3 America's Cup Wynyard Hobson Fire and Evacuation Assessment Executive Summary This report covers both the fire and egress assessment for the America s Cup Physical infrastructure, including the Wynyard Point marine and landside works, the Hobson Wharf extension and the alterations to Halsey Wharf and the Viaduct Event Centre as described in Section 1.4 of the report for the Wynyard Hobson option. All new buildings will be considered as permanent structures under the New Zealand Building Code (NZBC), and as such will need to comply with the NZBC. The alterations to the Viaduct Events Centre (VEC) will need to comply with the NZBC. Notwithstanding any minimum requirement of the NZBC, it is recommended that all new Syndicate Base buildings include an automatic sprinkler system, together with an automatic fire alarm system (as also recommended by Fire Emergency New Zealand (FENZ)). Based on the proposed Syndicate Base footprints, general circulation and egress routes have been initially identified that provide alternative means of escape to deal with the various fire scenarios on Halsey Street Extension and the Wynyard Wharf and landside activities The egress and capacity on both Hobson Wharf and Halsey Wharf will need to be refined and developed in the designs using dynamic pedestrian modelling for various modes and loading. The modelling will need to allow for FENZ access requirements. Fire access and egress routes will need to be clearly identified and available in an emergency, by demarcation, signage, and other measures. Initial checks for standard FENZ vehicles indicate that turning on the wharves should be achievable where required for FENZ operations. Initial indications from previous tests and discussions with utility companies indicate water supplies are satisfactory however detailed checks and flow tests on all water supplies will need to be completed for Hobson, Halsey and Wynyard wharves, as well as Wynyard Point landside building supplies, for the adequacy of hydrant and sprinkler supplies to meet FENZ requirements and the NZBC prior to detailed design. Existing firefighting facilities and access provisions for all neighbouring buildings are to be preserved and accounted for in overall evacuation and management plans. Existing firefighting facilities and access provisions for the Viaduct Events Centre, and all neighbouring buildings are to be preserved and accounted for in overall evacuation and management plans. Operational and emergency management plans will need to be developed for wharf event modes based on the final designs. As noted by FENZ, consideration should be given to implementing a trained Emergency Rapid Response Team as part of the plans, which could also perform duties of policing and inspection of the fire safety requirements in any mode. This assessment takes into account comments previously made on the overall schemes by FENZ during the various scheme developments from January 2018 up until this final scheme: Minuted meeting held on the 5 December 2017 (on the Basin Option where general requirements were also discussed and remain applicable to this scheme, and included a base on Hobson Wharf as per this scheme now documented) ; Beca // 10 April 2018 // Page ii // NZ

A summary of key issues from the FENZ consultations are: For the Wynyard Point facilities (reference comments 7 March, 15 March and 4 April 2018) : FENZ support this latest proposal. From a risk reduction perspective, this is seen as the best option that has been presented for comment to date. With the removal of Stolthaven South and BST South from this area, the hazard profile that exists in previous iterations proposed will be markedly reduced; Maintaining an emergency access corridor (gated) for FENZ fire appliances along and through Brigham Street closure is required to support their operations; The one way access road through the Buffer Zone on the north-eastern side of Wynyard Point (adjacent Base C) provides an acceptable alternative access route for FENZ to the northern end of Wynyard Point risk. The reduction in width down to 7m for the private road will need to be maintained and kept clear of obstacles (parked vehicles etc.) to ensure emergency access is available at all times; The Buffer Zones shown at the sides of the AC bases are engineered to an appropriate size for the perceived risk (i.e. Stolthaven North), refer to Fire Safety Drawings 1 and 2; If the proposed emergency access across the front of the bases (Brigham Street closure) is compromised, the two 5m wide yard accesses shown could also provide a viable secondary option for FENZ fire appliances to the front of the AC base buildings; For Halsey Wharf (reference comments 4 April 2018) : Utilising the Viaduct Event Centre for ETNZ s base offers minimal extra challenges as it is an existing