3 What is a Subwatershed? A subwatershed is an area of land divided by natural features, where all water naturally drains to a particular watercourse or body of water. Subwatersheds can be further divided into smaller subwatersheds for study. Junction Creek and Ramsey Lake Subwatersheds

5 What is a Subwatershed Study? The intent of a Subwatershed Study is to prepare goal-oriented strategies to support the City s Official Plan and identify the responsible management strategies within a Sub-watershed area with the primary focus of protecting natural ecosystem function(s); The subwatershed study will inventory and categorize the key natural features within the Subwatershed area for the purposes of establishing a baseline environmental conditions; The management strategies of these key natural features includes establishing targets for protection and maintaining key ecological function, and developing strategies to meet these targets. Subwatershed studies investigate the cumulative effects of changes in land use, identify areas of risk, and make recommendations on areas for improvement; These studies provide input on natural system and focus largely on surface water, ground water, aquatic and terrestrial habitat resources; Subwatershed studies do not influence land use designations of the Official Plan or prohibit development; In summary, they are comprehensive/high-level studies of managing surface and ground water systems through engineering and landuse planning that is based on ecology and wise resource management.

6 Subwatershed Study Process The Studies will follow the Best Management Practices for subwatershed studies identified by Conservation Ontario; These Studies will also follow the Schedule B Master Planning process under the Municipal Class Environmental Assessment process as prescribed by the Province of Ontario; and, Public Consultation will be sought throughout the process. Consultation with Stakeholders, the Public and Agencies Scope (we are here) Characterize the System Set goals, Objective and Working targets Develop Management Alternatives Evaluate Management Alternation Select Preferred Alternative Develop Implementation and Monitoring Plans Finalize Targets Subwatershed Study Process

9 Subwatershed Study Objectives To complement the Official Plan and Zoning By-law by providing an additional lens to assist with the review and assessment of future development applications in the subwatershed area. Examples: Policies By-Laws Development Application Comments Runoff Quality standards (Total Suspended Solids, nutrients, etc.) Runoff Quantity standards St. Agnes Street Stormwater Quality and Quantity Pond, Azilda

10 Subwatershed Study Objectives Identify specific projects and develop an implementation plan that will manage excessive stormwater runoff, minimize the impacts from flooding and preserve or enhance the quality of the runoff from the City s drainage systems within the subwatershed. This objective will be fulfilled as part of the Schedule B Master Planning process under the Municipal Class Environmental Assessment.

11 How You Can be Involved! At this stage we are gathering input from agencies and the public that will help form the Terms of Reference for the studies of all subwatersheds identified in the 2006 Stormwater Background Study to the Official Plan. We want to know if there are certain issues that you think should be identified Is there information that you think needs to be collected to help inform decisions as the studies progress Please complete one of the Comment Forms so we have a record of your concern. Ensure you have signed in so that you will receive future correspondence as the projects progress.

12 The Next Steps... The City will develop a Terms of Reference (ToR) outlining the study requirements for inclusion in the Request for Proposal which will be used to obtain bids from Consulting Teams. The City will bring a report to Council to affirm subwatershed study priority Comments received from this Open House will be collected by the City to inform the development of the ToR and they will be provided to the successful consultant for the development of the subwatershed study for consideration Once awarded, the subwatershed studies are anticipated to require between months to complete depending on the complexity of the individual projects.
