Please note the following amendments to the documents: 1. Volume Part I ITB Clause 7.2, in the section relating to Provisional Sums, add items: e. Supply, install and stand-alone test of Fire Detection and Suppression Systems in Stations (including Elifelet). f. Supply, install and construction of at-grade LRT/highway separation fences. Part III Envelope 2 Price Proposal Fin 2 PRICE ADJUSTMENT AND INDEXATION INSTRUCTIONS, item 1.3 b) amend EU to US and EUR to USD Part III Envelope 2 Price Proposal Fin 1: replace Appendix 1 with the attached hereto as Annex B. (Bidders to note that the value of the provisional sum for Civil Works at Intersections has been increased from 5 to 7 million NIS in line with the increased scope included in Addendum 7, and a provisional sum of 7 million NIS has been added for the EARS base stations). 2. Volume 2 Construction Agreement 2.1. In Clause 9 Temporary Lay-Down Areas amend as follows: "Temporary Lay-Down Areas" shall mean the area/s to be used for temporary storage of the different components to be used during the performance of the Works. The Contractor will be provided with an initial two Temporary Lay-Down Areas of the size, and on the dates, indicated in Annex 1 to this Agreement. The Contractor shall be solely responsible for locating any other Temporary Lay- Down Area suitable for its needs, which shall be approved by the Engineer prior to obtaining the right of use pertaining to such Temporary Lay-Down Area and transferring and mobilizing all any of the Contractor's equipment to such Temporary Lay-Down Area at the Contractor's own risk and responsibility. In addition, the Contractor shall be responsible for obtaining and maintaining any permit, license or consent required for the erection of buildings and/or temporary constructions which the Contractor may require in such any Temporary Lay- Down Area, whether provided by the Employer or otherwise Add a new Clause 12.2 as follows: 12.2 Fire Detection Option The Employer has the option to instruct the Contractor to supply, install and stand-alone test the fire detection and suppression systems in the Stations (including Elifelet), (the Fire Detection Option ). The Option works are described in Volume 4, Part XI, Chapters 8.1 and The Employer may exercise the Fire Detection Option by no later than the expiry of 4 months after NTP. The Fire Detection Option may be exercised by the Employer for any or all the Stations, including Elifelet. In the event that the Option Systems Tender Addendum no. 8 Page 2 of 12

3 is exercised by the Employer, the design of the Option works will be provided by the Engineer by 1 September The Contractor shall be entitled to additional payment in respect of the exercise of the Fire Detection Option, which shall be evaluated in accordance with Clause 19.4 (Evaluation) to this Agreement and paid from the applicable Provisional Sum. Payment shall become due upon completion of installation and Static Testing (as defined in Volume 3 Chapter 32) per Station In the event that the Employer exercises its rights under this Clause, then all the provisions of this Agreement shall apply to the Fire Detection Option, mutatis mutandis, time frames for completion, payments, warranty, defects liability, etc Amend Clause 12A as follows: 12A.1. Works to be performed as a Provisional Sum (as indicated in Volume 1 Part IV (Bidding Forms)) shall be exercised, in whole or in part, in accordance with the Engineer's instructions. The Engineer's instruction, including the necessary information and design required in order to perform the Provisional Sum Works, shall be issued to the Contractor in time for it to comply with the Contractual Milestones (as may be updated) and no later than the following dates (or as may be adjusted in accordance with the update of the Contractual Milestones): i. In relation to the supply, install, integrate, test and commission of Stops: by no later than 1 January ii. iii. iv. In relation to the design, procurement, supply and installation of EARS Radio Base Stations: the nomination of the Nominated Sub-Contractor shall be instructed by no later than 15 June In relation to the supply, install, integrate, test and commission Tunnel Fire Main, Hydrants and Emergency Signage: by no later than 1 May In relation to Civil Works at Intersections by no later than 6 months prior to the relevant Access Date for each Intersection. v. In relation to the supply, install and construction of at-grade LRT/highway separation fences: by no later than 1 September The Works to be performed under the Provisional Sum of supply, install and standalone test of Fire Detection and Suppression Systems in Stations (including Systems Tender Addendum no. 8 Page 3 of 12

