The Regalia Partnership brings together Ilona Van Galen and Joseph Rega who interweave skills in marketing communications and architecture to achieve the revitalisation of Town Centres and Urban Precincts. Ilona Van Galen holds a degree in Communication from the University of Technology, Sydney. Joseph Rega, a qualified Architect, is listed by the Heritage Office of NSW as an author of Conservation Studies & Management Plans. With a unique ability to identify and communicate urban design solutions in today s complex stakeholder environments, the partnership delivers outstanding results to State Government, Local Government, and private sector clients. Regalia has the skills and expertise to research, identify, analyse, design, write, present and facilitate broad community adoption of urban revitalisation solutions for Town Centres and Urban Precincts. The business intentionally remains small, preferring to work in association with other specialist consultancies when circumstances so require. This flexibility offers clients a direct line to the principals of experienced consultancies with high levels of expertise. Regalia has working and meeting facilities at 48 Homer Street Earlwood. The partnership is well equipped with information technology, operating specialist computer programs related to word processing, spreadsheets, CAD, scanning, database preparation and graphic presentation. We use a high speed colour laser printer (A3) for the production of all reports.

2 Kensington Vision... People are attracted to live, work and enjoy their leisure time in the Town Centre, because it is dynamic, well presented, enoyable, and highly accessible by walking, cycling and public transport. A Town Centre that: creates an active heart for the community by fulfilling its day to day needs; builds community values by encouraging residents to meet and interact with one another in the public domain; encourages residents to invite friends and family members to visit; encourages other Sydneysiders to enjoy its facilities; creates business and employment opportunities; is well connected to the major public facilities which surround it; and has a recognisable and welcoming identity.... Kensington Urban Renewal Regalia developed the key aspects of the Kensington Town Centre Development Control Plan 2002: Land amalgamation requirements sufficient to provide incentives for desired development; Building Envelopes determined by the Architectural Character of the Town Centre, Articulation Zones, Building Heights, Building Zones, Contributory Buildings, Setbacks and Transitional Development; Identification of three blocks where additional development incentives are offered in order to achieve a much needed supermarket in the Town Centre; Block by Block Controls and Building Envelopes, each recognising the individual site constraints and opportunities inherent in each block. Mews Style Development as a means of providing appropriate financial incentives to conserve Contributory Buildings. The National Trust of Australia commended Joseph Rega, Architect and Ilona Van Galen of Regalia and Karen Armstrong (Manager Strategic Planning Randwick City Council) for this innovative approach to encouraging retention and upgrading of Contributory Buildings. By providing a suitable incentive for owners to invest in Contributory Buildings their long term survival is assured. Kensington Mews To encourage the restoration of existing 1920 s Kensington buildings which contribute to the strip shopping character of the streetscape, new development in Mews Style (i.e buildings lining a court, yard or pedestrian lane) is encouraged at the rear of these existing buildings. Mews Style Development will be slim, no more than 5 storeys high, and setback from Contributory Buildings by pedestrian connections along their frontage and through to Anzac Parade. These pedestrian connections will also create a physical separation between 2 storey Contributory Buildings and any adjacent new development along Anzac Parade, softening the transition from 2 to 4 storeys at the street edge.

3 Mittagong Urban Renewal An alternative, integrated vision for Mittagong formed part of a private client s submission opposing a large out-of-town shopping centre likely to impact negatively on the existing Town Centre. Detailed modelling of key strategic sites demonstrated how to attract destination retailers including a supermarket, discount department store and bulky goods retailer back into the heart of the Town Centre, as anchor traders in the original tradition of main street retailing. Identified sites were consistent with Wingecarribee Shire Council s draft Strategic Plan, which envisages mixed residential/commercial uses to add to the vitality of Mittagong s core.

4 Revesby Urban Renewal For the Revesby Urban Improvement Program Regalia: undertook demographic and commercial analysis including shopper surveys; facilitated public meetings and advisory group meetings; co-ordinated and facilitated shopfront consultation; consulted with landowners and retail businesses; analysed public submissions to shopfront consultations; authored community newsletters; worked with local businesses to develop a precinct logo; and generally assisted the Department of Planning achieve its Urban Improvement Program objectives. Our unique interpretation of a community challenge proposed a wide, open, active pedestrian connection to unite the northern and southern sides of the Revesby Urban Village. Currently separated by the East Hills rail line, our design achieved: Station access for those with disabilities A visual north/south connection beneath a highly visible landmark structure; The creation of a boulevard to encourage north/south pedestrian activity and discourage the use of cars for short journeys; The creation of connected dual civic spaces, one on either side of the railway line; The seamless integration of the station entry with active public open space on either side of the line; and A dramatic sense of entry to the station, from both directions. Of 12 Urban Improvement Programs in Sydney, the Revesby Central and Kensington UIP s were independently evaluated as having achieved the most outstanding triple bottom line results for their respective communities

5 Matraville Town Centre Regalia developed the Matraville Town Centre DCP 2006 for Randwick City Council. Following demographic and commercial analysis, shopfront and stakeholder constulation and analysis of the urban fabric, 4 key objectives underpinned all planning controls articulated in the DCP. To achieve a viable local Town Centre which supports a community; To achieve active, safe, accessible and sustainable public places in the Town Centre; To build on the Town Centre s strengths to achieve an identifiable local character for Matraville; To facilitate high visual and design quality in sustainable new development that provides a high quality of life To anchor the commercial and social life of the Town Centre we determined it was necessary to bring back convenience shopping to fulfil day to day needs. We identified four sites with the potential to attract a supermarket and developed site specific incentives to encourage supermarket operators and developers to collaborate. The DCP also encourages gateway development at the northern and southern entry points to Matraville, identifies planning controls to enable a much needed community facility, encourages new pedestrian movement from adjacent residential areas, and provides objectives for future staged DA s on 2 large sites in the town centre.

6 Cabramatta Town Centre Cabramatta represented an urban strategy with its centre as the Dutton Lane carpark. The centre of the development would have seen 5 multi rise towers (17 the highest) with retail and parking underground - scaling down to the outskirts with buildings between 5 and 8 storeys. This is a long time vision, and the cost at this stage would be difficult to determine.
