2 OUR MISSION Euralarm is the trade association of the European electronic fire safety and security industry. It endeavours to protect people, property and the environment and aims at enhancing the continuity of societal life, businesses and institutions by electronic products, systems, alarm receiving centres and related services. Euralarm members within the geographic area of the Council of Europe include national trade associations, companies and institutes or associations being active in research, education or science.

4 2 Euralarm Annual Report PRESIDENT S LETTER Enzo Peduzzi This year was divided between organisational and administrative issues, and innovation and growth. On the administrative side we completed the registration of Euralarm in the Swiss Commercial Registry, gained ownership of the Euralarm name and cleared all open items with the Swiss tax authorities. On the business side, so to speak, we can report an ongoing growth in membership, and of course the opening of the new Extinguishing Section. I would like to thank the Members of our Technical Committee on Finance and Administration who, with the appropriate legal counsel, successfully settled our administrative issues. The registration was an important step for our association since we gained credibility with our partners and stakeholders and it gives us more leeway. Besides this important achievement, I am particularly happy that we as a team also managed to accomplish important things in our outreach to external partners and other stakeholders! Our Advocacy, Marketing and Horizontal Compliance Committees have boosted our presence in Brussels and in the international press, monitored developments in standardisation and informed our Members through highly appreciated newsletters. The growth in membership continued with Teletek as a new Industry Member in the Fire Section and BHE extending it membership from the Services also to the Fire and Security Sections. Without presumption, we can take the continuous growth as a sign of trust in Euralarm, its organisation, vision and strategy. The most important achievement however is the opening of the Extinguishing Section at the extraordinary General Assembly of November 21, 2017 in Stockholm. The Euralarm Board is happy that the Members followed its proposal without hesitation. The Board takes the positive vote as a sign that the Members understand the importance of expanding the representation of Euralarm to the whole field of active fire protection. As outgoing President of the Board, I am proud of the direction Euralarm has taken in the past three years: you will find more on this in the last page of this report. The signs for the future are positive and it is up to you as a Member to make the best out of it. 5 Euralarm Annual Report GENERAL DIRECTOR S LETTER Glen Dale Euralarm has continued to develop its professional team s support capabilities ensuring its smooth operation as well as preparing for the General Data Protection Regulation. Our partnership continues strongly with Orgalime, especially through their legislation monitoring reports. In discussions with Malte Lohan, the new General Manager, we will explore how Orgalime can provide further support or representation for Euralarm s issues. Another solid year of organisational development and Advocacy representation into Brussels Our recent successful application as a partner to CEN further supports our good work initiated through our MDS paper and allows Euralarm to provide input into CEN strategy, including issues pertaining to the lack of Fire standards being submitted to the OJEU. Unfortunately, our initiative to help drive a pan-european certification scheme was cancelled by the EU Commission. Other possibilities have been suggested by the Commission s DG HOME and our future strategy and actions are being actively discussed within the Security Section. In collaboration with the Commission, Euralarm is contributing strongly in the Joint Initiative s on Standardisation, which will have an impact on the future of the Construction Products Regulation, of Services standardisation and of the European standardisation process overall. A summary view is reported periodically in Euralarm s Market Driven Standardisation newsletter. Finally, we have been working hard to find a strong replacement for myself, as I retire in December, after 7 exciting years. I am glad to report that we have found an excellent candidate, who will start in October. We will introduce Mr. van der Zanden more fully in the Autumn. My time as General Director has been a real pleasure. I have seen Euralarm transform into a more professional association, consolidate into an expert s organisation recongnised by Brussels and European Standardisation Organisations, as well as expanding its membership and