4 Kramer RAS The existing Kramer RAS (SOB-209) is designed to prevent thermal overload and system instability under loss of the Kramer-Inyokern- Randsburg No kv line. The appropriate generation resource is armed or disarmed based on the status of the Inyo phase shifter (PS) and the total power flow on the Kramer-Inyokern-Randsburg No. 1 & No kv lines metered at Kramer substation Line Flow (Inyo PS not In Service) Line Flow (Inyo PS In Service) Arming Requirement 150 MW 160 MW Arm Calgen or McGen (retired) 200 MW 210 MW Arm remaining generator As of December 1, 2014, ACE Cogeneration Company retired its McGen facility with a total capacity of 108 MW 4 Southern California Edison

7 Interface Line Flow (MW) Kramer RAS Review The maximum total path flow on the Kramer-Inyokern-Randsburg No. 1 & No kv lines trended for 2016 is 107 MW, 2015 is 92 MW, and 179 MW for The downward trend from 2014 can be attributed to the generation retirement at McGen (108 MW) Inyokern-Randsburg-Kramer Path 115 kv HOURS 2014 DATA 2015 DATA 2016 Data 7 Southern California Edison
8 Kramer RAS Review (cont.) A 2017 study case was developed with maximum flows on Kramer- Inyokern-Randsburg No. 1 and No kv lines Under off peak load conditions Max. generation on-line in North of Inyokern area With and without Inyo phase shifter in-service Maximum total path flow achieved on Kramer-Inyokern-Randsburg No. 1 and No kv lines was: 115 MW with Inyo PS in-service 120 MW with Inyo PS NOT in-service Total path flow greater than 120 MW on the path is difficult to achieve with existing generation and the retirement of 108 MW at McGen facility. The Kramer RAS is not required at current generation levels and is not triggered at the maximum achievable path flow of 120 MW with the P1 contingency of the Kramer-Inyokern-Randsburg No kv line. The existing Kramer RAS describes the current procedure used to curtail and maintain Inyokern/Bishop area generation as a mitigation for a forced/scheduled outage of either Kramer-Inyokern-Randsburg No. 1 or No kv transmission lines 8 Southern California Edison
9 Conclusion Because the Kramer RAS is obsolete due to the retirement of the 108 MW McGen project and also not WECC compliant, SCE believes it should be retired. In the event future generation(s) materializes in the area and/or a reliability project reconfigures the system topology in the area which could result in increased flow on the Kramer-Inyokern-Randsburg lines, a new WECC-compliant RAS will be proposed to address potential overloads and/or dynamic instability. 9 Southern California Edison
