1 14.2 TO: FROM: SUBJECT: Kent Studebaker, Mayor Members of the City Council David Morris Assistant Fire Chief Authorization to Purchase one Pierce Velocity PUC Pumper NH657 Fire Engine DATE: August 10, 2017 MEETING DATE: September 5, 2017 ACTION/SUGGESTED MOTION The Council is requested to authorize the purchase of one new Pierce Velocity PUC Pumper NH657 Fire Engine from Pierce Manufacturing, Inc., by means of FireRescue GPO, a program of NPPGov. INTRODUCTION/BACKGROUND The Lake Oswego Fire Department responds to fire and medical emergencies from four strategically located fire stations. Within these four fire stations, the Department staffs three Pierce Pumper Fire Engines and one 105 Pierce Aerial Ladder Truck. The 2001 Pierce Fire Engine is scheduled and budgeted for replacement in Fiscal Year The Fire Department has an apparatus replacement schedule that was developed using recommendations outlined in the National Fire Protection Association s (NFPA) Standard 1901 Standard for Automotive Fire Apparatus. The NFPA Standard 1901 recommends that apparatus greater than fifteen-years of age that have been properly maintained be sent into reserve status. In addition to the recommendations outlined in NFPA Standard 1901, the Department takes into consideration the condition and maintenance history of the apparatus when developing the replacement schedule. If the purchased is authorized, a 1994 reserve fire engine will be sold. DISCUSSION The Lake Oswego Fire Department began developing general specifications for replacement of the 2001 Pierce Pumper Fire Engine in March An internal committee was established to review the service needs and design features that were to be included in the apparatus A Avenue PO BOX 369 Lake Oswego, OR

2 Page 2 specifications. The committee identified a Pierce Velocity PUC Pumper NH657 Fire Engine with specifications that meets the City s needs through the Permissive Cooperative Procurement. Pursuant to LOPCR (1)(b), OAR et seq., and ORS 279A.215, notice was given that the City of Lake Oswego intends to enter into a contract for the purchase of a fire engine from Pierce Manufacturing, Inc., by means of FireRescue GPO, program of NPPGov. FISCAL IMPACT The funds to purchase the new Pierce Velocity Pumper NH657 Fire Engine are already covered and approved in the Fire Department budget. RECOMMENDATION Authorize the purchase of one new Pierce Velocity Pumper NH657 Fire Engine from Pierce Manufacturing, Inc. in the amount of $663, ATTACHMENTS 1. Purchase Agreement 2.
