2 ARGENTINA ENACOM PUBLISHES A NEW CELLULAR INTERFACES RESOLUTION ENACOM, Argentina s national body of communications, published a new cellular interfaces resolution, number 5762/2017. The resolution took effect on July 1, 2018, and provides new requirements for cellular interfaces (cellphones, notebooks, tracking devices, and any other device capable to communicate by using cellular networks), which must be tested in a local Argentine testing laboratory. The following table provides a summary of each ETSI regulation and the technology to which each regulation applies. Technology ETSI Normative GSM 850 (Band V) TS V ( ) PCS 1900 (Band II) TS V ( ) LTE (Bands 4, 7, 8, 10, 28 or 38) TS V ( ) BRAZIL ANATEL RELEASES NEW ACTS On February 9, 2018, the Brazilian Agency of Telecommunications (ANATEL) issued 36 new Acts to replace previous Resolutions. The only change is that the Resolutions have become Acts with new cross-references. This change is enforced for all new ANATEL homologation applications. Listed below is a brief summary of the changes to frequently used regulations: Resolution 533 for specific absorption rate (SAR) testing is now Act 955 Resolution 529 for safety testing is now Act 950 Resolution 481 for battery testing is now Act 951 Resolution 442 for electromagnetic compatibility (EMC) testing is now Act 952 Resolution 506/680 for radio frequency (RF) testing is now Act ANATEL PUBLISHES POSTPONED REQUIREMENT On June 28, ANATEL published an official communication (Act 4735) to all Designated Certification Body (OCDs) and laboratories in Brazil that states that ANATEL will postpone the requirement for radiated EMC for 60 days or more until the study is concluded and one guideline to harmonize testing procedures is published.

3 NEW ANATEL REQUIREMENTS FOR CELL PHONE CHARGERS Act 493, which took effect in January 2018, introduces new requirements for vehicle and wireless cell phone chargers, listing them as Category I products with one-year validity. CHINA IMPORTANT CHANGES TO CHINA COMPULSORY CERTIFICATE (CCC) APPROVAL 1. On June 11, 2018, the China State Administration for Market Regulation (SAMR) and Certification and Accreditation Administration of the People s Republic of China (CNCA) published a newsletter regarding the adjustment of the CCC approval scope and implementation method. From the date of this announcement, 26 products (see Annex 1) are no longer within the scope, and the designated certification authority shall cancel issued CCC certificates. CNCA will cancel the related accreditation scope from certification bodies and laboratories. 2. Beginning October 1, 2018, a new CCC self-declaration program will take effect. Products included in this program are listed in Annex 2. Manufacturers may choose to obtain CCC approval through the existing certification process or the new mandatory SDoC program by following the process outlined in Rules for the Implementation of the Mandatory Product Certification Self-declaration, choosing the applicable self-declaration program (program A or program B), and fulfilling the requirements to self-declare product CCC compliance. Door locker and door retaining parts 1111 Motor vehicles and safety related accessories 1112 Motor vehicles and safety related accessories COLOMBIA CRC REMOVES IMPLEMENTATION DATE The Commission for Communications Regulation (CRC) has removed the February 1, 2018 implementation date for the mandatory approval of cellular data-only equipment.

