2 In Queensland, there are significant strengths in the research, development and use of water models to inform the management of landscapes and catchments, as well as the design and management of water for our cities. To progress the use and usefulness of water models further we need to better integrate data sets, models and the outputs of different models operating at different scales. We need to better collaborate across, and integrate, landscape and urban modelling, research and practice, and model development and model use. We also need to improve our collective ability to develop, attract and grow the skilled personnel and workforces that we rely on. The QWMN Forum 2018 brings together a broad cross-section of the Queensland water modelling and use sector, including those working in research, education, state and local government, water suppliers, utility representatives and consulting firms specialising in urban development. The aims of the Forum are to: consolidate and grow awareness, participation and collaboration among water modellers and users in Queensland share knowledge of research and innovation in water models and use build ways to better work together to increase the use and usefulness of water models for policy, planning and management purposes identify themes and issues where the community of water modellers and users in Queensland can maximise future QWMN activities and events to progress these matters. 8 plenary SPEAKERS Hon. LeeaNne Enoch Minister for Environment and the Great Barrier Reef, Minister for Science and Minister for the Arts, Queensland Government A proud Quandamooka woman originally from Minjerribah (North Stradbroke Island), Leeanne Enoch became the first Aboriginal woman ever elected to the Queensland Parliament after winning the seat of Algester at the 2015 state election. Leeanne is the current Queensland Minister for Environment and the Great Barrier Reef, Minister for Science, and Minister for the Arts. Previously, she has held portfolio responsibilities for Housing and Public Works, Innovation and the Digital Economy, and Small Business. As a mother to two sons, Leeanne understands how important it is to protect our state s most valuable asset its natural ecosystems for this generation and those to come. She has a strong sense of social justice, which is supported by her remarkable ability to listen to the needs of others and turn issues into positive actions. Prior to entering politics, Leeanne worked with the Australian Red Cross, guiding humanitarian policy and programs to improve the lives of Australia s most vulnerable. She also spent more than a decade as a high school teacher throughout south-east Queensland and in the United Kingdom. Councillor Dr Brian Stockwell Noosa Shire Council Brian is a Councillor with Noosa Shire Council on the Sunshine Coast, with special interest areas including: strategic and environmental planning, natural resource management (esp. wetland, waterways and catchments), rural futures and local food, climate change adaptation and mitigation, outdoor recreation and sport, and, village character and vitality. He has qualifications in geography, planning, natural resource management, sustainable agriculture and a PhD focused on how to achieve sustainable futures for coastal catchments like Noosa. Brian has extensive local and state government experience, including senior management as the Sunshine Coast Regional Director for the Department of Employment Economic Development and Innovation. Dr Paul Lawrence A/Executive Director Department of Environment and Science, Queensland Government Paul is the Acting Executive Director for Science Delivery within the Division of Science and Technology. He is also the Director for the Queensland Water Modelling Network and Chairs the Steering Panel and Core Group. Paul has over 35 years of experience in land and water processes and modelling, multi-criteria decision support systems and has participated in national and technical advisory committees in natural resource management, soils, reef water quality, land use planning and soil carbon. He has a strong interest in multidisciplinary science informing policy and collaborative networks across government, university, industry and the private sectors. 8 Event Program

9 Dr. David Rissik Senior Principal Climate Change Adaptation BMT WBM David Rissik is a Senior Principal Climate Change Adaptation and Business Development Manager with BMT Eastern Australia. He is also an Adjunct Professor at Griffith University, aligned with the National Climate Change Adaptation Research Facility and the Australian Rivers Institute, and a Non-Executive Director of Green Cross Australia. Dave has significant experience in climate change adaptation, having co-developed and applied a variety of tools and approaches to support effective responses to climate change. He has a background in coastal and estuarine management, and a strong interest in socio-ecological systems and in the use of science and research to underpin policy and decision making. David is involved in several adaptation projects around Australia for the government and private sectors. Tony McAllister D i r e c t o r Water Technology Tony has 30 years of Australian and international expertise in the areas of flood and water quality modelling, field data collection and assessment, diffuse pollution assessment/ mitigation, water-sensitive urban design and integrated water cycle management, and water quality and catchment management. Tony has been heavily involved in the SEQ Healthy Waterways movement for more than 20 years, ranging from preparing one of the scoping studies, which started the whole process (as the Brisbane River and Moreton Bay Wastewater Management Study ), to undertaking and overseeing the development of progressively more comprehensive 1, 2 and 3D water quality and catchment and modelling tools. He has an ongoing role on the Science Panels, which have guided and informed the movement. He has also had important roles in three water based Cooperative Research Centres, these being the CRC for Catchment Hydrology, ewater and now the CRC for Water Sensitive Cities John Ruffini Director Water Planning Sciences Department of Environment and Science John is the Director of Water Planning and Coastal Sciences within the Division of Science and Technology. John has over 35 years of experience in water resources modelling supporting the development and sustainable management of the state s water resources. He has a strong interest in the integration of science into policy formation and implementation. Event Program 9

10 Rob Ball Senior Development Manager, Communities, Lendlease Rob Ball is a civil engineer (RPEQ) with over 35 years experience in the development industry. Prior to joining Lendlease in 1999, he worked on a variety of major residential, commercial and infrastructure projects in Australia, the United Kingdom, the Middle East and South East Asia. Rob currently holds the position of Senior Development Manager within the Communities business of Lendlease, primarily on the Yarrabilba project team. This role involves the administration of infrastructure planning, sustainability and innovation initiatives, and support to the production team for current precinct design and construction processes. LINDA Dobe Deputy Director General Department of Natural Resources, Mines and Energy, Queensland Government Linda has been the Deputy Director General since January 2018, following on from her role as General Manager, Water Supply Regulation with the then Department of Energy and Water Supply. Linda has worked in state government water functions for over 14 years and has extensive private sector experience in the mining and finance areas. Linda works closely with the water sector to deliver water supply planning projects and water market information. Linda uses a collaborative approach and is keen to try new approaches to solutions. Dr Robert Carr CEO, ewater Robert Carr is the Chief Executive of ewater, responsible for the strategic and operational delivery of the ewater software and modelling business, incorporating the National Hydrological Modelling Strategy (NHMS) and products and services relating to Source, Toolkit and MUSIC. Robert, who holds a PhD and MSc from Iowa State University and a Bachelor of Engineering from the University of Queensland, was previously President of DHI Inc, and founder and Managing Director of DHI Australia and New Zealand. Robert is a Chartered Professional Engineer and has worked in practice and advised extensively on the numerical modelling of floods, wastewater and integrated water resources management for river basin systems around the world. Robert is an Adjunct Professor at Victoria University College of Engineering and Science, a Churchill Fellow and a graduate of the Australian Institute of Company Directors. 10 Event Program

11 Presentation speakers, workshop hosts and panel members Dr. Baihua Fu Research Fellow Fenner School of Environment and Society, ANU Dr Baihua Fu is a researcher at the Australian National University. Her work includes uncertainty assessment of the GBR Source catchment models, with the aim of identifying cost-effective ways to reduce uncertainty. She also works on developing and improving water quality models to better inform catchment management, with case studies at WA, QLD and NSW. Dr. Brian S. McIntosh Education Director, International WaterCentre (IWC) Brian is an experienced water management educator, researcher and business leader and the QWMN External Engagement Program Manager. A recipient of international and national research awards, he has research interests in the management of water sector innovation, and in the structuring and management of collaborative processes to improve the design and usefulness of decision and information support tools for complex and contested areas of water and environmental management. His work is deeply international and collaborative, borne of a conviction that learning how to think from alternative perspectives is essential to navigating complex water management challenges. By way of example, his research has involved academic and industrial collaboration with partners from 21 different countries, while his educational practice has involved working with emerging water professionals from 86 different countries. Professor David Hamilton Deputy Director, Australian Rivers Institute David is the Deputy Director in the Australian Rivers Institute at Griffith University. His research interests are in lake water quality modelling, cyanobacteria harmful algal blooms and real-time lake sensing. He has previously held academic positions at the University of Western Australia in Perth and the University of Waikato in New Zealand. He is Editor-in-Chief of Inland Waters and holds editorial positions on a number of scientific journals. Dr. Ian Prosser Director Water IP Water Knowledge Services Ian is a catchment scientist who has led research programs in CSIRO and the delivery of water information services in the Bureau of Meteorology. He designed the SedNet model that is used to model sediment and nutrient transport in Great Barrier Reef catchments and recently reviewed research on and modelling of these processes for the QWMN. Dr. Chantal Donnelly Unit Head Water Resources Modelling, Bureau of