1 FIJI National Disaster Management Office Fiji TD15 Situation Report No. 01 (as of 0800 hours, 28/02/2014) This Situation Report is issued by the Fiji National Disaster Management Office and covers the period from 0000 hrs to 0600 hrs Highlights 24 Evacuation Centres OPEN with 558+ Evacuees Ongoing rescue and evacuation by emergency services Kings Road CLOSED till further notice 84 Homes Damaged 0 Dead 24 Evacuation Centres 33,000 People affected 558+ Evacuees 34 Roads Closed 84 Homes Damaged Situation Overview TD15F is now located 160km NNE of Suva at 5pm today. Likelyhood of this TD developing into a Tropical Cyclone over the Fiji Group is LOW. However heavy rain is expected over Eastern Viti Levu, Vanua Levu, Kadavu and Lomaiviti. SE to NE winds of average 45kmph and gusts of up to 70kmph expected in these areas. Currently Government has activated the Divisional EOCs in the West, Central and Eastern Divisions. NO DECLARATION of Disaster has been made. The situation is being monitored closely with regular updates from the Divisions. The National and Central EOC s are now on a 24hour Watch. 24 Evacuation Centres are open in the Central Division. Current figures indicate at least 558+ persons are taking shelter though this number is expected to increase as teams access all evacuation centres. Total possible affected population (estimated at 10%) based on 2007 Census for Tailevu, Serua, Rewa, Namosi and Naitasiri is approx.33,000 people. Humanitarian Response The Government continues to lead relief efforts across all clusters and sectors supported by humanitarian partners. Education NIL Schools closed Thursday and Friday (27-28/2/14) Schools placed on standby to be utilised as Evacuation Centers should the need arise. 16 Schools in Central Division used as Evacuation Centers QVS & RKS Schools requesting water supply Need assessment of current capacity. 16 Schools Used as Evacuation Centres Health MINISTRY OF RURAL & MARITIME DEVELOPMENT AND NATIONAL DISASTER MANAGEMENT
2 Situation Report No. XX 2 Support for Navua Temporary Clinic Navua Hospital closed and patients cleared Nausori Hospital closed due to sanitation concerns Health EOC activated at MoH Navua Temporary Clinic at PA Namosi Office (Ro Matanotobua House) 2 Sub Divisional Hospitals Closed Due to weather, cannot undertake any evacuations by air Road evacuation limited Logistics Preparedness: NLC agencies are on standby Road and air assets available Emergency Helicopter Services assets include 3 helicopters (2 medevac capable) VERT Rescue assets twin cabs (2), chain saws, medic packs and 12 Volunteers 30 Life Jackets provided to responders NLCCC on standby and warehouse space available in Suva & Lautoka Domestic Flights affected but International Flights on schedule; Ports open Life jackets given to Police & VERT for response 2 small boat teams from GSS deployed with CCD (Sawani & Naqali) to support evacuation Constraints: Kings Road now closed between Nausori and Korovou at Naiborebore. Limited access to flood areas due to roads being underwater Public Works and Utilities Water and power out at RKS and QVS Schools, Tailevu affecting 717+ students Small boats to support evacuation 34 Roads Closed FRA undertaking road clearance and repairs WAF systems normal; power outage may cause disruptions National power outage yesterday resulted from lightning strike 2 teams from GSS deployed with CCD (Sawani & Naqali) Kings Road now closed between Nausori and Korovou at Naiborebore. No major water disruptions to report Sanitation concern at Nausori Hospital Power outages are causing water supply interruption in some areas No Evac Centers WASH data available FLIS Providing GIS support Digicel has provided 3 smart phones for NEOC condition and communication GIS support being provided by FLIS unit of the Ministry of Lands personnel RFMF providing personnel to NEOC and are on standby for emergencies Police and NFA assisting in rescue and clean-up
5 Situation Report No. XX 5 VERT providing support in rescue and NEOC support Communications Access General Coordination The NEOC and Central and Eastern Divisional EOCs have been activated likewise District EOC below them. Cluster Leads have been activated and requested to input into NEOC Sitreps from tomorrow. Assessments anticipated to start tomorrow or when water recedes. Funding No request for Donor support has been made yet by the Fiji Government. This will depend on assessments and recommendations of the National Disaster Management Council. 6 Situation Report No. XX 6 Background on the crisis The current situation of poor weather has been around from Monday24th February and has resulted in 2 depressions, TD14F and this current system TD15F. This TD has brought about significant rainfall across eastern Viti Levu and parts of the western division. The system is slow moving and this has resulted in flooding of low lying areas and areas along major river systems (Navua, Rewa). Though the system did impact the west (Rakiraki), the current situation now indicates higher impact in the Central Division.