scope. Our members make society safer and more secure through systems and services for fire detection, intrusion detection, access control, video monitoring, alarm transmission and alarm receiving centres. Founded in 1970, Euralarm represents over 5000 companies within the fire safety and security industry valued at 67 billion Euros. Euralarm members are national associations and individual companies from across Europe. FURTHER DETAIL Visit Euralarm continually looks to expand its membership of the electronic fire safety and security industry both in terms of geographic coverage as well as it s representation into adjacent areas, in line with its outlined goals and strategic objectives. We strive for a professional, innovative and transparent market for the members to deliver products, systems and services with a high level of quality, performance and lifetime dependability, for the benefit of society.` Euralarm monitors the major influencing factors and trends in European and global markets, informs its members and promotes action where appropriate. We strive to be the partner of choice for all authorities having jurisdiction, policy makers, relevant private partners, research and educational bodies, as well as other organisations dealing with fire safety and security. 7 AT A GLANCE Euralarm Annual Report Welcoming new Members This year we can welcome two new members to Euralarm. BHE Not really a new Member but BHE, the German Federal Association of Security Engineering, a long-standing Euralarm Member within its Services Section, has decided to extend its Membership to the two other Euralarm Sections: Fire and Security. BHE s success is founded on a strong community of highly competent persons and companies: it currently represents 970 affiliated companies, about 78% installers, 20% manufacturers and 2% planners. The association promotes the exchange of views among the member companies, in particular with users, security officers and other persons and institutions responsible for security matters. Teletek Teletek Electronics manufactures a full range of intruder and fire alarm solutions, as well as communication modules and software applications for use in security systems and monitoring centers: not only separate products but complete solutions. Headquartered in Sofia, Bulgaria Teletek Electronics counts more than 130 employees. The company exports its products to 75 countries on five continents. Over the past decades the company has manufactured more than 30 million products and realised almost a million safety and security systems for buildings worldwide. Extinguishing Section A New Section has been launched in Euralarm, which has already been joined by SikkerhedsBranchen, FIA, JCI/TYCO, SES, Siemens BT, GESI/FFMI and TECNIFUEGO. More on this on page 9. accordingly. Euralarm is our best information source for relevant EU legislation, regulations and standards. Finally, the quality of the European, and increasingly more global network that we have now access to is without comparison. Euralarm is present in 18 European countries and is actively engaged in partnerships with players at European level but also with ISO, the International Organisation for Standardisation, an international standard-setting body composed of representatives from various national standards organisations.

8 6 Euralarm Annual Report Security Over the past year, most areas of the Security Section s strategy have been addressed and are on target to be completed or sufficiently progressed to achieve completion by The strategy s prime objective to maintain and engage in new partnerships have been particularly successful. The security Industry represented by Euralarm has continued engaging key stakeholders such as, CertAlarm, CEN-CENELEC, the IEC and the European Commission. We have developed our liaisons with key standardisation groups and the Euralarm Security Section Delegates meetings have been honoured with the presence of experts presenting on topics such as the standardisation landscape on videosurveillance. In parallel, new technological developments, notably in telecommunications have been some of the main drivers of our work. Concerning RE-D & ETSI standards, Euralarm continues informing members of lobbying activities at both national and EU level. Guides published by the European Commission are now the public domain. They answer some questions but not all, and we keep the pressure high on the stakeholders involved to ensure the best regulatory conditions for our Industry. In 2017, the Task Group Next Generation Network (NGN) has been formally set up. The Europe wide transition of traditional (PSTN) telecom networks towards ALL-IP networks is having a significant impact on the alarm signalling systems across European countries and the NGN Task Group focuses on this