20 UTILITIES Data & Communications System is at the limit due to age and changing technology Replacement of PBX with VOIP is a large driver Infrastructure will require several replacements over the 20 year life due to rapid rate of change.

21 UTILITIES Electricity Generally in good condition Flood mitigation fixes are the major opportunity. Over the next 20 years some sort of distributed generation will occur.

22 UTILITIES Steam Generally in good condition. Distribution system is in near new condition due to recent improvements Boiler plant will require major replacement in the next 20 years due to age and need to reduce carbon production.

23 UTILITIES Natural Gas System is owned by third party No projected need for the campus to do any work internally except to coordinate future work.

24 UTILITIES Sewer Unknown condition, but city owned infrastructure to the west is undersized and causes issues during rain events Installation of backwater valves on affected connections to the city mains is recommended.

25 UTILITIES Water System is owned by a third party and is in good shape with more than adequate fire flow and domestic capacity. Existing CI lines are up to 95 years old, but are being replaced with HDPE. Coordinate future projects.

28 DESIGN GUIDELINES PURPOSE AND GOALS A. CAMPUS DESIGN GUIDELINES ARE INTENDED TO: 1. Enhance the image and identity that is uniquely UW Superior; 2. Honor the history of the campus context; and 3. Describe the distinguishing characteristics of the campus architecture and grounds. B. CAMPUS DESIGN GUIDELINES WILL HELP TO: 1. Influence the decision making process regarding how construction projects should be designed to enhance the campus image and identity; 2. Advocate a legacy of high quality architecture and contextual design throughout campus; and 3. Promote essential design characteristics yet allow for creative expression.

29 DESIGN GUIDELINES SITE GUIDELINES OUTDOOR SPACES Enhance the open park-like quality of the quad by utilizing canopy trees instead of coniferous trees. Use canopy trees to provide shade and structure. Use ornamental trees and shrubs to define more intimate spaces. Use coniferous trees or shrubs as wind screens in large open areas. Use landscape treatments to reinforce a variety of open spaces created for either passive or active uses. Preserve unobstructed sight lines between Old Main and Yellowjacket Union. Maintain clear viewing between 3 (understory) and 12 (canopy). UWS Princeton University Yale University University of Michigan, Ann Arbor

30 DESIGN GUIDELINES SITE GUIDELINES LANDSCAPE PALETTE Use a diverse planting palette that includes native species as well as select non-native species. Provide color throughout the year and especially during the winter. Use a variety of plant species to develop the campus as a living laboratory. Select plants from the campus plant list. Retain the scale of mature plantings to enhance the institutional nature of the UW-Superior campus. A variety of canopy trees should dominate the campus academic core. Maintain a campus plant list to support biological education yet create a more unified appearance around buildings. Selection of resilient species and massed installation in naturalistic patterns will be strongly favored to limit maintenance operations. 31 DESIGN GUIDELINES SITE GUIDELINES LANDSCAPE PALETTE Consider fast-growing species where appropriate. Use coniferous trees in a manner consistent with promoting safety and security. Use understory plants to supplement canopy trees and maintain sightlines between building entrances. Use landscaping to unite north and south campus. Locate plantings near building facades to maintain clear views to entrances, allow sunlight, and air circulation. Install mulched beds around all mass understory plants in Maintenance Level 1 to limit moisture loss and weed growth. Use natural mulch material. Use the same material throughout campus. 32 DESIGN GUIDELINES SITE GUIDELINES UWS WAYFINDING Accentuate major pedestrian and vehicular routes with canopy trees. Accentuate routes to or between outdoor spaces and buildings. Encourage tree groupings and natural, irregular spacing. Direct attention to entrances through the use of plant height, width, and color. Accent building entries with low distinctive plant material. Maintain clear visibility to entries.

33 DESIGN GUIDELINES SITE GUIDELINES GATEWAYS Incorporate distinctive vertical element(s) (focal points) epitomizing the campus. Design major campus entry signage to complement standard campus building signage. Entry signage does not need to match building signage. Utilize plant material that helps identify, establish, and strengthen campus entry points. Supplement signage or other gateway elements with colorful and visually open plantings. 34 DESIGN GUIDELINES SITE GUIDELINES EDGES Maintain campus edges that are defined but not too structured, relating to the adjacent uses and welcoming to the surrounding community without losing the identity of the campus. Create a distinct soft edge while maintaining views into campus through repetitive and natural patterns of canopy trees and low shrubs. Screen utility and trash collection areas from public views using dense plant materials in conjunction with walls or fencing. UWS MLK Gateway, Portland, Oregon

Utilize 18 x 36 banners with blackout vinyl or Sunbrella type fabric, brackets and hardware. Use brackets that either bend or break-away under strong winds to avoid stress to the poles. Select banner color(s) and designs based on the season or special events. Signage Benches Tables and Chairs Planters Trash Receptacles

36 DESIGN GUIDELINES SITE GUIDELINES LANDSCAPE MAINTENANCE LEVELS LEVEL 1, HIGH: Lawn Maintenance: Mowing, fertilization, weed control, and replacement. Tree Maintenance: Pruning, fertilization, and replacement. Understory Maintenance: Pruning, fertilization, replacement, and mulching. Annuals: Limited seasonal planting will be supported. LEVEL 2, MODERATE: Lawn Maintenance: Same as Level 1. Tree Maintenance: Same as Level 1. Athletic Fields: Natural turf fields require mowing, watering, weeding, fertilization, disease/insect control, and over-seeding. Synthetic fields require brushing, and frequent removal of weeds, moss and stains. LEVEL 3, LOW: Remove invasive species and fell dead trees. Clear and maintain trails.
