PPC-12-24) of the People Programme Committee on a Draft Implementing Decision on 16 proposals to be selected under the Marie Curie Action "Initial Training Networks" (ITN), FP ITN, 6 th batch This is a request for a written opinion under Article 8 of the Rules of Procedure adopted in June Introduction Following the publication of the call for proposals for the ITN action on 20 July 2011 (call identifier: FP ITN), 1022 proposals were received and 1015 submitted to the evaluation procedure. The results of the evaluation have already been posted on CIRCABC and the Programme Committee was informed on 30 April panels have evaluated the proposals. Based on the outcome of the panels, the Commission has drawn up a list of 127 proposals in the main priority list and 43 proposals in the reserve list. The call indicative budget was 423,230, It has since been increased to 443,178, as a result of third party appropriations. When negotiations are finalised on the main priority list, any savings made during the negotiations would allow the opening of negotiations for some of the proposals on the reserve list. 2. Negotiation of Proposals 2.1 Negotiation Process The co-ordinators of all 127 proposals in the main priority list have been contacted in writing, to open contract negotiations on 7 May They received access to the web based negotiation system NEF and were provided with relevant documents to be completed and returned to the ITN action management by 21 May The main concerns in the negotiation phase are to make sure that the activities and deliverables described in the proposal comply with the rules and are carried over to the projects to be contracted. In case there are particular negotiation mandates from the expert evaluators, this is incorporated into the future project during the negotiation. 2.2 Outcome of the Negotiations A total of 5 batches have already been processed for Commission decision (see table below). 1 Please note that relevant documents are to be found on the CIRCA website. 1

This batch of 16 proposals corresponding to a budget of 57,345, has now been successfully negotiated. These are listed in the Annex I to this note. In addition, in Annex II you will find listed budget distribution per participant project by project. 3. Participation by organisations from non-eu countries 3.1 Participation by Associated Countries (AC) There are four participants in this batch from Israel, three from Switzerland and three from Norway. 3.2 Participation by International Cooperation Partner Countries (ICPC) 2 There is one participant in this batch from India. 3.3 Participation by Other Third Countries (OTC) 3 None. 4. Recommendation The People Programme Committee is invited, in accordance with Article 7.2 of the Council Decision adopting the Specific Programme People, to give its opinion on the EAC actions proposed for funding where the estimated amount of Community contribution under the People Programme is more than 600,000 EUR, as shown below. We invite you to deliver this opinion by before Tuesday 28 August 2012, 15:00 Brussels time. If you do not express your explicit opinion by then, in accordance with the rules of procedure, it will be deemed that you have given your tacit positive opinion. 2 The ICPC are a series of low-income, lower-middle income and upper-middle-income countries. Organisations from these countries can participate and receive funding in FP7, providing that certain minimum conditions are met. The list of ICPC can be found on the CORDIS web-site, and is given in annex 1 of the People Work Programme 3 This group comprises countries that are not EU Member States neither part of any of the country groups mentioned in point 3.1 and 3.2, such as the United States, Canada, Japan, Australia, Singapore etc. 2