transition and its consequences. It is expected to develop a common template to map technical issues by country and a technical file for the guidance of our Members. A first regional event on the topic of Telecom Networks took place in the UK in March. It provided an opportunity for a large public to listen to key stakeholders in this technology changing area the UK regulator, main infrastructure provider, as well as network comms providers. The transition is starting this year and is expected to result in the end of the PSTN network by 2025! The security Industry represented by Euralarm has continued engaging key stakeholders such as, CertAlarm, CEN-CENELEC, the IEC and the European Commission. Euralarm Task Groups, which bring together specialists on a given topic who are not necessarily Euralarm Members, are essential to the work of the Euralarm network and that is particularly true of the security Section of Euralarm. Dr. Andreas Czylwik Chairman of EUSAS Both, EUSAS and Euralarm try to promote new concepts and ideas in the field of fire and technical security systems. From my point of view, EUSAS has a more scientific background and therefore a closer relation to academia. On the other hand, Euralarm is a more industry-driven association with a stronger focus on standardisation and quality aspects of products of the fire and security industry. This shows that the activities and goals of both organisations,

9 REPORTS FROM EURALARM S SECTIONS Euralarm Annual Report Fire In , the Fire Section of Euralarm has continued to build strong partnerships to advance the cause of the European fire safety Industry. Answering the impact assessment survey on the Construction Products Regulation launched by the European Commission was perhaps the Section s major endeavour of the past year. The fire safety Industry represented by Euralarm has long pushed for a more harmonised certification system in Europe. This is a longhaul effort and, for this, Euralarm has continued to collaborate with EFSG and CertAlarm. Both EFSG and CertAlarm are growing and with Euralarm in an advisory position, developing their capabilities towards European certification. Specifically, for EN 54 standards, the onestop testing concept has become a reality and our experts work with EFSG to improve the process. Euralarm is a member of the Advisory Board of EFSG meets its representatives on a regular basis to exchange on strategic issues and advocate the Fire Industry s position. Regarding our relationship with the R&D community: the EUSAS-Euralarm conference hosted by Airbus in Bremen, under the theme Fire Safety and Security in the Aviation Sector is set to take place in July. It will be a strong reminder of the association s commitment to innovation. We will also publish in 2018 a research study on false alarms, carried out in a number of European countries. The first finding is that there is no common methodology to quantify the false alarm rate. Even the definition of a so-called false alarm varies from a country to another. Finally, the CPR has been a major problem for the standardisation community over the past years. Clearly the CPR is helping to standardise the test methods and ensure the acceptance of the test results, but it is also trying to cover a very wide assortment of products with very different characteristics. Where the CPR logic can very easily apply for certain construction materials, it has a negative effect on the standardisation of fire detection and alarm products. A lack of disruptive proposals has stalled the debate on the regulation s role in standardisation: it has led to the blockage by the European Commission of hundreds of standards. The focus is now on the CPR s revision, an option favoured by Euralarm in its answer to an impact assessment carried by the European Commission, as opposed to a status quo regarding the scope of the regulation or to the simple repeal of the CPR. Both EFSG and CertAlarm are growing and with Euralarm in an advisory position, developing their capabilities towards European certification. EUSAS and Euralarm, very well complement one another. The optimum platform to bring academia and industry together are the joint EUSAS-Euralarm conferences. Here, academia can learn from practical problems in industry and industry can learn from perhaps rather theoretical approaches elaborated in academia. EUSAS- Euralarm conferences are organised jointly by EUSAS and Euralarm so that topics are scheduled that are interesting for both, industry and academia. The conferences present the current state of scientific research as well as new industry developments and experiences of practitioners. Furthermore, the conferences focus on current and not too broad topics so that a comprehensive overview of the state of the art in each topic can be given.

