2 A MESSAGE FROM THE CITY MANAGER Hello everyone, Our goal is to be the premier small city in the state, and although we have made significant progress over the past 12 years, there is still a lot to be done. We recently completed a six month strategic planning process. This process included a city-wide scientific random survey representative of the population, several focus groups, a town hall meeting, telephone interviews with community and business leaders and a public strategic planning session. The plan will soon be made available to all our residents and will be used to establish our business plan and performance measures. The information gathered demonstrated that the City ranks above national averages for most categories; however, there were three areas where you said we really need to improve. First and foremost, we need to attract and retain good paying jobs. We will be renewing our economic development efforts and are going to dedicate the resources necessary to ensure that we encourage and maintain a thriving economy. We will continue to work to ensure we have a vibrant and thriving downtown. Winter Garden is a great place to live. We need to make it a great place to work. You also told us we need to step up our code enforcement efforts. There are several dilapidated commercial and residential areas in our city. We need to create and implement an action plan to address this problem, and we will. The key will be to develop and enforce codes consistently throughout the town and to encourage property owners to maintain their properties. The final major concern was our school system. You told us that we need to work to improve the quality of public education in Winter Garden. And although we have little control over the public school system, we are determined to work with Orange County Public Schools (OCPS) and our residents to do what we can to improve our schools. Children are the future of our City and the country, we are going to do everything we can to ensure they have excellent educational opportunities. It will take the efforts of all our residents, OCPS and our residents working together to make this happen. Our children deserve nothing less. Overall, you rated Winter Garden very high. In most categories, we scored higher than national averages, but to be the premier city in the state, we have to score higher in all categories, and we are committed to doing so, but we need your help. How can you help? You can come to Commission meetings, volunteer with local charities, serve on city boards and committees, and just be an active member of your community. 4 Helpful Hints for Storm-Water Management 4 Your neighborhood storm-water system is a tool for managing the runoff from rainfall. In nature, water flows from fields to streams to rivers, but human development has stifled some of these natural water ways. This has led to concerns of flooding and to human-induced pollutants flowing into streams and rivers. Long ago Florida was an area with numerous wetlands. Wetlands continue to be important to ecological systems as well as serve as storm-water control systems. Wetlands help control flooding by slowing down the surges of water from storm events and absorbing rain water before it reaches water bodies. Land developments have led to the destruction, filling in and paving over of many wetlands. This has increased the danger of flooding during storm events. Untreated storm-water runoff is considered the state s leading source of water pollution and in the early 1980 s the Florida Legislature recognized the pollution potential of storm-water runoff and passed laws requiring the treatment of storm water. As a result the Neighborhood Storm-Water Systems have been established to mimic the natural role of the wetlands.
5 How do the systems work? Storm-water systems come in a variety of shapes, sizes and forms, but basically there are four types: Storm-water retention basin Storm-water swale Dry detention ponds Wet detention ponds Because these systems are designed to mimic natural processes, individual home owners may have storm-water systems on or near their property without realizing it. What appears to be a natural indentation in the back yard may have been designed as a storm-water swale. What looks like a wild patch of shrubbery may be an important vegetative buffer around a pond. Within a private residential development, the responsibility of the maintenance of the storm-water systems are often passed on from the developer to the homeowners association after construction. The homeowners association is responsible for labor and the financing for keeping the systems functional. This responsibility applies to every homeowner in the neighborhood, whether or not they live adjacent to a detention or retention basin, as everyone s storm-water flows to the basin. Helpful Hints for Storm-Water Management Use pesticides and fertilizers sparingly. Select plants and grasses that are drought resistant. Sweep up yard debris, rather that hosing down areas. Don t over water lawns. Filling ponds, swales and retention systems with dirt or planting landscaping in storm-water systems can cause flooding. Changing the elevation of your property can have a drastic impact on the storm-water flows in your neighborhood. Consult your neighbors and contact the City of Winter Garden Engineering Departmen at Ext before raising the ground elevation of your property. 5
6 Our Business is Picking Up 6 That s right the City of Winter Garden Solid Waste Division is in the business of picking up trash, yard waste, bulk items and recyclables to meet all of the trash collection needs of our residents and the business community. On the average the City collects approximately 2,095 tons of trash every month, which is disposed of at the Orange County Solid Waste Facility. In an effort to reduce the materials going to a land fill, the City provides recycling services for all residents and several commercial businesses. Recyclable materials include: Paperboard Nonhazardous aerosol cans Plastic containers with #1 or #7 stamped on the container, remove the caps Newspapers, magazines, catalogs, brown paper bags, corrugated cardboard boxes Aluminum and tin cans, glass bottles, glass jugs Telephone books are recycled Nov 1 through Feb 15 An important note: it is no longer necessary to sort your recyclable materials. These items are now sorted at the recycling facility. In order to provide the best service possible to citizens, please follow these guidelines: There is a three cubic yard limit on yard trash and bulk items per pick-up. Trash containers and debris must be out no later than 7am on collection day and removed from the curb the same evening. For disposal of appliances you may schedule a pick-up by calling John Love, Solid Waste Manager, at ext Please do not place yard waste or building materials inside a City issued trash container. Grass, hedge clippings and leaves may be placed in a trash container, not to exceed 50 gallons, with handles. Please keep yard waste away from low hanging power lines. Cardboard boxes must be broken down and flatten for collection. Bulk items, such as furniture and bicycles, may be placed on the curbside, including lawn equipment with the gas and oil removed. The City is not able to accept paint, motor oil, gasoline, cooking oil, or any hazardous waste. For proper disposal of these items you may contact Orange County Solid Waste HHW at The Orange County Solid Waste Department does provide Household Hazardous Waste and Electronic Waste Community Collection Events on certain dates at various locations within Orange County. The nearest collection site to Winter Garden is the Orange County Services Building located at 475 W. Story Rd, Ocoee. To receive a schedule of these events as well as other collection locations please call Orange County Solid Waste The City is not able to accept electronic devices such as TVs, DVD, VHS, Computers, Stereos, or Microwaves. 7 Jessie BrocK Community Center Opening Soon! The transformation of the former Dillard Street Elementary School campus will soon be complete. Taking its place will be a full functioning parks and recreation facility that will offer a whole new exciting assortment of art classes, cooking instruction, fitness activities, pre-school programs, instructional classes, and senior citizen activities.