Meteorology Currently leading the development and operational use of the AWRA-L and AWRA-R models landscape water balance and water resource models. Previously, she was Scientific Leader for Climate Change Impacts at SMHI - lead the development of E-HYPE and BALT-HYPE and operation and research with this model, scientific proposals, publications, coordinating research projects, downstream use of research results. Her specialities include: Climate change impacts, Large-scale hydrological modelling, water quality issues, water quality modelling, scenario modelling, coastal overwash, coastal science, sediment transport, Dr. Badin Gibbes Senior Lecturer, University of Queensland Badin is an environmental engineer who specialises in using innovative monitoring systems coupled with advanced numerical models to understand the hydrodynamic and biogeochemical factors that influence water quality in natural systems, ranging from upland rivers and lakes to estuaries and the near coastal zones, including their connected groundwater systems. Blake Boulton Managing Director, Water Modelling Solutions Blake founded WMS after working at DHI for eight years. While at DHI, Blake developed solid skills in 1D and 2D hydraulic modelling and regularly provided in-house training and advice to key clients throughout Australia. Blake has a passion for floodplain management and has completed the Floodplain Risk Management series of short courses offered by University of Technology Sydney in conjunction with FMA. Adam Berry Managing Director, Synergy Solutions Adam is a chartered Registered Professional Engineer of Queensland with over 13 years of experience in all aspects of natural and built floodplain management, water sensitive urban design, civil design and project management. Adam has designed and led a variety of projects, including large scale floodplain management exercises, WSUD and complicated integrated water projects encompassing flooding, waterway health and stormwater harvesting. Adam s passion lies in bringing the best out of the project teams he leads to deliver sustainable engineering solutions to complicated problems driving creativity, collaboration and innovation. 12 Dr. Afshin Ghahramani Research Fellow, University of Southern Queensland Afshin has more than 15 years of experience in agricultural and environmental innovation by conducting cross-disciplinary research on the interactions between physical, biological, social, economic, and human components of the agroecosystems and how they interact to contribute to sustainability. Currently, he is working on the development of models and digital platforms for management of soil moisture and soil constraints in agricultural systems and water quality and land use issues in reef catchments. Afshin did his PhD in Japan at Tokyo University of Agriculture and Technology on modelling soil processes, before joining CSIRO for 5 years in the soil and plant modelling group. He is now a research fellow with USQ, Centre for Sustainable Agricultural Systems. Chris Tanner Regional Director (QLD), CRC for Water Sensitive Cities Chris has over 30 years of experience as a consulting engineer and was a Director of Bligh Tanner for 25 years, developing the firm into one of Queensland s leading consulting engineering firms. He has taken a new career direction and now provides services to the Cooperative Research Centre for Water Sensitive Cities as the Queensland Regional Manager. His focus is on integrating civil engineering solutions with the natural environment and he is recognised as a leader in sustainable development and water-sensitive design. Chris has regularly presented in a range of forums and published a number of papers. He is a skilled negotiator, with extensive design and policy experience, and is currently working with government and businesses to create the necessary changes to enable water sensitive cities. Dr Rob Argent General Manager Water, Bureau of Meteorology Rob leads the Bureau of Meteorology s Water Program, delivering a suite of national water data and information services that include past, present and future assessments of surface and groundwater resources. Prior work includes research and IT leadership within the Bureau and fifteen years with The University of Melbourne on hydrological analysis and catchment modelling. Dr Dan Pagendam Senior Research Scientist, CSIRO Data61 Dan is a Senior Research Scientist with CSIRO Data61, where he uses computational statistics and machine learning to solve challenging problems in a variety of environmental domains. Prior to working with CSIRO, Dan worked as a catchment modeller within the Queensland Government. He holds a Bachelor degree in Environmental Science, a Masters in Statistics, and a PhD in Mathematics and Statistics from The University of Queensland. Dr. Lucy Reading Lecture, Queensland University of Technology Lucy is a lecturer and researcher at the Queensland University of Technology in Brisbane, Australia. Lucy has 14 years of experience working in Queensland on water monitoring and modelling projects. Lucy s experience includes groundwater and unsaturated zone modelling, soil and water chemistry, and environmental regulation of the coal seam gas industry and groundwater monitoring. Lucy moved to QUT in 2015 and is currently working on research projects related to groundwater management in urban areas and transport of solutes from groundwater to surface water (in the Great Barrier Reef catchments). Gavin Winter Manager Visualisation and eresearch, Queensland University of Technology Gavin Winter is manager of the Visualisation and eresearch team (ViseR) at the Institute for Future Environments (IFE) at