building, the changes in the risk profile associated with the change of use need to be considered. The building is currently a fully sprinklered structure with established BIC and Panel and see no reason for these locations to be changed. With the introduction of the fenced compound on the northern corner of the building, the egress of persons (spectators) off the wharf needs to considered and egress pathway designed to cope with the expected crowds. Common to all areas: General comments on fire service access, fire water requirements to be compliant with the Code of Practice, fire protection systems (sprinkler systems) to all the bases, management and emergency plans, all as documented comments 5 December Providing the recommendations and features identified within this assessment, together with those identified by FENZ, are incorporated into the final designs then: The proposed Wynyard Hobson waterfront infrastructure to host AC36 (and associated regattas in Auckland in , interim and legacy use), can be developed for acceptable final outcomes with respect to fire and evacuation safety at all 3 wharf locations; and Operational and Emergency Management Plans can similarly be developed. 7 America's Cup Wynyard Hobson Fire and Evacuation Assessment 1 Introduction 1.1 Report Context Panuku Development Auckland (Panuku), as Auckland Council's lead delivery agency, has been tasked with providing waterfront infrastructure to host the America s Cup Events and associated regattas in Auckland. The Crown has agreed to provide significant funding to support the hosting of the Events in Auckland. The Ministry of Business, Innovation and Employment (MBIE) is the Crown's lead business-facing agency, responsible for New Zealand Major Events. Beca Limited (Beca) has previously been commissioned by Panuku to prepare reports for the initial A36 Wynyard Basin application and corresponding Ferry and Fishing Industry Relocation Facility. Beca has now been commissioned by Panuku and MBIE to undertake technical studies and engineering concept drawings in relation to the new proposal, called "Wynyard Hobson". Consents are sought for the use and development associated with holding the 36th America s Cup in December 2020 to May 2021 and any subsequent events within a 10 year period (each over a six-month event period), and to construct, use and operate up to seven syndicate bases within the 10 year period. The seven America s Cup bases are proposed in and around Freeman s Bay, which is located along part of Auckland s City Centre waterfront. This includes Wynyard Point, Hobson Wharf, a 74m extension to Hobson Wharf, Halsey Wharf (comprising the Halsey Street Extension Wharf and Western Viaduct Wharf) and Wynyard Wharf, including the surrounding land and waterspace. 9 America's Cup Wynyard Hobson Fire and Evacuation Assessment For the purpose of the RMA assessment, the effects have been assessed on the basis that the two bulk liquid operators where Bases E, F and G are proposed have vacated the sites in advance of the event. The proposal is made on the basis that part of Brigham Street will be permanently stopped. This will be achieved through a separate process. For the purpose of the RMA assessment, the effects of the road closure including works in the road have been assessed, but not the effects of the proposal on the road as it currently exists. The proposal includes a new road connection north of syndicate Base C to maintain a connection between Brigham Street and Hamer Street. Hazardous substances (4Sight) Planning (Assessment of Environmental Effects) (Unio Environmental). 1.2 Purpose of Report An initial assessment has been completed of the high level fire and life safety provisions that may be required for the proposed development, as a concept of operations, including a high level review of the emergency evacuation management potential. This assessment takes into account comments made to the scheme by FENZ. This assessment should be read in conjunction with the pedestrian capacity assessment contained within the America s Cup Wynyard Hobson - Traffic and Transport Technical Report, and the general reports issued which provide additional information, not repeated here for brevity. 