4 Elifelet) shall be exercised in accordance with Clause 12.2 (Fire Detection Option) above. The total sum paid to the Contractor shall include only such amounts, to which the Provisional Sum relates, in accordance with the Engineer's instructions and only to the part of the Works actually performed under such Provisional Sum. 12A.2 For each Provisional Sum the Engineer instructs Work to be executed by the Contractor, the Engineer shall evaluate the Cost. The Contractor shall, when required by the Engineer, produce quotations, invoices vouchers and accounts or receipts in substantiation. 12A.3 Any Works executed or supplied against a Provisional Sum shall not entitle the Contractor to any other compensation or payment whatsoever in addition to the abovementioned and for avoidance of doubt, shall not entitle the Contractor to any extension of time whatsoever. 12A.4 Payment for the Provisional Sums shall become due as follows: i. Supply, install, integrate, test and commission of Stops: upon the completion of each Stop as approved by the Engineer. ii. iii. iv. Design, procurement, supply and installation of EARS Radio Base Stations: in accordance with Clause 11.5 in respect of payment for Nominated Subcontractor. Supply, install, integrate, test and commission Tunnel Fire Main, Hydrants and Emergency Signage: according to progress of completion of installation, pro-rata to the length of the tunnels, and not less than one (1) completed kilometer per each payment. Civil Works at Intersections: upon the completion of the relevant works at an Intersection. v. Supply, install and construction of at-grade LRT/highway separation fences: upon completion of installation according to progress with a minimum of 1 completed kilometer per payment. 3. Volume 2 Construction Agreement Annexes 3.1. Replace Annex 1 Access Dates with the attached hereto as Annex C Replace Annex 3 Contractual Milestones with the attached hereto as Annex D. 5 4. Volume 3 Employers General Requirements (Construction) 4.1. In Volume 3, Part VIII, Chapter 12 Systems Integration Management Requirements, Bidders are instructed to ignore the amendments made to clause 3.2 Access and Possession Integration in Addendum 5, and utilize the text issued in Addendum In Volume 3, Part VIII, Chapter 13 Interface Management Plan replace with the attached hereto as Annex E In Volume 3, Part VIII, Chapter 34 Construction Site Management, Section 2. Information Technology first paragraph, third line: If any IT hardware items must be replaced or upgraded during the term of the Agreement because it cannot be repaired or cannot support all the specified functions, the Contractor shall replace the hardware with current equivalent or better models available by the same specified manufacturers In Volume 3, Part VIII, Chapter 34 Construction Site Management, Section 2.4 Tablet Computers for Aconex Item 1: Apple ipad mini Android or IOS tablet, 16 GB, 7.9 screen, 2048x1536 resolution, WiFi + Cellular (or equal configured/priced Android device). Item 5: The Contractor shall allow for expect to replace up to 50% of the tablet devices to be replaced by the Contractorevery year due to the work environment In Volume 3, Part VIII, Chapter 35 Permits, Authorizations and Consents Replace the Chapter with the attached hereto as Annex F incorporating a new Appendix 2 as Annex G. [Appendix 1 remains unamended and is not attached.] 5. Volume 4 Technical Specifications (Construction) 5.1. In Volume 4, Part IX, Scope of Work, amend section 2.12 as follows: The Contractor shall carry out the Works in accordance with all applicable Israeli Standards (as such term is defined in Volume 2). These standards shall include, but not be limited to SI 5350 Construction and Operation of Light Rail Transit Systems and NFPA 130 as supplemented by SI 5435 Fixed Guideway Transit and Passenger Rail Systems: Fire Safety Requirements. 