2 Who We Are Since the time when Ex-Agencija was established in as S-Komisija (the original name which was changed to Ex-Agencija in 2002.), its main tasks have been testing, certification and technical supervision of equipment and plants with the goal of increasing the level of safety for people, property and the environment. Performing these tasks, Ex-Agencija operates as a third party in a professional, impartial and independant manner. Ex-Agencija is a public, non-profit organisation with activities that are monitored by the Management board (nominated by the Croatian Government) and by the Certification committee consisting of representatives of parties interested in the certification process. 4 Technical Supervision Fears of unwanted situations and scenarios, like injuries, death and destruction of property and actions to prevent or mitigate their effects are among human s oldest experiences. The risk of explosion is one of them. The risk of explosion has been recognised and included into EU legislation through the requirements set by Directive 1999/92/EC (ATEX 137), which was integrated into the Croatian Regulations of minimum safety requirements and workers health protection, and technical supervision of plants, equipment, installations and apparatus in hazardous areas published in Official Gazette - Republic of Croatia No. 39/06 and 106/07. Technical Supervision of plants As a competent authority in the field of explosion protection (Ex-protection), Ex-Agencija undertakes complete and overall analyses of Ex-protection in plants at risk of explosive atmospheres. Based on on-site inspection, testing and diagnostics, as well as documentation analysis, Ex-Agencija issues different technical reports giving the assessment of all critical elements of Ex-protection which, consolidated and completed, form an Ex-DOCUMENT. Analyses of risks and measures taken to protect against explosion are given in the following technical reports Hazardous area classification (TN-KL) Electrical power equipment (TN-URE) Electrical instrumentation equipment (TN-URI) Non-electrical equipment and installations (TN-NEU) Electrical installation of power equipment (TN-EIE) Technical Supervision of Documentation Ex-Agencija issues an EXPERT OPINION on project documentation or any individual or specific problem related to Ex-protection. 6 Technical Supervision of Services Explosion safety in industrial plants cannot be achieved without competent personnel capable of providing an acceptable level of Ex-protection. Ex-Agencija is supervising and assessing the competency of companies and persons involved in services related to explosion safety, in accordance with the Croatian Regulations published in Official Gazette - Republic of Croatia No. 39/06 and 106/07. Ex-Agencija s technical supervision services cover and analyze all links of explosion safety, adding to the safety of people, asset and environment.

Following this historical quote ExLAB is doing its best, based on 60 years of experience, to express test results in more precise and reliable numbers. To achieve this goal, ExLAB has verified and approved its competency through accreditation, in compliance with standard EN ISO/IEC 17025, and has been endorsed by Croatian, European and International Certification Schemes (ATEX and IECEx). ExLAB has a wide spectrum of standardized methods for the testing of equipment, materials, protective systems and physical characteristics of flammable materials (dust, vapour and gases). 10 Certification of Ex-equipment Ex-Agencija is a certification body for Ex-equipment and protective systems with the longest tradition in the region. It has been accredited in accordance with EN and is authorised for the certification of Exequipment and protective systems in accordance with the Regulations for equipment and protective systems intended for use in potentially explosive atmospheres, published in Official Gazette Republic of Croatia No. 34/10, which is fully harmonised with the EU Directive 94/9/EC (ATEX 95). Certification procedures Furthermore, Ex-Agencija has been accepted as a certification body (ExCB) in the International Certification Scheme of the IECEx System. Ex-Agencija's Laboratory has been accepted by the United States Coast Guard (USCG) as an independent laboratory for testing electrical equipment intended for hazardous locations, meeting the requirements set forth in Title 46 U.S Code of Federal Regulations (CFR) part 159. This listing allows for the recognition of Ex-Agencija s certificates by the USCG. 11 Quality Management System (QMS) Certification Ex-Agencija provides certification of Quality Management Systems in compliance with Croatian and international standards. The basic goal of these standards is the continous improvement of processes and services in order to establish and maintain a reliable and effective management system with measurable results at all levels. These standards are applicable to all business units, no matter the size and service they provide. Ex-Agencija offers certification of Management Systems for: Quality (ISO 9001) and Environment (ISO 14001). A company certified by Ex-Agencija is free to display Ex-Agencija s Quality mark on its promotional materials. Quality Management System ISO 9001 Croatian and international standard ISO 9001 