10 America's Cup Wynyard Hobson Fire and Evacuation Assessment 1.3 Report Structure This report considers, and has been informed by, the above technical studies and provides an overview of key aspects relevant to the design. For brevity, detailed technical content has not been replicated and reference is made to the individual technical reports. This report is structured as follows. Section 1: Introduction, including Panuku and Beca roles, reporting context and overview of the proposal. Section 2: Building and Regulatory Consents, which gives an overview of these. Section 3: Syndicate Base Design sets out design considerations with respect to fire for future design stages in the project. Section 4: Occupancy, Overall Egress and Emergency Evacuation covers egress/evacuation routes and occupancy for the new wharf extensions. Section 5: FENZ Intervention and Firefighting Facilities describes the anticipated access and water supply requirements for FENZ. Section 6: Operational and Evacuation Schemes summarises matters relating to operations, event management and evacuation. Appendix A consultations with FENZ 1.4 Proposed Use and Development The proposal involves the following three main elements (as described more fully in the Assessment of Environmental Effects (prepared by Unio Environmental) and as shown in the drawings and outlined in the reports which form part of this application: 1. Use and operation of land and water space associated with the 36 th America s Cup event to be held in the six month period from December 2020 to May 2021 (including pack in and pack out of land based and water based activities/structures) and any subsequent America s Cup event(s) held (with a six month period each) during the 10 year period from the commencement of consent. 2. The use and operation of the syndicate bases (buildings and associated yards on land/wharves and water space) for a period up to 10 years from the commencement of consent. 3. The construction and establishment of the wharves, piles, berths, buildings, other structures, and related works, services and access (including ground improvement works, contamination management, earthworks) including all event related structures and services. The infrastructure will be provided on a temporary and permanent basis, as follows: a. Temporary (up to 10 years) i. Syndicate base buildings B to G; ii. Use of all syndicate base buildings (including ETNZ use of VEC); iii. Wynyard Wharf wharf infill to be removed (no less than 50%); iv. Event-related structures (up to 6 month(s) for each event period); and v. Marine and Port structures/facilities within the Wynyard Wharf South Waterspace and Outer Viaduct Harbour. 11 America's Cup Wynyard Hobson Fire and Evacuation Assessment b. Permanent: i. A 74m extension to Hobson Wharf including a 35-year CMA occupation permit for this structure; ii. Four new breakwaters located as follows: An 81m breakwater east of Wynyard Wharf (Wynyard east); A 39m and 84m breakwater northwest of Halsey Wharf (Halsey west) A 35m breakwater east of Hobson Wharf (Hobson east) including a 35-year CMA occupation permit for this structure; A 42m breakwater south of Hobson Wharf (Hobson south) including a 35-year CMA occupation permit for this structure. iii. Wave panels on Hobson Wharf (including the 74m extension) and Halsey Wharf; iv. Wynyard Wharf wharf infill to remain (up to 50%); and v. Physical modifications to the VEC including the following key changes: Removal of the eastern public access ramp to the northern public viewing deck and replacement with a lift on the western side of the building; Modifications to the eastern façade of the building to construct new doors to facilitate for use as a syndicate base; The additional of a mezzanine floor at the northern end of the building for a sail loft; The addition of a new balcony on the eastern facade. 12 America's Cup Wynyard Hobson Fire and Evacuation Assessment 2 Building and Regulatory Consents The proposed extension to Hobson Wharf, the Wynyard Wharf infill structure, breakwater structures and works on Wynyard Point, together with the new syndicate base buildings, will be subject to building consents in accordance with the New Zealand Building Code (NZBC) and other requirements of the New Zealand Building Act. The alterations to the Viaduct Events Centre (VEC) for its use as a syndicate base (Base A) will also be subject to building consent in accordance with the NZBC and other requirements of the New Zealand Building Act. The alterations will need to be assessed under Section 112 of New Zealand Building Act, and may be considered a change of use, in which case Sections 115 and 118 will apply. The building consent, or a separate building consent, will need to address the return of the building s use to an events centre (as its current use), with the alterations completed, when use as a syndicate base ceases. The FENZ noted in their 4 April that due to the tight timelines that are involved with this project that the designers should utilise the Fire Engineering Brief (FEB) process at an early stage. The strategy and requirements for the building consents will be discussed early in the project detailed design stage with Auckland Council, particularly with respect to the fire and life safety requirements, and how these will be documented for the various modes of use. 3 Syndicate Base Design All syndicate buildings will be considered as