7 Key Accomplishments During 2017, ILTA engaged in a number of activities aimed at achieving its strategic goals and increasing ILTA s value to its members. ADVOCACY ILTA works to protect industry interests by defending against unnecessary regulations and costly new mandates. At the federal level, ILTA closely follows and responds to legislation, regulations, policies and guidelines. At the state and local level, ILTA engages in potentially precedent-setting issues that could negatively impact the industry. During 2017, ILTA: Filed a joint regulatory petition asking the U.S. Coast Guard to modify its TWIC Reader Final Rule to align applicability provisions with those that were initially included in the agency s proposed rule. ILTA also met with members of Congress to ensure appropriate oversight of the issue. Subsequently, the Coast Guard postponed the effective date of the requirements until August 2021 so that the agency could address deficiencies in its regulatory analysis. Joined industry partners in successfully lobbying Congress to delete provisions from the DHS reauthorization bill that would have removed important procedural steps for DHS to begin electronic tracking of hazardous materials shipments. Filed comments seeking clarification from the U.S. Coast Guard on the scope and applicability of its draft Navigation and Vessel Inspection Circular 05-17: Guidelines for Addressing Cyber Risks at Maritime Transportation Security Act Regulated Facilities. Requested and received a letter of interpretation from OSHA on compliance issues relating to OSHA s Walking-Working Surfaces and Fall Protection Final Rule. Joined the Coalition on Workplace Safety in submitting comments to OSHA in support of the suspension of the agency s 2016 electronic injury and illness reporting requirements until they can be reexamined by the new administration. Submitted comments opposing PHMSA s Advance Notice of Proposed Rulemaking that sought to limit the Reid Vapor Pressure of crude oil and Class 3 flammable liquids in transportation, resulting in the withdrawal of the agency s proposal. Partnered with a number of industry trade associations to provide input to the new administration on transition issues, particularly with regard to the desired experience and qualifications of the PHMSA Administrator and the EPA Assistant Administrator for Water. 8 Key Accomplishments Submitted comments to EPA on regulatory reforms the agency should undertake, including rescission of its Waters of the United States revised definition, a review of the Risk Management Program requirements, the setting of feasible volumetric requirements under the Renewable Fuel Standard, and desired changes to the New Source Review and New Source Performance Standards. Through participation in the Waters Advocacy Coalition (WAC), supported the President s Executive Order to reexamine the 2015 revised definition of Waters of the United States (WOTUS) final rule and participated in meetings with senior EPA advisors to provide input on needed changes. Both WAC and ILTA provided comments supporting a proposal to rescind the 2015 rule and recodify the previous regulations. Participated in the Risk Management Program Coalition whose lobbying efforts resulted in the reconsideration of EPA s amendments to its Risk Management Program and a delay in the effective date of the 2017 final rule. Represented industry in matters of national security by serving in a leadership capacity on the Chemical Sector Coordinating Council and as a member of the Oil and Natural Gas Sector Coordinating Council. Additionally, since filing a Petition for Declaratory Order with the Department of Homeland Security in 2009, ILTA has helped protect gasoline terminals from unreasonable mandates to comply with the most onerous requirements of the Chemical Facility Anti-Terrorism Standards. MEMBER COMMITTEES, SUBCOMMITTEES AND WORKING GROUPS ILTA utilizes its committees, subcommittees and working groups to identify industry best practices, exchange ideas and support member compliance with regulations and industry standards. During 2017: Members of the Environmental, Health, Safety & Security (EHS&S) Committee convened in New Orleans, LA, and Louisville, KY, to address environmental requirements, safety performance, health and safety issues, facility and cybersecurity, industrial hygiene and other matters relating to regulatory compliance. ILTA s Operations Council met in New Orleans, LA, to discuss improved operational practices, audit protocols and rail demurrage, as well as examine industry metrics for measuring operational performance. The Emergency Response Working Group established a fire safety program, conducted an emergency response readiness survey of best management practices and continued to collect information on emergency response drills and exercises conducted at terminal facilities. 8 ILTA 2017 ANNUAL REPORT

