Box 360 Scarborough, ME Subject: Proposed Industrial Park Development Pleasant Hill Road - Scarborough, Maine Dear Jay: On behalf of CPRC Group, our office is pleased to submit the attached Sketch Plan Subdivision Application and supporting materials for presentation before the Planning Board. We anticipate a full Preliminary Subdivision Plan Application in December for staff and Planning Board review in January The CPRC subdivision project is located at 70 Pleasant Hill Road. The project site is a acre parcel and is identified as Lot 7 & Lot 11D on the Town of Scarborough Tax Assessor s Map R77. The site is located within the Town of Scarborough Industrial Zoning District and surrounding land uses consists of various similar Industrial buildings and tenants. Current real estate and development business conditions make the adaptive reuse of the property for industrial activities including new buildings and similar land use highly desirable. The site will be accessed from two private streets, one off Glasgow Road and one from Gibson Road, as well as one commercial driveway from Runway Road. Utilities into the site will include sanitary sewer, water supply for domestic and fire service, underground power and communications. PROPOSED DEVELOPMENT The applicant is proposing to develop a six (6) lot subdivision on the project parcel. The lots will be served by utilities including sanitary sewer, water supply for domestic and fire service, underground power, and communications. To demonstrate that six (6) lots may be developed on the parcel while meeting all applicable ordinance requirements, we have prepared a conceptual lot development plan, provided with this submission. The layout features a mix of industrial and associated offices.

13 1 INTRODUCTION 1.1 PROJECT DESCRIPTION The Applicant is proposing to develop an 8.85 acre+/- parcel of land on the east side of Haigis Parkway in Scarborough, Maine to construct a fitness center with a gross floor area (GFA) of 35,000sf+/-, and the associated access, parking, utilities and stormwater infrastructure. The project site comprises approximately 8.85 acres of land and is identified as Map R050 Lot 34E on the town of Scarborough Assessors database. The parcel is located opposite the Salt Pump climbing center, approximately half a mile south of the intersection of Haigis Parkway and Payne Road and approximately half a mile north of the intersection of Haigis Parkway and US Route 1 The project site is currently vacant and sparsely wooded. The topography of the site slopes in a generally southeasterly direction at between 1% and 2% towards the forested wetland and associated drainage features that have been identified at the rear of the parcel. Predominant surface soil types in this area of the site are identified as Lamoine silt loams by the Natural Resource Conservation Service (NRCS) Web Soil Survey. There is a small area that is mapped as Saugatuck loamy sand along the property frontage on Haigis Parkway. Natural resource mapping on the site was undertaken in 2017 by Longview Partners to support the proposed development planning for the property. The updated wetland delineation indicates the recent extension of the previously mapped freshwater wetland into the center of the site. This is probably the result of recent forestry activity at the site. The delineated freshwater wetlands are depicted on the project drawings. The wetlands drain to an un-named stream that runs in a southerly direction before crossing under Route 1 at the intersection with Haigis Parkway and discharging into Scarborough Marsh. Permits were received from the Town of Scarborough and Maine DEP for a previous project at the site. The previous concept development plan for this site included 34,200sf of office space and 190 parking spaces. The lot coverage, impervious area and disturbed area were greater than currently proposed. However, there was little or no wetland impact shown on the lot. This is due to the previous wetland delineation line, which appeared to omit a large portion of freshwater wetland in the center of the parcel. A copy of the conceptual master development plan that accompanied the previous approval is included as Attachment 9 of this submission. A copy of the Maine DEP permit issued for that project is also included in Attachment 9 (Order Numbers L A-N and L TE-B-N. Maine DEP is currently proposing an application to amend this permit to reflect the new site layout. The Applicant is proposing to construct a new state-of-the-art 35,000sf+/-(GFA) fitness center, and the associated site improvements on the property. Access to the site is provided via a new driveway entrance off Haigis Parkway. This has been aligned with the driveway to Salt Pump Climbing Company on the opposite side of the street, in order to minimize turning traffic conflicts. The elevation of the street is several feet higher than the project site at this location and the driveway has been designed to Town of Scarborough Site Plan Application Foley s Fitness Page 1
14 accommodate the grade change and provide a smooth transition into the parking area. The building is located towards the front of the site, but set back sufficiently to allow for landscaping and visual separation from Haigis Parkway. A total of 146 parking spaces are provided in parking lots to the south and east sides of the building. The aisles have been designed to allow access and turning for fire apparatus to the rear of the building. The parking lots are broken up with landscaped islands, and pedestrian walkways are provided both through the lots, and along the south and east sides of the building. The project will require 28,082sf of wetland impact, all of which is associated with the recently mapped area at the center of the site. Sewer, water, power and gas services to the new building will be provided via direct connections to service mains in Haigis Parkway. Stormwater management will be provided through several new Best Management Practices at the site. Runoff from the roof of the new building will be captured in filtering drip strips at the building edges. The underdrain piping from the drip strips will connect to a six-inch storm drain that runs to the southeast corner of the parking lot, where it will connect to the outlet control structure of a narrow bioretention swale. The new bioretention swale will run along the entire southern edge of the parking lot and is designed to capture runoff from the paved area to the south of the building. A gravel wetland will be constructed at the eastern edge of the parking lot and will accept and treat runoff from the paved area on the east side of the building. 1.2 PROJECT SCHEDULE It is anticipated that construction will begin on the project as soon as all the necessary permits are received. The target schedule is for construction start in Spring This would allow site preparation work, foundation construction and building core and shell construction to be completed before through the Spring and Summer months.