permanent structures under the NZBC, and as such will need to comply with the NZBC. With respect to the Fire Safety Clauses of the NZBC (Clause C) compliance could be achieved by adopting the relevant Clause C Acceptable Solution (C/AS1-7), but it is more likely the adoption of Clause C Verification Method 2 (C/VM2) methodology will be used. That approach is considered to be more appropriate to the fire engineering design process, particularly if the buildings are to include larger mezzanine areas. This will allow for more flexible design outcomes. The VEC, which will be used as a syndicate base, is already provided with an automatic fire alarm system and sprinkler protection, together with other fire safety features. The fire safety systems will need to be assessed for the proposed use under the building consent in accordance with the NZBC. It is likely that the existing sprinkler systems will require amendment to suit the new hazard classification and use as an AC boat base. Notwithstanding any minimum requirement of the NZBC, it is recommended that all new syndicate base buildings include an automatic sprinkler system, together with an automatic fire alarm system (as also recommended by FENZ). Whilst there is an increase in capital cost in the provision of automatic sprinkler systems, there are significant benefits in doing so, in that they provide: A higher level of fire life safety thus allowing more flexibility in the design and use of the building in terms of occupancy, egress, internal fire separation, external fire spread and fire ratings, and structural fire protection requirements; Beca // 10 April 2018 // Page // NZ

13 America's Cup Wynyard Hobson Fire and Evacuation Assessment The nature of boat yards and sheds is also such that hazardous materials such as solvents, paints and carbon fibre present specific fire safety issues which need to be addressed. These can be better accommodated with the inclusion of sprinklers; Flexibility for higher occupancy than normally used for boat sheds, for syndicate hosted events and similar activities; A higher level of asset and business / event protection, and damage limitation in the event of a fire; Reduced risks of fire spread to and from moored super yachts / boats in close proximity; Benefits to FENZ firefighting operations and intervention, with reduced firefighting water supply requirements for hydrants on Halsey Wharf, Wynyard Wharf and Wynyard Point landside and Hobson Wharf. The design of the sprinkler systems and fire alarm systems for the syndicate bases will need to consider: Integration with the overall evacuation systems and plans on Halsey Wharf (and any gates, public address systems, etc.); Integration with the overall evacuation systems and plans on Wynyard Point (Brigham Street closure gates, neighbouring buildings etc.); Integration with the overall evacuation systems and plans on Hobson Wharf (pontoon fire alarm system and the neighbouring Maritime Museum.) The sequential erection and use of bases, as well as sequential removal of bases post Events on Wynyard Point; The adequacy of all water supplies together with hydrant supplies and hydrant locations; Use of common building design teams. The following provisions will also need to be considered in the event designs (this list not being exhaustive): Public and syndicate access control; Demarcation of egress and FENZ access routes; The space planning for media vehicles and support, any concessions, refuse and toilets to ensure that these do not impede FENZ access or egress; Wayfinding and egress signage; External lighting and the need for any external emergency lighting or back up power; Public Address systems and methods for evacuation of the areas and any interfaces with the Syndicate Bases fire alarms; Life buoys and wharf ladders; Operational and emergency control rooms; CCTV coverage to aid control and emergencies, with feeds to control rooms and Auckland Transport Operations Control (ATOC) central. 3.1 Specific provisions - Halsey Wharf (Base A) The provision of sprinklers in the VEC supports assessment of public occupancy numbers permitted on Halsey Wharf during events, as a consequence of the decrease in risk presented by the building on egress as a normal hazard risk (the assessment of egress will follow in the Guide to Safety at Sports Grounds 5th Edition - UK Department of Culture, Media and Sports, 2008 (often referred to as the Green Guide )). 14 America's Cup Wynyard Hobson Fire and Evacuation Assessment The alterations to the VEC will be in accordance with the NZBC, and the final occupancy and exit routes from the buildings will need to be considered in the overall wharf evacuation and dynamic pedestrian modelling. The maximum capacity may be enabled as far as possible as per the existing VEC design. With managed, safe levels of public occupancy around the VEC and Halsey Wharf during major events, general egress from the building can be readily accommodated to safe areas from fire incidents. 