Judging will be based on Beauty, Poise and Personality on a scale of 1 through 10 Judges will be associated with the Miss America Pageant system Individual scores will NOT be made available, and the decision of the judges will be final. An optional rehearsal will be held on the covered main stage Wednesday, September 21, 2016 Ages 3-9 years: 6:30 p.m. Ages10-15 years: 7:15 p.m. Ages years: 8:00 p.m. Numbers for order of appearance will be drawn at this time. Instructions and stage directions will be given. Casual dress is recommended. Prior too each contest, there will be dressing facilities available in a mobile home. Due to limited space, contestants must arrive in a ready or nearready dress for stage entrance. Hair dryers or other electrical devices will not be allowed in the dressing area. A photographer will be available the day of the pageant to take pictures of the contestants. 11

13 NON-COMMERCIAL EXHIBITS GENERAL RULES AND REGULATIONS NOTICE: All exhibitors are cautioned to carefully read the following rules and regulations. ELIGIBILITY 1. Entries are limited to bona fide residents of Georgia unless stated otherwise in a particular Division or Section. Entries must be made by individuals only, unless specifically exempted. No entry fee is required. 2. Divisions in each category refer to an age level and are usually selfexplanatory. 3. There are special categories for youth competition. Students may not enter adult competitions. 4. To be eligible for entry, exhibitors must meet and adhere to the requirements of the Category. ENTRY REQUIREMENTS 5. Exhibitors may enter as many classes as they wish, but only one entry per class. 6. Exhibits must be the work of the exhibitor and must have been completed within the previous 12 months (September 2015-September 2016). 7. All entries must be typed or printed on current official entry forms of the North Georgia State Fair in accordance with instructions on same, in its entirety. All forms must be presented in triplicate. ONLY ONE ENTRY FORM PER PERSON. 8. Each exhibitor (and exhibitor s parent or legal guardian, if exhibitor is a minor) must sign a statement acknowledging that he/she understands and will abide by the liability requirements and rules and regulations. Incomplete entry forms will not be accepted. 9. Exhibitors should retain duplicate part of entry tag and entry sheet to identify and reclaim articles at close of the Fair. JUDGES AND JUDGING PROCEDURES 10. Every effort will be made to obtain qualified, impartial judges in every area. 11. Judging will be based upon recognized standards of quality, skill, and workmanship. 12. Articles with and without competition will be judged on their own merit and will be placed first, second, third, etc., or no award, as the judges see fit. 13. Judging will not be delayed for late entries. Any exhibit not presented promptly at the scheduled time is barred from competition in the class. 14. No one will be allowed to act as judge in a class in which he/she exhibits or in which he/she may hold an interest. 15. Should any article be entered in the wrong class and the error discovered before the judging, the exhibit chairman may make proper correction in the entry. 16. The decisions of the judges shall be final in all classes. PREMIUMS 17. All premium money will be paid from the judges record sheets and not from ribbons that may be attached to the exhibits. STATEMENT OF LIABILITY 18. All exhibits will be under the direction of the North Georgia State Fair, but the North Georgia State Fair Management will in no case be responsible for any loss or damage that may occur. Each exhibitor will be solely responsible for any consequential or other loss, injury or damage done to, or occasioned by, or arising from any article exhibited by him/her and shall indemnify the management against all legal or other proceedings in regard thereto, as well as damage or injury to any other person or property caused by the exhibitor. 19. The management reserves the right to remove from the grounds any exhibit that may be falsely entered or may be deemed unsuitable or objectionable, without assigning reason therefore. ADMISSION TICKETS AND PARKING 20. All exhibits are delivered to the Fair grounds prior to the opening of the Fair. No tickets are required at this time. GENERAL RULES 1. All entries for the first show must be delivered to Jim R. Miller Park, Bldg. B, and may be placed on Wednesday, September 21, between 6 p.m. and 8:30 p.m. or on Thursday, September 22, between 8:30 a.m. and 11:30 a.m. An authorized entry card must accompany each exhibit. Entry cards are available at the Marietta Educational Garden Center, 505 Kennesaw Ave., Marietta, or at the Fairgrounds during entry periods as published. Fill out card stock entry cards in pencil or waterproof ink. Please do not print paper copies. 2. All exhibits for the first show must be removed between 1pm and 5pm. on Tuesday, September 27. Nothing is to be removed before the end of the show. No Exceptions. 