Implementation Project Descriptions, the Commission is asked to provide feedback and guidance so that the complete list and appendix can be completed for review by the Commission at a subsequent work session. -
2 STAF'F PERSON: PLAWING COMMISSION: DAVID BENISH MAY 12,2009 PLACES29 DRAFT MASTER PLAN - Chapter 8 Implementation Bacbround The Commission reviewed Chapter 8, Implementation Table at a work session on April 14, At that the meeting, the Commission requested that st& Improve on Implementation Table by simplifying it and making it easier to read and understand. Consider adding rnappinglgraphics to help locate and explain the projects. Include right-of-way costs for transportation/road projects, where appropriate. + Provide a clearer distinction among High Priority Projects within the Table to make each one easier to find in the list. Emphasize the purpose of the Implementation Table and how it is intended to be used. Purpose of the Mav 12 Workswsion For this work session, Staff would like to receive input on a new format for the Implementation Table, now referred to the List of Implemenfa?ion Projects. Discussion Staff has provided a mockup of the new List of Implementation Projects that includes two sample projects. For those same two examples, staff has also provided mockups of pages from a new Appendix that will give a detailed description of each implementation project. Staff would like to be sure that this revised format is acceptable to the Commission prior to completing these changes for all 60+/- projects. Once input on the proposed format is received from the Commission, staff will complete a revised draft of the List of hplementation Projects and Appendix 2, Implementation Project Descriptions. The complete new List and Appendix will include revised information on project costs and will be forwarded to the Commission for review and discussion at its June work session. Staffs mockup presents the following changes to the format for the List of Implementation Proj tcts: Consolidate related projects Eliminate some of the more detailed information for each project and move to the information to the new Appendix Clarify the sources for the cost estimates Make a distinction between primary and secondary funding sources.h-< <1.' *Cxl4- -.,Ld And, in the new appendix, staffproposes: A more detailed project description To include the "issues to be dressed" and "milestones" sections formerly included in the Implementation Table A Location Map ox concept diagram of the project where one is available I:. 3 Recommendations Questions for the Commission: Overall, does the format for and samples of the List of Implementation Projects and Appendix 2, Implementation Project Descriptions make the information easier to red and understand? How would the Commission prefer to depict project cost estimates,including right of way (ROW) cost: 1) Combine in one total cost figure both the construction and total potential ROW cost, or 2) List total construction cost and total ROW cost separately? Examples : 1) Ring Roads, $14,800,000 total 2) Ring Roads, construction $9,250,000, potential ROW $5,550,000 3) Include cost estimates for that part of projects where private construction and/or dedication of ROW is possible or likely? 4 Places29: A Master Plan for the Northern Development Areas DRAFT Places29: List of lmplementation Projects Important Points to Keep in Mind When Usina This List This list that follows includes all of the projects that Albemarle County considers necessary over the next 20 years to address an existing backlog of needed infrastructure improvements, to support growth and development that will have an impact on this infrastructure, and, ultimately, to achieve the Vision stated in Chapter 2 of the Master Plan. With one exception, all the transportation projects would have also been necessary to support growth and development under the 1996 Land Use Plan for the area now proposed to be covered by this Master Plan. The exception is the enhanced transit project, which is considered fundamental to achieving the form of development proposed by Places 29. The transportation projects more specifically associated with the US 29 Corridor are also a response to regional needs and US 29's classification as a Highway of National Significance. The projects that follow are also discuswd in more detail and illustrated in Appendix 2, where they are identified by the same project number. Costs for transportation improvements are as estimated by the Places29 Transportation consultant and, when available, also from the 2009 Draft UnJAM regional plan. 6 Places29: A Master Ptan for the Northern Development Areas rn DRAFT I Pmject No. Pmject Title: I Grade-eparated Intersection at Rio Rd. & US 29 I I A HIGH PRIORITY IMPLEMENTATION PROJECT I Project OescripUon: This Master Ptan recommends a grade separation at the intersection of Rio Road and US 29 in order to handle the volume of traffic expected to pass through the intersection. The grade separation would put Rio Road over US 29 and include direct ramps from eastbound to southbound US 29 and westbound to northbound US 29. Rio Road would cross over US 29 because the intersection is at the crest of a vertical curve on US 29. By depressing US 29, US 29 becomes a flatter roadway and there is less excavation. Putting Rio under US 29, since Rio is largely at a common