Introduction This document has been drafted in accordance with Ministerial Decree of 22/07/2014 and, in compliance with the disclosure obligation established by Annex IV, has details concerning the Rho Exhibition Site for: - Permanent equipment - Road system - Logistics in general - Grids/installations This document needs to be viewed in conjunction with the documents listed below that should be seen as an integral part of this document. - Exhibition Site Technical Regulation - Plans of the evacuation plan for each hall - Rules governing vehicle access and loading in the halls - General plans of the Emergency Plan for the Exhibition Site - Technical datasheets for the halls - Extract of the emergency plan for the Exhibition Site All of the documents indicated above can be downloaded from the Fiera Milano S.p.A. website, in the Calendar section, by clicking on the relevant exhibition and then "Exhibitors - Technical Rules". Organisation and characteristics of the fieramilano Exhibition Site 2.1 General provisions Current laws require authorisation from the relevant Italian authority for the site to be used for exhibitions. Thus, Fiera Milano must ensure the following run efficiently: Grids/installations, services, equipment, organisation and all else required generally by the law, especially concerning health and safety, fire prevention, hygiene and environmental protection. Anyone accessing the Exhibition Site undertakes to comply with the following and to ensure anyone operating on their behalf also complies with the following: Any equipment and services provided by Fiera Milano must be used with care and attention; It is forbidden to access, unless expressly authorised to do so by Fiera Milano, the services, areas and/or rooms that are specifically marked as no entry areas; It is forbidden to do any work on the installations without express authorisation from Fiera Milano; Minors under the age of 15 may access the working areas in those instances established by law; Access to the exhibition stands is, normally - excluding force majeure or express communication from Fiera Milano S.p.A. - only allowed when staff from the Exhibiting company are present. This requirement does not extend to monitoring and security staff on the Exhibition Site. It is forbidden to take photos or make videos on the Exhibition Site without express permission from Fiera Milano. More specifically, it is forbidden to photograph the exhibition stands or products on display without authorisation from the Exhibition Organiser and the owner of the stand. It is forbidden to smoke in the halls and the annexed service areas (restaurants, bars, offices, conference rooms etc.). In the outdoor areas, it is forbidden to smoke near flammable material and in areas were the signage forbids smoking; During certain exhibitions, it might be forbidden to carry bags or containers. For security reasons, Fiera Milano may check the contents of bags and the like, clothing (e.g. coats and jackets), etc.; Rev P. 4

5 It is forbidden to bring the following onto the Exhibition Site: - Weapons, except in those cases expressly permitted by law; - Dogs or other animals, unless these are part of special exhibitions relating to such animals. Guide dogs for the visually impaired are permitted. When the Exhibition Site or an exhibition closes, everyone must leave the site. In emergencies, those on site must strictly follow the instructions from safety and security staff and, if required, must leave the working or exhibition area in an orderly manner after having turned off/deactivated any devices they are responsible for Working in exhibition areas In addition to the above, when a company works in the exhibition areas, given the simultaneous presence of multiple companies in the same work area, it must make sure it carries out its work without jeopardising the safety of the other workers, coordinating with the other Employers in the vicinity. More specifically, the following is necessary: The areas outside of one's stand or assigned area must not be used for any work; If this is technically impossible, then it is necessary that the practicability of escape routes not be hindered and it must be checked that the work does not interfere with the work of the other companies in the vicinity. 3. Access to the halls, emergency exits, internal routes, escape routes. The access routes to the halls, the exits and emergency exits must be kept clear and must not be blocked, even partially, by any form of structure or material. The exits and emergency exits must be practicable for their entire width. Internal routes in the halls must be kept clear of all obstructions. In emergencies, these internal routes become escape routes. Fiera Milano can remove, without warning, any vehicles, materials or structures in forbidden areas, with costs being charged for this non-compliance. 4. Internal and external safety signs. The safety signs required by law are found both inside the halls and in the outdoor areas. The signs inside the halls are for: Fire safety equipment and systems; Normal and emergency exists; Rev P. 5

