2 These Guidelines deal with the planning and development of the vacant residential land lots at Callaway Park. 2
3 Introduction Callaway Park is being planned and developed by Australand Holdings Limited (Australand). The development is located within the natural surrounds of the former Sunshine Golf Course. Australand is keen to assist in protecting the investment of its new residents by requiring that development of houses and associated facilities maintains a high standard of design, quality presentation and potential, expected as part of the development of a new community. The Callaway Park Design and Siting Guidelines establish minimum standards and also provide suggestions and approaches to further increase the development standards of residential lots. The Guidelines include details on the approach to and implementation of a range of issues including: house siting and design car parking and garages fences building energy efficiency domestic water re-use and conservation The provisions of the Brimbank Planning Scheme apply to development and uses in Callaway Park. The development standards to be adopted for Callaway Park are generally in accordance with the Brimbank Planning Scheme and the Building Regulations. A planning permit is not required to develop a lot for a single house on an allotment greater than 300 square metres unless otherwise advised by Council, i.e. two or more dwellings on a lot or on a lot in a Special Building Overlay. All development must comply with Part 4 of the Building Regulations Plans and elevations must be submitted for endorsement by Australand. 3
4 Reference to the terms approval of Council or approved by Council in these guidelines is to be interpreted as meaning the report and consent of Council within the meaning of the Building Regulations 2006, if necessary. The term Council refers to the City of Brimbank. These guidelines may not apply to multi-dwelling development (two or more dwellings on a lot). For all multi-dwelling development, where it is permitted, the provisions of Clause 55 of the Brimbank Planning Scheme apply. These Guidelines are to be read in conjunction with the Restrictions on the Plan of Subdivision and the Memorandum of Common Provisions. Any terms defined in those documents have the same meaning in these Design and Siting Guidelines. Important information As part of the purchase agreement, any building or structure (including fences) in Callaway Park must comply with these Design and Siting Guidelines. Plans and elevations (for proposed buildings and structures) must be submitted to Australand for endorsement. Australand reserves the right to vary these Guidelines at any time during the progress of the development and remains the final arbiter on matters of interpretations of intent or meanings of words. Applications will be assessed individually on a merits basis. Australand, at its absolute discretion, may grant exemptions from one or more of the provisions of the Guidelines where it can be demonstrated that such provisions cannot be met to an extent reasonably practical. 4
5 Approval Process Prior to the commencement of building works, purchasers are required to submit plans for approval from Australand. Building works include the construction of the dwelling, garage, carport, outbuilding and boundary fencing. Two sets of drawings (A3 size) including site plan, floor plan, elevations of front, rear and both sides, schedule of external materials, fencing details (including height and materials) and landscape plan are to be submitted to Australand for approval. These details are available from the builder or architect. Details of the selected domestic water re-use and conservation method outlined in section 5 of the Design and Siting Guidelines are also to be submitted. The completed Design and Siting Guidelines Checklist must also accompany any submission (Refer to Appendix A). All plans and details will be assessed to determine if they meet these Guidelines. Where To Send Your Plan For Approval Plans and other documents should be lodged at Australand Holdings Limited Level 9, 484 St Kilda Road, Melbourne VIC 3004 with the reference Callaway Park Design Approval. 5
6 1.0 House Design and Siting 1.1 House Design And Siting Principles House / lot plans should be prepared based on characteristics of good house / lot siting and design. It is recommended that consideration be given to: an indoor living area facing north; main outdoor living areas positioned to face north; main outdoor living areas not located on the south side of the dwelling, where possible; service areas (bathroom and laundry) situated on the south or west side of a house wherever possible; windows protected from the summer sun but gaining winter sun; avoiding large windows facing west but where there is no other choice, have afternoon summer sun protection. House Design And Siting Principles 1.2 House Design Requirements Built Form The built form is to be contemporary incorporating simplistic use of materials with a mix of light weight elements with solid forms and materials. External Materials Australand will not normally endorse plans unless the following guidelines are met: at least 50 per cent of the external walls (excluding windows) of all dwellings (including garages and carports) must be constructed of brick, brick veneer, stone, masonry or masonry veneer; the external walls of all other usual outbuildings must be constructed of brick, stone, rendered concrete, concrete sheet, timber or coloured nonreflective metal; all roofs that could be visible from the street or adjoining property must be constructed of masonry or terracotta or coloured non-reflective metal roofing material. Exposed Plumbing External Plumbing (excluding stormwater drainage downpipes) must not be visible from abutting and/or adjacent streets or parkland. 6
