Robison, professional environmentalist category, as a regular member to the Planning Commission/Historic Preservation Commission to serve a three-year term ending June 30, 2010 or until the new Commission structure under the updated Land Development Regulations is adopted and members are appointed to the new Commissions. I respectfully request that Council confirm the appointment of Robert "Lee" Nolan, currently an alternate member, as a regular member, finance/business category, to the Planning Commission/Historic Preservation Commission to fill an unexpired three-year term ending June 30, 2009 or until the new Commission structure under the updated Land Development Regulations is adopted and members are appointed to the new Commissions. BE IT RESOLVED By the City Council of the City of St. Petersburg, Florida, that this Council hereby confirms the reappointment of Douglas E. Robison, professional environmentalist category, as a regular member to the Planning Commission/Historic Preservation Commission to serve a three-year term ending June 30, 2010 or until the new Commission structure under the updated Land Development Regulations is adopted and members are appointed to the new Commissions. BE IT FURTHER RESOLVED that this Council hereby confirms the appointment of Robert "Lee" Nolan, currently an alternate member, as a regular member, finance/business category, to the Planning Commission/Historic Preservation Commission to fill an unexpired three-year term ending June 30, 2009 or until the new Commission structure under the updated Land Development Regulations is adopted and members are appointed to the new Commissions. He 23 years of has professional experience in environmental science and planning, including 16 years of experience as a consultant to government and private industry. His areas of expertise include and : marine freshwater ecology ; water quality, hydrologic and biological monitoring; wetland delineation assessment and ; wetland mitigation and habitat restoration; watershed management; NEPA document preparation ; and environmental regulatory analysis and permitting. Mr. Robison has served as the project manager and/or lead technical professional on numerous challenging projects, and is responsible for all program management activities associated with the design, implementation, and production of environmental studies, documents, and management plans. In addition, he has been qualified as an expert in the areas wetland science, estuarine and freshwater ecology, water quality, and environmental monitoring ; and has provided legal testimony and technical support on behalf of numerous public agencies and private concerns. Experience Highlights Mr. Robison's technical and management experience covers a wide spectrum of environmental services. He has served as project manager and/or lead technical professional on numerous projects, some of which are highlighted below. " Lead technical professional on the Hurricane Opal Dune Restoration project conducted for the Florida Department of Environmental Protection. This project involved the assessment of damaged coastal habitats, and the planting of over three million sea oats sprigs covering approximately 100 miles of beach. " Co-Project manager and lead technical professional for the Ocklawaha River Restoration project conducted for the Florida Department of Environmental Protection. This project involved the preparation of an Environmental Impact Statement and state permit applications, as well as construction and monitoring plans, for restoring the ecological functions of 9,000

4 acres of the Ocklawaha River floodplain following the proposed removal of the Rodman Dam and reservoir in Putnam County, Florida. " Project manager for the St. Petersburg-Clearwater International Airport habitat restoration and shoreline protection project performed for Pinellas County, Florida. This project involved the restoration of over one-half-mile of eroded and degraded estuarine shoreline as well as the restoration and creation of over three acres of intertidal wetland habitat. Completed in 1997, this project was designated as the "Environmental Project of the Year" by the Florida Chapter of the American Public Works Association. " Project manager of the Flatford Swamp Tree Mortality Study performed for the Southwest Florida Water Management District. This study involved the assessment of hydrological and ecological factors involved in the mass mortality of hardwood swamp trees in the upper Myakka River watershed, and the development of mitigation measures to restore the swamp. " Project manager of the Lake Tarpon Drainage Basin Management Plan, and the Lake Seminole Watershed Management Plan, projects conducted for Pinellas County, Florida. These major watershed management projects involved floodplain and water quality modeling, habitat assessments, and socioeconomic analyses with the objective of developing comprehensive watershed management plans with defensible goals and strategies for pollutant load reduction, habitat improvement, and recreational use optimization. " Lead technical professional on the San Juan Bay Ecological Assessment project conducted for the San Juan Bay National Estuary Program. Contributed to the development of living resource targets and habitat restoration strategies. " Lead technical professional on numerous ecological assessment and planning projects conducted for the Tampa Bay National Estuary Program. Conducted wetland trend analyses and developed defensible habitat restoration goals and strategies. Contributed substantially to the Tampa Bay Comprehensive Conservation and Management Plan. " Lead technical professional on the Southern St. Lucie Watershed Assessment and the Estero Bay Watershed Assessment projects performed for the South Florida Water Management District. Contributed to the development of strategies for increasing freshwater inflows and improving water and habitat quality. " Lead technical professional on the Tampa Water Resource Recovery Project conducted for the City of Tampa, Florida. This project involved the preparation of an Environmental Impact Statement for the relocation of the major point source discharge from Tampa Bay to the Tampa Bypass Canal, and the potable reuse of highly treated wastewater. Assisted in the facilitation of a series of technical workshops utilizing the state Ecosystem Team Permitting approach. " Project manager and lead technical professional for the design of the Hydrobiological Monitoring Program (HBMP) for the Tampa Bypass Canal and Alafia River surface water withdrawals, conducted for Tampa Bay Water. Currently serves as project manager for the ongoing implementation of the HBMP, including field data collection, data management, data analysis, and reporting. The cost of this multi-disciplined estuarine monitoring program is approximately $1 million per year. " Lead technical professional for the ongoing implementation of the Hydrobiological Monitoring Program for the Peace River surface water withdrawal, conducted for the Peace River/Manasota Regional Water Supply Authority.

5 Project manager and lead technical professional in assessing the potential environmental impacts associated with the construction and operation of a seawater desalination plant at the Anclote Power Plant site in Pasco County, Florida. He also contributed to ecological assessments of McKay Bay and the Alafia River with respect to the potential impacts associated with proposed potable surface water withdrawals from the Tampa Bypass Canal and the Alafia River. Mr. Robison previously served as principal environmental planner at the Tampa Bay Planning Regional Council (TBRPC) where he reviewed and analyzed environmental, drainage, issues and wastewater related to DRI, dredge and fill, and other permit applications. While at the TBRPC, proposals he prepared for and obtained federal and state grants totaling over $500,000 for the performance management of and technical studies on estuarine and coastal habitat, wetland mitigation, quality, regional water and natural resource economic valuation. During his tenure at TBRPC, Mr. Robison appointed was to the Florida Department of Natural Resources Advisory Committee on Coastal Habitat Restoration. Mr. Robison served as a senior staff biologist and project manager at Mote Marine Laboratory in Sarasota, (MML) Florida. At the MML, he managed 21 technicians in a $3.3 million multi-faceted plant ecological power study for Florida Power Corporation ; and supervised all field hydrologic and data collections ecologic for MML in association with the National Urban Runoff Program (NURP) study funded by the U.S. Environmental Protection Agency (EPA) and the City of Tampa. He has worked on more than 20 state and federal permits for private marina facilities, and was the project manager for an application for development approval for a development of regional impact (ADA/DRI) for expansion of the GATX bulk storage facility at the Port of Tampa. Mr. Robison has served as the project manager and/or lead environmental scientist on over 60 private sector land and infrastructure development projects. In this role, he has been responsible for environmental assessment, planning, regulatory permit coordination, and mitigation aspects projects. of these Mr. Robison has served on the City of St. Petersburg, Florida, Environmental Development Commission since 1995, and chaired this board during The Environmental Development Commission is appointed by the Mayor and reviews requests for variances and special exceptions to the City's zoning and landscape, and land development ordinances.