6 Maximum loads for floors; Information, prohibitions, warnings and/or notifications of dangers linked to any work and installations/technical equipment in the area; Areas and/or installations where access is prohibited. The signs in the outdoor areas are for: The horizontal and vertical signage required by the highway code; The fire hydrants and pumps; Information, prohibitions, warnings and/or notifications of dangers linked to any work and installations/technical equipment in the area; Areas and/or installations where access is prohibited; Notifications of the safety services on the Exhibition Site. Signs must never be tampered with, removed or modified. Only FIERA MILANO is competent to change/fix/add signs. Anyone in breach of these rules will be punished in accordance with the law and be charged for the costs for fixing the signs. 5. Access to the Exhibition Site 5.1 Access for people Access to the Exhibition Site is solely permitted for people authorised by Fiera Milano. The public, except in specific cases, are only authorised to enter the site with a valid entrance ticket. Other people that, for whatever reason, have to enter the Site must have a badge issued by Fiera Milano or the Exhibition Organiser for the exhibition underway. People may only be on the Site during the time and in the places indicated on the entrance ticket, badge or entrance permission referred to above. 5.2 Access for vehicles Access to the Exhibition Site is solely permitted for vehicles authorised by Fiera Milano. Authorised vehicles may access the site during opening hours or at times agreed with Fiera Milano. Rev P. 6

7 To aid the exhibitions, when exhibitions are on access is forbidden unless specific, formal authorisation has been granted by Fiera Milano. Exhibitor vehicle access in Exhibition areas during the setting up/taking down stage is governed by specific circular letters sent to the Exhibitors. More detailed information can be found in the "Technical Regulation" and the "Rules governing vehicle access and loading in the halls" documents. It is not permitted for vehicles to be left on the Exhibition Site overnight unless specifically authorised by Fiera Milano. Anyone in breach will be punished in accordance with the Technical Regulation indicated above. 6. Internal access roads The internal road system at the fieramilano site is based on a ring route off which are the various access routes to the parking areas. This design allows all users to reach the most convenient parking area regardless of the point of entry. Access from the ring road to the parking areas is via roundabouts that are large enough to allow heavy vehicle access. The central pedestrian walkway linking Porta Est (East Gate) and Porta Ovest (West Gate) is crossed by two transversal roads to ensure as much access to the site as possible. There are five access points to the exhibitor and heavy vehicle parking areas: three located to the north, north-east and north-west of the complex; and the other two to the south-east and southwest. There is a sixth access point, to the south, but that is solely for the conference centre. Simple intersections link the two transversal roads across the central walkway and the access ramps to the two-level halls, but with mandatory right turns (i.e. users wishing to turn left have to first go to the nearest roundabout). To resolve the issue of the interference between traffic from the upper ramps in the two-level halls and those at ground level, the latter were extended by about 40 m with the addition of slips roads. In general, all internal roads at the Exhibition Site were built using lanes the size of those used for normal roads to allow standard straight-line steering and curve negotiation for heavy vehicles. Six entrances (three to the north; three to the south) separate the internal road system of the new Exhibition Site from the external system, with each one equipped with a guardhouse. These are located on the island formed by the two carriageways separating. On the outer side and laterally, to ensure complete closure, there is an external fence with metal gates for each lane, while on inner side, there are manned vehicles booms. Rev P. 7

