Urban renewal The Urban Renewal Authority (URA) is the leading agent involved with urban renewal in Hong Kong. It is responsible for preparing redevelopment plans, acquiring the affected properties, rehousing the affected residents and implementing new development projects. 10 Chapter 9 The New Towns Programme started in It aims to improve the living environment by decentralising the population from overcrowded urban areas. The programme has expanded continuously to cope with the increase in population in Hong Kong. The number of new towns has increased to nine since 1973 (Figure 9.5). Now, the population of Hong Kong living in the new towns is about 3.1 million. The new towns provide a pleasant and self-contained living environment. There are efficient transportation systems, and adequate infrastructure, community facilities and open spaces. The problem of land use conflict is largely avoided. This is done by guiding and controlling the development and use of land. Planning standards and guidelines help avoid land use conflicts, ensuring that the land is used in a better way. In order to create a pleasing environment for all, we should also consider other people s needs.
