3 CITY PLAN COMMISSION STAFF REPORT July 21, 2015 Revised Site Plan PROJECT SUMMARY Project: Location: St. Philopateer Coptic Orthodox Church 1450 E. Campbell Road South side of Campbell Road, east of Plano Road Staff Comments: The revised site plan reflects the construction of a 17,410 square foot building expansion to the existing 30,057 square foot church campus with an expanded parking area. The proposed expansion will include a gymnasium facility, a fellowship hall, and classrooms. The site plan complies with all applicable zoning and development regulations. CPC Action: Final decision BACKGROUND Zoning: LR-M(2) Local Retail District (Ordinance 773) Variances: On November 20, 2013, the Zoning Board of Adjustment granted a 5-foot variance to the maximum 25-foot height for a single-story building within 150 feet of a residential district to accommodate a gymnasium (ZBA Variance 13-16). On March 18, 2015, the Zoning Board of Adjustment granted a 3-foot variance to the maximum 25-foot height for a single-story building within 150 feet of a residential district to accommodate a fellowship building with a performance stage (ZBA Variance 15-01). Tract Size: Building Area/Use: Existing Proposed 3.97-acres (172,805 square feet) 47,467 square feet/religious facility 30,057 square feet/ sanctuary and ancillary uses 17,410 square feet/ gymnasium, fellowship, and classrooms. 4 Site Access: Parking Summary: Parking Ratio Spaces Required Spaces Provided Required Screening: The site is accessed from Plano Road and Campbell Road via mutual access easements located on the adjoining properties. 1 space for each three (3) seats for 350 seats 141 spaces (424 seats in the sanctuary) 172 spaces The subject property is screened from the residential homes to the east by the existing six-foot high masonry screening wall along the east property line. CPC Action: Final decision BACKGROUND Landscape Area Summary: Area Required Area Provided 7% of property (12,096 square feet) 12.3% of property (21,270 square feet) Landscape Design: Tree Removal: The landscape plan features the installation of canopy and ornamental trees along Campbell Road. Internally to the site, foundation plants consisting of evergreen shrubs will be provided adjacent to the new expansion; and canopy or ornamental trees will be provided within the existing and proposed landscape islands. All of the existing plant material on the site will be preserved.