5 Cellular data-only equipment will not require mandatory approval in Colombia until further notice. COSTA RICA RESOLUTION Nº DE RELEASED On March 6, 2018, Costa Rica published its Official Gazette Resolution Nº DE, which establishes the equivalency between the NOM-015-ENER-2012 vs RTCR 482:2015 regarding test methods as well as the certification process. All NOM certificates issued under NOM-015-ENER-2012 will be accepted by Costa Rica for importing goods without restriction. There is no need for additional evaluations to obtain a compliance document from Certification Bodies within Costa Rica. EURASIAN ECONOMIC UNION NEW ROHS TECHNICAL REGULATION PUBLISHED Since March 1, 2018, the EAEU has enforced the new Technical Regulation On the Restriction of the Use of Hazardous Substances in Electrical and Radio-electronic Products (EAEU TR 037/2016). The form of conformity assessment is the Declaration of Conformity (EAEU RoHS DoC), resulting in the applicable EAC conformity mark: The transition period for EAEU TR 037/2016 is from March 1, 2018 to March 1, During the transition period, electrical and radio electronic products can be placed in the EAEU market without mandatory confirmation of compliance with EAEU TR 037/2016. Fire, security, and fire-security detectors ECUADOR TECHNICAL REGULATIONS PUBLISHED FOR REFRIGERATORS AND FREEZERS On March 5, 2018, Ecuador published new Technical Regulations for refrigerators and freezers, which included the following updates that take effect on March 5, 2019: RTE INEN 009 (1R) references NTE INEN 2206 and NTE INEN 2297 (this one was replaced by NTE INEN-IEC 62552) as test standards RTE INEN 035 (1R) references NTE INEN 2206 as a test standard EL SALVADOR NEW TECHNICAL REGULATIONS PUBLISHED January 8, 2018 EI Salvador published new versions of Technical Regulations for air conditioners and refrigerators in the Official Gazette of El Salvador (Tomo 418, numero 4), which took effect on July 8, Updates include: RTS :15: Domestic Refrigerators and Freezers which is based on NOM-015- ENER-2012 RTS :15: Non ducted air conditioners mini split which is based on NOM- 023-ENER-2010 RTS :15: Air Conditioners - Central, package or split type which is based on NOM-011-ENER-2006 RTS :15: Air Conditioners Room type which is based on NOM-021-ENER/ SCFI-2008 Different certification schemes: type approval, ISO CASCO 5 (MQS) or batch scheme. When importing goods, companies will be required to have a compliance Dictum issued by National Council of Energy (CNE)

7 INDIA BUREAU OF INDIAN STANDARDS (BIS) REPLACES IS 616: 2010/IEC The 10-month grace period for the transition from IS 616: 2010/IEC 60065: 2005 Audio, Video and Similar Electronic Apparatus Safety Requirements to the revised IS 616: 2017/IEC 60065: 2014 standard, ended on June 27, For applications/inclusions processed as per the old version, the manufacturer shall switch over to the new version on or before June 27, Failure to do so shall be grounds for closure/rejection, as per the norms. All registered manufacturers shall switch over to the new version on or before June 27, 2018 by submitting an amended test report for all of the base models covered in the Scope of Registration from any BIS-approved lab for the additional/modified requirements, as per the revised standards. Failure to comply with the revised version on or before June 27, 2018 will result in the cancellation of the existing registration by BIS. MEITY ISSUES MODIFIED SURVEILLANCE PROCESS In May 2018, the Ministry of Electronics and Information Technology (MeitY) released its modified market surveillance policy, Modified Surveillance Process for Products Under Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order The growth of the IT and ESDM industries has led to the surge of new products arriving in the country, as well as increased calls for scrupulous practices to assess the products safety and security for consumers. The modified Compulsory Registration Scheme (CRS) process is a step forward in this direction, as it intends to have a wider reach in terms of scalability and accountability. Highlights of the modified process: Initiation party: MeitY to initiate the surveillance process through the portal. Execution party: Software Technology Parks of India (STPI) to conduct the surveillance process per the norms and standards laid under the BIS Act, 1986 and BIS Rules, The process includes sample collection from the market and testing conducted in MeitY-appointed labs. Fees and related charges: Registered users under the BIS Registration Scheme are responsible for all fees and related charges. The registration must be valid for effective market surveillance. Test report review and validation: STPI will review the test report. In the case of critical non-compliance, MeitY will make the decision based on BIS Act/Rules.

