2 New planning application Our improved development proposals for the East Street site in Farnham as detailed in our new planning application (February 2008) include: 239 residential apartments (reduced from 294 in our original proposal) 30% of the apartments 72 in total to be affordable 183 new public car parking spaces Sainsbury s car park for 217 cars will also be retained and improved to a similar standard as the new one a new town square as the focal point for the scheme for people to enjoy at their leisure a newly landscaped Brightwell Park featuring an attractive pond and winding paths leading from the town square to the River Wey high-quality landscaping throughout the development with extensive planting of mature trees the restoration of Brightwell House to bring it back into public use with two new restaurants 25 new shops, restaurants and cafés including two high-profile retailers a significantly enlarged and enhanced Community Centre to replace the existing Gostrey Centre a 722-seat cinema, with 20 disabled spaces and a 154-seat general purpose auditorium, offering a strong leisure attraction for the whole community in the heart of the town the design of the buildings in keeping with the existing architectural style of Farnham the development to be constructed in a single phase over a period of two years

7 A place for Farnham... Sustainable... After carefully studying the local character, Crest Nicholson s architects have produced a design that utilises traditional forms and materials and features a variety of heights and scales of buildings, with pedestrian alleyways linking with other parts of the town centre. We also appreciate that there are more modern interventions that have happened over more recent history that impact on the character of the town. Buildings such as the university campus, the Lion and Lamb and the Maltings have helped Farnham evolve. The range of design treatments and styles, the varying roofscape, the differing shop fronts and signage, all come together to create an architectural rhythm that is natural to Farnham. Green walls a sustainable method to help create buildings with lower East Street Regeneration carbon footprints will feature in the East Street Regeneration development on the external walls of the cinema and car park. A green wall is a vertical garden that is pre-planted as a wall cladding and acts as a bio-filter, enhancing air quality by transforming harmful airborne contaminants into clean oxygen and reducing the release of greenhouse gases in the atmosphere. It also retains rainwater that would otherwise run off the building and flow into the drainage system. Other green features are extensive green and brown roofs and a sustainable drainage scheme. Combined Heat and Power (CHP) plants generate both electricity and heat in one single process and will provide an effective green energy solution for mixed-use developments. For this mixed-use development CHP will feature in a centralised plant to provide energy for all the homes and business. A brand new, high-quality community facility will be constructed for the people of Farnham to replace the oversubscribed Gostrey Centre. This will be available for day care, senior citizens, public meetings, school functions, weddings and other such events. The heat produced through this process will provide hot water and space heating. 643 car parking spaces will serve the new amenities and improvements to the local roads will help to alleviate the traffic congestion experienced in the town centre. Farnham will also gain its first car club enabling both residents and the wider community to reduce their carbon footprint by taking advantage of a more sustainable form of shared car use. 8 Opportunity... Vision... Delivery... The East Street development covers an area of approximately 3.95ha on the edge of Farnham s town centre. The development is bounded to the northwest by East Street and to the northeast by Dogflud Way. The site adjoins Farnham Sports Centre to the east and extends towards the River Wey to the southeast. To the southwest and west, Brightwells Road and South Street bound the site. New shops will be brought in to provide shoppers with greater variety and reduce the need for local people to travel elsewhere for shopping. A multi-screen cinema, showing the latest blockbusters, will also become an important focus for families and young people. New cafés and restaurants including two new restaurants in the fully refurbished and restored Brightwell House will complement the new leisure and shopping environment. The development will regenerate the East Street area, transforming it into an easily accessible extension to the town centre. The overall success of the development is dependent on a high-quality public realm and landscaping proposal. The scheme will create a pedestrian centre, with attractive and convenient links into the town centre and revitalise Brightwell Garden providing new open public space down to the River Wey. Over 100 semi-mature trees will be planted throughout the development to create an attractive green lung. The development will create better permeability and access into the town centre and better integration of the area into the heart of Farnham. The site currently consists of car parking, fly-parking, derelict buildings and poorly tended gardens. It is a pocket of land in the centre of Farnham which is under-utilised and in desperate need of regeneration. The East Street Regeneration project will also act as a catalyst for future regeneration in the area. Our improved development proposals for the East Street site in Farnham include: 239 residential apartments 72 of the apartments will be affordable 183 new public car parking spaces and one parking space for each dwelling a newly landscaped Brightwell Park featuring an attractive pond and winding paths leading from the town square to the River Wey high-quality landscaping with extensive planting of mature trees Sainsbury s car park for 217 cars will also be retained and improved to a similar standard as the new one the restoration of Brightwell House to bring it back into public use a new town square a significantly enlarged and enhanced Community Centre to replace the existing Gostrey Centre 25 new shops, restaurants and cafés a new multi-screen cinema that will feature the latest blockbusters architectural style and design in keeping with history and heritage of Farnham the development to be constructed in a single phase over a period of approximately two years Adjacent to this open space and above many of the shops will be a total of 239 new homes 72 of them affordable through renting or shared equity. The smaller apartments will provide the opportunity for young people to get their foot on the property ladder. All will provide desirable town centre living for people wishing to enjoy the vitality and ambience whilst having less reliance on the car and being within walking distance of all the town centre facilities including the railway station.