8 6.1 Internal vehicle traffic On the Exhibition Site, the rules of the Highway Code, as established by Italian law, are in force. Unless the Fiera Milano internal traffic officers provide other instructions, it is mandatory to comply with all the horizontal and vertical signs on the Exhibition Site. The speed limit is 30 km/h. When necessary, traffic must proceed at 5 km/h. Given the heavy vehicle traffic on the Exhibition Site when exhibitions are being set up or dismantled, drivers must: Strictly observe the lanes and stopping areas indicated by Fiera Milano, including when indicated by staff specifically tasked with doing so; Only stop for long enough to load/unload goods and for no longer than two hours, except in exceptional cases; Not leave vehicles (even if broken down) inside the Exhibition Site; Turn off the engine during the loading and unloading of goods. Where authorised, access to the halls is allowed solely to load/unload goods. In such cases, the 'Rules governing vehicle access and loading in the pavilions' must be complied with. (Referred to in Section 1 Introduction). It is forbidden to park vehicles in front of emergency entrances and exits. Fiera Milano has the right to remove, at the offender's expense, vehicles parked in no parking/stopping areas on the Exhibition Site. 7. Characteristics and features of the installations in the halls 7.1 Hall identification. The layout of the halls and details of the roads, avenues, piazzas and so on can be seen on the plans that can be download from the website indicated in Section 1 - Introduction. 7.2 Flooring type and weight limits The flooring type and weight limits are indicated on the technical datasheets for the halls that can be downloaded from the website indicated in Section 1 - Introduction. 9 7.3 Lifts and terms of use The Exhibition Site has lifts for moving people and goods. All the lifts meet current provisions of law on the constructions and safety in use of lifts. The cars and the access to the landings have the signs required by current regulations and information and orders from Fiera Milano concerning the use of the lifts. When exhibitions are being set up or taken down, specific staff oversee the use of the lifts. Users are required to follow the instructions of these staff or, in their absence, to strictly follow what is indicated on the signs. More specifically, users must ensure they and their staff follow the provisions and provide precise instructions such that: The instructions indicated at the landings for each floor and inside the lift cars are scrupulously followed; The lifts are used solely for the permitted uses and in the permitted conditions; Only loads that are not in excess of the set limits, as indicated on the landings and in the lift cars, are transported; The movable assets being transported are loaded carefully and in such a way they do not shift during transport and such that they allow the doors to open correctly; If the lift car stops between floors, the people inside shall only sound the alarm in the lift car and wait for the maintenance staff to respond (the alarm goes to a specific operations centre open 24 hours a day); The safety systems, controls and the lift signs and the other signs are not damaged or tampered with; In a fire, the lifts are not used; Any problems in the functioning of a lift, whether a breakdown or an emergency, are notified to the Operations Centre (internal phone no / from other phones, ). 7.4 Electric systems General notes Any wiring that needs to be fitted must be installed such that there is no danger of accidental exposure to current and no fire or explosion risk. Rev P. 9

10 Potentially live parts (due to improper isolation or another reason) of metal machines and electric wiring that people might come into contact with must be grounded and linked to the Exhibition Site's wiring. Use of the plug sockets inside and outside the halls must be authorised by Fiera Milano technicians. For small machines and equipment the service sockets in the halls, with load limits indicated, can be used. If there are any problems, help must be requested from a Fiera Milano technician. Special attention must be given to ensuring any flexible power cables used as temporary extensions or to power movable or mobile machines or equipment do not block pathways or get damaged. If this is not possible, then the relevant section of cable must be protected. All wiring and grounding must be done according to good practices, to the highest standards and certified in accordance with the provisions of Ministerial Decree no. 37/2008, where applicable. For safety, all Fiera Milano wiring and devices must always be assumed to be live Lighting Covered exhibition space has both normal and emergency lighting. When the normal general lighting is on, the guaranteed level of illumination is 40 lux. The Company/Exhibitor is responsible for checking and adjusting the level of lighting in the assigned working areas. In emergencies, the guaranteed level of lighting is 2 lux 1 m from the floor in the exhibition areas and 5 lux for the stairs and emergency exits. Where work requires electrical wiring to be turned off or remain off, it is the Company's responsibility to adopt the measures needed to ensure safe lighting levels and emergency lighting in their work areas and the relevant access paths Circuits for users For details of the electrical wiring, refer to the Technical Regulations indicated in Section 1 - Introduction. N.B.: The circuits for users indicated above may only be used during Exhibitions and, for reasons of safety, they must always considered to be live. Rev P. 10