8 IVORY COAST GOVERNMENT OF IVORY COAST INTRODUCES NEW PROGRAM The Government of the Republic of Côte d Ivoire (Ivory Coast) has introduced a Conformity Assessment Program called Verification of Conformity. The VoC was due to commence on April 16, 2018, but was postponed until July 16, JAPAN POWER BANKS ADDED INTO CIRCLE PSE SCOPE The Ministry of Economy, Trade and Industry (METI) announced that power banks are regarded as lithium-ion batteries in Circle PSE Scope beginning February 1, 2018, with a grace period of one year. According to the Order for Enforcement of the Electrical Appliances and Materials Safety Act, lithium-ion batteries consisting of a secondary cell with an energy density of no less than 400Wh/L, are mandatory for Circle PSE Scope. This excludes batteries used for automobiles, motorized bicycles, medical equipment, and industrial equipment. MALAYSIA MCMC CANCELS CLASS ASSIGNMENT The Malaysian Communications and Multimedia Commission (MCMC) announced that effective July 1, 2018, the Class Assignment issued under Section 169 of the Communications and Multimedia Act, 1998 for wireless microphone device(s) operating in the 694MHz to 798MHz frequency band will be cancelled. Usage of these wireless microphone devices will no longer be permitted from the stated date onwards. Following this announcement, new and renewal applications for the wireless microphone devices operating in the abovementioned frequency shall no longer be accepted. For existing approvals, the Certificate of Conformity (CoC) shall be cancelled starting July 1, The importation of wireless microphone devices under these approvals are highly discouraged.

9 Please be informed that based on Class Assignment No. 1 of 2017, the allowable frequency bands for wireless microphone devices stated in the Fourteenth (14th) schedule are as follows: MHz to MHz; MHz to MHz; 87.5 MHz to 108 MHz; 174 MHz to 230 MHz; 470 MHz to 694 MHz; or 2400 MHz to 2500 MHz NEW GUIDELINE TO SECONDARY BATTERY SAFETY The Ministry of Domestic Trade, Co-operatives and Consumerism (MDTCC) Guidelines on Secondary Battery Safety Standard Compliance 2018 took effect on February 1, The guidelines will apply from February 1, 2018 to December 31, 2018 or any date to be determined by MDTCC, and there will be a one-year grace period until full implementation. ENERGY EFFICIENCY (MEPS) REQUIREMENT FOR AIRCON REFRIGERATORS AND WASHING MACHINES On March 1, 2018, Suruhanjaya Tenaga (ST) and Malaysia Energy Commission published the mandatory energy efficiency requirement Minimum Energy Performance Standards (MEPS) for air conditioners, washing machines, and refrigerators. The requirements for air conditioners and refrigerators take effect on June 1, 2018, while the requirements for washing machines take effect on September 1, Manufacturers and importers will need to provide the copy of the MEPS report that follows the ST guidelines to apply for a Certificate of Approval (CoA). ANNOUNCEMENT OF MANDATORY ST APPROVAL AND SIRIM LABELLING On May 28, 2018, ST announced that all domestic gas appliances using liquefied petroleum gas will have to obtain approval from ST and affix the SIRIM label before it can be marketed in Malaysia. Key requirements: All products shall be tested by ST to ensure compliance of safety Importers, installers, and manufacturers must obtain registration with ST Approved products must affix SIRIM labelling accordingly The grace period ends on April 1, 2019, at which time all products must be fully certified before importing and selling into the market.

10 MEXICO MANDATORY EMC TESTING ANNOUNCED Immunity (EMC) testing for household appliances under NMX-J-521/1-ANCE-2012 standard is now mandatory. The requirements are based on the IEC standard stated on clause There will be a transition period for some importers who may not need to comply with the requirement. The transition period will be controlled by the first initial of the TAX I.D. of the importer in Mexico as follows: (2018) First letter of the TAX I.D. March R, H and G April B, O and V May E, P and F June W, Y, K and D July M, L, Q and Ñ August Z, X, N, A and T September S, J, U, C and I After September 1, 2018 all importers and manufacturers in Mexico must comply with this new requirement. NEW NOM STANDARD PUBLISHED NOM-028-ENER-2017 has established testing methods and minimum efficiency limits for general purpose lamps intended for the lighting of residential, commercial, service, and industrial sectors and public lighting. The standard applies to incandescent lamps, incandescent halogen lamps, linear fluorescent light lamps, high-intensity discharge lamps, and mixed light lamps that are imported, manufactured, or sold within the national territory. MEXICO IFT ISSUES NEW REQUIREMENTS On April 3, 2018, the Federal Telecommunications Institute (IFT) issued Part 2 of its disposition IFT which updates the approval process for cellular products. IFT Part 2 states that cellular devices that support 4G/LTE technology have to support Band 28 (700 MHz) enabled. The main impact will be on all new and renewed certifications of homologation for terminal devices with cellular technology, which will require in-country local testing.