10 8 Euralarm Annual Report REPORTS FROM EURALARM S SECTIONS Services The Services Section of Euralarm, until recently its newest body, still explores relatively new and innovative areas related to our trades and provides our Members with knowledge that they simply cannot find anywhere else. Building on the success of our Industry s European service standard EN16763, the Section has successfully pushed through a new work item for a European standard on Remote Services for fire safety and security. This is a major success for Euralarm as it allows our Industry to remain at the forefront of the development of standards for services. This new development serves the purpose of ensuring that all service providers answer to the same requirements and deliver quality customer experiences. We know from Euralarm Services Section Members that the EN16763 standard is starting to find its way in the market and a number of countries are requesting its use in their country either voluntary or mandated. What is slowing down its use as a cross boarder service standard is a lack of suitable qualifications in the fire and security world. The Services Section has long had an interest not only on the development of European standards for services, where our Industry has been a precursor, but also in the actual qualification schemes existing at national level. Central to this objective has been the regular update of a qualifications matrix, matching different trades with the bodies providing training and learning courses, the formal qualifications available, the existing check of competences and the percentage of the market that is compliant. A precise set of data has now been gathered for a number of European countries. Interestingly, the data provided from Members showed that there is currently no single benchmark of qualifications and certifications across Europe. Finally, as our Industry was one of the first in Europe to develop a service standard, the EU- Industry Joint Initiative on Standardisation, has asked Euralarm to help with the promotion of services standards into other areas. At present the group has just compiled a study to see what service standards are available from national organisations and which market sectors should be looked at. 11 REPORTS FROM EURALARM S SECTIONS Euralarm Annual Report Extinguishing: a new Section in Euralarm With the opening of the Extinguishing Section, Euralarm now officially represents the Industry sector of Active Fire Extinguishing. This is a natural expansion of Euralarm s activities, as most of our Members are already active in this field, it seems only logical that they want to be represented by a single association. The plan to open the new Section was well thought through, and approved at Euralarm s November Extraordinary General Assembly in Stockholm. The expansion of the field of representation of Euralarm is strategically sound and will allow for a better and more comprehensive representation of the interests of our Members towards the European Commission, EU Parliament, the CEN- CENELEC Management Centre, and other associations and stakeholders. We can already count the following companies and national associations as Members of the Section: SikkerhedsBranchen, FIA, JCI/ TYCO, SES, Siemens BT, GESI/FFMI and TECNIFUEGO. More new Members will follow soon as their applications are already being processed. The work of the new Section has already been initiated and discussions in the first meetings of the Section have confirmed that the decision to expand Euralarm was the right one: the engagement of the Industry from the Members has been very positive and the market has responded as predicted: all stakeholders welcomed the fact that, from now on, a wellestablished trade association like Euralarm can represent the active fire protection industry, portable fire extinguishers and fire detection with one voice. Since the Section s kick-off meeting at the end of February, its Delegates have started to define its strategy and priorities. The Delegates made it clear that the Extinguishing Section will represent all sectors of the business from the technological part, such as fixed extinguishing or water-mist systems, to the service-intensive portable extinguishing business. The first Task Group of the Section is participating in a Call for information to elaborate a restriction proposal on short chain poly- and perfluoroalkyl substances in coordination with other interested associations. The new Section is fully supported by the infrastructure of Euralarm and benefits from synergies with other Euralarm Sections representing other Industry segments. This start is promising and the Industry will see positive results in a few months. We can already count the following companies and national associations as Members of the Section: SikkerhedsBranchen, FIA, JCI/TYCO, SES, Siemens BT, GESI/FFMI and TECNIFUEGO. As part of the Security Section, BHE played an important role in the development of the EN standard. With the full cooperation of BHE, which represents a very important part of the German electronic Safety & Security market, Euralarm s voice will gain strength and standing with other European stakeholders.