3.2 Specific Provisions - Wynyard Wharf and Wynyard Point landside (Bases C to G) With reference to the 4sight Risk Report America's Cup Location Impact Assessment Hazardous Substances Regulations: Wynyard Hobson Proposal, dated April 2018, and with a buffer zone provided between Base C and the Stolthaven North Tank Farm as shown on Fire Safety Drawings 1 and 2 (where the buffer zone includes the with new access road), there are no additional provisions required (above those required for compliance with the NZBC) to the design of bases as a consequence of the remaining adjacent Hazardous Area Zones With managed, safe levels of public occupancy around the Syndicate Bases during major events, general egress from the new buildings can be readily accommodated to safe areas from a fire incident in any of the syndicate bases. Consideration could be given to FENZ Brigade attendance points having a common Brigade Inlet Connect (BIC) arrival point for connected buildings Bases C and D, E and F. Base G would be stand alone, but this point is open for discussion with FENZ in detailed design. Management controls are required for public access to the new breakwater, which extends on from the Northern Connector (adjacent to Base C), which should only occur when there is no Dangerous Goods ship at the wharf. The provision of sprinklers to the Base C building provides further mitigation to the remaining risk presented by the operations of the adjacent high hazard tank farm at Stolthaven Wynyard (North), in addition to those described above. Public access to the north part of Brigham Street adjacent to the remaining Stolthaven Terminal is not encouraged. 3.3 Specific Provisions Hobson Wharf (and Base B) There are no specific provisions identified for the Base B above the general requirements already outlined in this report. With managed, safe levels of public occupancy in the base and on the wharf during major events, general egress from the building can be readily accommodated to safe areas from fire incidents refer to sections 4 and 5. 15 America's Cup Wynyard Hobson Fire and Evacuation Assessment 4 Occupancy, Overall Egress and Emergency Evacuation Based on the proposed syndicate base footprints, general circulation and egress routes have been initially identified which provide alternative means of escape to deal with the various fire scenarios that could occur on Hobson Wharf, Halsey Wharf, Wynyard Wharf (and infill) and Wynyard Point, during the most onerous condition (the America s Cup main event days), i.e. general evacuation or fire on any base. Refer to Fire Safety Drawing 2 and to the separate Pedestrian Capacity Assessment Report. These alternative routes are also required to cater for fire location and variable smoke conditions by prevailing winds. 4.1 Specific Provisions - Halsey Wharf To estimate the theoretical throughput to the areas and egress capacity, the use of the Green Guide is considered appropriate. The Green Guide was developed originally in the United Kingdom to provide a benchmark for the safe operation of stadia and other sporting/event venues. It has since been adopted by a number of organisations internationally some jurisdictions have formally adopted it as a standard whereas others apply it as guidance. It has been used extensively in New Zealand, notably in the design and planning of the Westpac stadium and Eden Park, but also for the design of a number of live-sites (such as Queens Wharf). The required time in which all spectators can (in normal conditions) leave an area through exits is considered to be 6 minutes (which in this case is the public promenade area), before they can then enter into a free flowing exit system (which in this case will be the area around the VEC). This is not the evacuation time. Based on the exit routes provided, the clear widths noted being achieved, and also assuming the syndicate bases are sprinkler protected (and thus considered normal risk under the Green Guide), then: With the VEC altered and used as a syndicate base, and having an assumed occupancy of up to 610 (comprising 110 staff and 500 guests), then based on initial assessments, circa 2,350 persons people could be accommodated externally on the Halsey Wharf front and the VEC Western pedestrian access route to the wharf. Any increase to the occupancy of the VEC, to maximise the occupancy as near as possible to the existing VEC occupancy, will likely have an effect on the public occupancy allowed on the Wharf. With reference to Fire Safety Drawing 2, two egress routes are required and provided. The (alternative) egress route E2 will be the limiting egress width for occupancy on