11 PAKISTAN IMPLEMENTATION OF NEW TYPE APPROVAL REGULATION Pakistan Telecommunication Authority (PTA) has updated its list of exempted devices from type approval/noc to include low powered/short range keyless entry systems and remote controls on non-interference basis. The following is a list of equipment exempt from Type Approval in Pakistan: Networking equipment (switches, firewalls, servers, storage devices) Laptops /desktops/personal computers (PC) Tablet PC with Wi-Fi only functionality (non-sim based devices) GPS-only devices Smart watches with Bluetooth / Wi-Fi functionality only (without SIM or tracking features) RFID/Bluetooth/NFC devices Wi-Fi access points operating in ISM Band ( GHZ, GHz) and that conform to PTA ISM Band Regulation SRO 287(I) 2016 Low powered/ short range keyless entry systems and remote controls on noninterference basis PANAMA EE PUBLISHES TECHNICAL REGULATION AND STANDARD The Refrigerators Energy Efficiency Technical Regulation as well as the Technical Standard were officially approved and published in the Official Gazette of Panama on February 28, Regulations and standards include: Technical Standard DGNTI-COPANIT 511:2017, which is based on NOM-015- ENER-2012 Technical Regulation DGNTI-COPANIT 105:2017 General requirements for Refrigerators, which references the test standard DGNTI-COPANIT 511:2017 This Regulation will be enforced 18 months after its publication in the Official Gazette (August 2019).

12 SAUDI ARABIA SASO PUBLISHES NEW STANDARDS On March 1, 2018, the Saudi Standards, Metrology and Quality Organization (SASO) reviewed its most important requirements of the new Saudi standards for electrical appliances (air conditioners, washing machines, dryers, refrigerators, and water heaters). The mandatory requirements will be enforced on October 1, 2018 and are applicable to domestic manufacturers and new products entering the country. The market surveillance of products covered by these standards will start on September 1, The reviewed standards listed below include new requirements for energy performance, labels, and tests: SASO 2892 for refrigerators and freezers SASO 2885 for washing machines also includes requirements for water consumption SASO 2663 for small-capacity window and portable air conditioners SASO 2883 for electric clothes dryers SASO 2884 for water heaters SINGAPORE UPDATE ON CPS INFORMATION BOOKLET, REVISION 05 The Singapore Consumer Protection (safety requirements) (CPS) Information Booklet (Revision 05) was updated on January 15, Key changes include: 45 categories of controlled goods. Controlled goods are categorized into three risks level - Low, Medium, and High. Manufacturers of controlled goods categorized under low risk shall make a declaration and submit the Self-Declaration of Conformity (SDoC) to the Safety Authority for registration. Those who manufacture medium and high risk controlled goods must apply for a Certificate of Compliance (CoC) and register the CoC with The Standards, Productivity and Innovation Board (SPRING Singapore). Products categorized as low risk controlled goods are: Air coolers Fuses ( 13A) for use in plugs Room air-conditioners Table lamps/standing lamps

13 Products categorized as high risk controlled goods are: Components of LPG systems Domestic electric wall switches Gas cooking appliances Lamp control gears Main socket-outlets Water Heaters Refrigerators Application for renewal of registration of high risk controlled goods shall be supported with a valid new test report within three years. Note: LED drivers for LED downlight fitting is categorized as a medium risk controlled good. TAIWAN BSMI PUBLISHES NEW REQUIREMENTS 1. The Bureau of Standards, Metrology and Inspection (BSMI) published a new requirement for accreditation labs to attach the TAF logo on the cover page of all test reports or BSMI will not accept the test report for the application. 2. Effective March 26, 2018, BSMI will request the component list documents. If a Wireless Power Consortium (WPC) product is already certified by a NCC certificate, the EMC test, per CNS 13803, can be waived. NEW REGULATIONS FROM TAIWAN NCC The National Communications Commission (NCC) published regulation PLMN11 - Technical Specifications for Narrowband Terminal Equipment of Mobile Broadband Business on January 10, 2018, according to Paragraph 1 of Article 42 of the Telecommunications Act. The scope of application includes: The specifications have adopted the narrow-band terminal equipment type approval of LTE Machine Type Communications (LTE-M1) and Narrow-Band IoT (NB-IoT). According to its properties, equipment is categorized as either Frequency Division Duplex (FDD) or Time Division Duplex (TDD). The NCC published regulation Technical Specifications for Set-Top Box of Multimedia Content Distribution Platform on a Fixed Telecommunications Network as stated in Paragraph 1 of Article 42 of the Telecommunications Act. The new regulation will be enforced on October 1, 2018.