12 10 Euralarm Annual Report Horizontal Compliance Euralarm s Technical Committee on Compliance had a challenging Year in 2017 keeping abreast of the achievements and developments from the European Commission and following changes in the standardisation arena. Through online and face-to face meetings, the committee supports the review and development of Compliance Fact Files and also considers how to best promote the output of the group while keeping in close co-operation with all Euralarm Sections on horizontal subjects. The committee has a dedicated and talented core membership, driving the work forward and drawing support from experts within Euralarm. The key to this effective work is active coordination by the Euralarm Technical Manager, Marc Chenevoy. We are following changes and evolutions in over 50 European Directives, regulations, and legislations having impact on the safety and security Industry. Regular Compliance Newsletters are directed to the Members. They are supported by Orgalime and summarise the latest news coming from European legislative authorities. The Directives list on the Euralarm website, accessible only to Euralarm s membership, is maintained and updated, along with Compliance Fact Files, highlighting the signifi cant points of the most relevant EU legislation. We are regularly cooperating with Orgalime to update the Compliance Fact Files to keep up with the revisions of the Directives and Regulations, and a new set of revised Fact Files has been published recently. In the coming year, Euralarm will continue to monitor the signifi cant Directives regulating the Safety and Security market, namely environmental Directives where the number of restricted substances within RoHS2 and REACH is increasing. The new fi eld of Cybersecurity and Data Protection is monitored as well, and will be developed as future legislative and standardisation initiatives emerge. With the establishing of the new Extinguishing Section new EU Directives and challenges such as proposed restrictions on fl uorinated compounds have fallen into the scope of TC- Compliance. Going forward, the proposed revision of the Construction Products Regulation and the activities of the Joint Initiative on Standardisation groups, which aim is to improve the European Standardisation process and the establishment of HAS consultants will be closely monitored by TC-Compliance. We are following changes and evolutions in over 50 European Directives, regulations, and legislations having impact on the safety and security Industry. Malte Lohan Director General at Orgalime Orgalime is the voice of the EU Engineering Industry, Euralarm is a member of Orgalime. Formally Euralarm is an associate member of Orgalime: that means that you are fully involved in all of our political work and have access to our full range of services and our advocacy tools. Euralarm is involved also in shaping our political positioning on the areas that you are interested in. A few key areas where we have a lot of common interests and where Orgalime is strongly mobilised.

13 REPORTS FROM EURALARM S TECHNICAL COMMITTEES Euralarm Annual Report New Partnership with CEN Maybe the biggest development in a year marked by the enhancement of our various partnerships: the European Committee for Standardisation (CEN) and Euralarm have now strengthened and formalised their long cooperation with a new agreement. Together Euralarm and CEN will work on making society safer and more secure. Euralarm has been representing the Fire Safety, Security and Services industry for almost 50 years, providing from the start expertise in many European standards. Since 2014, Euralarm has also been more closely cooperating with CEN and participating in several technical committees dealing with fire detection and fire safety. Euralarm has now decided to reinforce its involvement with CEN, not only at the technical level, but also at the overall corporate and strategic level. Euralarm is also supporting CEN, CENELEC, the European Commission and other Industry stakeholders through various action groups of the Joint Initiative on Standardisation (JIS) to help make the standardisation process more transparent, efficient and effective. Through the partnership agreement, Euralarm will provide CEN with their expertise in the fields of alarm systems (CEN Technical Committee 72), Services for fire safety and security systems (CEN-CENELEC Joint Technical Committee 4) as well as societal and citizen security (CEN Technical Committee 391). Speaking on the occasion of the signing ceremony in Brussels on 27 March, Mr Enzo Peduzzi, Euralarm President said: For Euralarm the cooperation with CEN is very important in times where standardisation increasingly supports regulatory objectives. We are looking forward to help CEN to ensure that the standardisation response is based on real industry needs and continue to strengthen the market relevance of European standardisation. Elena Santiago Cid, Director General of CEN and CENELEC, added: We look forward to our continued cooperation with Euralarm and we welcome their commitment to strengthen their partnership with CEN. Our shared interests include ensuring an efficient European Single Market, contributing to the economic growth of the European electronic fire safety and security Industry while making society safer and more secure. For Euralarm the cooperation with CEN is very important in times where standardisation increasingly supports regulatory objectives. On standardisation and defense of the new approach to the Single Market, Cyber Security, a third one is market surveillance. Those are key common areas of interest. We also provide a bespoke service to Euralarm, a monitoring package which provides detailed real-time political intelligence on issues of interest to Euralarm Members. I think this is part of the foundation for effective lobbying for your association. Our approach is that the work we do as Orgalime and the work Euralarm does need to be complementary. So we are active at a horizontal level, at a more political level, where we are stronger together. Euralarm as any other European sectorial association, is on the lead in any political issues that are really directly affecting your sector.