3. The doors to the exhibit hall will be closed promptly at specified deadline for the show. 4. Judging will begin promptly at 12:30 p.m., Thursday, September There must be an emphasis on fresh plant material. No artificial plant material may be used in any division (Handbook, Pg. 307). 6. The use of plants on the State Conservation List is prohibited. Native plants, other than those on the State Conservation List, may be exhibited in the Horticulture Division provided they are grown by the exhibitor. They may be exhibited in the Design Division and in Educational Exhibits if they are grown or legally obtained by the exhibitor. All native plants must be labeled with common and botanical names. 7. All horticulture entries must be approved by the Horticulture Classification Committee who shall have the authority to disqualify any en- 15 tries not conforming to the schedule and/or not of flower show quality. All entries in Div. II Design and Div. III Special Exhibits must be checked by Design or Section Consultants who shall have the authority to disqualify any entries not conforming to the schedule and/or not of flower show quality. 8. Judges are asked to review the red, yellow and white winning exhibits in Divisions I and II to determine if any or all of them scored 90 or above. An Accredited Judge is requested to sign and date all blue ribbons and 90+ entry cards and Top Award Rosettes. They are asked to leave written comments on all designs, educational exhibits and entries not judged. The decision of the judges is final. Awards may be withheld if not merited. 9. Overall General Show, Classification, Design, Special Exhibits and Placement Chairs are required to be in attendance during judging. Other than these Chairmen, only the Show Chair, Judges, Judges Chair, Clerks and Clerks Chair are allowed on the floor during judging. 10. AND THE GAR- DEN CLUB OF GEORGIA, INC AWARDS - First Show National Garden Clubs, Inc., (NGC) Standard System of Awarding will be used and NGC Top Award Rosettes may be given in the Design and Horticulture Divisions in designated classes when the exhibitor scores 95 or more and meets all requirements stated in Handbook for Flower Shows, 2007 edition, and as amended in The National Gardener. Morgan Jr., Horticulture Award will be given to the exhibitor winning the most Blue Ribbons in Vegetables, Fruits & Gourds and Oddities (sections S, T & U). The winner s name will be engraved on a brass plate to be affixed to the permanent award displayed at the Marietta Educational Garden Center. This award will be offered in the first show only. The recipient must be a garden club member of the Marietta Council of Garden Clubs, INc. 11. The North Georgia State Fair Association will give a special award for all of those listed above (awards 1-10), if merited. DIVISION I HORTICULTURE RULES 1. Entries must be accompanied by a complete entry card showing exhibitor's full name and address. Please do not use paper copies. Cards should be filled out in advance in pencil or waterproof ink. Please fill out the top and bottom of each entry card. This is necessary to check ribbons when counting for sweepstakes. Entry cards are available from the Marietta Educational Garden Center, 505 Kennesaw Ave., Marietta, or at Jim R. Miller Park during entry intake times as published. Horticulture entries are open to any amateur gardener. 2. Horticulture entries must be fresh plant material grown by the exhibitor and must be correctly named with its binomial name or currently accepted scientific identification to be eligible to win a Top Award. Exhibitor may make more than one entry in any horticulture class, provided each entry is a DIF- FERENT species, variety, cultivar, type or color. A clean and transparent glass container, with no lettering on it, of appropriate proportion must be furnished by the exhibitor for all cut specimens. Container may be clear or green. (Exceptions may be 16 made for unusually large specimens as necessary for stability.) All perishable exhibits (Sections R, S & T) must be on paper or foam plate with the exception of any large items, and specimen should be covered with plastic wrap or similar fly-proof material. Use a zip-lock bag whenever possible. Plates will be provided by the show committee. Horticultural Committee will discard decaying exhibits as necessary. Judges may unwrap any exhibit to handle during judging. 3. All container-grown plants must have been grown by the exhibitor for at least 90 days prior to the show. Double potting is permitted, but inner pot must not be visible. Exceptions: Combination plantings such as terrariums or planters must have been grown together for at least six (6) weeks. Maximum container size is 18 in diameter. See section N regarding size of hanging containers. 