3 Effective Date: 12/01/13 Page Empro - 1 BOMB THREAT Person Receiving The Call: The person receiving the call should attempt to gain the following information about the call and caller (use Security Threat Report Appendix C): Record Call ID # Time To Go Off --- When will it detonate? Location of Bomb --- Building, Block, Process Area, Tank Farm Voice --- Male/Female, Low/High Pitch, Smooth/Raspy Speech --- Fast, Stutter, Accent, Slurred, Nasal, Lisp, Intoxicated, Disguised/Changing, Unusual Pronunciations, Monotone Composure --- Excited, Irrational, Composed, Nervous Background Sounds --- Machinery, Motor Vehicles/Trucks Other Information --- Organization, Repeated Phrases, Gripes Is the individual familiar with the plant? Certain areas? REPORT INFORMATION TO BN-Dicamba SHIFT SUPERVISOR IMMEDIATELY BY TELEPHONE AT 5098 BN-Dicamba Shift Supervisor: Notify the following functions immediately: Site Manager Operation Managers On Call EH&S Representative Emergency Actions: Site Manager, Operations Managers, on call Health & Safety Representative, and Human Resource Manager meet in ECC. A. Review the threat and determine what action will be taken.

Notify all employees of the threat and start search procedures by one of the following procedures: General Threat (i.e. No specific location given) - Using 5222 issue message, A bomb threat has been received. All Management respond to the ECC. Search control rooms, offices, labs, shops and other buildings. Look for unusual or out-of-place objects. Leave windows and doors opened. If unusual or out-of-place objects are located: Evacuate all people from building/location. Notify ECC. On call Health & Safety Person will inform law enforcement (make no attempt to move or handle bomb; leave matter entirely to law enforcement). Once it is determined the area is clear, notify ECC. Specific Location Named Using 5222 issue message, A bomb threat has been received for the (Building/Unit/Plant). Implement department area evacuation plans immediately. Evacuate the location immediately according to area evacuation plan. Leave windows and doors opened. Note: Operating units must make provisions in their plan for continued operation or to shut down in an orderly fashion. The manager(s) of the location and individuals selected by the manager should search the specific area. If unusual or out-of-place objects are located: Notify ECC. On call Health & Safety Person will inform law enforcement. (Make no attempt to move or handle bomb; leave matter entirely to law enforcement.) Once it is determined the area is clear, notify ECC. If a time and place (or area) has been targeted, that area should suspend the search during the time the bomb was stated to go off, and personnel in that area should be relocated in a searched and dedicated safe area. C. Notify the Jefferson County Sheriff s Dept.
5 Effective Date: 12/01/2013 Page Empro - 3 CIVIL DISORDER In such an emergency, plant entrances will be closed to all personnel who do not have approval through the Emergency Manager or Security Coordinator, and others will not be permitted to enter or leave the plant. Entrance approval will be given by phone, before coming to work, and transferred to personnel at plant entrances. If phone contact is not possible, appropriate BASF personnel, dispatched by the ECC, will be in contact with those at plant entrances to grant approval where needed. Personnel on duty will remain on their jobs and at their workstations until relieved and dismissed by their Supervisor. In the event that such an emergency occurs near shift end, personnel will be required to remain at work until proper relief can be arranged. FIRE Incipient Stage: All site employees are trained to fight incipient stage fires using portable fire extinguishers. Designated Operations personnel are trained to fight incipient stage fires using 1 ½ fire hose (<125 gpm) Area supervisor must be notified. Non-Incipient Stage: In areas with alarm capability, press the red "fire" button to activate the site emergency alarm system, or activate the building alarm system. Call extension 5222 with details of situation. Document information on Beaumont Site Emergency Informational Notification form. Use Priority Channel broadcast to summand Emergency Response Team. Contact Health & Safety person on call. During off-hours, contact shift supervisor designated as site superintendent. Give your name, unit or department, and location of fire. State whether fire brigade assistance is required.
6 Effective Date: 12/01/2013 Page Empro - 4 INJURIES/ILLNESSES/ MEDICAL EMERGENCIES Notify immediate supervisor and Health & Safety person on call of all injuries. If the injury occurs outside normally assigned work area, also notify supervisor of the area where the injury occurred. Immediate supervisor is responsible for calling private EMS if ambulance is required. Immediate supervisor will send someone to the front gate to direct the ambulance. If air transportation is needed the on shift supervision will notify both the private ground ambulance service and the private air service. Be prepared to provide the following information: 1. Company name (BASF) and phone number. 2. Address: West Port Arthur Rd., Beaumont, TX (5 miles south of Cardinal Drive on West Port Arthur Road) 3. Number injured. 4. Nature of injury 5. Request helicopter unit number. 6. Request estimated time of arrival. 7. Secure landing zone. Primary location: Field to the West of Pack-Out (6 th St and Ave. C) Secondary location: Field Southwest of Pack-Out (South of 6 th St) If needed use lights and/or safety cones to mark off landing zone area. Be aware of overhead and temporary/permanent obstacles (power lines, pipe racks, structures, ect.). Have area cleared of loose debris before helicopter arrives. Landing zone contact will be handled via phone with air ambulance dispatch. If the private EMS ground unit is on scene, they will handle communications. Immediate supervisor is also responsible for securing the accident scene to control access and maintain integrity of evidence for the investigation team.