11 Temporary systems to be connected to the fixed installations must be done and certified in accordance with the annexed Technical Regulation. Any use at times other than Exhibitions is only allowed in agreement with Fiera Milano Service sockets All of the halls have "service sockets". The characteristics of these are detailed in the Technical Regulations indicated in Section 1 - Introduction. If a greater power load than that indicated is required, then this must be requested from and agreed to by Fiera Milano. 7.5 Compressed air The halls have a compressed air network with ½ threaded ball valves that generally provide 8 bar of pressure, with a maximum of 12 bar. This system is only active during certain Exhibitions. For safety purposes, this network must assumed to be always active. 7.6 Water connections The halls - except in a few limited areas - are served by a water supply and wastewater grid. The grid has: ¾ in threaded taps, providing water at a pressure of 3.5 bar; various drainage connections with diameters between DN 115 and DN 125; Fiera Milano must formally authorise the connection of any new devices (temporary and permanent). N.B. All the sewage pipes on the Exhibition Site flow into an external water treatment facility managed by a third party that Fiera Milano has signed a specific agreement with, governed by Legislative Decree no. 152 of 2006, as amended and integrated. Wastewater can only be disposed of using the drains connected to the sewage grid in the halls with written authorisation from Fiera Milano. There are no exceptions to this. Anyone planning to dispose of wastewater must send a written request to Fiera Milano indicating: - Type of wastewater; - Chemical and physical characteristics of the wastewater; Rev P. 11

12 - Quantity of the wastewater to be disposed of. Once Fiera Milano has determined whether the wastewater is within the limits set by the operator of the wastewater treatment facility, it can approve or deny the request, informing the applicant of the outcome of the assessment in writing. Any breach of the authorised parameters shall be considered a criminal act and Fiera Milano will inform the relevant judicial authorities. Moreover, it is absolutely forbidden to dispose of any type of wastewater in the rainwater drains. Any breach of this prohibition shall be considered a criminal act and Fiera Milano will inform the relevant judicial authorities. This shall not prejudice the application of the sanctions set out in Fiera Milano's Technical Regulation. 7.7 Ventilation - heating - air conditioning All of the halls have an air conditioning system. The management of the systems, any deviations to them and the distribution of these are done solely by Fiera Milano technicians. The intake and return air grilles must always be kept clear (the positions are clearly indicated on the plans sent to Exhibitors). The systems are only active during Exhibitions, as per the times and methods defined by Fiera Milano. 7.8 Communication system The communication system consists of: A public address system used for service announcements and to provide information about what is happening at the Exhibition. The same system is also used for emergency announcements; Service and emergency telephones are located around the halls, with their positions marked on the plans for the Emergency Plan indicated in Section 1 - Introduction; Telephone network that, on request, can be used to connect telephones to access the local and national network. Data network for Internet access 7.9 Fire-extinguishing systems Rev P. 12

13 7.9.1 Road hydrants The Exhibition Site has UNI 70 roadside fire hydrants that are clearly marked. These hydrants may only be used by the fire service. All other uses are forbidden. It is forbidden to park vehicles or place material and equipment in proximity to these hydrants. Anyone in breach of these rules will be punished in accordance with the law and be charged for the costs to remove the material and equipment Internal fire hoses The halls and the other buildings on the Exhibition Site have UNI 45 wall hydrants with 20m triple load hoses stored in specific cabinets. These are fed by a specific water system and an independent pump system. They are placed so as to cover the entire area. The hose must only be used to put out fires. All other uses are forbidden Connection for fire Brigade truck pump Each building has one or more outlet connections for the fire department to use the fireextinguishing systems in the halls. These are marked with specific signs. Access to these hydrant connections must be practicable. It is forbidden to park vehicles or place material and equipment in marked areas. Anyone in breach of these rules will be punished in accordance with the law and be charged for the removal costs Other fire devices All the buildings on the Exhibition Site (halls, utility rooms, offices, conference rooms, etc.) have smoke detectors connected to the monitoring station and the Operations Centre for emergencies (internal no external no ). Any alarms are responded to using the existing fire response procedures. It is forbidden to tamper with or modify the devices and systems. Anyone in breach of these rules will be punished in accordance with the law and be charged for the costs to fix the devices and systems. Rev P. 13

