Yes this would be acceptable. Question No. 2: Answer No. 2: Section 1.3.A.5.a.9 During the onsite walk through, it was mentioned that the FD fan would be placed at the mezzanine level and that existing steel would be modified to accept the fan. Would the modifications of the existing steel be by the installing contractor? Secondly should it be assumed that these modifications would incorporate the FD fan support or should a separate floor structure be considered in our proposal? Boiler manufacturer shall furnish the structural steel support system for the FD fan atop of the furnished boiler. This system shall provide support for the FD fan independent of the existing building steel and/or catwalks. The installing Contactor will be responsible for the modifications of the existing catwalk(s) as required. Question No. 3: Answer No. 3: Section 1.3.B.1.k Certified mill test reports are not available at time of proposal, please confirm that a statement regarding the origin of material to be used will suffice. Origin of material statement during proposal phase is acceptable. Question No. 4: Answer No. 4: 1.5.A.1 - Please confirm a stud pad is an acceptable termination point for the main steam instead of a nozzle. This allows for more clearance during shipment. No provide nozzle type terminations. Question No. 5: Answer No. 5: 1.5.H.1 - If emissions can be met without the use of FGR is this acceptable? Yes this would be acceptable. Question No. 6: Answer No. 6: 1.7.B please confirm that it is understood that the time frames requested may actually be closer to 8 weeks for fully details. Please confirm if information can be supplied as it become available. Yes the variance is acknowledged, please clearly indicate durations within the schedule submitted with proposal.

2 Question No. 7: Answer No. 7: 1.11.A. 4.g Please confirm who is responsible for performing the PTC 4.1 performance test. Boiler manufacturer shall be on-site for PTC 4.1 testing. Installing contractor shall provide services of a third party for conducting the PTC 4.1 performance test. Owner/plant personnel/contractor will operate the plant and boiler as required for the testing procedure. Question No. 8: Answer No. 8: 2.1.E.18 Can emission test ports be located at roof level for access without a ladder/platform? Location of test ports will need to meet the straight length requirements for emission testing. If their resulting centerline location is no more than 3-6 above the finished roof an access platform may be omitted. If their resulting centerline location is more than 3-6 above the finished roof an access platform shall be provided. Question No. 9: Answer No. 9: 2.3.G Does the membrane wall have to be constructed in panels consisting of 6 tubes? Our standard fabrication is to weld the panels together after installation. Alternate installations will be accepted please indicate method of installation within proposal. Question No. 10: Answer No. 10: 2.3.S Is a rear furnace access only acceptable instead of a front access? Due to burner placement on the front wall there is limited room to incorporate an access door on the front wall. Rear furnace access will be accepted if front access cannot be provided. Question No. 11: Answer No. 11: 2.6.A - Is a mandrel required for all tube bending? Current technology/bending dies prevent distortion without the use of a mandrel. Yes all tube bending shall utilize a mandrel. Question No. 12: Answer No. 12: 2.6.H - Are pickled tubes actually required? This is something typically taken care of during boil out prior to startup. Pickling of tubes during on-site boiler boil-out is acceptable. Question No. 13: Answer No. 13: 2.7.B - Please clarify required boiler casing, section 2.7.J calls for galvanized casing. Boiler casing shall be galvanized. Question No. 14: Answer No. 14: 2.14.E Are windbox mounted fuel trains acceptable? No. Question No. 15: Answer No. 15: 2.14.I - If emissions can be met without the use of FGR is this acceptable? Yes this would be acceptable. Question No. 16: 2.16.A.3 - Can you please clarify what a HiEye 180 gauge glass is? It appears that maybe two different technologies were combined into one description. Answer No. 16: Eye-Hye Simpliport 180. Question No. 17: Answer No. 17: Can the BMS and CCS be mounted in a single panel for ease of integration and to reduce field wiring? BMS and CCS components can be in the same enclosure as long as they are physically separated via internal partition.