8 Effective Date: 12/01/2013 Page Empro - 6 SPILLS/GAS RELEASES Report all non-contained spills to the area supervisor immediately, providing the following information: Location (unit/plant, department, area, if known) Person calling Type of incident (i.e. spill, gas release, odor, upset, maint., etc.) Product/material and amount of spill/release (give best estimate on amount) Level 1, 2, or 3 (magnitude of release) Are emergency signals sounded? Cause of incident (vessel overflow, pump seal, gasket, etc.) Injuries, fire, other (see Safety Rules) Area supervisor will make notification of spill to Ecology Coordinator. STOPPING TRAFFIC ON WEST PORT ARTHUR ROAD In the event we have an emergency that will or has the potential to impact West Port Arthur Road, it is of the utmost importance to initiate this plan in order to stop ALL unnecessary traffic. By initiating this plan we will help to prevent personnel from either becoming involved in the release and or thinking that they may have been injured or contaminated by a hazardous material. The plan to stop traffic is: The Shift Supervisor, or his trained and qualified designate, will call the Jefferson County Sheriff s Department at (409) Explain the situation and ask that West Port Arthur Road be isolated at the following points: Traffic Light south of the Plant (to the Federal Prison) Traffic Light North of the Plant (to the State Prison) The Sheriff Department s dispatch should then: Immediately send a unit to both lights via a Safe Route If units are not quickly available they should request assistance from the Department of Public Safety (DPS) Ask the Sheriff s Department Dispatch what is the ETA for road isolation and note the time given. ETA = minutes. ALL communication with the units should be directed via the Sheriff s Department dispatch at (409)
9 Effective Date: 12/01/2013 Page Empro - 7 P.I.L Emergency Alarm Protocol A Radio alerting system is in place between the PIL and Central Lab for those times when only one person is in PIL and is working with chemicals. The Emergency Radio to Central Lab WILL BE turned on and in service at ALL TIMES when only one person is working in the PIL. The Emergency Radio link will be tested each Wednesday after the sites Emergency Notification system Alarm test. The PIL Technician will call Central Lab to let them know the test will occur and to verify the alarm/alert system properly activated. BEFORE beginning work the PIL technician will physically report to Central Lab personnel to inform them of the work situation and that the Emergency Radio will be in service. The PIL Technician WILL confirm with Central Lab personnel the PIL contact phone number where they can be contacted in the event of an alarm or for normal communication. Note: When the work is completed and or the PIL technician will not be in PIL, the technician will inform Central Lab personnel The PIL Technician WILL wear the radio AT ALL TIMES on the outside of their lab coat via a radio belt and holster. ALERTING Initial Communication from PIL: If an emergency situation occurs; be it a toxic chemical spill, exposure or a medical event the PIL technician will: * Immediately activate the orange button on the top of the radio next to the on/off knob. NOTE: This button must be depressed for at least 3 to 5 seconds. This will initiate an emergency alert tone at the base unit located in Central Lab. ALERTING Central Lab Response: Central upon hearing the Emergency alert tone will: * Call the PIL number confirmed prior to starting work to determine if there is an actual Emergency event or a false alarm Note: If a False Alarm, reset the receiver and go back to normal activities * If a REAL Emergency, call 5222 to activate the ERT / Medical Team The ERT / Medical Team will perform a Safety assessment to determine the PPE needed to enter PIL for the emergency at hand. The following items are to be considered: KNOWN medical event, NO chemicals: * Enter with normal work attire but have an LEL / H2S / O2 / HCN monitor Note: If any readings are detected, back out and reenter with appropriate PPE * Wear normal medical exam gloves to care / treat patient UNKNOWN event, or a CHEMICAL is involved: * If LEL is Zero to 10% enter wearing Turnout Gear and SCBA * Charged hose line MUST be ready and at the doorway to the building where Personnel will enter and exit * Chemical Protective Gloves (i.e. Silver Shields) MUST be worn under Fire Fighter gloves * If Hazmat Chemical Suits are required, follow 06-emergency resources.doc, Hazmat Check Off Procedure
10 Effective Date: 12/01/2013 Page Empro - 8 OTHER EMERGENCIES Emergencies such as loss of LNVA Canal Fire Protection Water, Steam, Nitrogen, Natural Gas, Electric power, or other similar situations that have implications for other departments, will be reported to the Utilities Department Supervisor. After hours report system failures to the shift supervisor designated as site superintendent.