the wharf. The available egress capacity of exit E2 is currently limited by the available width required to be provided through the Base A yard (currently assessed as 6m). A wider E2 route, if provided, would permit increased occupancy. The final designs will need to be fully assessed using dynamic pedestrian modelling for various modes and loadings. Inputs into the model are exit and evacuation times, maximum occupancy numbers, taking into account FENZ intervention requirements that have the potential to conflict (see Section 5 below), final event overlays and temporary structures/ event facilities. All exit and egress routes will need to be identified, managed and be available for egress when needed. The methods for making available egress routes across the syndicate base yard through security barriers and gates (e.g. automatic unlocking, opening, integration with fire alarms and management etc.) will need to be included and developed in the designs. 16 America's Cup Wynyard Hobson Fire and Evacuation Assessment the general evacuation and emergency egress routes along pontoons as shown in Fire Safety Drawing Specific Provisions Wynyard Point In the event of a fire or incident in the Stolthaven Tank Farms (North), the evacuation route from the bases should be via one of the alternative routes away from the incident. All bases have an assumed occupancy of up to 410 per double base (110 staff and 300 guests), and 370 for a single base (70 staff and 300 guests). All egress routes will need to be identified, managed and be available for egress when needed. The methods for making available egress routes across syndicate base yards and through security barriers and gates (e.g. with automatic unlocking or manual opening, and potential integration with fire alarms, and management etc.) will need to be included and developed in the designs. With the bases now blocking Brigham Street, this more effectively constrains public access north of Jellicoe Street. No outdoor event space is provided in the open space / road area on Hamer Street, so while people may be coming up Hamer Street to bases for events, the focus of the event activity is Silo Park rather than further north on Wynyard Point. Access can be readily controlled at Hamer Street entry when required. With reference to the Sherpa Report (March 2018), minimising the number of people in the vicinity of the remaining Stolthaven (North) bulk liquid terminal will facilitate emergency planning and evacuation. Broadly, access should continue to be discouraged to this area as per the recommendations. These recommendations relate to emergency planning and population management in the vicinity of the remaining Stolthaven operations in the northern part of Wynyard Point The FENZ also previously commented that consideration needs to be given to the risks associated with the area regarding public access during major event days, meaning that a larger scale fire and evacuation from an event in the Stolthaven North facility could still be problematic if dealing with an event (spill or fire) in the tank farm area. Assessment of safe levels of public occupancy will still need to be determined, considering FENZ intervention routes and different fire and smoke scenarios. As there are no event spaces, the use of the Green Guide for assessment of egress is not considered appropriate here, however general dynamic modelling may still be appropriate for event days. Once determined the public occupancy levels will need to be controlled for the northern part of Wynyard Point, and the Wynyard Wharf breakwater under management and evacuation plans. 4.3 Specific Provisions Hobson Wharf As per methodology for Halsey Wharf set out in 4.1 above, to estimate the theoretical throughput to the areas and egress capacity, the use of the Green Guide is considered appropriate. With the syndicate base having an occupancy of up to 410, then circa 600 persons can safely be accommodated on the wharf (a total of circa1,000). The current limitation on occupancy and egress is that there is only a single access and evacuation route. This single means of access and egress onto the Wharf is reduced to 5.2m clear width at one point, from a general width of 8.5m. As noted in the Transport Technical Report, the analysis presented to date is based on a first principles non dynamic approach, and is indicative only, showing emergency egress capacity is likely to be in the range of 980 to 2,550 people. Supplementary egress route(s) (for example via the pontoon or through the Maritime Museum walkways) would need to be explored for any viable increase to the initial 1,000 occupancy limit initially assessed. 