Meeting agenda is attached as annex 2. SUMMARY 1. General 34 experts from (11 from PCAA and 17 from the industry) plus one expert from CAA Nepal attended the meeting conducted by one expert from Airbus and the SARI coordinator. Although CAA Bangladesh announced their participation their experts could not process their visa application on time. In accordance with SARI procedures the draft agenda was distributed 6 weeks before the activity for comment to the SARI Partners. No feed-back from the SARI partners was received prior to the meeting from and CAAP was late in the distribution of the information to its industry. Therefore the agenda had to be slightly revised to include some of the specific requests indicated by the industry from to take into account their requirements and expectations The meeting was opened and closed by Mr. Muhammad Zahid Bhatti, recently appointed Director Airworthiness. 2 The following presentations were handed over to the participants as soft copies. Feed-back forms were distributed to the participating organizations. All the feed-back forms (12) show the meeting achieved its objectives in providing the participants with a detailed explanation of SARI Part 21 and the concept of type certification process. They also pointed out a good performance of the EU experts and emphasize the quality of their presentations. Some of the forms highlighted the late distribution of the agenda and lack of communication from the PCAA before the meeting started. 2. Outcomes of the meeting: The meeting confirmed: Both the PCAA and the local industry interest in the concept of design organisation also today they are following their own regulation based on the FAR 21 concept. The need for to develop solid type certification procedures for products, change to products and repairs. The significant knowledge the local industry has regarding design development. The insufficient understanding of the concept of certification procedures as well as of interpretation of the CS in. The need to get training on some key CS conceptual paragraphs such as The EU experts presented the DOA concept since its development in 1993 and insisted on its main pillars. They explain that DOA objective is to ensure safety of products. They also explained the next steps now contemplated by EASA and the EU industry relying on a risk based approach and taking into account the experience gained through the implementation of EASA Part 21 during more SARI Part 21 WU meeting Summary Final issue 2 / 8

3 than 20 years. Actions also currently led under the ASD umbrella to standardize some of the certification procedures such as the certification tests were also presented. Certification programmes and Means of Compliance were addressed through different practical cases some of them proposed by the i aviation industry, mainly the development of a glass cockpit on a CS23 aircraft developed by Kamra and a large cabin change currently designed by PIA. An important part of the discussion with the delegates addressed control of suppliers in terms of design. Through the information received the PCAA as well as the local industry realized the efforts they still have to make before addressing compliance of design changes and repairs with applicable CS in a satisfactory way. The EU experts finally provided the participants with names of aviation academies in Europe or the US that may deliver courses the PCAA and local industry need to get the full understanding of compliance with the CS. 3. Miscellaneous Separate discussions between the PCAA DDG, the PCAA Director of Airworthiness and the EU experts showed that would like to continue cooperating with Europe to expand their design and certification capabilities. The EU experts explained that a profitable way to go would that i aerospace companies apply for an EASA DOA one for minor repairs, another for minor change to Type certificate. EASA and CAA teams would combine their effort to investigate the capabilities of the 2 applicants. They will learn from each other. That would simplify then PCAA to implement their own DOA requirement and contemplate more complex design activities and the recognition by EASA of their regulatory system (working arrangement) as an incentive to get confidence in the design and certification capabilities in. Few questions on Part 145 or Part M but in relation to Part 21 were also addressed during the meeting or after the meeting in coordination with EASA. 4. Conclusions: willing to develop and implement the concept of EASA/SARI Part 21. Further actions with EASA and the EU industry to be considered under EU-APP or outside to enhance capabilities of in the field of repairs, Change to Type certification and even Type Certification of products.