9 Key Accomplishments The Process Safety Working Group continued the development of a safety/operations management system framework for liquid terminals. ILTA s Human Resources Exchange Group met in New Orleans, LA, to discuss leadership development practices, updates to the industry compensation and benefits survey, and labor law issues impacting terminal facilities. EDUCATION AND TRAINING PROGRAMS ILTA is committed to providing educational resources for members and terminal industry professionals by offering a number of conferences and training courses throughout the year. In 2017, ILTA: Held training events in New Orleans, LA, Houston, TX, and Long Beach, CA, that covered a variety of environmental topics, including continuous emissions monitoring systems as well as air emissions from aboveground storage tanks and transfer operations. Conducted an open forum in conjunction with the September 2017 EHS&S committee meeting for terminal members to discuss industrial hygiene issues impacting facility operators. ILTA brought its Second Annual Leadership Forum to Ft. Lauderdale, FL, to focus on leadership strategies for improving organizational performance and provide individual skills-building sessions exclusively designed for terminal company executives, directors and facility managers. Additionally, during 2017 ILTA: Developed overview documents to aid terminal facilities in identifying their compliance obligations following significant revisions to EPA s Risk Management Program and OSHA s Walking-Working Surfaces and Fall Protection requirements. Updated ILTA Terminal Operations Series No. 27: Records Management and Retention Guide to incorporate new and amended federal recordkeeping and reporting requirements for terminal facilities subject to the Coast Guard s TWIC Reader requirements, EPA s Risk Management Program, and FDA s food safety regulations, among others. Translated ILTA Terminal Operation Series No. 18: Environmental Management Systems Guide into Spanish to serve as a resource for terminal operators in Latin America. ILTA 2017 ANNUAL REPORT 9

10 Key Accomplishments 37TH ANNUAL INTERNATIONAL OPERATING CONFERENCE & TRADE SHOW ILTA s world-class international operating conference and trade show continues to be the premier event for the liquid terminal industry. During 2017: More than 4,500 individuals participated in the three-day event. Truly an international event, 2017 attendees included more than 300 individuals from 40 countries other than the United States. The conference was held at the new Marriott Marquis Houston hotel, and the trade show was held in Exhibit Halls A and B of the newly renovated George R. Brown Convention Center. In-depth conference sessions, including 10 presentations in Spanish, covered a variety of topics including marine terminal operations, asset maintenance, market views, personnel management, occupational safety, facility security, environmental compliance, and industry standards. More than 60 percent of the conference speakers were from ILTA member companies, which represents a 50 percent increase in membership participation from During the trade show on Wednesday, ILTA s 2nd Annual Trade Show Symposium featured speaker presentations focused on facility security, fire protection, terminal automation and loading operations. More than 4,500 individuals participated in the event including more than 300 individuals from 40 countries in addition to the thousands of attendees from the United States. HERE S WHAT ILTA ATTENDEES SAID ABOUT THE EVENT: The facilities were all conveniently located, very comfortable, and organization of the event was impeccable. The speakers were well prepared and cognizant of time. I was able to learn a lot about preventative maintenance practices and standards. The number of exhibitors and their wealth of knowledge at ILTA s trade show was impressive. I discovered a lot of new technology that is available to terminals. ILTA s sold-out 2017 trade show featured 335 exhibiting companies, including more than 30 first-time exhibitors from around the world. This event is an amazing resource for ILTA members. 11 Key Accomplishments SAFETY SURVEY AND RECOGNITION PROGRAM Each year, ILTA collects occupational injury and illness data from terminal member companies and recognizes those members who demonstrate exceptional safety performance at their facilities. The 2017 survey revealed: Over 60 percent of terminal companies with operations in the United States participated in the survey, representing more than 12,100 full-time equivalent employees. The lowest terminal member average total recordable incident rate in the history of the program. 13 Terminal Industry Supply Chain Terminal companies play a pivotal role in bringing liquid commodities to market. Customers who store products at ILTA member facilities include oil companies, chemical manufacturers, petroleum refiners, food producers, utilities, airlines, commodity brokers, government agencies and military bases. ILTA member facilities include deepwater, barge and pipeline terminals whose liquid commodities are a key part of the national and international economies. These terminals interconnect with and provide services to the various modes of bulk liquid transportation, including oceangoing tankers, barges, tank trucks, railcars and pipelines. 14 ILTA Terminal Member Profile The International Liquid Terminals Association is the only trade association that focuses exclusively on the liquid terminal industry. Our membership includes 81 companies that operate liquid terminal facilities in all 50 states and in 43 countries. These terminals are a critical link in the transportation systems for liquid commodities, such as petroleum products, chemicals and foods that are essential for a healthy, growing economy. 16 ILTA Terminal Member Profile Terminal Companies Provide Good-Paying Jobs ILTA terminal member companies create a positive economic impact in their local communities, offering competitive salaries to thousands of workers located in over 700 communities throughout the world. Employment opportunities exist across numerous fields including management, finance, communications, engineering, environmental science, occupational safety, information technology, and security, among others.
