DOE O 420.1B Access to qualified, trained fire protection staff BNA every 3 years Program assessment every 3 years Facility assessments

DOE G Implementation Guide for DOE Fire Protection and Emergency Services Programs Section 4.16 Transitional Facilities Fire Protection for such facilities is governed by consequences of a fire to the public, workers, and the fire fighters as well as the environment.

NFPA 241 Standard for Safeguarding Construction, Alteration, and Demolition Operations Chapter 4 Temporary Construction, Equipment, and Storage Chapter 5 Process and Hazards Chapter 7 Fire Protection Chapter 10 Safeguarding Demolition Operations

NFPA 241 General Demo Requirements Good Housekeeping On-site Security Preservation of existing systems during demolition Organization and training of an on-site fire brigade Rapid communication Consideration of Special Hazards resulting from previous occupancies Protection of existing structures from exposure fires

General NFPA 241 Requirements Fire Prevention Program manager Work with Fire Departments on prefire plans Supervise Hotwork control program Weekly, documented, self-inspections Authorize temporary system impairments Ensure Fire Department access

NFPA 241 Fire Extinguisher Requirements section The provision of Chapter 7 shall apply section The suitability, distribution, and maintenance of extinguishers shall be in accordance with NFPA 10?

Shutting off Sprinkler Systems NFPA 241 Section Where a building is equipped with sprinklers, the sprinkler protection shall be retained in service as long as the condition requiring the use of sprinklers exists. OSHA 1926 Subpart F During demolition existing sprinklers shall be retained in service as long as reasonable.

Sprinkler System Shutdown If within 30 days of actual demolition then deactivation and cut & cap OK Equivalency request Burgan Letter If Other Industrial per PHS Unoccupied Tight access controls Other utilities deactivated at same time Then sprinkler system can be deactivated

K-25 Fire Water System Dedicated high pressure, high volume system fire water supply system Operated by CH2MHill under contract to CROET (no BJC control) Scheduled to be shutdown/converted Maintain until no longer needed HPR needs versus Run-to-Failure

K-25 Site Fire Water System 1956 Paducah Fire resulted in sprinkler protection of gaseous diffusion plants and upgrading of water supply systems Required fire flow 17, psi for four hours reduced to psi for four hours. Now, building by building.

Fire Alarm System Deactivation Private Facilities move on Abandon some facilities Conversion to Dialer Panels for others Silent Knight Systems. Shut down plant fire alarm system

K-25 Fire Department Created in 1944 Turned over to City of Oak Ridge October 2008 Fire station (K-1652) became CORFR station #4. Maintained an BJC group Fire Protection Technical Services Perform inspection/testing of fire systems Man Fire Alarm Room 24/7 Perform site fire patrols

Conclusion Work closely with DOE Fire Protection. Understand the requirements. Property protection is usually a minor concern. Understand that you re dismantling complex systems that others have built at great cost and that it is necessary to do so. Always consider the safety of the worker, the public, the environment.