6 5.2. In Volume 4, Part IX, Scope of Work, section Traction Power Supply Distribution Systems, add a new item 6 as follows: 6. Blue Light Stations shall be supplied in accordance with NFPA 130 as supplemented by IS In Volume 4, Part IX, Scope of Work, section Utility Power Supply, amend paragraphs 5, 6 & 7 as follows: The 400 V AC 3-phase utility electricity provided by the Contractor shall include for a separate 400V AC 3-phase emergency power for equipment, for rescue forces in the event of the loss of I.E.C. 22kV power when the Station is operating in Normal or Shelter mode, and for maintenance purposes in the Stations and the underground alignment of the Red Line. This emergency generated power is to shall be supplied by four 440V generators that shall be transformed to 22kV to be designed, provided, and installed by the Contractor, along with auxiliary equipment, at a location within or near the Depot. The Contractor shall supply the generator, transformers and associated control equipment. The buildings will be supplied by others. The emergency power shall be distributed to the underground stations using the 22kV distribution system.the Contractor shall provide all necessary switchgear and transformers at Stations. The emergency switchboard in each underground station will be provided by others including the connection to the LV terminals of the 22/0.4kV transformer In Volume 4, Part IX, Scope of Work, section 5.7 SCADA Systems, add the following to the list: 5. Access Control and Security 6. Blast Doors 5.5. In Volume 4, Part IX, Scope of Work, section 6.1 Depot Buildings and Facilities, amend the first sentence as follows: The Contractor shall be responsible for the provision of shelters, trackwork, power, communications, lighting and other external facilities, including all stray current protection In Volume 4, Part IX, Scope of Work, section 6.3 Depot Machinery, amend as follows: The Contractor shall be responsible for for the design, supply and installation of the depot machinery necessary for it to perform the Maintenance Services under the scope of the Maintenance Agreement. The scope of supply for depot equipment and machinery for LRVs is as detailed in Volume 4, Part XI, Chapter 11 Workshop Equipment and Machinery Requirements. 7 Track will be maintained by others who will supply track maintenance plant and equipment In Volume 4, Part IX, Scope of Work, section 7.3 Basic Track System Characteristics, amend item 1 as follows: 1.Standard 1435mm gauge vignole rail track for underground sections and segregated right of way at-grade sections, and grooved rail for street running atgrade sections and depot tracks. All tracks shall be insulated from earth In Volume 4, Part IX, Scope of Work, section 7.12 Depot Track Work, add a new last paragraph as follows: Track is not to be provided in the MOW building In Volume 4, Part IX, Scope of Work, section 9.12 Stops, amend the first paragraph as follows: There shall be 24 Stops along the At-grade sections, including a Stop adjacent to the Kiryat Arye Depot and two Stops depressed below street level, Beileinson Stop and Elifelet Stop. The location and configuration of these Stops can be found in Figure 9 of Volume 4, Part X, Red Line Operations Plan the Single Line Track Diagram attached as Appendix 3 to this document In Volume 4, Part IX, Scope of Work, section 9.12 Stops, delete items 5, 7, and 8 and renumber the list accordingly In Volume 4, Part IX, Scope of Work, add a new Appendix 3 Single Line Track Diagram attached hereto as Annex H In Volume 4, Part XI, Chapter 2.4, TAHPS add the following to section 2.9 Outdoor/Tunnel Telephone Blue Light Station (BLS) Telephone, item 3. h) At the interior of the depot road entrance. All as required by NFPA 130 as supplemented by SI In Volume 4, Part XI, Chapter 2.5 PIDS, amend paragraph , item 2 as follows: Preference for The display boards that are shall be ETL listed, UL listed, CSA certified, FCC Class A compliant or EN compliant, as shall be approved by the Engineer. In Volume 4, Part XI, Chapter 2.5 PIDS, clause 2.5.5, item 1 b), delete train numbers of currently parking trains, In Volume 4, Part XI, Chapter 2.6 PAS, amend paragraph 2, item 6, as follows: (a) All system components shall be UL (Underwriters' Laboratories, Inc.) listed and FM approved (or equivalent EN standard as shall be approved by the Engineer) and shall comply with SI 1220 and NFPA 72. (b) Speaker notification appliances shall be listed to UL 1480 or equivalent EN standard as shall be approved by the Engineer In Volume 4, Part XI, Chapter 2.10 SCADA, above section 4.8.1, insert the following introductory text: The SCADA solution can be based either on local MMIs, PLCs and/or RTUs, as long as the overall required functionality is met, and the specific requirements for either local MMIs, PLCs, or RTUs (whichever are used) as defined in the following paragraphs to 4.8.5, are met In Volume 4, Part XI, Chapter 2.11 PSIM, clause 1.13, amend the title as follows: Interfaces with External Stakeholders Stockholders and update the contents page