1 CITY AND COUNTY OF SAN FRANCISCO COMMISSION ON THE ENVIRONMENT DIRECTOR S REPORT November 25, This report covers San Francisco Department of the Environment updates for the months of October and November 2014 Outreach to residents - ENVIRONMNTAL JUSTICE: Trained 4 Sunnydale Public Housing residents and 4 Alice Griffith Public Housing residents (peer educators) in IPM and safer cleaning. Staff accompanied the peer educators to conduct door-todoor outreach and provided Healthy Homes toolkits to residents of the developments. - ENVIRONMENTAL JUSTICE AND ENVIRONMENT NOW: Translated Healthy Homes presentation into Cantonese and coordinated with the Visitacion Valley Strong Families Collaborative to conduct the presentation to a group of 15 Cantonese-speaking residents living in Sunnydale public housing. - SCHOOL EDUCATION: Gave 18 assemblies and presentations to 3,064 students at 15 schools. Gave 1 workshop to 28 teachers from 19 schools. - TOXICS REDUCTION: Provided posters and fact sheets in 3 languages on safer cleaning practices to SFUSD Fort Funston Environmental Learning Center for distribution to teachers, parents, and kids participating in environmental education activities. - ZERO WASTE: Installed 20 new textile recycling drop-off locations. - ZERO WASTE: Conducted recycling and composting re-education at 20 apartment buildings (1,362 units), 20 refuse audits (1,249 units) and 10 space audits (100 units). - ZERO WASTE: Produced and delivered backyard composting brochures to Garden for the Environment. Outreach to businesses - ENERGY EFFICIENCY: Auditors finished doing merchant walks in the Bayview with a PG&E representative. - ENERGY EFFICIENCY: Wrapped up phone outreach to targeted segmentation: warehouses and gas stations. - ENERGY EFFICIENCY: Presentation at the Low Income Investment Fund s Care For Your Building event targeted at daycare centers - ENERGY EFFICIENCY: Presentation at the Small Business Association s Low and Free Resources for Small Business workshop - ENERGY EFFICIENCY: Print and digital ads posted on the SF Bayview Newspaper and the SF Businesses Times. - GREEN BUILDING: Launched a pilot project to support the Existing Commercial Building Ordinance by providing software augmented energy audits to buildings owned by non-profit organizations. - GREEN BUSINESS: Hosted the Green Sphere Business Exchange for recognized green businesses to educate about becoming a City Approved Vendor. - TOXICS REDUCTION: Trained 3 nail salons and recognized 1 nail salon. Conducted post training assessment for 14 salons. 5 salons are ready to become recognized. TOXICS REDUCTION: Published alternatives analysis on graffiti control products, cosponsored by SF Environment. - ZERO WASTE: Brought 429 commercial accounts into compliance for composting and 119 commercial accounts into compliance for recycling. 1
2 - ZERO WASTE: Diverted 2,406 tons (100% diversion) at 555 Fulton, 94 tons (95% diversion) at 3305 Broderick, and 48 tons (83% diversion) at 77 Caine demolition sites. - ZERO WASTE: Met with representatives of CARE program to discuss carpet recycling opportunities. - ZERO WASTE: Conducted tenant audit at Twitter building revealing significant recyclables and compostables in trash compactor. Outreach to City Departments - ENVIRONMENTAL JUSTICE: Provided support and IPM services to San Francisco Housing Authority to address rodent issues at Hunters Point East and West housing site. - GREEN BUILDING: Hosting ongoing weekly study group on green building and LEED version 4 for architects, engineers and planners. - GREEN BUILDING: Participating on the Public Works Green Building Committee. - GREEN BUILDING: Municipal Green Building Task Force issues: Title , CalGreen, LEED v4. - GREEN BUILDING: Municipal Green Building Task Force presentations: SFO design guidelines, renewable energy certificates, open data, and municipal project reports. - GREEN BUILDING: Tour conducted for city staff at zero net energy Office of DPR Construction. - TOXICS REDUCTION: Speaker and integrated pest management problem solving session for City pest