3 Question No. 18: Answer No. 18: 2.19 Can feedwater control be taken care of in the CCS to eliminate extra equipment and maintenance requirements? Yes. Question No. 19: Answer No. 19: this seems to imply that the BMS and CCS would be in separate enclosures. Can they be combined in a single enclosure? BMS and CCS components can be in the same enclosure as long as they are physically separated via internal wall. Question No. 20: 2.19.A.1 this calls for a stand-alone controller for 3-element feedwater control, but section 2.18 states the boiler controls are to PLC based. We would prefer to do this control in the PLC. Answer No. 20: Feedwater control within the PLC is acceptable. Question No. 21: Answer No. 21: 2.19.N this references a solid state annunciator for the boiler panels and plant control panel. The rest of the spec is only calling for boiler 12 controls, not a plant control panel. Our HMI has 1 st out annunciation, is the solid state annunciator necessary? It isn t specified in the BMS spec in section Could a second HMI be used instead to emulate a solid-state annunciator? Provide solid state annunciator for the boiler. Question No. 22: Answer No. 22: Can the fuel gas analyses for the natural gas and ULSD be provided? No Virginia Tech does not monitor fuel gas emissions because we are not required to do so. Question No. 23: Answer No. 23: Is the steam temperature specification intended to be met only at 100% MCR or over a certain firing range? Yes over the specified firing range. Question No. 24: Answer No. 24: Please confirm that valve bodies are allowed to original outside of the USA. This will be acceptable please indicate country of origin within proposal. Question No. 25: Answer No. 25: The specifications make mention to both welded steel hard casing and corrugated aluminum outer casing. Please confirm which casing type is preferred. Boiler casing shall be welded carbon steel. Lagging on the outside of the insulation shall be corrugated. Question No. 26: Answer No. 26: Specification 2.7.Q refers to painting; can surfaces that are under insulation be exempted from painting and coating requirements? Only exposed surfaces shall be painted. Question No. 27: Answer No. 27: Typically external insulations are provided by the installing contractor once equipment is assembled on site. Can uninsulated ducts be supplied? Yes ductwork can be supplied without insulation. Question No. 28: Answer No. 28: Fan margins are listed as 15% vol. and 30% SP in one section and 10% vol. and 21% SP in another. Please confirm the required fan margins. 115% volume and 120% static pressure is acceptable.

4 Question No. 29: Answer No. 29: Please confirm is B31.3 or B31.1 is required for the fuel trains. B31.1. Question No. 30: Answer No. 30: Because the space available is at a premium, can the plant drawing included with the spec be provided in their native CAD? Yes. Question No. 31: Answer No. 31: Is the space above the highbay available for ducting? No ductwork is not to be run outside of the plant. Question No. 32: Answer No. 32: Is there space in front of the burner windbox in the form or either a window or a door? Space will be required to retract the oil gun for oil gun cleaning and maintenance. Depending on the physical size of the boiler/windbox there should be space within the plant for this operation. Question No. 33: Answer No. 33: General A PLC and HMI manufacturer have not been specified. Is an Allen Bradley Compact Logix PLC and a 12 PV+ HMI acceptable? Yes. Question No. 34: Answer No. 34: Fan Sizing Margin: Section 2.13.L. calls for the FD fan/motor to be capable of 115% of air flowrate and 130% of the required static pressure. Section 2.13.CC. states Design static pressure shall be a minimum of 110% of the required volume pressure at MCR. Design volume shall be a minimum of 121% of required static at MCR. These statements seem to contradict each other. Is the industry typical fan test block margin of 10% applied to design (MCR) volumetric flowrate and 21% applied to design (MCR) static pressure rise acceptable? 115% volume and 120% static pressure is acceptable. Question No. 35: Answer No. 35: Fuel Gas Pressure: Available gas pressure is stated as 15 psig at the valve train. Can this be considered an absolute minimum as measured at the tie-point to the burner scope, under all flowing conditions? If pressure is any lower, a 10:1 turndown may not be achievable. 27 psig natural gas will be available at the point of connection to the fuel train. Question No. 36: Answer No. 36: Igniter Type & Quantity: With reference to spec Sections 2.14.F, 2.14.G, 2.14.P, and 2.14.R, could you please clarify the type and quantity of igniter required? Will lightoff on oil always be by gas pilot? Or is lightoff on oil required without gas pilot available? Electric spark igniter. Lightoff on oil is possible. Question No. 37: Due to the restricted spatial limitations at the jobsite, and the upgrades to equipment materials of construction; Indeck requests that the Buyer afford at least 5 additional business days to the bid Due Date, in order to accommodate these non-standard RFP requirements. Answer No. 37: Due date has been modified to June 14 th. Question No. 38: Answer No. 38: Buyer may need to accept a reduction in the turn down firing capabilities of the burner system based on such low natural gas supply pressure to the inlet of the Indeck supplied Main Gas Pressure regulator Valve. Refer to above answer regarding available natural gas pressure.