QUT. Gavin leads the development of digital environments and software solutions for QUT, industry, and government partners. Gavin champions the adoption of cutting-edge technology to achieve high-impact, memorable, and effective stakeholder and audience engagement programs. He has extensive and varied experience in the design and implementation of technology projects, working in university, commercial research, energy, telecommunications, resources, property, and computer entertainment sectors. Lisa Walpole Environmental Engineer, Alluvium Consulting With experience in the private, public and not-for-profit sectors, Lisa is passionate about using catchment and water resource modelling to support decision making processes. Over the last decade, Lisa has combined technical water resource and water quality modelling skills with strategic planning for water resource planning, catchment management and water/wastewater service delivery across a variety of Australian and international catchments. Dr Chantal Huijbers Training and Engagement Manager, Biodiversity and Climate Change Virtual Lab Chantal Huijbers is the Training and Engagement Manager for the Biodiversity and Climate Change Virtual Lab (BCCVL) at Griffith University. Her work includes helping build a community and skills base around digital tools to enhance environmental research and decision-making processes. She has a research background in ecology, and uses this to translate scientific concepts to the developers of these tools. 12 Event Program

13 Alan Hoban Director Water and Environment, Bligh Tanner Alan is a Director of Bligh Tanner and Vice President of Stormwater Australia. He founded Australia s first carshare company Flexicar and led the national climate change campaign for Friends of the Earth. He helped develop water sensitive urban design policies and technical design standards for Queensland, and his recent work on the naturalisation of Small Creek recently won the AILA National Excellence Award for Land Management. Andrew Smolders Senior Catchment Performance Scientist, SEQ Water Andrew Smolders works for Seqwater in the Source Protection Planning team. He has a particular interest in the multiple barrier approach as the foundation for ensuring safe drinking water, and understanding the performance of catchment-based barriers to control water quality hazards. Dr. Piet Filet Engagement and Collaboration Specialist, International WaterCentre Building on years of cross disciplinary experiences in grassland, water and stakeholder engagement, in various research, planning and advocacy positions, Piet s role with International WaterCentre is to establish and design professional networks associated with water, urban and regional design and resilience. Since 2014, Piet has lead the Flood Community of Practice. It is a network of diverse practitioners who, through an active program of events and workshops, share collective experiences and knowledge on holistic approaches to reduce flood impacts. With the QWMN, Piet is leading the design and rollout of future community of practice events with the network. Sophia Buchanan Senior Stormwater Engineer, Innovyze Sophia is experienced Water Resources Engineer with a demonstrated history of working in the public and private sectors and now in the software industry. She is skilled in XP, Infoworks, Tuflow, DHI, 12d, AutoCAD, HEC-RAS, Hydrology, Drainage, and Water Quality, and is a Committee Member of Stormwater Queensland. Event Program 13

14 The Queensland Water Modelling Network (QWMN) About The Queensland Water Modelling Network (QWMN) commenced in 2017 as an initiative of the Queensland Government to improve the state s capacity to model its surface water and groundwater resources and improve the quality of models. Since then, the QWMN has initiated more than 17 collaborative projects, from cataloguing major water models used by the Queensland Government through to improving integration between agricultural and water catchment models. The QWMN provides tools, information and collaborative platforms to support best-practice use of water models, and the uptake of their results by policy makers and natural resource managers. Going forward, the QWMN has identified four key strategic challenges for water modelling in Queensland in These are: 1. Implications of climate change (e.g. improving modelling capability to handle longer simulation periods) 2. Landscape restoration and redesign (e.g. nutrient offset assessment methodology and tools) 3. Water planning, integration and management (e.g. integration of urban models catchment and point) 4. Model management (e.g. treatment and communication of model uncertainty) QWMN also aims to build the capacity of the water modelling and use sector, encouraging engagement between modellers, end-users, researchers, amongst others. In 2018, a suite of external engagement activities including the QWMN Forum 2018 will be delivered through a consortium including Griffith University, Queensland University of Technology, the University of Southern Queensland, the University of Queensland and AIMS led by the International WaterCentre (see insert to brochure). Governance and management The QWMN is governed by a Steering Panel comprising of representatives from Department of Environment and Science (DES) and the Department of Natural Resources and Mines (DNRME), Queensland Reconstruction Authority, and independent consultants. Members are Dr. Paul Lawrence (chair), independent experts: Greg Claydon, Prof., Paul Greenfield; as well as Dr. Mark Jacobs, John Ruffini, Jean Erbacher, Evan Thomas (DES), Ian Gordon, Stephenie Hogan, David Waters (DNRME), Graeme Milligan (QRA).