management coordinators. - ZERO WASTE: Met with Treasure Island, Office of the City Administrator and Recology to finalize Treasure Island s future refuse rates and City government refuse MOU submittal to Board of Supervisors. - ZERO WASTE: Presented to 75 departmental Disaster Preparedness Coordinators on SF s bottled water policies and environmentally friendly emergency drinking water options. - ZERO WASTE: Trained 56 Public Works Bureau of Street Mapping staff, and 47 new employees and interns at Laguna Honda Hospital and SFE on zero waste. New/Revised Legislation and/or City Hall activity - AVALOS: Ordinance amending the Environment Code to require service station operators to place labels on gas pumps advising the public of the amount of carbon dioxide generated by burning a gallon of fuel; and making environmental findings. Assigned under 30 day rule to Land Use and Economic Development Committee. - CHIU: Ordinance amending the Environment Code to require any person who produces a drug offered for sale in San Francisco to participate in an approved drug stewardship program for the collection and disposal of unwanted drugs from residential sources; to provide for implementation, enforcement, fees, and penalties; and making environmental findings. Assigned under 30 day rule to Land Use and Economic Development Committee. - CHIU: Resolution urging the City and County of San Francisco to make GoSolarSF a permanent program, to require solar installation on all new construction or substantial retrofits in the City, establishing Solar Vision goals for 2020, and establishing an overall megawatt solar energy goal for the City. Referred for adoption without committee reference agenda at the next board meeting. - COHEN: Ordinance amending the Environment Code to require a Construction Emissions Minimization Plan and monitoring for certain public works projects within an Air Pollutant Exposure Zone and to require controls on emission-producing equipment used for public works projects outside of such zones; and amending the Administrative Code to incorporate these requirements in construction contracts where applicable; and making environmental findings. Substituted and assigned to Land Use and Economic Development Committee. 2
3 - GREEN BUSINESS: Presented for the Environment Commission Policy Committee, updating the Commission on the San Francisco Green Business Program, including efforts to promote, benefits for recognized businesses, recognition criteria for being recognized, and how that compares to similar programs offered. - ZERO WASTE: Met with Safeway regarding lack of redemption convenience emanating from their closure of recycling centers. Safeway committed to attend a convening of all SF supermarkets and to do their part to arrive at a solution. Attended CalRecycle meeting to hear report on enforcement of redemption convenience in SF. Met with CalRecycle staff on strategy and next steps. Staff Changes - ENVIRONMENT NOW: Rommel Arano, Jian He, and Fatima Cruz joined as Outreach Associates. - ENVIRONMENT NOW: Tina Addi is leaving to pursue a career with Cascadia Consulting Group. - GREEN BUILDING: Lindsey Hirsch joined as a temporary 5638 Assistant and focuses on the software-augmented audit project. - GREEN BUILDING: Rielle Green joined as a 9922 Associate and helps to implement the Existing Commercial Building Ordinance. - GREEN BUSINES: Sarah Koplowicz joined as a 9922 Associate. - TOXICS REDUCTION: Eileen Leung joined as a 9922 Associate. Grants Submitted (who/amount/grant summary) - No grants submitted Grants Received (who/amount) - ENVIRONMENTAL JUSTICE: Received $25,902 as part of a $200,000 grant from the California Department of Pesticide Regulation to the Bay Area Stormwater Management Agencies Association to launch a regional IPM project for multifamily buildings. 