14 7.9.5 Reporting of problems Any problem with the functioning picked up while at the Exhibition Site must be reported to the Operations Centre (internal no external no ) Restrooms The Exhibition Site has restrooms for the people on the site. These restrooms are in use according to the timetable drawn up by Fiera Milano in accordance with the use of the areas. 8. Security The Exhibition Site has the following services: 8.1 Operations Centre This has staff and equipment that, active 24/7, are located in a control room that receives all emergency calls and communications. Emergency calls from internal phones can be made by dialling 7210 and from other phones by dialling The Operations Centre for emergencies is activated according to the procedures and plays recorded emergency messages were required and authorised. 8.2 CCTV in the halls and the external areas This system has cameras in the halls and the external areas that are linked to the Operations Centre. 8.3 Security in the halls and the external areas This involves security guards that operate on the Exhibition Site to monitor the assets owned by Fiera Milano and the Exhibitors. Each security guard has a two-way radio. Rev P. 14

15 8.4 Entrance security Each of the entrances (porte) to the Exhibition Site is manned by staff when this service is active. They monitor and control the vehicle and pedestrian traffic flow into and out of the Exhibition Site. Each entrance (porta) has a telephone link and each member of staff is equipped with a two-way radio. 8.5 Fire response This consists of vehicles equipped with fire-fighting equipment that can be used by relevant staff to respond rapidly to fires on the Exhibition Site. This service is active throughout the year (including holidays), 24 hours a day. Where needed the Operations Centre becomes operational. 8.6 Fire prevention service in the halls This consists of the staff who monitor the halls. The number of staff in this service varies in accordance with the use of the halls. Each member of staff is equipped with a two-way radio. Where necessary, in addition to direct action, the Operations Centre can become operational. 8.7 Alarm control unit This uses the public address system normally used for service notices and information announcements. See also the information in point Communication system 8.8 Medical assistance - first aid The Exhibition Site has a first aid centre with medical and ambulance staff. This service is normally active during exhibitions. When there are no exhibitions, the schedule for this service is defined on a case-by-case basis by Fiera Milano. Where necessary, the service is activated by the Operations Centre (internal phone no from other phones ). Rev P. 15

16 In the exhibition areas, signs indicate its location, internal number and period in which it is operational. All Fiera Milano staff are informed about its location when operational and the means for activating it. The First Aid centre is shown on the plans in the Emergency Plan for the Exhibition Site. If the First Aid centre is not operating, then the Operations Centre contacts the emergency medical services on 118. The above does not exonerate the Company from the obligations arising from the application of Legislative Decree no.81/08, Annex IV, point 5, on having a first aid kit, where required. The Exhibition Site has 8 defibrillators, which are all clearly signed and located as follows: - 4 on Corso Italia; - 1 in the Service Centre on the ground floor, near the Pharmacy; - 1 on the raised floor near the main entrance to the Auditorium; - 1 in the First Aid centre - 1 in the patrol vehicle used by the rapid response service. People on site are trained in the use of the defibrillators. 8.9 Specific instructions to follow in emergencies In an emergency, Fiera Milano staff, the companies contracted by Fiera Milano and Exhibitors must follow the instructions in the Emergency Plan (as per Annex 1 - Introduction) and any other specific instructions provided by the emergency staff in the relevant areas. 9. Feral cat colony The Exhibition centre is home to a feral cat colony protected by current regulations. Reference is made in this regard to the Rho Municipality Animal protection regulations Chapter V.
