Key qualifications / Experience Helen holds a Masters degree in Urban and Regional Planning and a Bachelors degree in Education (Economics and Geography) from the University of Nairobi, with over twenty years of working experience in the area of urban and regional planning with the Central and Local Governments in Kenya. She has been involved in key participatory physical planning, socioeconomic evaluations, environmental and training assignments / projects including the on-going Kenya slum upgrading programme (KENSUP); Review and revision of the EIA/Audits Guidelines; preparation of Pwani University College Master Plan, participation in the preparation of a Master Plan for Kenya Airports System; Preparation of Strategic Urban Development Plan; National land policy; Kibera Urban Environmental and Sanitation Programme (KUESP); Evaluation of Urban Livelihoods Projects in Kenya and Uganda; Community involvement in the Meru Conservation Area; preparation of the Regional Development Plans; Habitat II, 1996; preparation of the Kenya National Environmental Action Plan (NEAP) and Guidelines for National Environmental Impact Assessment. At both the national and regional level she has experience and working exposure with the informal / slum settlements in Nairobi, Mavoko and Nakuru as well as Kampala, Lira and Mbarara municipalities, especially as a lead evaluator of ITDG s (now Practical Action group) and Living Earth Uganda s work with the urban poor in these municipalities. As a lecturer, Helen has trained and supervised research projects in the field of Urban and Regional Planning, and in Environmental Planning and Management. She is an active promoter of Participatory Action Learning both in local communities and Municipal Councils; where she has also moderated HIV and AIDS sensitization seminars. She has been an active trainer in conflict resolution and consensus building for Chief Officers and Councillors for Local authorities at the Kenya Institute of Administration. Helen is also a trainer for ACT! / USAID in Environmental compliance and EIA issues. She is also a trainer with Volunteer Service Overseas (VSO) the South Volunteer Programme, now called VSO JITOLEE East Africa, an international organization, that recruits and prepares volunteers for change before they are posted to various stations in the entire southern hemisphere or third world countries. She also trains for United Nations Centre for Regional Development (The UNCRD / JICA / AICAD African development collaborative) and other organizations. These training programmes require that training manuals are prepared and updated from time to time in order to incorporate emerging concerns and issues 2
3 from past participants. Participants in the foregoing programmes have evaluated her highly as a trainer. Helen has also worked in the arid and semi-arid areas where the involvement of people in the sustainable development and management of wildlife and their fragile / sensitive environment are major challenges. She has served as a member in the Governing Council of the Architectural Association of Kenya, The Physical Planners Registration Board and Kenya Institute of Planners and Board member of a Secondary school in Nairobi. On several occasions she has been appointed as part of the Professional Examiners both for oral and written examinations by the Kenya Physical Planners Registration Board (KPPRB), Kenya Institute of Planners (KIP), the Institute of Surveyors of Kenya (ISK) and the Architectural Association of Kenya. Runji Consultancy Firms, June, A Principal Trainer in the Preparing for Change Course (PfC) for VSO Jitolee- East Africa an international organization in partnership with VSO one of the largest international Voluntary Charity that recruits volunteers worldwide and promotes volunteering to fight global poverty and disadvantage. PfC is a compulsory course that is given to all recruited volunteers before they are send to various placements 2000 to date. Edited Document on the Relocation of Residents from Soweto to the Decanting site for Kenya Slum Upgrading Programme (KENSUP) and participated in Ministry of Housing Team on Slum Upgrading Facilitator (SIDA consultant) in a Team Building Seminar for Kenya Slum Upgrading Programme (KENSUP) officials: GOK/SIDA Collaboration. Presented Paper on the International experiences in Slum Upgrading and Lessons to be learnt. (Outspan Hotel, Nyeri- Kenya, 3-5 th June, 2007) Team Planner in the preparation of a Site Plan for Kenyatta University that will guide the future growth of this institution. (May June 2007) Mid-Term Review of the Urban Livelihoods Project (ULP) for Living Earth Uganda (LEU) that supports Local communities to develop capacities and implement initiatives in natural 4
5 resource and environmental management through a partnership approach in identifying environmental problems and finding solutions for them. ULP is a four year project that intended to work with emerging enterprises and MSEs in 6 Urban Municipalities / Local Authorities of Wakiso, Makindye, Mukono, Jinja, Lira and Mbarara. (August - September, 2006) Assessment of Land Use Policies with Prof. Olima; under The Drylands Livestock Wildlife Environmental Interface project (DLWEIP); an IUCN project funded by UNEP/GEF, in Kenya covering the two districts of Laikipia and Samburu. Consultant Urban Planner in the Kibera Urban Environmental Sanitation Project where assignments included: A Participatory Assessment & Review of infrastructure planning issues & concerns, Master Planning of Trunk infrastructures for the Kibera Area, Formulating potential action plans and advising on land matters and potential Action plans (March, 2002). Collaboration between the Kenyan Government and France / World Bank / DFID. Preparing and compiling a manual on solid waste management for Waste recyclers for RUCBIC, (February, 2002). Consultant Trainer / Facilitator in a ten days Participatory Workshop on Strengthening capacity for 50 NGO Senior Staff in Somalia- Mogadishu on Sustainable Development, Gender, Networking, Alliance Building, Leadership and Group Dynamics in war / conflict torn environments; sponsored by European Union and The Network for Peace and Human Rights. PRA as one of the effective techniques was covered (5-18 th January, 2002). This included the coming up with a training manual that would utilize participative methodologies for effective delivery.
