14 United Properties Quarry Road Second Addition Retail Lot Development 1555 Yankee Doodle Road Planned Development Amendment Narrative May 17, 2017 Introduction The Quarry Road Second Addition Project is the retail development in the southeast quadrant of the Quarry Road Mixed Use Project. The 4.2-acre site was rezoned Planned Development (PD) with the overall PD and Guide Plan changed to Special Area Mixed Use. This application is required since the proposed site plan has a rearranged layout that differs from the approved concept plan. The site is bordered by dense retail and commercial uses to the east, primarily residential uses to the west and south, and proposed residential uses to the north. Site Development The proposed site use is an ALDI Grocery Store and a medical office building (MOB). The grocery store use is consistent with the original PD approval. In order to meet the requirements of the grocer, the building has been reoriented and now faces east rather than north as previously shown. This layout allows the front of the store to be seen from Yankee Doodle rather than only the back of the building as previously shown. The truck dock will be on the north side of the building and hidden from the adjacent public roadways. The other building on the site will be a free-standing MOB with its main store front facing west. The building will have parking on the north and west sides. The MOB will be complimentary to this mixed use site plan with easy access from Yankee Doodle Road and the adjacent residential and commercial areas. The project also includes the re-platting of the underlying single lot to separate lots for the grocery and MOB. The approved PD included 43,270 SF of undefined retail space and a drive-thru. The buildings had the back of the stores facing Yankee Doodle Road. The current plan opens up view sheds into the retail center to provide retail site lines and reveal activity, but the views will be somewhat limited by the height change from the road to the site (the road is 0-12 feet below the site) and due to proposed plantings between the site and roadway. The landscape screening includes overstory trees and shrub massings. Consistent with the approved PD, the site is surrounded by a pedestrian trail system that will connect this mixed use project to the nearby community center, parks, and shopping center. The proposed site plan also includes an internal sidewalk network that connects to the greater pedestrian trail system.
15 Infrastructure As part of the overall PD (Quarry Road Addition), roadways and utilities are being installed to provide the basic infrastructure required to access and develop the project site. As part of that infrastructure ponding facilities are being created to accommodate stormwater runoff in accordance with local and state requirements. Timing/Phasing Grading and infrastructure for the overall mixed-use project is currently underway and expected to be completed in late 2017 to mid It is anticipated that the grocery store and MOB will be constructed in Public Benefit of PD Amendment The proposed project will provide two retail uses to the residents of Eagan and those living nearby. Aldi is a leading global supermarket chain with over 10,000 stores in 18 countries. Aldi stores focus on a select assortment of essentials or must haves and offer many name brands as well as brands that are unique to Aldi. Customers utilize their own reusable grocery bags, and shopping carts are kept in one convenient location as opposed utilizing eco-unfriendly bags and parking lot cart corrals that waste a lot of space and often give a parking lot a disorganized appearance. Aldi s conservative approach allows them to deliver and maintain a quality store and shopping experience. This approach also allows Aldi to offer a high quality product at a lower price than many other grocery offerings in the Eagan market. The combination of uses within this mixed-use development will encourage walking to destinations rather than depending upon automobiles. The specific benefit of this site plan versus the approved plan is includes an improved sidewalk system within the site, a landscape feature along quarry road and further defines the streets and public realm by incorporating two smaller parking lots as opposed to one large parking field. The approved PD plan included a monolithic south store wall facing Yankee Doodle Road. The proposed site plan and offset building layout should provide a better landscaped and more open appearance to the site. The parking field to the east of Aldi will be well screened from Yankee Doodle road by landscaping, a decorative fence, and most importantly the site grade which is on average approximately 2-12 feet above Yankee Doodle Road.
