5 BACKGROUND As per Biodiversity Act (NEM:BA), LEDET and DEA are required to compile and implement bioregional plans. A Bioregional Plan is used to translate the provincial conservation plan into a local perspective. Limpopo Conservation Plan v2 completed in 2013 The Sekhukhune and Capricorn bioregional plans will be the last 2 plans to be compiled in Limpopo Province (Waterberg, Mopani and Vhembe previously).

7 TERMS OF REFERENCE The compilation of a Bioregional Plan based on the Limpopo Conservation Plan v2 produced within the allocated timeframes and budget. The coordination and facilitation of a participatory stakeholder process aimed at identifying spatial conflicts between the Limpopo conservation Plan v2 and other spatial planning tools. The compilation of a map of Critical Biodiversity Areas and Ecological Support Areas for the Municipality for stakeholder review and comment that addresses, where, possible identified spatial conflicts. Endeavour to build understanding and support for the Bioregional Plan within the stakeholder group through the consultative process. Submit the draft Bioregional Plan to SANBI for review and comment.

8 DELIVERABLES A Draft Bioregional Plan document that includes the updated CBA map. A Process and Stakeholder Consultation Report A Technical Report. A Final Bioregional Plan reviewed by SANBI and ready for submission to the MEC.

11 What is a Bioregional Plan? The development and publishing of bioregional plans is prescribed in the Biodiversity Act) to assist with the management and conservation of biological diversity in South Africa. Bioregional plans inform land-use planning, environmental authorisations and natural resource management outside of protected areas. The bioregional plan serves as the primary source of biodiversity information informing land-use planning and decision-making processes.

12 What is a Bioregional Plan? u Is published by the Minister or MEC in terms of the Biodiversity Act. u Includes: Ø A Map of Critical Biodiversity Areas and Ecological Support Areas (or CBA Map) Ø Accompanying land-use guidelines for avoiding loss or degradation. u It is a spatial plan for ecological sustainability, which promotes LIVING LANDSCAPES that retain and maintain representative examples of all our species and ecosystems, as well as important ecological processes, services and infrastructure. u Is the biodiversity sector s input to multi-sectoral planning and assessment processes. By itself it is not a multi-sectoral planning or assessment tool. u Is a development guideline and does not grant or take away rights.

14 PURPOSE OF A BIOREGIONAL PLAN To inform land-use planning, environmental assessment and authorisations, and natural resource management by a range of sectors whose policies and decisions impact on biodiversity by providing a map of biodiversity priority areas, referred to as a Map of Critical Biodiversity Areas and Ecological Support Areas, with accompanying land-use planning and decision-making guidelines.

15 Bioregional Plan Document Structure As per the requirements of Chapter 6 of the Guideline regarding the determination of Bioregions and the preparation and publication of Bioregional Plans (DEA, 2009), the contents of the bioregional plan will be structured as follows: A: Introduction & objectives B: Biodiversity profile highlighting the regional, national and global significance of biodiversity in the bioregion. C: Map of critical biodiversity areas and ecological support areas based on a systematic biodiversity assessment D: Guidelines for land use planning and decision-making E: Other measures for effective biodiversity management F: Monitoring, review and update G: GIS data and metadata

42 STAKEHOLDER ENGAGEMENT 1. Introduce the Limpopo Conservation Plan v2; 2. Introduce the bioregional plan concept and the purpose of the bioregional plan in multi-sectoral land-use planning and development processes; 3. Provide an overview of the bioregional plan development process; 4. Present the draft Bioregional Plan document and Map of Critical Biodiversity Areas; 5. Field general questions relating to the plan; 6. Key stakeholder inputs: Ø Identify spatial conflicts between the SBP and other plans (e.g. IDPs/SDFs, SIPs, etc.); and, Ø Comment on land use guidelines. 7. Identify key stakeholders for further one-on-one engagement specifically around identifying spatial conflicts between the SBP and other spatial plans.

43 ADDRESSING LAND-USE CONFLICT During the bioregional plan development process, land-use conflict identified from other proposed land-uses can be avoided in the design/ revision of the CBA Map. This can only happen where: Ø (1) Conflict is identified by stakeholders or in other plans, and Ø (2) There are alternative options for achieving biodiversity targets. Where there is no flexibility in terms of where to meet biodiversity targets, then conflict will remain in the final CBA Map and this will need to be addressed during the development application process.
