2 Why is the scheme necessary? The A14 provides an eastwest route linking the Midlands with East Anglia. It begins at Catthorpe near Rugby, where it connects with the M1 and M6 motorway, and continues east for approximately 130 miles to the port town of Felixstowe. It forms one of the UK s strategic routes and is part of the Trans-European Transport Network. The A14 between Cambridge and Huntingdon serves an additional purpose, connecting the A1(M) motorway to the North of England with the M11 motorway to London and the South East. The scheme will: combat congestion, making the A14 more reliable and providing capacity for future growth This vital investment will relieve congestion on one of the busiest parts of the unlock economic growth, both regionally and nationally strategic network between the Midlands and East Anglia and will support both national and regional economic growth. improve local connectivity and improve the local network for all types of road user The new A14 will open to traffic in 2020, with some finishing work continuing beyond that, improve safety for road-users and the community such as the removal of the old A14 viaduct in Huntingdon. realise the wider benefits of road investment and leave a positive legacy in Cambridgeshire
3 Much has happened since construction reached its first anniversary in November Nearly 40% of the main construction work has been successfully completed and work is currently focussing on the scheme s 34 bridges and structures. Despite the lingering winter, we have begun our earthworks season. By the time the project is completed at the end of 2020, we ll have moved 10 million m 3 of earth across site. Over the coming year, we ll see even more project milestones complete as well as work starting on new sections of the scheme.
4 Air quality during construction Some of our activities will have the potential to cause dust and we have made commitments within the Development Consent Order to monitor air quality. To reduce this risk we will use a number of methods, including: Using water to suppress dust along traffic routes through the site (as illustrated above) Planting or covering over topsoil storage areas Using cutting equipment fitted with dust extraction and water suppression Installing wheel wash facilities and road brushes to minimise the deposit of debris from our vehicles to the local road network
5 Noise We are installing noise mitigation measures along the A14 to minimise the impacts of the scheme. These will be in the form of noise barriers and low noise surfacing, with the maximum reductions in noise being around 5 decibels. The existing noise barrier at junction 32 (Histon) will increase in height from 3m to 4m and will be extended by approximately 120m to the west (also at 4m). Some of the existing noise barriers at Girton will also be replaced or extended. From Huntingdon Road bridge to junction 33 (Milton), the A14 will be resurfaced with a low noise surface.
6 Phase 1 - central reservation Girton Road HISTON Eastbound MILTON Impington Kings Hedges Westbound Work Narrow lanes Spring 2018 to Autumn 2018 Most of the work in this phase will be done overnight between the hours of 9pm and 6am. This will involve: removal of the existing safety barrier in the current central reservation and hardening the existing area so that traffic can use this as we move through the subsequent phases installation of narrow lanes to allow work to take place strengthening the central beams of King s Hedges and Impington Bridges construction of new retaining walls at the Milton junction There will be some eastbound carriageway closures required once the narrow lanes are in place.
7 Phase 2 - westbound carriageway Girton Road HISTON Eastbound MILTON Impington Kings Hedges Westbound Retaining walls Work Narrow lanes Autumn 2018 to Spring 2019 Most of the work in this phase will be done during the day, but there may be the need for some night work. This will involve: reconstruction of the westbound carriageway with new drainage, kerbing and safety fencing building foundations for new sign gantries in the verge applying new low noise surfacing to the re-constructed carriageway During this phase, traffic will be moved northwards to use the existing eastbound carriageway and the hardened central reservation in narrow lanes. Narrow lanes will be in place during this time.
8 Phase 3 - eastbound carriageway Girton Road HISTON Eastbound MILTON Impington Kings Hedges Additional Lane Westbound Retaining walls Carriageway widening Work Narrow lanes Spring 2019 to Autumn 2019 Most of the work in this phase will be done during the day but there may be the need for some night work. In this phase, we will be: carrying out earthworks and widening the road next to the existing eastbound carriageway building new drainage, kerbing and safety fencing on the eastbound carriageway applying new low noise surfacing to the surface building new retaining walls at the Histon junction on the eastbound exit and entry slip roads building the new dedicated left turn lane on the A10 at Milton junction and widening the King s Hedges and Impington Bridges During this phase, traffic will run in narrow lanes on the re-constructed westbound carriageway and the hardened central reservation. Narrow lanes will be in place during this time.
9 Phase 4 - central reservation Girton Road HISTON Eastbound MILTON Impington Kings Hedges Westbound Work Narrow lanes Autumn 2019 to Spring 2020 This phase will require both day and night-time working. The work in this phase will include: installation of the new concrete barrier central reservation completion of the installation of low noise surfacing from Histon to Milton erection of all new sign gantries There will be some carriageway closures required once the narrow lanes are in place.
10 Ecology We take our responsibility to the local environment seriously and have designed the scheme to reduce impacts on the surrounding landscape and wildlife. The scheme is likely to have a positive impact on biodiversity, due to the 271ha (1.05 sq. miles) of new habitat areas we are creating and the planting of approximately 866,000 trees and shrubs. This is almost double the number of plants that we have removed to build the scheme. We have found a number of species in the local area, including common lizards, bats, badgers, nesting birds, toads, rabbits and potentially water voles. We are working hard to mitigate the impact of our work. Measures include: establishing exclusion zones around badger setts isolating areas to protect nesting birds creating new wetland habitats altering the current design where possible installing bird and bat boxes creating and maintaining wildlife crossings planting new trees and shrubs

12 Legacy Local business will have the opportunity to meet the buyer One of our objectives is to leave a lasting legacy for local communities. Examples include: Improving connectivity and flood attenuation We have been working closely with the local authorities to find ways to improve cycle, pedestrian and bridleway connections between villages. Employment, skills and local spend We are working closely with West Anglia Training Academy (WATA) to provide apprenticeship opportunities throughout construction. We have also started work to identify areas where we may be able to help prevent floods by working together. All available jobs are advertised with the local job centres and we use local businesses wherever we can. A series of meet the buyer events were held to help interested businesses identify relevant opportunities and to help them understand our contracting process.

14 Who s who Responsible for strategic decisions and investment in the country s national road network Responsible for managing and maintaining the strategic road network (motorways and trunk roads in England), including detailed design and construction of new road schemes Due to the size of the scheme, no one company is big enough to deliver the scheme. The scheme will be delivered by three companies, working together as a joint venture, and two design consultancies. Together they are known as the Integrated Delivery Team.
15 Funding partners The majority of the 1.5 billion funding will come from central government. Local authorities and local enterprise partnerships have pledged a combined contribution of 100million to the scheme, to be invested over a 25 year period following the opening of the improved road.
