3 SUSTAINABILITY At Sound Transit, our most important job is moving people out of their cars and onto buses and trains. Our framework for sustainability: People Planet Help people move freely by increasing the availability and use of regional transit Promote environmental stewardship and conserve natural resources Prosperity Maximize agency efficiency and enable people and businesses to save time and money Sound Transit is always looking for ways to apply sustainable design principles to our projects, including using renewable construction materials, natural drainage solutions and maximizing natural light at stations. 4 HOW WILL SOUND TRANSIT WORK WITH PROPERTY OWNERS? Ongoing Property Owner Outreach We are here 2016 Environmental review Pre-final design 60% design Start construction Property owners contacted prior to the publication of the Draft Environmental Impact Statement (EIS), Supplemental EIS and Final EIS. Field work During pre-final design, Sound Transit will test soil conditions and ground water levels, conduct field surveys, and perform utility locates. This work will require individual rights-of-entry within public and private properties. All properties requiring rights-of-entry will be contacted by Sound Transit representatives. Property acquisition process In 2013 and 2014, the Sound Transit Board approves right-of-way authorization identifying which properties will be necessary to build and operate the project. 1. Right-of-way identified Real property personnel work with civil engineers to identify full or/and partial property needed to build project. 2. Board meeting notice Sound Transit will notify property owners of the Sound Transit Board meeting where the Board will consider authorizing property purchases. Start construction Sound Transit is committed to maintaining open communication with nearby property owners before and during construction. There will be multiple public involvement opportunities and ways to stay informed throughout construction. Sound Transit will work with property owners throughout construction to facilitate access during construction sequencing. Questions? For more information, contact the East Link Community Outreach Team at LINK or 3. Appraisal/review process Independent appraiser contacts property owner to schedule appraisal. Appraisal will then be reviewed by Sound Transit to determine compensation for property. 4. Written offer Property owner receives written offer with copy of reviewed appraisal. Sound Transit will make reasonable efforts to aquire real property expeditiously through voluntary agreements based on appraised fair market value. 5. Conclude property purchase Sound Transit purchases property. Feb 2014
5 SOUTH BELLEVUE SEGMENT OVERVIEW Benefits: Provides access to high quality, frequent transit service that operates 20 hours per day Approximately 4,500 daily boardings (2030) Increases travel options for South Bellevue residents and employees, consistent with City of Bellevue transportation goals Expands the South Bellevue Park-and-Ride to approximately 1,500 stalls Bus transfer and layover areas Travel times (from South Bellevue Station) International District/Chinatown = 14 minutes University of Washington = 24 minutes SeaTac Airport = 49 minutes (with transfer at International District Station) Overlake Transit Center = 16 minutes Feb 2014
6 TYPICAL LIGHT RAIL CONSTRUCTION SEQUENCE East Link construction includes building at-grade, elevated, and tunnel light rail infrastructure 2015 and 2016 Construction begins 2023 Open for service Station Name Relocate utilities Utility relocation work includes replacing aging utilities in the project area and relocating utilities so they can be accessed for maintenance and repair. Prepare the work zone Crews must clear buildings and soil and prepare the work zone for East Link construction crews. This includes erecting barriers and fencing to keep the work zone safe. Build station and supporting infrastructure Next, Sound Transit lays the foundations necessary to run light rail track and builds stations and supporting infrastructure. Install track and power Sound Transit installs track and wire while placing poles and ancillary structures that power the system and operate the signals. Install and test systems Before light rail opens to passengers, Sound Transit completes a safety certification process testing communications, safety and emergency systems, as well as signals and crossing gates. Blueberry and Sedum Mix Camas, Vacciniums, and Sedums A mixture of flowering camas, sedums, and low-growing blueberry shrubs proposed for areas near sidewalks leading to the station. HARDSCAPE Bioretention Planters and areas proposed to receive rainwater collected from overhead platform and guideway and to receive stormwater runoff from surface parking areas. Concrete Pavement Proposed for station paving with sawcut scoring patterns. Two different score patterns will delineate the main circulation routes. Drainage Grate Proposed at station to connect downspouts on structural columns to bioretention planters.