gives requirements on the Quality Management System, organization and basic business processes (sales, development, supply, manufacturing/services, control...), in order to establish and maintain a reliable and effective Quality Management System, resulting in a conforming product. Following the assessment procedure, a company which is found to be in compliance with the requirements of ISO 9001 receives an ISO 9001 Certificate as a globally accepted verification that: a Quality Management System has been established, applied and maintained company products have been found to comply with the specifications and the company continually strives to satisfy its clients needs. Environmental Management System ISO Croatian and international standard ISO gives requirements on the Environmental Management System. A business with a certified Environmental Management System takes care of its overall impact on the environment through the binding utilization of ecologically accepted technologies and processes. The standard prescribes compliance with the law and regulations, effective use of resources, pollution and incident prevention, with the aim of preserving the environment and to reducing operational costs. Following the assessment procedure, a company which is found to be in compliance with the requirements of ISO receives an ISO Certificate as a globally accepted verification that a company cares about the environment and respects the law and regulations on environmental protection. 13 Personnel Education (Ex-training) EU Directive 1999/92/EC (ATEX 137) and the Croatian Regulations of minimum safety requirements and workers health protection, and technical supervision of plants, equipment, installations and apparatus in hazardous areas published in Official Gazette - Republic of Croatia No. 39/06 and 106/07, consist of legally binding requirements for employers to train and educate their employees on risks of explosion when working in areas with potentially explosive atmospheres. Ex Agencija provides specialist education in the field of explosion protection through the following training programs: Program 0 - Basic - Explosive atmospheres Program 1 - Basic - Ex equipment (electrical and non-electrical) Program 2 - Basic - Area classification and electrical installations Program 3 - Intermediate - Knowledge renewal for responsible persons Program 4 - Intermediate - Area classification Program 5 - Intermediate - Protection type Ex d - Flameproof Program 6 - Intermediate - Protection type Ex i - Intrinsic safety Program 7 - Intermediate - Non-electrical Ex equipment and installations Program 8 - Intermediate - Electrical installations testing Customized programs in accordance with client s request Training is performed by Ex-Agencija s competent experts with extensive experience in explosion protection techniques, and who are capable of answering any question related to the scope of tutorials. Training courses are held in Ex-Agencija s specially prepared and equiped classroom with a visit to our state-of-the-art Laboratory, or classes can be held at the client s premises.

14 Standardization The integration of technical requirements between countries is a necessity for the removal of barriers to free trade of technical products and for the establishment of unified and fuctional safety criteria for all participants in an open market. Having that in mind, the application of international standards in the production and confomity assesment of Ex-equipment, as well as the application of useable standards in the field of installation, maintenance and repair of Ex-equipment is essential. Ex-Agencija actively participates in technical committees and working groups responsible for the preparation of international (IEC/ISO), European (EN - CEN/CEELEC) and Croatian standards (HRN). Such engagement puts us in equal position with other participants and gives us the opportunity to directly influence the preparation of new requirements, providing us with early awareness of changes and news in standards while still in their draft form. This information is of high importance for Ex-equipment manufacturers, designers, installers, repair and maintenance personnel; which is why we regularly publish them in our printed editions and on our web site. Publications Ex-Agencija publishes technical-scientific articles in the field of explosion protection in the following clauses of bulletin: Certification, legislation and standards Explosion protection of equipment Explosion protection in mining and oil industry Explosion protection in industry Maintenance and risk assessment Authors from Ex-Agencija, as well as external experts, publish their articles in which they present new developments in this area, problems and their solutions in the real world and share their experiences with the readers of Ex-Bilten. Ex-Agencija also publishes manuals in the field of explosion protection in which, based on hundreds of standards with thousands of pages and years of experience in this area, provides summarized overviews with technical comments and explanations. Manuals are available to anyone who needs basic knowledge on explosion protection, such as technical personnel who are involved in manufacturing, installation, maintenance and testing in relation to explosive atmospheres.
