3 Page 1 Name of the CRS Floodplain Management Plan Borough of Point Pleasant Beach Floodplain Management Plan (May 2015) and Ocean County Multi- Jurisdictional Hazard Mitigation Plan (May, 13, 2014). Plan Adoption History The Borough of Point Pleasant Flood Plain Management Plan was adopted by the Mayor and Borough Council as an amendment to the Master Plan on November 4, The Ocean County Office of Emergency Management also adopted a Multi-Jurisdictional Natural Hazard Mitigation plan on May 13, The Borough was a participating jurisdiction in the preparation of this plan. Locations Where Copies are Available for Review Copies of the Borough's Flood Plain Management Plan, dated May 2015, are on file in the Borough Clerk's office, located at 416 New Jersey Avenue, Point Pleasant Beach, New Jersey. A copy of the adopted Ocean County Multi-Jurisdictional Natural Hazard Mitigation Plan, a p p r o v e d b y F E M A o n M a y 1 3, , is on file in the Borough Clerk's office. Flooding that Occurred During the Report Regular flooding has occurred during routine heavy rainfalls specifically at high tide due to the tide-influenced closing of the existing gravity-flapback flow valves preventing full drainage capacity in the storm sewers. as well as the maximum flow capacity of the existing pump stations. Additionally, two severe storms (Hurricane Jonas and Hurricane Hermine) impacted the Borough resulting in significant coastal flooding and moderate beach erosion. Impacts of the Floods on the Repetitive Loss Area No storms over the past year have resulted in additional claims in Repetitive Loss Areas.

4 Page 2 List of Plan Accomplishments During the Previous Year See accompanying Status Report for details of the Borough's accomplishments during the last twelve (12) months to the previously adopted Borough Floodplain Management Plan. The attached status report also provides the status of the Borough's recent flood mitigation actions. Objectives Not Reached and Implementation Behind Schedule As noted on the attached status report, the Borough is on schedule with respect to the implementation of various goals and recommendations outlined in the Borough's Floodplain Management Plan. Please see the accompanying Status Report for further details regarding any objectives not reached. New Projects to be Started or Revisions to the Recommendations or Objectives Revisions to the recommendations are detailed in the accompanying Status Report. Progress Reports Discussed and/or Made Available at a Public Meeting A public meeting of the Floodplain Management Plan Committee was advertised and held on October 25, 2016 at 7pm at the Borough Municipal Building. 6 Page 4 Floodplain Management Plan Status Repot 2016 Introduction The Borough of Point Pleasant Beach experiences regular flooding as a result of routine storms and tidal influxes. The Borough is currently evaluating the impact of these storms and the significant rainfall that occurred in the last year. In the last twelve (12) months, the Borough has been implementing its Floodplain Management goals and recommendations. The Borough was a participating community in the preparation of this plan. The Borough and its officials have been working all year to achieve the goals outlined in the plan. Status of Flood Mitigation Actions The previously adopted Borough of Point Pleasant Beach Floodplain Management Plan was adopted on November 4, This plan included eleven (11) goals. The following is a summary of each goal from this plan and the status of same: Goal 1: Reduce flooding by preventing tidal backflow. This continues to be a floodplain management goal for the Borough of Point Pleasant Beach. Goal 2:Faciitate and upgrade stormwater facilities for proper drainage. This continues to be a floodplain management goal for the Borough of Point Pleasant Beach. It was noted that the storm drain on Atlantic and Ocean Avenues have been overflowing. Goal 3: Support natural resource development and protection through government funded programs and local initiatves. This continues to be a goal of the Borough s Floodplain Management Plan.

7 Page 5 Goal 4: Review latest technology for flood reduction. This continues to be a goal of the Borough s Floodplain Management Plan. Goal 5: Reduce losses by promoting retrofitting or elevating flood-proone structures. This continues to be a floodplain management goal for the Borough of Point Pleasant Beach. Goal 6: Promote public education on flood hazards, measures for flood safety, and loss reduction. This continues to be a goal of the Borough s Floodplain Management Plan. Goal 7: Reduce runoff potential from development. This continues to be a goal of the Borough s Floodplain Management Plan. Goal 8: Reduce losses by continuing to develop and improve the existing warning system and maintain it as well as hold drills and tabletop exercises to test the plan. This continues to be a goal of the Borough s Floodplain Management Plan. The Floodplain Management Committee affirmed that the Borough participates in a Reverse 911 system and residents can sign up to be included on the Borough s website. Goal 9: Update Evacuation Plan and other Hazard Plans The Borough s Evacuation Plan and other Hazard Plans have been recently updated. However, this should remain as a goal to ensure future review and updates to the plans are made as needed. Goal 10: Improve critical facility resiliency. This continues to be a goal of the Borough s floodplain Management Plan. Goal 11: Preserve Open Space throughout the Borough This continues to be a floodplain management goal for the Borough of Point Pleasant Beach.