accordingly In Volume 4, Part XI, Chapter 2.11 PSIM, clause , amend the crossreference to section to In Volume 4, Part XI, Chapter 2.12, VSS, paragraph 2.2 amend the fifth paragraph as follows: All VSS cameras shall be connected to the Communication Backbone Network (CBN) (see Volume 4, Part XI, Chapter 2.1) and shall have IP connectivity to 3 2 different central recording and management centers (one main and one standby, and one temporary (OCC/SCC)). In Volume 4, Part XI, Chapter 7.1 All Power Excluding OHLE, Section 2.2 HV Distribution System, amend paragraph 2 as follows: The 22kV distribution system shall connect to and receive power from the circuit breaker outgoing terminals of twelve I.E.C. PoCs at 22kV voltage level. These are configured in groups of two circuits located at and within either a TTR or Station Substation at Bat Yam Terminus, Arlosoroff, Aba Hillel, Em Hamoshavot, Beilinson and Kiryat Ayreh Depot, as illustrated in the blue coloured schematic portion of Volume 5 Part XVII Chapter 8 IEC Supply - 22kV Block Diagram In Volume 4, Part XI, Chapter 7.1 All Power Excluding Over-Head Line Equipment, Section 2.6 Diesel Generators, replace paragraph 1 as follows: Diesel Generators shall be provided within the depot to power 400V to 22kV step-up transformers, which shall supply the emergency LV switchboard in each station via the 22kV distribution system and Station Substations. The arrangements shall enable the installed load under Shelter Mode to be supported within 10 seconds of the generator(s) being started, with an availability of 99.99% following placement on load. Diesel Generators shall be provided within the depot to generate power at 400V through 22kV step up transformers to supply emergency power to the LV switchboards in each station, via the 22kV distribution system and Station substations. The combined ratings of the emergency generators shall enable emergency power to be provided to all underground stations in the event of loss of I.E.C. power in normal operating and shelter modes. The combined rating of the generators shall be capable of supplying the emergency station loadings listed in the table in the section The arrangements shall enable the installed loads listed in the table in section to be supported within 10 seconds of the generator(s) being started, with an availability of 99.99% following placement on load. Should the emergency 22kV supply and distribution system require separate 22kV switchgear and 22kV to 400V step down transformers at Stations, then these shall be included in the scope of supply for the Power System Replace Volume 4 Part XI Chapter 8.1 Smoke and Fire Detection (SFDS), and Volume 4 Part XI Chapter 8.2 Fire Safety Scope of Work and Requirements, with the attached hereto as Annex I & J respectively In Volume 4, Part XI, Chapter 9.1 AFC, clause 1.4.2, National Account Based Ticketing System, add a new number 5 as follows: Systems Tender Addendum no. 8 Page 10 of 12

All works described in this section shall be subject to a Change Order from the Engineer in accordance with Clause 19 of Volume Replace Volume 4, Part XI, Chapter 11 Workshop Equipment and Machinery Requirements, with the attached hereto as Annex K Replace Volume 4, Part XIII, Chapter 3: RL-1.SYS.36 Architectural and Structural Security Requirements for the At-grade Infrastructure with the attached hereto as Annex L In Volume 4, Part XIII, Chapter 4.17: Road Construction Work, amend section as follows: Median The median between the LRT strip and the paved road shall be marked by curbstones on both sides (designed and provided by the Infra 1 civils contractor). A safety barrier to prevent cars from entering is planned along the entire route, except along the Jerusalem Boulevard pedestrian mall. This safety barrier shall be designed by Other Contractors, and supplied and installed by the Contractor in accordance with the provisions of Volume 2. There is a security fence along some sections of the route. For the location of the security fence, see below. An escape area is defined between the LRT strip and the security fence. The width of the escape area between the dynamic shell of the train and the security fence shall be no smaller than 70 cm along the route. At Elifelet Portal the width of the escape area shall be 110 cm. The median shall be paved or landscaped according to the landscape architect's plan, to be coordinated with the Engineer and the relevant municipality In Volume 4, Part XIII, Chapter 4.17: Road Construction Work, sections and delete the text and replace with Not used. 6.