14 12 Euralarm Annual Report Representing our Industry s positions When putting together the Manifesto for a safer and more secure Europe three years ago, our Industry set for itself a to-do list in terms of advocacy and the topics it would address in its communications with key stakeholders. Those defined starting points have evolved, and in , Euralarm had to answer new challenges. With the help of the Euralarm Advocacy Committee, the work on the priorities of the Manifesto for a Safer and more Secure Europe have been pushed as far as possible. First, this was a year of progress for the European Standardisation System: it is in the process of getting the overhaul our Members have pushed for so many years, partly thanks to our team s involvement in the Joint Initiative on Standardisation between the Industry and the EU. Another Manifesto priority, improving fire safety in tourism accommodation has reached a political wall linked to the lack of data on the matter. But in the aftermath of tragic events in Grenfell, a bigger movement was started with the launch of the EU s Fire Information Exchange Platform. At the platform s first conference, we have called for several measures to keep Europe fire safe: a pan-european data collection of fire events, a holistic approach towards fire safety, and the development of qualifications. One of the biggest challenges for our Industry has been addressed by the Task Force CPR (Construction Products Regulation). The main objective of the CPR is to make the EU s Single Market work better and improve the free movement of construction products in the EU, by laying down harmonised conditions for marketing construction products. Where the CPR logic can very easily apply for certain construction materials, it has a negative effect on the standardisation of fire detection and alarm products. The objective of the Task Force was to develop and support a common position carrying the voice of the fire safety Industry. Euralarm s position on the CPR has been completed and distributed in December 2017 and a response to the Public Consultation engaged by the European Commission has been published. With the coming General Assembly, Lance Ruetimann will step down as TC Advocacy Chairman, but remain within Euralarm. He thanks his committee colleagues for what they have been able to achieve together and wishes his successor all the best. At the EU s Fire Information Exchange Platform s first conference, we have called for several measures to keep Europe fire safe. Hein Bollens Deputy Head of Unit for Standardisation, European Commission Directorate General for Internal Market, Industry, Entrepreneurship and SMEs. We are pleased to have Euralarm being very active in the Joint Initiative on Standardisation and putting forward important action points to enhance the European Standardisation System. The overall scope of the JIS has been to look at speeding up the system, to modernise it and to better prioritise within the system. This is the focus of actions 5, 8 and 12, where Euralarm takes a prominent

15 REPORTS FROM TECHNICHAL COMMITTEES Euralarm Annual Report Strengthening Euralarm s Voice Over the past year, a lot of energy has been put into this motto: strengthening Euralarm s voice. Towards our interlocutors at European level of course, but also a strong voice inside our own Industry, which starts with an efficient communication towards our Members. Through the Technical Committee Marketing (TCM), the representatives of Euralarm Members have the opportunity to directly shape the association s Communication and Marketing. In this, they have the support of the Euralarm Communications Manager, as well as a team of long time collaborators and subcontracted communication specialists, mostly with a long-term experience with the fire safety and security Industry. For the Committee, this past year has been one of refining the communications and marketing tools put together over the recent past, developing Euralarm s offer in terms of Industry, legislative and regulatory monitoring as a service to our Members, supporting the take-off of the new Extinguishing Section and preparing the ground for future changes. All this work has born fruits and the numbers speak for themselves, with the figure for unique visitors to our website 120% above its 2016 level. The number of news items produced was 225% higher in 2017 than the year before, and the average number of monthly press clippings 50% higher, in line with a similar increase in Euralarm s production of news releases directly targeting the media and translated into three different languages. A specific target for Euralarm this year: our coverage by the French press has been improved by 166% since mid A similar effort targeting the German press is now under way. At the crossroads of standardisation and research, cutting-edge innovation in the sector of fire safety will drive the development of future standards and make buildings and people safer than they have ever been.

