2 PUBLIC PARTICIPATION SUMMARY This serves as a summary of the Public Participation Process (PPP) followed for the Proposed Waste Management License Application Basic Assessment Process for the relocation of the Mount Edgecombe Refuse Transfer Station, ethekwini Municipality, KwaZulu-Natal. The PPP commenced in November 2012 where site notices were erected at the entrance of the site in Mount Edgecombe. In April 2013, the EIA for the Cornubia Retail Park was separated from the WML Application for the Mount Edgecombe Refuse Transfer Station Relocation and all I&APs were sent written notification informing them of this change. WML specific site notices were erected & BID flyers were distributed to neighbouring properties as well as other interested and affected parties (I&APs). An advert was placed in the Northglen News newspaper on the 4 th June 2013 followed by a comment period which was open for the I&APs to raise their issues and concerns regarding the proposed activity. A draft Basic Assessment Report and Environmental Management Programme has been compiled, and distributed to the relevant authorities and to the public for review, for a 40 day comment period in which I&AP s were afforded the opportunity to raise any further issues and concerns. PUBLIC PARTICIPATION AS PART OF THE BA PPP Public Notices/Site Notices Public notices and site notes were displayed at the entrance of the site and at areas frequently used by the public: Refer to copy of: Site notice, providing the displayed detail in Appendix E - Site Notice; Photographs as proof of site notices displayed. Written Notices and Background Information Document (BID) A background information document and notification letter with an invitation register to I&APs, to submit comments as per attached comment sheet was distributed as follows: Posted to I&AP database (which included neighbouring properties); Placed at locations frequently used by the public. Refer to Background Information Document provided in the PPP section (Appendix E) for the detail regarding individuals contacted as per above-mentioned list as well as content of BID and comment form. Advertisements Advertisements regarding inter alia the proposed project scope of works, location, details of public meeting and details of locations and date for draft Basic Assessment Report review as well as details of EAP were placed in the Northglen News Newspaper ( ).

Public Meeting A public meeting will be held at the Mount Edgecombe Country Club on the 13 th of June I&AP Communication Refer to Issues trail within PPP section (Appendix E) for further detail. I&APs Comments As a result of the advertisement, BID s and public meeting, correspondence was received from I&APs. Refer to attached comments: Appendix E I&AP Correspondence and issues trail for comments and responses. Draft Basic Assessment Report Review The draft Basic Assessment Report has been made available for review for a period of 40 days and hard copies were placed at the following venues, as advertised: Mount Edgecombe Country Club; Tongaat Hulett Developments Offices: 305 Umhlanga Rocks Drive, La Lucia; and RHDHV Website: Comments will be received and compiled into an Issues Trail. Issues Trail An Issues Trial, summarising the objections and comments from the PPP has been provided in the PPP section (Appendix E) Issues Trial. Ongoing I&AP / Stakeholder communication The project team has ongoing communication with I&AP s to ensure the continued involvement of all stakeholders and I&AP throughout the EIA process and beyond.

21 ENVIRONMENTAL IMPACT ASSESSMENT PROCESS ISSUES TRAIL MOUNT EDGECOMBE REFUSE TRANSFER STATION RELOCATION SUMMARY OF ISSUES/CONCERNS AND SUGGESTIONS RAISED BY INTERESTED AND/OR AFFECTED PARTIES June 2013 This Issues Trail provides a summary of concerns raised by Interested and/or Affected Parties (I&APs). A full record of the public participation process and stakeholder / I&AP correspondence is available at Royal HaskoningDHV offices. The issues have been arranged into groups of similar issues, and are listed within each group in the date order in which they were received. 22 The proposed relocation of the Mount Edgecombe Refuse Transfer Station Table 1: Comments on Cornubia Retail Park Environmental Scoping Report ISSUE/COMMENT RASIED BY RESPONSE Further clarity and detail is needed on whether the waste transfer site is a depot for garden refuse or includes other types of waste. Further detail on who currently manages the site, the frequency of removal of waste, whether noise, dust, odours and the like are generated is required. It is noted that the proposed relocation of the waste transfer site is on land identified for residential and open space north of the proposed retail park. This Branch does not support the relocation within Cornubia as an option. It is preferred that the site developer retains the waste transfer site located in an industrial area. It must be noted that the Cornubia development is intended for future short term implementation and in view of this, relocating the waste transfer site within vacant land in Cornubia is certainly not a suitable or desirable arrangement. As this is a services and infrastructure development this Department would have no comment on the proposal other than how it affects this Departments existing transfer station: it must be clearly noted that the relocation of the transfer station can only take place with the consent/approval of either the Deputy Head: Plant and Engineering and Head: Cleaning and Solid Waste of etm and all costs related to the relocation are to the account of Tongaat Hulett. Land Use/Planning and Services ethekwini Municipality Framework Planning Branch Waste ethekwini Municipality Durban Solid Waste The Mount Edgecombe Refuse Transfer Station provides for the collection and storage of general waste (household and garden) which is compacted and sent to landfill. Further detail is provided for in the separate Basic Assessment as part of the WML application. This is noted. Two alternative site options have been presented in the draft EIAR and the preferred option is situated in area earmarked for commercial land uses in the Framework Plan. Noted. 23 The proposed relocation of the Mount Edgecombe Refuse Transfer Station Table 2: Comments on the BID ISSUE/COMMENT RASIED BY RESPONSE This Department requests that the following information be provided: A list of all the waste management listed activities being applied for; The types of waste to be stored and or treated in order to confirm the category of waste management license required; A proposed site layout plan for the proposed facility and the associated infrastructures. This is needed to confirm if the proposal will not encroach into the open spaces. The layout plan must also be superimposed onto the Cornubia Framework Plan to confirm if the proposed facility is in line with it. All potential impacts on the receiving environment must be assessed; An EMPr needs to be prepared. The EMPr must also include details on the management of effluent and leachate to be generated at the tipping area. Ideally, a specific slope stability investigation should be carried out to determine if the slope is stable (the slope in question may be larger than just the DSW site) and if it can be developed economically should the slope require stabilisation. The potential slope movement may be outside the actual footprint of the DSW site, but modification of the lower slope could destabilise the upper slope, most definitely affecting the lower DSW portion. This department has a list of local, approved geotechnical practitioners who have a proven track record in slope stability analysis as this is a very specialised field within overall geotech; this can be made available to the EAP.
