometer Data with MEPDG and Analysis. Developed guidelines for the use of FWD data with the mechanistic-empirical design and analysis procedures. Researched and summarized available testing data for the case study selection process. Senior Engineer, as a subcontractor to WJE Associates, Inc., on the project for the evaluation of concrete intersections on the Sound Transit Light Rail System (Seattle, Washington). Responsible for conducting the finite element analysis to evaluate the structural capacity of the existing concrete intersections, as well as responsible for report preparation and rebuttal response. Project Manager for the FHWA Pavement Analysis Support Indefinite Delivery/Indefinite Quantity IDIQ Task Order 1, State of the Technology of Moving Pavement Deflection Testing (as a subconsultant to Fugro Consultants, Inc.). Assisted with a technical review and assessment on higher speed pavement deflection testing equipment. Senior Engineer for the Interstate 81 Design-Build Review. Responsible for providing a recommended pavement section for the Interstate 81 Design-Build Project. Pavement Research Project Manager for the South Dakota DOT Study SDDOT , Updated Performance Curves for SDDOT's Pavement Management System. Updating the methodology for evaluating and defining the family of curves for pavement performance prediction, identifying and selecting the most accurate performance models possible, and developing a new, stand-alone pavement performance modeling tool to implement the new methodology. Project Manager for the FHWA study, Quality Management Procedures for Network Level Pavement Condition Data. Overseeing the development of a Practical Guide for Quality Management (QM) of 5

6 network level pavement condition data using proven procedures, practical examples, and case studies from various transportation agencies. Project Manager for the Louisiana DOT and Development Pavement Management System for Project Level Applications project (as a subconsultant to Nichols Consulting Engineers). This project will develop guidelines for the Louisiana DOTD on how network level pavement management system data can be used at the project level for pavement engineering applications. APTech is specifically responsible for conducting interviews with the Louisiana DOT staff and providing expertise in pavement management applications. Senior Engineer for the NCHRP 1-48 project Incorporating Pavement Preservation into the MEPDG. Responsible for collecting and reviewing research information and assisted in authoring the interim report and project work plan. Project Manager for the University of California, Davis, Caltrans Rigid Pavement and Preservation Guide: Slab Replacement Chapter. Responsible for providing technical services for combining and updating three panel replacement guidelines into a single, concise chapter. Principal Investigator on the NCHRP 1-46 project Handbook for Pavement Design, Construction and Management. Researched and developed an interactive, electronic handbook that addresses the various aspects of pavement design, construction, and management. Senior Engineer on the Innovative Pavement Research Foundation project Highway Materials Concrete Airfield Pavement. Providing expertise on identifying and establishing criteria for categorizing highway materials that meet Federal Aviation Administration standards, conducted review of project documents, contributed to database development, and report writing and review.