16 14 Euralarm Annual Report A Review of the past 3 years: invigorating our community Euralarm outgoing President Enzo Peduzzi, looks back at the three years of his mandate and how, together with Euralarm Members, he set the association on a course leading to a successful future development. The start after the strained Euralarm General Assembly 2015 in Vienna was challenging for all of us. But thanks to the dedication and professionalism demonstrated by our Board and the Euralarm Professional Team we soon got back to work. We realised that maintaining the trust and confidence of our Members was the key priority. We needed to preserve our Members base and convince Delegates to continue to support Euralarm with manpower and know how. In numerous visits with Members representatives, who sometimes expressed their scepticism or did not participate regularly in meetings, it became clear that mixups and insufficient internal communication were the root of the problem. The growing numbers of Euralarm Newsletters, with the newest baby the EU Influence Newsletter, and the Manifesto for a Safer and more Secure Europe, both launched in 2015 helped, but the personal contact was probably decisive to convince Members to continue this adventure and to engage actively in Euralarm. Soon a positive spirit was reinstated in our association and we could see the results: in the last 3 years, we have considerably developed our Membership. Today, Euralarm is recognised as a serious trade association, whose initiatives are based on solid, fact-based arguments. Our Delegates in the CEN-CENELEC technical committees and other working groups are acknowledged as experts. All this has made Euralarm an interesting partner for our external stakeholders. As one of only few trade associations Euralarm has been invited to be a partner in the CEN-CENELEC management board. Furthermore, all Chairmen of the TC s relevant for our industry are active Delegates in our Sections: Extinguishing, Fire, Security and Services. With the full engagement of our Delegates, Euralarm today is well positioned for the future and is ready to overcome the challenges ahead. However, it will necessary to increase the capacity of our professional team if we want to follow the growing number of directive, regulations and horizontal standardization projects. Today, Euralarm is recognised as a serious trade association, which initiatives are based on solid, fact-based arguments. Anders Elfving Manager of the EU funded FP7 HEctos Project For a European project like HECTOS, it is always valuable to have a close interaction with industry, in particular trade organizations representing a group of companies. Euralarm s participation in our advisory board established this cooperation and Euralarm was attending several of our events and workshops. This active involvement in HECTOS provided for instance input to our stakeholder requirements analysis which was an important fundament to the following research activities. Euralarm also gave us feedback to our work during the development of the HECTOS

17 A REVIEW OF THE PAST THREE YEARS Euralarm Annual Report Despite the issues the Fire Industry faces with the Construction Products Regulation, Euralarm s Fire Section will have to think about extending the representation to voice evacuation, heat evac, and beyond. The Security Section is already making its voice heard on the topic of new alarm transmission networks. However, it is very important to enhance its activities in CCTV, access control and other security related technologies. Finally, the Services section may face the biggest challenge of all: digitalisation will dramatically change the service delivery model in the next years! If Euralarm wants to remain in a leading position on the topic, we will need to find answers to the questions that our Members are already asking. Euralarm has represented the fire safety and security industry for 48 years, with a proven capacity for renewal. I am sure that it will continue to be active for many years to come! I wish Euralarm a bright future and thank you all for your engagement, support, advice and the friendship I have experienced during this time! It was a privilege and a pleasure to work together with you! Other challenges are in fields that our Industry does not control: cyber security and BIM. Euralarm has started to discuss these developments, however due to their complexity we have made slow progress. We need the experts delegated by our Members to tackle these issues. Having been active in Euralarm for 10 years, I know the potential of this organisation. As long as it is able to exploit and combine the extraordinary expertise of its Members, I am optimistic that our association will be successful. harmonized certification approach. Our dialogue with stakeholders, such as Euralarm, has significantly enhanced our overall knowledge in the standardization and certification area. HECTOS has presented a way forward for reaching pan-european harmonised certification of physical security products. We have developed a Framework and implementation template which enables reduced cost and time-to-market for security product manufacturers by removing the need for multiple test and certification activities in different Member States and for different applications. Our framework is designed to accommodate both regulated and unregulated certification and provides recommendations for a harmonized approach - for example how certification schemes and systems can be structured and managed for different security products.