18 America's Cup Wynyard Hobson Fire and Evacuation Assessment 5 FENZ Intervention and Firefighting Facilities The envisaged FENZ requirements for access are indicated on Fire Safety Drawing 1 which are required to be in accordance with the NZFS Emergency Vehicle Access Guidelines May 2015 and the NZBC C clauses with respect to the Syndicate Base buildings. FENZ initial response to a fire alarm/ call out is envisaged to be with two or three Fire Trucks. The first arriving truck to attendance point Pump 1 at Fire Alarm Panels / Brigade Inlet Connections (BIC). Pump positions Pump 2 and further pumps as required are then subsequently attended / positioned depending on location of fire. Initial indications from previous tests and discussions with utility companies indicate water supplies are satisfactory (refer to America s Cup Wynyard Hobson Stormwater and Services Technical Report, Beca, 2018). Fire hydrant and water supply capacities will need to be checked for all three wharves for both hydrant and sprinkler supplies (in accordance with SNZ PAS Firefighting Water Supplies and NZBC C clauses). 5.1 Specific Provisions - Halsey Wharf On Halsey Wharf, FENZ will attend by entering the wharf on the South Western side of the VEC, and proceed to the existing Brigade Inlet Connection (BIC). A designated area of around 5m wide is to be provided (separate to egress routes) in order to allow clear and unobstructed access to the VEC and BIC during a large scale evacuation. Turning for fire trucks should be achievable into and around the existing wharf promenade to access the rear of the VEC if required by FENZ. FENZ can attend to the rear of the VEC building through the base yard area (5m min clear wide access way required, 6m wide provided for egress) and through any access controlled gates, or they access to the South East of the VEC, where unobstructed access is required at all times for FENZ in an emergency. This may require gates to the yard to be provided with automatic unlocking linked to the VEC fire alarm, and details will need to be included in evacuation and management plans. The potential for conflict between general egress with FENZ access will need to be fully explored in final dynamic modelling and assessment, as noted in Section 4 above. Fire access and egress routes will need to be clearly identified and available in an emergency, by demarcation, signage, and other measures. As noted above, a designated area of around 6m wide is to be provided (separate to egress routes) to the West side of the VEC, in order to allow clear and unobstructed access to the VEC during a large scale evacuation. It is envisaged that the existing fire hydrant ring main around the wharf, and any existing in-ground fire hydrants, will provide firefighting water and hydrants for the VEC and America s Cup use, legacy and other event modes (in accordance with SNZ PAS 409 and NZBC). Final number and location of hydrants will need to be determined in the detailed design of the VEC alterations. The event and Base A yard layouts need to ensure access for FENZ to all hydrant locations is not obstructed. Existing Fire Fighting facilities and access provisions for the general Viaduct and other buildings are to be preserved and accounted for in overall evacuation and management plans. 19 America's Cup Wynyard Hobson Fire and Evacuation Assessment normally provided with detection and automatic suppression systems, however FENZ will need access for vehicles to hydrants and adjacent moorings. 5.2 Specific Provisions - Wynyard Point Brigham Street will be closed to all general traffic, and for all intents and purposes is closed to make way for the syndicate base yards. A through route and access to all base buildings is required at all times for FENZ in an emergency. This may require gates with automatic unlocking linked to fire alarms or fire service keys and details included in management and evacuation plans. FENZ access to all bases can be achieved by direct access off Hamer Street via 6m wide lanes between the syndicate bases, or via alternative access from the north of the base yards via Brigham Street, or form the south of the base yards, also via Brigham Street (Refer to Fire Safety Drawing 1). Brigham Street remains available and can accommodate large vehicle turning. The Northern connector road has been designed to also accommodate large vehicle turning. The potential for conflict with general egress (during expected high level of public attendance days), with FENZ access will need to be fully explored, but it is envisaged that public entry to the area will be limited and managed on such days. Assessment will be required to determine the level of public occupancy allowed generally on Wynyard Point and the breakwater pier (as noted in Section 4 above). The designs and the emergency evacuation plans should continue to be developed on the basis that in the event of a fire or incident in the Stolthaven Wynyard (North) facility, the evacuation routes from the Bases should be via a choice of alternative routes via the Syndicate Base yards, the North- South connector road and Hamer Street, or through the base yards to Brigham Street entrance. Fire access and egress routes will need to be clearly identified and available in an emergency, by demarcation, signage, and other measures. The adequacy and location of the existing street Fire Hydrants and ring main will need to be checked to provide firefighting water and hydrants for all bases, in accordance with SNZ PAS 409 and the NZBC. Existing Fire Fighting facilities and access provisions for all the existing neighbouring buildings are to be preserved and not diminished. 