21 According to ECONOMIC IMPACT OF THE MARINE INDUSTRIES WITHIN SOUTH EAST ENGLAND (MSE 2004) Represents more than 20% of the UK marine industry The SE is the most important marine region in the UK The largest sectors are Defence, Maritime Services and Leisure Marine, each contributing more than 1B towards the region s GVA. More than 60,000 direct jobs (2004) - Leisure Marine, Defence, Shipping and Maritime Services accounting for approx. 70%
22 Within the Southampton City Region, the Harbour is at the heart of the maritime economy (and by extension the City s economy?) Direct influence Indirect influence via the supply chain Southampton is the UK s Number one cruise port Second largest container port Handles almost half of all cars and commercial vehicles produced for export in Britain One of the UK s remaining major oil terminals

24 Direct employment 8,300 including oil and defence activities taking place in the wider Port area (2010) In terms of turnover, businesses directly linked to the operation of the Port generate some 772m per year (excluding oil activities) Plus c. 3,500 indirect / induced locally the Port generates some 1.23 billion of GDP per year at the Solent level Out of about 105,000 employed (i.e. 11%) NB excludes marine leisure Southampton cruise sector generates around 2.5 million total turnover per cruise Home Port call

32 Construction of a number of multi-deck car compounds in the Eastern and Western Docks Re-commissioning of berths 201 and 202 in the Western Docks into container use in order to accommodate the new, longer and deeper-draughted container ships In the Western Docks, displacement of trade car and roll-on/roll-off storage areas by additional container storage areas Construction of additional cargo sheds, in response to customer demand Appropriate re-routing of dock roads which may be required by any of the land use changes listed above Approaching practical limits of land use within the Eastern and Western Docks
33 Construction of further multi-deck car compounds for the storage of import and export trade cars and for the parking of vehicles belonging to cruise passengers Further expansion of the Port s container terminal, together with the intensification of container handling operations to optimise the efficiency of land use Construction of port facilities on the Dibden reclaim Construction of a fifth passenger cruise terminal, most probably in the Western Docks, to accommodate anticipated growth in the cruise market Appropriate re-routing of dock roads which may be required by any of the land use changes listed above

35 Maritime probably contributes about 10% of employment of the Southampton City Centre region BUT the jobs are relatively high value, and relatively high productivity There is still plenty to play for in the future and yes past performance IS probably a good guide to the future! There are significant planning and infrastructure issues ahead to avoid constraining the maritime sector

41 A Very Brief History of Strategic Planning for Infrastructure It took Ime for Structure Plans, later supplemented by non- statutory RPGs, to get to the point where they were properly addressing infrastructure issues. When they reached that point they were replaced by Regional Plans. For all their failings, the resuling regional plans put infrastructure into its proper context alongside a wide range of other consideraions, especially a spaial strategy and environmental constraints.
42 The Present SituaIon The present situaion (post 2011 Localism Act) is that there is soon to be no guidance or support at regional level. Strategic planning is disappearing. At the moment it is possible to use the assumpions in RSS about to be abolished, but these will rapidly become irrelevant and out- dated. This means that infrastructure providers, who typically plan years ahead have no strategic guidance to turn to. PrivaIsaIon of infrastructure means that it is increasingly difficult to plan infrastructure centrally.
43 SoluIons? Surely NSIPs were meant to deal with Infrastructure? Unfortunately not so. The list of NSIPs in the Planning Act 2008 excludes the majority of significant infrastructure proposals, which, consequently: a. are decided by individual planning authoriies, yet b. have origins and implicaions beyond the extent of the decision- making authority, and c. may individually be naionally important or components of naionally significant systems or networks. And even NSIPs require a need to be sufficiently compelling to override any local impacts.
44 SoluIons? SecIon 110 (Localism Act 2011) Duty to Cooperate in Planning Sustainable Development. Follows secion 109 (under which RSS are to be abolished) and requires local planning authoriies, county councils and other prescribed bodies to co- operate in strategic maaers when preparing DPDs. Its very presence in the Act admits the likelihood of non- cooperaion. Is there a look of desperaion about it? Is it really a subsitute for strategic planning?
45 Water in the South East Concluding thoughts A Case in Point (3) A highly developed country in which environmental capaciies and thresholds are rouinely under pressure will find it very difficult to upgrade its infrastructure and conserve its environment on the basis purely of locally derived policies, and a limited definiion of naionally important infrastructure.
46 Where Do We Go From Here? In the short term, infrastructure providers must: ensure that their proposals are the most sustainable soluion to meet a defined need, and that they comply with naional policy in so far as it is relevant. more closely liaise with individual local planning authoriies and the community. seek to encourage groupings of authoriies to provide strategic support in respect of cross boundary infrastructure issues.
