48 Downtown Turnaround In the 1970 s and 1980 s, downtown Frederick was struggling. It had suffered flood damage and disinvestment. In 1991, the City invested $11 million dollars into the Carroll Creek Linear Park. This led to over $500 million in private investment along the Creek. Today Downtown Frederick, MD has 5000 residents and 800 businesses including more than 200 retailers and restaurants, as well as 25 small high tech firms. Frederick City is now the fastest growing incorporated city in Maryland.