5.3 Specific Provisions Hobson Wharf As noted in Section 4, the potential for conflict with general egress with FENZ access and operations will need to be fully explored in final dynamic modelling and assessment. FENZ have a single point of access to the Wharf and Base B. Fire access and egress routes will need to be clearly identified and available in an emergency, by demarcation, signage, and other measures. Existing Fire Fighting facilities and access provisions for the Maritime Museum, boat moorings are to be preserved and accounted for in overall evacuation and management plans. Plans will also need to include requirements, and be integrated with, other local evacuation plans (for example use of the VEC, Wynyard Wharf hazardous areas and neighbouring buildings etc.). As noted by FENZ, consideration should be given to implementing a trained Emergency Rapid Response Team as part of the plans, which could also perform duties of policing and inspection of the fire safety requirements in any mode. Emergency access requirements along Brigham st no change If the proposed emergency access across the front of the bases (ex Brigham St) is compromised, the two 5 m wide yard accesses shown would provide a viable secondary option for our fire appliances to the front of the AC base buildings. The private road at the nor-eastern end of the bases provides a solid secondary access option for emergency vehicles to any emergency event on Wynyard Point. Comment are as follows: As stated in previous correspondence, the removal of Stolthaven South complex is the preferred option for Fire and Emergency NZ. Maintaining an emergency access corridor (gated) for our fire appliances along Brigham St is acceptable to our operations. Buffer Zones shown at the sides of the AC bases are engineered to an appropriate size for the perceived risk. The one way access road through the Buffer Zone on the north-eastern side of AC base 7 provides us with an acceptable alternative access route to the northern end of Wynyard Point risks. All other comments made in the attached document relating to the Wynyard Point options (dated 23 rd Jan 2018), remain valid. Fire and Emergency NZ are keen to work with the scheme proponent on whatever option is selected to mitigate risk. This latest update on the Wynyard Point option is the most suitable option to date of those proposed for AC bases in this area. Please contact me if you wish to discuss this further. 35 AC 36-Wynard Point Options. 23 rd January 2018 Fire and Emergency New Zealand Comments on proposals Requested by Ms Hannah Keats Senior Advisor, MBIE Initial high level comments the Wynyard Point proposal provided by our National Operations Manager Paul Turner remain valid. The Wynyard Point options requiring comment will result in Americas Cup (AC) base buildings being located in three distinct areas: Halsey Street Extension Wharf Extension to Hobson Wharf And Wynyard Wharf/Point area (partial closure of Brigham Street) Key considerations for Fire and Emergency are Access One of our primary concerns with this proposal is the reduction in access for our fire appliances along Brigham Street to the northern end of Wynyard Point. This road provides Fire and Emergency NZ staff with an alternative safe access route if we are required to manage an incident (fire, spill or leak) in this tank farm area. The proposal of the two way link Road between Hamer Street and Brigham Street between the tank farm and the proposed AC Base 5 will provide us with a viable alternative option to the northern end of Wynyard Point via Brigham Street. This link road could potentially be compromised if we had a bulk flammable liquid fire near this road with an unfavourable wind direction, (nor-easterly). If presented with these variables, we may need to utilise an emergency access corridor through the hard stand areas of the proposed AC bases. Any delays to our fire attacks in the tank farm area could potentially result in an increased impact on the AC 36 event, environmental contamination (air and sea), higher level of disruption to the public and general operations associated with this area.