4 - GREEN BUILDING: Attended the Green Build conference in New Orleans and VERGE conference in SF. - GREEN BUILDING: Participated in The Future of Climate Positive Development. - GREEN BUILDING: 7 city staff from 3 departments participated in Greenbuild 2014, the annual conference of the US Green Building Council. - GREEN BUILDING: Bill Worthen of the Municipal Green Building Task Force was awarded the title of LEED Fellow. - GREEN BUILDING: Attended the Right Stuff Awards by the Blue Green Alliance. - GREEN BUILDING: Staff participated in National Labs Urban Sciences Workshop. - TOXICS REDUCTION: Presented to the Healthy Nail and Beauty Salon Alliance s webinar on the Healthy Nail Salon Recognition Program. - ZERO WASTE: Met with New York City Department of Sanitation regarding apartments and organics processing - ZERO WASTE: Assisted with presentation translation for People s Climate Justice Summit in New York City. - ZERO WASTE: Participated in an international roundtable discussion on zero waste at The New School in New York City. - ZERO WASTE: Hosted staff from King County, Washington, toured Recology facilities and had comprehensive discussion. - ZERO WASTE: Presented to Changchun Institute of Urban Planning & Designing. - ZERO WASTE: Met with French Consulate, Paris Deputy Mayor and Director of Public Works, and Mayors of Saint Paul and Minneapolis to discus SF zero waste policy and programs. - ZERO WASTE: Spoke with Minnesota office of the legislators auditor about San Francisco s zero waste programs. - ZERO WASTE: Attended Zero Waste Food Forum and Driving Food Waste Action workshop in Berkeley. - ZERO WASTE: Presented on SF zero waste programs and textile Initiative at Zero Waste International Alliance conference in Nanaimo, Canada. - ZERO WASTE: Interviewed by SFGovTV Weekly Buzz on zero waste textile initiative. - ZERO WASTE: Presented to public officials and NGOs, conducted press interviews, and toured processing facilities and emerging technologies in San Sebastian and Barcelona, Spain. - ZERO WASTEL: Participated in a conference on the circular economy, toured collection and processing facilities, and presented at a C40 Solid Waste Workshop and dialogued with 10 global megacities in Milan, Italy. - ZERO WASTE: Presented on mandatory composting at Compost Summit in Sacramento. - ZERO WASTE: Presented on San Francisco s zero waste programs to the Minister of Health, Minister of the Environment, and 300 people from local municipalities and universities in San Jose, Costa Rica. - ZERO WASTE: Racing to Zero debuted at Mill Valley Film festival, screened to 180 people at Recology and won the green education award at Columbus Film Festival. Other Noteworthy items (e.g., awards, milestones, open RFPs, outgoing grants, etc) - ENERGY EFFICIENCY: Hosted a participating contractor appreciation breakfast. - ENERGY EFFICIENCY AND GREEN BUSINESS: Met with the Office of Workforce and Economic Development regarding the Invest in Neighborhoods and Healthy Retail SF projects. - GREEN BUILDING: SFO Terminal 3 has achieved LEED Gold certification. - GREEN BUILDING: SFO Airfield Operations Facility has achieved LEED Gold certification. - GREEN BUILDING: Bay View Branch Library has achieved LEED Gold certification. - GREEN BUILDING: Grand Opening for Pier 27 James R Herman Cruise Terminal. - GREEN BUILDING: Mayor Lee appointed Bill Worthen as the public member of the Municipal Green Building Task Force. 4
5 - GREEN BUILDING: Facilitated LEED charrette for Fire Station 5 with Public Works architects and engineers. - GREEN BUILDING: New municipal projects at Pier 1, Griffith Yard GSA Shop Relocation, Moccasin Yard Administration and Shops Building GREEN BUILDING: Building Health Forum, a program of the US Green Building Council Northern California Chapter, will be held on Dec 11, at UCSF Mission Bay. GREEN BUILDING: RFP for Technical Assistance to be issued in December. - ZERO WASTE: Negotiated with grantee Citizen Film to include Green Streets, a greening service for apartment buildings, to provide diversion services for 2 Housing Authority properties in their work plan. - ZERO WASTE: Submitted letters of support for Recology s grant applications to the California Energy Commission for a low emission power system and microgrid for their proposed anaerobic digestion facility at Hay Road.