14 UKRAINE THE CABINET OF MINISTERS OF UKRAINE PUBLISHED NEW TECHNICAL REGULATIONS As of April 1, 2018, new technical regulations (TR) for radio electronic devices are being enforced. The TRs are subject to Decision No. 355 On Approval of the Technical Regulations for Radio Equipment (UA RED TR). After April 1, 2019, radio electronic products distributed to the Ukrainian market are subject to mandatory compliance with the Technical Regulations for Radio Equipment. Conformity assessment is proved by the Declaration of Conformity. This declaration must be registered with the National Commission for the State Regulation of Communication and Informatisation (NCCIR). Only Ukrainian residents (or an authorized representative of a foreign manufacturer in Ukraine) can apply for the RED declaration. VIETNAM MIC ANNOUNCES CHANGES TO REGULATION On May 8, 2018, the Ministry of Information and Communications (MIC) issued circular 04/2018/TT-BTTTT to replace 42/2016/TT-BTTTT. The regulation includes updates to the list of products requiring Type Approval Certificates (TAC) and/or Declaration of Conformity (DoC) in Vietnam. The regulation took effect on July 1, Included in the update are: Appendix I: List of Equipment in Information Technology and Telecommunication Industries Requires Type Approval and Declaration of Conformity Appendix II: List of Equipment in Information Technology and Telecommunication Industries Requires Declaration of Conformity Some major changes in this new regulation include: 1. WLAN, Bluetooth, Zigbee, LoRa, and other IoT or SRD applications are now listed under the Short Range Devices (SRD) category at item 2.3 of Appendix I, and 4 in Appendix II. 2. Many other radio devices (transmitters and transceivers) are exempted from Type Approval (TA) certification, but Declaration of Conformity (DoC) will be required. Non-radio categories will be moved from the list of products subject to TA (Appendix I) to the list of products subject to DoC (Appendix II). Radio devices using old technologies are exempted.

15 3. EMC requirements will be exempted from TA certification but required for DoC. 4. Only item Safety requirements of QCVN 101:2016/BTTTT (equal to IEC 62133:2012) will be required for Lithium batteries during the lifetime of the new circular. Document No. 886/BTTTT-KHCN (official guidance for Circular 42) will be automatically invalid when the new circular enters into effect and local testing for lithium batteries (applied for mobile phone, tablet, and notebook PC) will be required if there is no further guidance on Lithium battery certification released by MIC Vietnam. 5. Total lead time to obtain a TA certificate can be shortened due to fewer requirements. 6. Several new National Technical Standards take effect together with the new circular. -- QCVN 112:2017/BTTTT will replace QCVN 18:2014/BTTTT for WLAN devices -- QCVN 117: 2018/BTTTT will replace QCVN 47:2015/BTTTT for G4/LTE Terminal Equipment MIC VIETNAM RELEASES OFFICIAL GUIDANCE FOR IMPLEMENTING CIRCULAR 04/2018/TT-BTTTT The key points in the newly released guidance document are as follows: 1. Radio devices operating in 2.4 GHZ and 5 GHZ bands, having maximum EIRP power less than 60mW remain exempted from MIC TA and DoC. 2. Lithium batteries used for mobile phone, tablet, and notebook PC require a DoC according to item Safety requirement of QCVN 101:2016/BTTTT (IEC only). MIC will accept test reports issued by designated local testing labs and MRA test labs that are recognized and registered under MIC Vietnam. 3. MIC Vietnam temporarily accepts manufacturers reports for DVB-T part for DoC of DVB-T2 devices and QCVN 63:2012/BTTTT test report performed on chassis / platform for DoC for IDTV.
