Whited, ASLA, Chief of Planning & Development METRO PARKS, SERVING SUMMIT COUNTY AGENCY PROFILE Governance and Staffing Metro Parks, Serving Summit County is organized under Chapter 1545 of the Ohio Revised Code as a metropolitan park district and is not part of any other local, county, state or Federal government. Metro Parks is governed by a volunteer three-member Board of Commissioners appointed by the Summit County Probate Judge. The Board serves as a policy-making body to establish and guide the overall direction of the Park. The Park Board appoints a Director-Secretary who serves as the Chief Executive and Financial Officer and a non-voting member of the Board as its Secretary. There are approximately 100 full-time employees working for Metro Parks in diverse roles as maintenance; construction; law enforcement; interpretive programming; public relations; marketing; planning; civil engineering; landscape architecture; resource management; customer support and financial support and administrative services. Facilities and Jurisdiction The Park includes all of Summit County with the exception of the City of Twinsburg. Metro Parks controls approximately 10,000 acres of land in thirteen developed parks, the F.A. Seiberling visitor center, the 34-mile Bike & Hike Trail, portions of the Ohio & Erie Canal Towpath Trail and several large conservation areas. Metro Park's annual visitation is approximately 4 million. Agency Mission The mission of Metro Parks, Serving Summit County is to acquire, conserve, and manage natural resources and to provide the public with safe, outdoor recreation and educational opportunities through a system of regional natural area parks. Funding Sources Funding for the Park is derived primarily from a small real estate property tax levy, which voters periodically are asked to approve, and from some earned income from swimming operations and reservable facilities. Supplemental funding may be provided by State, Federal and local grant sources. Additional information can be found at 2

3 INTENT AND SCOPE OF THIS REQUEST FOR QUALIFICATIONS General Description of Intent This process is intended to identify professional firms most qualified to perform professional work for Metro Parks Serving Summit County for each of the following disciplines: Architecture, Landscape Architecture, Engineering, and Surveying. Metro Parks, Serving Summit County is seeking qualifications from the above disciplines as recognized by ORC to provide services for improvement projects for the calendar years Only firms with registered professionals in the State of Ohio in these disciplines will be considered. Selection Process As required by ORC , responding firms will be evaluated and ranked in order of their qualifications. Representatives from Metro Parks planning staff will review qualifications from interested firms and select the most qualified firms based on but not limited to the following: Proximity to Summit County Experience with sustainable design, material selection, and construction Previous experience with projects of a similar nature and similar scale A registered professional of the appropriate discipline working out of the local office serving in a decision making capacity as primary contact and project manager LEED AP on project staff Experience with this agency Client references Metro Parks planning staff will short list three to five most qualified in each discipline. Individual firms will be notified if a follow-up interview is determined necessary and schedule accordingly. Consultant Notification Once ranking is complete Metro Parks planning staff will notify the three to five successful firms in each of the four disciplines in writing. Project Availability and Consultant Selection No project will be assigned or contract prepared prior to receiving project specific approval to proceed by the Board of Park Commissioners. Once a project is approved by the Board, Metro Parks, Serving Summit County may select an individual firm from the list of prequalified firms and request a technical proposal, or it may request technical proposals from two or more firms to explore further each firm s understanding of the scope of work. Upon completion of negotiations for a specific approved project, a binding agreement will be entered into between Metro Parks, Serving Summit County and the selected firm. Terms and conditions discussed during the negotiations will appear in this agreement. 3

4 Each consultant retained shall act as a prime consultant for the assigned project(s) and will be responsible for providing specialty services either directly or through sub-consultants for surveying, geo-technical, materials testing or environmental services. A list of proposed Metro Parks, Serving Summit County improvement projects is included herein, as APPENDIX B. Depending on time and budget constraints these projects may or may not be performed during the time-frame. These projects may or may not require the services of outside consultants. Some projects may already be under a design contract. Submit Statement of Qualifications Firms interested in being considered should provide the information requested as outlined in APPENDIX A in the same order as listed, accompanied by a letter signed by an authorized officer of the firm. Proposed Schedule Short listed firms will remain pre-qualified for the calendar years 2009 and 2010 or until such time in 2010 that evaluations are complete for the following term. * * END OF SECTION * * 4

5 APPENDIX A STATEMENTS OF QUALIFICATIONS General Notes Each firm shall submit a separate Statement of Qualifications for each discipline for which the firm is qualified; Architecture - Landscape Architecture Engineering Surveying, accompanied by a letter signed by an authorized officer of the firm. Each Statement of Qualifications shall include the following in the order specified: 1. The discipline for which your firm is qualified*. 2. Clearly identify who the project manager will be, his or her discipline, (1) one page resume of his or her relevant qualifications and primary office location. 3. Identify other key staff members. Include their disciplines, primary office location and (1) one page resume for each**. 4. List the location of the office where the majority of the work will be performed. 5. List proposed sub-consultants by firm name, address, phone number and types of services for which they are qualified***. 6. Green building and sustainable site development experience. Please be specific about your qualifications and practical experience with sustainable design. 7. Provide three (3) examples of recent projects for this discipline for which this project manager was the lead including description of work performed and your firm s responsibility. If these projects appear on key member resumes, list what their role was if not project manager. 8. List 3-5 client references, other than Metro Parks, Serving Summit County, preferably including the projects listed above. 9. Certificate of current Professional Liability Insurance. *Individual statements proposing more than one discipline will be disqualified. **Extensive lists i.e. unnecessary resumes, project lists or other materials putting the burden on the reviewer to search for relevant information may result in disqualification. ***We select the prime consultants based on the nature of each project. Most projects require the assistance of other disciplines, for example: If the primary project is an expansive multipurpose trail, we would be looking for a landscape architect, as the prime consultant. The work is likely to require a civil engineer, structural engineer, environmental, ecological, cultural and geotechnical subconsultants. If you have them on staff please acknowledge; if not please identify the firms you typically use. 10 LEGAL NOTICE Akron Beacon Journal November 25, 2008 and December 2, 2008 Metro Parks is seeking qualified consulting firms to perform landscape architecture, engineering, architecture, and surveying services for various operational and capital improvement projects for calendar years Statements of professional qualifications to become eligible for these professional design services contracts will be accepted until 12:00 noon, December 31, The successful firms will work under the direction of Metro Parks, Serving Summit County.