4. Cut annuals, biennials, and perennials must have been in exhibitor s possession from seeds, cuttings, or immature plants and grown to maturity. Bulbous blooms must have been in exhibitor s possession from planting of bulb, corm, rhizome or it must have been cared for as a mature plant for at least 90 days. 5. No exhibitor may judge or clerk in any section in which he or she has entries. 6. Any plant or plants entered in the first show cannot be entered in the second show. 7. All entries shall be submitted to and approved by the classification committee which shall have the authority to disqualify any entry not conforming to the schedule and/or inferior quality. Horticultural entries may be placed on the show floor by the placement committee or classification committee only with the exception of collections which must be placed by the exhibitor in the 2 x2 space provided by the show committee. 8. The Horticulture Classification Committee and/or General Chair are free to subdivide to a single exhibitor per class or sub-class, by color, form, size, cultivar, variety and/or other distinguishing characteristics. Sub-dividing of classes after initial placement will be done by Classification Chairs only. 9. All horticulture should be well groomed (free of dust, spray residue, leaf shine, and should show no insect damage or insects). Arboreal specimens must be cut branches and are not to exceed 30" from tip to cut end and should have several nodes and an apical tip. Cut specimens should not have foliage below the water line, with the only exception being Gladiolus. (Handbook, page 103) Wiring is not allowed except with trained plants. 10. Scale of Points in Handbook for Flower Shows, 2007 edition, pages will be used in judging Division I Horticulture. Fruits, Vegetables and Nuts will be judged by the Scale of Points in The National Gardener, Summer 2010 issue (Scale available upon request). 11. Wedging material may be used in the neck of the horticulture container to hold specimens in a proper pose and must be neat and inconspicuous. (Handbook, page 103) Styrofoam peanuts, cotton, or plastic wrap may be used as wedg- ing material (provided by committee). The use of stones or other items for stability is not permitted, unless approved by the Horticulture Classification Chair. All exhibits must be staged and ready for judging by 12:15 p.m. 13. ROSE SECTION RULES AND REGULATIONS 1. All amateur rose growers are eligible and invited to make entries in the show with exception of the Judges of this section and their families. 2. All roses entered for competition must have been grown in a private outdoor garden by the exhibitor. Each entry must be correctly named and classed. 3. See General Rules number one (1) for time of placement. 4. Entries in each class will be staged alphabetically according to variety. Exhibitors may make as many entries as desired in each class, provided they are different cultivar, type or color. 5. 21 Second Flower Show September 28- October 2, 2016 GENERAL RULES 1. All entries for the second show must be delivered to Jim R. Miller Park, Bldg. B, and may be placed on Tuesday, September 27 between 6p.m. and 8:30 p.m. or on Wednesday, September 28 between 8:30 a.m. and 11:30 a.m. An authorized entry card must accompany each exhibit. Entry cards are available at the Marietta Educational Garden Center, 505 Kennesaw Ave., Marietta, or at the Fairgrounds during entry periods as published. Fill out card stock entry cards in pencil or waterproof ink. Please do not print paper copies. 2. All exhibits for the second show must be removed between 6pm and 8pm. on Sunday, October 2. Nothing is to be removed before the end of the show. No Exceptions. 3. The doors to the exhibit hall will be closed promptly at specified deadline for the show. 4. Only those exhibits that have received a Top Exhibitor Award in their section may be considered. 8. Eligible for Youth Award - A total of three NGC Top Awards may be awarded, if merited. Winning exhibits must be the highest-scoring exhibits scoring 90 or above. ONE award may be given in each of the following age categories: Junior (Pre-school through age seven) Class 1, A-1, B-1; Class 2, A-1, B-1; and Class 3 a Intermediate (ages 8 through 12) Class 1- A-2. B-2; Class 2. A-2, B-2; and Class 3 b High School (ages 13through 18) Class 1, A-3, B-3; Class 2, A-3, B-3; and Class 3 c Winning exhibits must be submitted by a single exhibitor. All youth entries should include a last name only, age and an adult phone number. 