1 ITEM C2 OFFICE OF THE CITY MANAGER (910) FAX(910) TDD (910) /22/2011 City Council City Hall Wilmington, North Carolina Dear Mayor and Councilmembers: Attached for your consideration is a resolution authorizing award of On Call Stormwater Engineering Design Contracts for a three (3) year period for the following firms: Jewell Engineering, PC - Kernersville, NC; Moffatt and Nichol Engineers - Raleigh, NC; URS Corporation - Wilmington, NC. On Call contracts are defined as contracts that allow the City to pre-select a design firm for specific needs and then further select the firm that best meets the needs and particular expertise required for any given project. By preselecting the firm, the City can proceed with projects much quicker than under ordinary circumstances. The preselection also saves the City and the engineering firm significant time and money by performing the RFQ submittal once and eliminating the need for the development of a RFQ and then conducting interviews for each project. Once staff has identified a project and funding has been secured, the preselected firm that best meets the needs of that particular project will be requested to provide a draft scope of services and fee. Once the scope and fee are agreed upon by the firm and City staff, the formal award of that particular project would be presented to Council for consideration either in the form of a Purchase Order memo or at a formal Council meeting. The above referenced firms were selected based on the following information: 24 Request for Qualifications submitted by Nov. 18, 2010 including firms from Wilmington (13), Raleigh (6), Charlotte (1), Greenville (1), Kernersville (1), Myrtle Beach, SC (1), and Gloucester, VA (1). Experience requested in RFQ included hydraulic and hydrologic modeling, stormwater BMP design, public involvement for capital projects, stream restoration, environmental permitting, stormwater master planning, NPDES permitting, stormwater mapping, cost estimation, utility coordination and construction management. Review by a panel of City staff including Budget, Purchasing, Engineering and Stormwater Services personnel. 6 interviews with firms conducted on January 11th and 26th.
2 Consideration of type of work for the next 3 years which will include but is not limited to Inland Greens Park Drainage, Brookshire/Beasley Drainage, Stormwater Master Planning, NPDES Phase II permitting assistance, and environmental permitting assistance with in house drainage projects. Box 1810 Wilmington, NC RE: On-Call Stormwater Engineering Services Dear Mr. Mayes: Moffatt & Nichol (M&N) would like to thank the City again for the opportunity to be shortlisted and present our qualifications for the recently advertised RFQ for the On-Call Stormwater Engineering Services contract. M&N s staff of hydraulic, civil, coastal and structural engineers, along with our scientists work together every day to ensure that practical, cost-effective drainage, stream restoration and stormwater BMP designs are recommended for implementation in coastal areas. M&N s senior staff (for the above mentioned specialties) have worked together solving coastal drainage issues and restoring water quality in NC for over 15 years. This is what we are known for in NC and this is what we do. Key differentiators of our firm include: our knowledge of NPDES permit requirements (senior M&N staff have worked at NCDWQ), our unmatched modeling proficiency in replicating hydrologic/hydraulic processes within coastal areas (only firm in NC to provide coupled surface water/groundwater modeling), our accurate cost estimates that allow for realistic budgeting by the City (recent construction bids and final costs have been ~15-20% under our estimates) our coastal engineering experience (tides, sediment transport, shoreline protection), and our responsiveness to clients needs (completed Inland Greens study in two weeks). M&N recognizes that both water quantity and quality control are critical to successful drainage designs and BMP selection and implementation for the City, and we have extensive experience with proprietary BMPs and our knowledge base of which ones work and which ones do not in these challenging coastal environments. With the recent additions of Jason Doll, CPSWQ, and Jeff Reck, PE, M&N has further strengthened our expertise base of senior leaders which in turn provides added value to the City with these widely known North Carolina experts. Lastly, M&N recognizes the importance of keeping work in Wilmington and has used local subcontractors (surveying, environmental, and geotechnical) under the previous on-call contract with the City. As URS s project manager for this contract, with over 30 years of stormwater design and construction experience and with our team s exceptional experts in each of the required technical areas, URS brings the City of Wilmington the most comprehensive in house capabilities from our Wilmington and Raleigh offices. Our URS staff has worked together successfully on numerous stormwater management, engineering, and environmental projects, and will bring their shared knowledge base to execute the City s stormwater needs with quality designs and studies, prepared on time and within budget. Our stormwater services include: The planning and design of stormwater systems, hydrologic and hydraulic modeling and design of stormwater Best Management Practices (BMP s) are the most basic services we provide. We have provided these services for local municipalities and state and federal agencies throughout the southeastern portion of our state and in the immediate Wilmington area. We believe our design abilities are complemented with our strong experience in construction cost estimating, constructability and construction phase services. Our experience in preparing and acquiring environmental permits for projects is especially strong with our in house staff of wetland scientists, biologists and botanists. We have a high reputation within the regulatory agencies for our thoroughness and our similar goals to minimize environmental impacts. In addition to permitting, we can provide design and monitoring for stream restoration and mitigation sites. Public involvement is a key element to successful Capital Projects. Through our experience in public involvement programs, we have developed many successful tools such as newsletters and workshops to educate and inform the public through the various project phases. URS has staff expertise in Stormwater Master Planning, watershed planning and watershed based zoning. We have developed five coastal Stormwater Master Plans in North Carolina, and our two lead planners are certified by the NC Division of Coastal Management. We have prepared watershed plans, drafted watershed based zoning ordinances and created overlay zones to protect coastal water quality. These ordinances can be a key component of the implementation of a Stormwater Master Plan. C2-6
7 URS is experienced in watershed modeling and in the development and response to total maximum daily loads (TMDLs), along with other water quality studies. URS understands that as the City s stormwater program evolves and as the City s NPDES Phase II Permit enters its next term, permit programs will move away from program development and towards long range goals for program implementation and sustainment. Additionally, future revisions to the Phase II regulations may result in greater scrutiny of meeting receiving stream goals on a watershed basis. URS is uniquely qualified to support the City s stormwater program in areas of NPDES Phase II Permit program implementation, stormwater pollution prevention planning, stormwater mapping, GIS/IT support, and TMDL and water quality assessments and analyses. URS is licensed as a surveyor in NC; however, we are including Joyner Keeny, PLLC, a certified HUB zone small business whom we have successfully worked together with on many project sites in southeastern NC, as a subconsultant to provide subsurface utility engineering, utility coordination, and surveying services. As presented in our organizational chart, we believe URS has the most comprehensive capabilities of any firm. We can provide turnkey services in all phases from the water quality and planning phase, through design and permitting and construction phase services. Our 10 stormwater task team leaders in addition to other in house team members such as geotechnical, geoscience and structural engineers can provide exceptional value on an as need project basis.