5 Question No. 39: Answer No. 39: Due to the restricted spatial limitations at the job site, meeting the Volumetric and Area Heat Release rates will be near impossible. Noted. Question No. 40: Answer No. 40: The actual Submittals schedule will be more like 6-8 weeks for Initial General Arrangment Drawings. Noted please include duration within submittal schedule. Question No. 41: Answer No. 41: The bid specification is requesting a "double enclosure" design for the boiler; recognizing the outer tube and membrane walls as the First Gas Tight Seal, and the inclusion of a Second Steel Plate Gas Tight Seal. This Second Gas Tgiht Seal is not a standard feature in the industry, and unless the Buyer can confirm that it is absolutely necessary Indeck will be taking exception to this requirement. Noted please include exception within proposal. Question No. 42: Answer No. 42: The Circulation Ratios published by the API are meant to be used as a "Minimum", whereas the bid specification is requesting that they are not to "Exceed". Indeck's design will Exceed the stated minimum API Circulation Ratios. Noted exceeding the minimum circulation ratios is acceptable. Question No. 43: Answer No. 43: Steam "Purity" is typically listed as TDS in steam, whereas Steam "Quality" is related to the percent of moisture within the subject steam. In order to achieve 1 ppm of Steam Purity, steam quality will need to be greater than 99.5%. Noted provide for steam purity of 1 PPM. Question No. 44: Answer No. 44: This requirement for Aluminum Lagging is in conflict with bid specification statement 2.7.J, which states that insulated surfaces be covered in galvanized steel. Provide galvanized steel lagging. Question No. 45: Answer No. 45: This requirement for Galvanized Steel Lagging is in conflict with bid specification statement 2.7.B, which states that insulated surfaces be covered in aluminum. Provide galvanized steel lagging. Question No. 46: Answer No. 46: It appears as though the Buyer is requesting upgrades to tube material (seamless), tube thickness, stainless steam purifiers and Corten flue gas breeching and stack; but this economizer specification statement is only requesting SA-178A tubes, which are ERW (Electric Resistance Welded). Was this in error? Provide seamless tubes. Question No. 47: Answer No. 47: This statement is requesting that the economizer be designed with "in-line" tube arrangement, for ease of cleaning. This format is typically applied when firing heavy oils and/or solid fuels, and is leading to a very large economizer size; which is not conducive to the spatial limitations for the project. Please confirm that the offer of a "staggered" tube arrangement is acceptable to the Buyer. The use of staggered tube arrangement is acceptable. Question No. 48: This bid specification statement is requesting a 15% margin on fan outlet mass flow rate, and 30% on static discharge pressure. This is in contradiction to bid specification statement 2.13.CC, which states 10 percent additional margin on mass flow rate and 21 percent on static pressure. Which is

Please note that oversizing the Fd fan and motor based on conservative design margins may limit the turn down capabilities of the fan system; even with the use of dampers and motor VFD. 115% volume and 120% static pressure is acceptable. All other terms, conditions and descriptions remain the same. The due date remains June 14, I acknowledge that I have read and understand this addendum in its entirety. Signature Date