9. The Sweepstakes Award (green and white rosette) (Handbook, page 54) will be given to the exhibitor winning the most blue ribbons in the Division I -Horticulture. Red ribbons will be counted in case of tie. 10. The Olen R. Morgan Jr. Horticulture Award will be given to the exhibitor winning the most blue ribbons in Vegetables, Fruits & Gourds and Oddities (Sections S, T and U). The winner s name will be engraved on a brass plate to be affixed to the permanent award displayed at the Marietta Educational Garden Center. This award will be offered in the first show only. The recipient must be a garden club member of the Marietta Council of Garden Clubs, Inc. 11. The North Georgia State Fair Association will give a special award for all of those listed above (awards 1-10), if merited. DIVISION I HORTICULTURE RULES SEE Flower Show 1 for Division I Horticulture Rules, Rose Section Rules and Section A-U. The 2nd Show duplicates these sections in their entirety DIVISION II - DESIGN Eligible for Award of Design Excellence "Homecoming DESIGN RULES 1. Any amateur designer is eligible to enter the Design Division if pre-registered with Design Consultant and Entries Chair. If designer is unable to fulfill assignment, it is the responsibility of the designer to provide a substitute. 2. Accessories, features, background panels and underlays are permitted and to be furnished by the exhibitor. It is suggested that personal property be labeled with exhibitor's name. 3. Judges are asked to review the red, yellow and white winning exhibits in Division II to determine if any or all of them scored 90 or above. An accredited judge is requested to sign and date all blue ribbon, 90+ entry cards, and Top Award Rosettes. They are also asked to leave written comments on all designs. 4. There will be six (6) classes with four (4) entries per class. 5. Only one (1) exhibit is permitted by an exhibitor in each class. 6. Each design must have been created and placed by one (1) exhibitor, and must not have been exhibited in previous flower shows. Exhibitor s name must appear on entry card. Entry card to be prepared by exhibitor. 7. Plant material must be listed on 3 X 5 cards. 8. Fresh material may not be treated in any manner. Cut fruits or vegetables must be sealed unobtrusively to discourage insects, odor, and discoloration. Only dried material may be treated to alter its exterior appearance. 9. No artificial flowers, foliage, fruit or vegetables are permitted. The use of plants on the State Conservation List is prohibited. Native plants, other than those on the State conservation List, may be exhibited in the Design Division if they are grown or legally obtained by the exhibitor. 10. Please refer to the Handbook for Flower Shows (2007 edition) for specific category criteria. This Handbook is available for reference at the Marietta Educational Garden Center Library, 505 Kennesaw Avenue, Marietta, Georgia, , or contact Design Consultant listed. 11. Some plant material must be used in each design, but need not have been grown by exhibitor. 12. Religious symbols used must be displayed in a respectful manner and in accordance with policies of local religious organizations. 13. In order not to offend, American and other national flags may not be incorporated into any competitive designs, nor be used as underlays, swags, or the like. 14. Landscapes or scenes are not permitted in the Design Division. 15. Living members of the Animal Kingdom are not permitted in the Design or Horticulture Division, and taxidermal representations of the same are also not allowed. 16. Designs must be placed either Tuesday, Sept. 27, between 6 and 8:30 pm, or Wednesday, Sept. 28, between 8:30 and 11:30 am. After design is placed, designer 22 must check with Design Consultant before leaving the building. 17. Judging begins promptly at 12:30 p.m., on Wednesday, Sept Exhibitors are asked to consider the longevity of plant material used since show is open to the public for five days and to construct design so that plant material will last throughout, or to refresh them before show opens to the public each day. Staged on a table 35 square, 28 high (off floor). Use of expensive dishware and flatware on flower show tables is discouraged. Design space is approximately 34 wide, 34 deep, and 40 high. Table will be placed against a backdrop of white fabric provided by the committee. DIVISION III SPECIAL EXHIBITS SECTION A. Educational exhibits are designed to instruct, educate, and inform the public on the goals and objectives of the National Garden Clubs Inc. (page , Handbook). A minimum of 18 square feet shall be used for each exhibit. Space may be horizontal, vertical or both. Each exhibit can be staged on the floor or on half of a six foot table provided by the Show Committee, in a space 3 wide, 2 deep and 3 high. Tables will be covered in white fabric and skirted red or blue. Background panels or underlays, provided by exhibitor, may be used. Exhibitors must pre-register with General Show Chairman and should have exhibit installed Wednesday, Sept. 21 by 11:30 a.m. No artificial flowers, foliage, fruit or vegetables are permitted. The use of plants on the State Conservation List is prohibited. The use of some fresh plant material is encouraged. Native plants, other than those on the State Conservation List, may be exhibited in the Design Division if they are grown or legally obtained by the exhibitor. Educational Exhibits will remain on display for both shows 1 and 2, and will not be judged.