elevation from Berkmar Drive to southleast of Mall Drhre, would cause a longer run of excavation on Rio Road-potentially from west of Berkmar Drive to east of Mall Drive and might cause those intersections to be moved further away from US 29. The project provides for future local streeubicycle facilities and connections throughout the project area. The project also inclu8essfour Rng Roads to provide for connections to US 29. The Ring Roads will serve the local uses and redevelopment of the four quadrants better. The "Ring Road" configuration was also chosen over a single point urban interchange (SPUI, similar to the one recommended at Hydraulic Road and US 29) to allow the intersection of US 29 at Albemarle Square to remain a full access intersection. With a SPUI, there would be full access to Rio Road, but the intersection at Albemarfe Square would be interrupted by the ramps and would become right-inlrightout only. Prepare a Small Area Plan for the area around Rio Road and US 29, coordinated with the preliminary design by VDOT. The Small Area Plan will help determine more specific land uses and local street network, including the location of the Ring Roads and the conceptual design of the grade separation. b. Construct northbound auxiliary lanes for Rio Road intersection to create a parallel roadway adjacent to the part of US 29 that will be most disrupted by construction of the grade separation at Rio Road. Must be completed prior to the grade separation at Rio Road. c. Construct southbound auxiliary lane at Berkmar Drive. Construct in conjunction with interchange redesign at US 29 and Rio Road. d. Construct Northwest Rio Ring Road-all four ring roads will serve as an at-grade connection between US 29 and the grade separation at Rio Road. The Ring Road concept will support redevelopment of the Midtown area and allow the intersection of US 29 at Albemarle Square to remain full access e. Construct Southeast Rio Ring Road f. US 29 at Rio Road: replace at-grade intersection with grade separation g. Construct southwest Rio Ring Road as a three-lane cross section from Berkmar Drive to Rio Road. Provides opportunities for redevelopment of adjacent parcels in Midtown area. h. Construct northeast Rio Ring Road; use existing Albemarle Square Drive and Garden Drive. Will need to address existing connections internal to the existing shopping center. Timing: Estimated Cost: Responsible Parties: To begin during the first ten years. Design of the grade separation and location of ring roads will be determined during Small Area Plan process. Identification of the ring road alignments should be completed as soon as possible to inform property owners. The potential impact of the constnrction of Meadow Creek Parkway and long-term implication of a potential Eastern Connector. Construction should be coordinated with construction of the SPUl at Hydraulic Road so that both grade separations are not under construction at the same time. The desigdalignment of the NW and SE Ring Roads will be determined during preparation of the Small Area Plan and will have an impact on and provide access to adjacent property. The County may have to construct al or some of the Ring Roads property does not redevelop prior to construction of grade separation at Rio Road and US 29. The construction of the SW and NE Ring Roads is not essential prior to grade separation at Rio Road and US 28. Milestones: 1 Begin preparation of the Small Area Plan as soon as funding is identified. I Auxiliary northbound lanes must be completed prior to construction of the grade separation. Construct southbound auxiliary fane in conjunction with interchange redesign. CommentslNotes: ROW costs could be significantly less for two reasons: 1) the RiolUS 29 intersection is so wide that ROW needs may be less, and 2) property owners may donate ROW, especially for the Ring Roads. 9 Places29: A Master Plan for the Northern Development Areas DRAFT Project No. 35 Project Title: Northern Albemarle Library Facillty Project Description: The Northern Albemarle Library Facility combines the former New Northside Library and New Library 29N Corridor into one Northern Albernarle Library Facility project. This project proposes constructing 30,000 square feet of library space and 10,000 square feet of bookmobile and systemwide (administrative) space in the northern urban area of the county. Additional operating impacts include additional personnel and building maintenance and operating costs. These additional operating costs would impact the county's operating budget through an increase in the funding provided to the Jefferson-Madison Regional Library (JMRL). Timing: First ten years Estimated Cost: $1 6,972,000 Responsible Parties: Primary: Atbemarle County (CIP and operational funds; cash proffers) Secondary: Jeff erson-madison Regional Library (supplemental funding effortsldonations, planning) Issues to Be Addressed: Determine whether the Northside library will continue in its current location (Northside- Albemarle Square) or a new location, with preference for a new location ro remain within Neighborhoods 1 or 2. A new facility should be consistent with the Community Facility Plan standards. Milestones: Develop plan to upgradelexpand (first 5 years). Construction in 6-10 year timeframe. CommentslNotes: Leasing of an expanded facility is an option fo construction of a new facility.
