6 AEM/CECE/CEMA/KOCEMA Joint Technical Liaison Meeting San Diego, California 5-7 March 2008 AGENDA ITEM: Preparation date: By: Dan Moss Page 1 of 1 Action Information Title/issue: ISO/TC 110/SC 4 Rough terrain trucks Background: For years, requirements for rough-terrain trucks (fork lifts) were blended with those for industrial trucks in ISO Standards and In 2006, a decision was made by ISO/TC 110 to form new ISO subcommittee (SC 4) to specifically cover variable-reach rough-terrain trucks. ISO/TC 110/SC 4 was approved and held it first plenary meeting in April 2007, in Paris. At that 3-day meeting, a scope of work was developed and 7 working groups were formed. It was also decided to expand the original scope to also include masted rough-terrain trucks. WG 1 was formed to develop the general and safety-related documents, WG 2 would cover user requirements, with other working groups for stability, visibility, work platforms, free-swinging applications and overturn indicators. Current status: ISO/TC 110/SC 4 and its Working Groups 1 & 2 held its second meeting last week in Paris to review preliminary drafts for safety and user requirements. Eric Ramsey, Steve Neva and Dan Moss participated in the meetings. An item of note is that due to the rejection by ISO/TC 110 to accept the revised scope, it was decided to "suspend" work on masted rough-terrain trucks until ISO is published, whereas a revision will begin to remove masted rough-terrain trucks from the ISO document. ISO is expected to be published later in Next Working Group 1 and Working Group 2 meetings: September 2008 in Chicago or Milwaukee hosted by AEM. - Next plenary meeting: March 2009 in Paris. Action to be taken: None specifically. It is noted that a number of joint working groups have been formed with ISO/TC 110/SC 2 and JTLM members are asked to follow the work of these joint groups closely to ensure the needs of rough-terrain truck manufacturers are being met. 18 AEM/CECE/CEMA/KOCEMA Joint Technical Liaison Meeting San Diego, California 5-7 March 2008 AGENDA ITEM: 15.3 Preparation date: By: Steve Neva Page 1 of 1 Action Information Title/issue: Definition of Compact Machines Background: ISO 6165 and EN 474 limit size of compact machine to 6000 kg for compact excavators and 4500 kg for all other machines. Recent growth of market of skid steer loaders with dedicated tracks (compact track loaders) has resulted in the need to increase the operating mass limit for these machines. Analysis of comparable wheeled SSL to compact track loader shows that the compact track loaders are typically 25% higher in operating mass due to the additional mass of the tracks and the necessary track structure. Current status: At ISO/TC 127 plenary meeting will be recommending to increase the operating mass for compact track loaders to 6000 kg. This would not have any affect on the operating mass of other compact machines. A search of ISO/TC 127 standards shows that 8-9 standards are affected by this change although many more make reference to compact machines. Action to be taken: USA to submitted recommendation for change to ISO/TC 127. Annexes/Attachments: Compact Machine Presentation

Part 1 : TOPS for compact excavators ( with a mass of 1,000 kg to 6,000kg) Part 2 : ROPS for excavators with a mass of 6,000 kg to 50,000 kg Part 3 : ROPS for forestry machines with rotating upper structures There was a strong request of harmonizing part 2 and part 3. Especially because there exists cross-over excavator which can be used as earthmoving excavator and forestry machine. WG met in Sep and agreed: - Cross-over excavators will be addressed in Part 2. - Purpose built self-propelled forestry machinery having a rotating platform with a cab and boom on the platform should be addressed by ISO/TC 23/SC 15. Current status: Part 1: To be kept as it is with the current ISO (TOPS for compact excavators) Part 2: FDIS has been sent to SC2 secretary to proceed to final voting. Part 3: The work has been stopped. Purpose built forestry machines shall be dealt within ISO/TC 23. Actions to be taken: Further harmonization between Part 1 and Part 2 expected after passing the FDIS of Part 2. Annexes/Attachments (if any):

The major point is to add the test method and criteria for self- adjusting sound level alarm. It automatically varies sound level by comparing the ambient sound level measured by the alarm. Now machine manufactures receive many complaints that backup alarm is so noisy, especially at city area or snow wiping in the early morning. Therefore using self-adjusting sound level alarm is very effective to make machine noise at work sites quieter. However, additional 3 test points, 8, 10 and 11 for travel warning alarm were proposed in CD (See figure). The travel warning alarm is for machines that have rotating upper structures, like excavators. Current status: CD voting was closed with many comments in December. For example, USA commented that Only 4 points, 5, 8, 10 and 11 are enough. It is a good proposal so that testing time will be shorter. However, satisfying these 4 points may make alarm much louder. The working group will have a meeting on 16 & 17 th of April. Actions to be taken: More manufactures are welcome to join in the next meeting or send comments to the working group, whether these additional test points are really needed. Including these points in the testing, excavators warning alarm will be much louder than ever, against one of the purposes of this revision, reducing sound from warning alarms. Proposed JTLM Action: Introduce this issue to member companies.

Current status: 1) ISO/TC 195 and its WGs also TC 195/SC 1 meetings were held in Korea, last year. 2) TC 195 plenary (with its WGs also SC 1) will be held in Chicago, USA, this April. The NP to be circulated by to SC 15 for approval and comments with a recommendation to adopt the proposal as a CD. The project leader is Mr. Gamble of USA. The timeframe will be 3 years.
