1 Redevelopment of a factory site Case study: Redevelopment of a processing factory site, South Brisbane

2 Task You are a consultant town planner working in a private firm and your supervisor has asked you to undertaken a desktop investigation of a particular site which is earmarked for future redevelopment. Your client is a foreign investor and has no understanding of the site or planning provisions. Your advice is required to be sufficiently detailed to describe the site and the surrounding area in order to plan for future use. Further the advice should identify any site constraints (e.g. flooding, proximity to river, heritage b uildings etc.). The advice should provide an analysis of two alternative development options for the site including maintaining the site as existing. The aim of your advice is to guide the identification of future uses for the site through the identification of the relevant planning provisions, overlays, constraints and the most appropriate use for the site considering these factors. The site is located at 61 M ontague Road, South Brisbane and is the former Paul s Milk/Parmalat site. Objectives At the conclusion of this task, students should b e able to: To develop the student s awareness of planning issues at the local level. Select, organise and analyse relevant information from a variety of sources. Develop and enhance ICT skills Use and interpret maps, photographs, field data, GIS to conduct a geographic inquiry into a specific area. Synthesise a wide range of ideas and information to reach decisions about the redevelopment of the site. Communicate geographical information, ideas, and issues using appropriate graphic, cartographic and written forms (paragraphs). 2

3 Step 1 Site Overview You are required to investigate the site and provide an overview of the site particulars including: Real Property Description Site Area Local Government Area Planning Scheme Zoning Neighbourhood Planning Area Overlays Description of the current use of the site (what is the site being used for, are there any buildings if so how tall, what are they used for, what do they look like, what are they made of etc.) Description of the uses surrounding the site (e.g. to the north there are residential houses 2 storeys in height, to the south there is a shopping centre etc.) 1. Prepare a template document for the site investigation (e.g. A table with each heading on a row and a space in the adjacent column for the information as found). Some units are allowed where land is 3,000sqm or greater. Overlays Description of Current Use Example Zoning Plan Demolition Control Precinct Demolition Control Precincts are intended to preserve and enhance streetscapes with pre-1946 character. Character houses should be preserved and development is to be sensitive in design to traditional housing styles Description of Surrounding Uses/Area 3

4 Step 1 continued Log on to the Brisbane City Council website and follow the icons to the Brisbane City Plan 2014 mapping (site reference: building/planning- guidelines- tools/brisbane- city- plan- 2014/city- plan mapping) Open the interactive mapping page and accept the terms and conditions. 4. In the search function enter the property address. 5. Click on the Property icon, select the subject lot I order to view the property details. In the pop- up you can then select to view property lot details to identify the zoning, local plan, overlays and other mapped constraints. List these in the table and take screenshots of the maps for your report. Using the mapping tool consider the location of the site in relation to surrounding uses, public transport, road networks, open space and describe in the table Log into Google Earth/Google Maps and enter in the site address using the search function. Using the street map tool walk around the boundaries of the site to consider the nature of surrounding uses, character of the area. Use images in the table/report. Source: Google Maps 4

5 Step 2 Research 1. Visit the Brisbane City Council City Plan webpage - building/planning- guidelines- and- tools/city- plan- zones- codes/index.htm 2. Go to Chapter 4 and find the South Brisbane Riverside Neighbourhood Plan. On the mapping page (page 252b) take note of the location of the site in relation to the surrounding area specially find the precinct the site is located in. 3. Using the neighbourhood plan find the precinct description and take note for insertion in the table. Describe the precinct intent for the site/surrounding area Step 3 Site Redevelopment Opportunities 1. Undertake research about the local area (e.g. statistical analysis of census data. Neighbourhood plan information) to guide the identification of two alternative options for the site (e.g. shopping centre, residential units, cultural centre, recreational facility, etc.) in addition to the option of maintaining the site as is. The evaluation of these proposals should consider the following: Need/demand for the use (e.g. is there sufficient population to support the proposed use or is it an attractor use that people will come from afar?) Suitability of the use with respect to location (e.g. is it a suitable location for such or do better locations exist that are more appropriately serviced, located etc.). 2. Make a decision on the most appropriate alternative use for the site. You must fully justify your decision to your client, evaluating the proposal using a set of criteria you have developed and incorporating the findings from your research. Incorporate maps and data from your research. Justify why it fits and how it relates to the future direction of the area as described in the neighbourhood plan.
