3 Municipal Separate Storm Sewer System MS4 is a conveyance or system of conveyances that ultimately discharge to waters of the State and Is designed or used to collect or convey stormwater (including roads; curbs; gutters; ditches; manmade channels; stormwater management facilities; or storm drains) Is not a combined sewer
4 Municipal Stormwater Permits NJDEP issued four MS4 permits- Tier A Municipalities (461), Urban & coastal Tier B Municipalities (101), Rural & non-coastal Public Complexes (71) Universities, hospitals Highway Agencies (33) Counties, NJDOT, SJTA
5 Municipal Stormwater Permits Stormwater Quality Issues related to new development, redevelopment and existing development. NJPDES Rules (N.J.A.C. 7:14A) comply with USEPA s Phase II stormwater rules by incorporating USEPA s Six Minimum Standards as Statewide Basic Requirements (SBRs) NJ Stormwater Regulations (N.J.A.C. 7:8)
6 Municipal Stormwater Permits Stormwater Quality Issues related to new development, redevelopment and existing development including good housekeeping & pollution prevention. Municipalities are the first line of defense for stormwater protection.
