17 Covering of the drains - implications 1. Environmentally bad decision as the problem gets out of sight out of mind not solving the problem 2. The concrete slab effectively stops groundwater recharge 3. The slab cover over the nala shall aggravate the heat island effect 4. The siltation in the drain shall become difficult and more expensive to manage and would require specialized supersuction machines 5. The sewage being carried by the drain shall be deprived of sunlight and oxygen, creating septic conditions and effectively increase the pollution load on the river

21 Alternatively. 1. The drains could use on-line decentralized biological wastewatrer treatment to treat the waste water and reuse the same for irrigation and create a landscaped parkway like OSHO PARK IN PUNE. 2. The sanitized drain then could be used for creating a NMT corridor promoting cycling and walking trails to achieve interconnectivity between various residential neighborhoods. 3. This NMT corridor with Soleckshaws then could be a part of the overall transport network of the city linking people to various transport hubs like the stations, bus-stops etc.

32 Way forward Lots of the drain stretches are being covered it should be made mandatory for all such projects to make available the covered slabs for the eco-corridor of the NMT greenway to go through In the portions where the drain is not being covered the Greenway option should be tried out which shall aim to: Clean the waste water and reuse same for irrigation Create infiltration topography for rainwater harvesting and ground water recharge Revitalize the degraded landscape into useable NMT corridors to create a network of walkable trails to connect to the public transit systems

We need to demonstrate on site and transform intent into action

Development, operations and management on turnkey basis is critical for the successful implementaiton Can be through private sector Can be through a dedicated private agency Dedicated agency required to nurture the NMT Technical complexity first time in India Lessons to be learnt for further development(s) May develop a smaller pilot (smalller) stretch initially.
35 Way forward.. UTTIPEC under the chairmanship of the Hon. Lt. Gov. of Delhi can approve of this non-motorized transportation (NMT) corridor as necessary part of overall sustainable public transport system Anyone- MCD or DDA - can be made implementing agency IE- for developing the NMT the other may vest in IE their land MCD owns the drains and is responsible for its management today it is a cost centre for MCD DDA owns and manages the greens and today it is a cost centre The IE then brings in funding of Rs cores Development and operations of NMT should be on turn-key basis.
