9 The Planungsgemeinschaft Ost (PGO) is plattform of the federal states Vienna, Lower Austria and Burgenland to initiate and coordinate spatial-related activities. It was founded in It elaborates basic information, reports and concepts, mostly concerning the development of settlements, traffic and the preservation of green spaces. The Verkehrsverbund Ost-Region Ges.m.b.H. (VOR) co-ordinates tariffs, time-tables and information of public transport (train, bus, tramway, underground) of the Eastern Region of Austria and the Viennese metropolitan area (1984). Share holders: Vienna, Lower Austria, Burgenland The association Verein Niederösterreich Wien, gemeinsame Erholungsräume was founded in 1974, it aims at securing leisure related areas and at creating and financially subsidising leisure areas with supra-local importance.

Transparency between municipalities is not common practice.so SUM had to establish a special procedure VIA SUM: Procedure for Information and Coordination concerning regional relevant projects (since 2009) Database: 67 projects with regional impacts (espec. traffic) SUM is platform for presentation, discussion, Negotiation SUM is neither public authority nor referee VIA SUM can upgrade projects with regional impacts

21 New ways, new approaches. Environmental compensating measures (eg. for infrastructure projects) should be implemented in ecologically worthwhile areas Good practice example: Ökokonto in Germany

22 District Mödling / Lower Austria Traffic Capacities on the road (for motorized individual traffic) are limited. Building land reserves for more than inhabitants and working places (based on determinations of the communal land use plans) Therefore: Development in municipalities, in development areas has to be harmonized with the regional traffic capacities. New development strategy (Regionale Leitplanung Bezirk Mödling, 20 municipalities, planning departement Lower Austria)