7 Front Setbacks All buildings (including the front porch) must be set back a minimum of 3 metres from the front boundary. The garage must be set back a minimum of 5 metres from the front boundary, and behind the façade of the building. Front setbacks may also be controlled by building envelopes or restrictions on title where provided. Front Setbacks No building is to be set back from the front street boundary more than one third of depth of the lot unless otherwise approved by Council and Australand. Side Street Setbacks Buildings upon corner sites are to have a 2 metre setback to the side street. Rear Setbacks A setback of 5 metres for any single storey part of a building and 9 metres for any two or more storey part of a building, or as indicated on the Restrictions contained in the Plan of Subdivision for the lot. Outside Clothes Drying and Airing Facilities Outside clothes drying and/or airing facilities must not be visible from adjacent or abutting streets and parkland. Building Type and Size The type and minimum size of dwelling that may be constructed on a lot is as specified in the Covenant within the Contract of Sale or within the Restrictions in the Plan of Subdivision. Private Open Space Each dwelling is to be provided with private open space that meets the reasonable recreational, service and storage needs of residents. Unless otherwise approved by Council, private open space must be no less than 80 square metres or 20% of the area of the allotment, whichever is the lesser. The private open space must include one part that is secluded at the side or rear of the building with an area at least 25 square metres with a minimum dimension of 3 metres and conveniently accessed from a habitable room such as a major living area of the dwelling, but not a bedroom. 7
8 Landscaping The front garden and nature strip is to be established within 4 months of occupation of the dwelling. Unless approved by Council, landscape designs must ensure that not more than 80% of the area of a lot is covered by impermeable surfaces. Specific landscaping requirements apply to some lots, refer to restrictions on title. Landscape designs are to be prepared and submitted to Australand for approval. The information provided is to be in accordance with Callaway Park Landscape Guidelines, which form part of these Guidelines. Lot Maintenance Prior to occupation of a dwelling, each lot must be maintained by keeping the grass cut and rubbish (including builder s rubbish during construction) controlled, stored and removed appropriately. Landscaping when constructed, must be maintained for a period of 16 weeks to ensure establishment. Australand reserves the right to carry out works necessary to keep lots and landscapes maintained to an acceptable standard. Costs incurred will be passed on to the land owner. All building materials during construction must be kept free of footpaths and nature strips. 8
9 2.0 Car Parking and Garages 2.1 Car Parking Principles Houses must be sited to enable the provision of at least two car parking spaces on site, at least one of which must be capable of being covered, all in accordance with Part 4.13 of the Building Regulations Unless otherwise approved by Council, one of the two car spaces must be at least 6.0 metres long and 3.5 metres wide and the second space must be at least 4.9 metres long and 2.6 metres wide. Alternatively, where both spaces adjoin each other in a carport or garage, the double space may be 5.5 metres in width. Garages and carports should be located and designed to maintain streetscape amenity, complement the house design and allow surveillance of the street from within the house. 2.2 Car Parking Requirements Garages and Carports Where the sides of garages or carports are constructed facing a street the side of the garage / carport facing the street should be softened by landscaping or alternatively, in the case of a garage, by the inclusion of a window and or other suitable treatments in that side wall. Driveways Driveways to all lots must be set back a minimum of 0.5 metres from the side boundary to allow for landscaping along the length of the driveway. Other Vehicle Parking Vehicles with a carrying capacity of one tonne or more or any boat, caravan or trailer parked or stored on any lot must not be visible from adjacent or abutting streets. 9
10 3.0 Fences 3.1 Fencing Principles Fencing can have a major influence on the appearance and aesthetic quality of a street or the wider area. Australand aims to create an open, landscaped appearance for streets within Callaway Park. Fencing within Callaway Park is the responsibility of lot purchasers. In these Guidelines any control referring to fences includes fences and gates. 3.2 Fencing Requirements Fences Forward of the Building Line Australand will not normally endorse plans unless the following guidelines are met: RESERVE No m² m² m² A front fence is not permitted. Where a boundary abuts a park, a fence may be constructed; however the fence must not exceed 1.2 metres in height and must be at least 75% transparent. A post and wire design is preferred over powder coated pool fencing (subject to the Restrictions in the Plan of Subdivision). In the case where a boundary abuts a park and a fence that does not exceed 1.2m in height and is at least 75% transparent is constructed on that boundary, this style of fence may extend along the full length of the side boundary or part thereof. Fencing for any remaining part of the side boundary must be constructed of timber palings with a timber cap and exposed posts on both sides, and is not to exceed 60% of the total length of the side boundary if that boundary abuts a street (subject to the Restrictions in the Plan of Subdivision). Side and rear fencing should not exceed 2.0 metres in height and shall be constructed using timber palings, a timber capping and timber posts exposed on both sides of the fence. Side fencing is not permitted forward of the minimum front boundary setback. Any side fencing constructed between the front façade of the building and the minimum front boundary setback must not exceed 1.2m in height. Tapers in fence height are not permitted forward of the front façade of the building. Where the fences are to be constructed along the side boundary of a lot with two street abuttals, the fence must be constructed of timber palings with a timber cap and exposed posts on both sides, and is not to exceed 60% of the total length of the side boundary abutting the street. 11 4.0 Building Energy Efficiency Ratings Purchasers building a house are required to achieve a minimum 6 star energy rating and are encouraged to investigate methods to increase this rating by considering the following techniques: Increased insulation in ceilings and walls Roof venting Sealing of gaps around doors and windows Implement the principles of good solar orientation 5.0 Domestic Water Re-Use and Conservation Purchasers building a house should reduce water consumption on the property by considering the following water conservation methods: AAA rated taps and fittings Rainwater tanks for garden watering and/or toilet flushing The selection of low water tolerant plant species for landscaped areas Sub surface irrigation for landscaped areas Pressure limiting device on water meter 11
