An additional paved area was created on site before the new owners purchased the property. All drainage on-site drains toward an on-site permitted retention area. Motion by Sam Martsolf to approve the Major Site Plan waiver pending an inspection by Stormwater to verify that the swale on the south side is in place and that all other drainage features are functioning the way they were originally designed to, seconded by Paul Nevels C. Section a (2) - Family Division CODE states a parcel of record as of January 1, 1992 that is located in the rural land area may be subdivided for use of immediate family members for their primary residences, provided that the tract divided and the remaining parent tract are at least one acre in size. OWNERS request family division to separate 9.72 acre parcel into two lots to give their son a place to put a home for his family. Motion by Sam Martsolf to approve the family division, seconded by Greg Stubbs D. Section d (3) - Drainage Criteria for Basin 2 CODE states for ponds not able to recover the design volume within 14 days, the pond volume shall be increased to retain the post development runoff volume from the 25 year 24 hour design storm in an open basin, or the 100 year 24 hour design storm if in a closed basin. APPLICANT requests waiver because, due to the small size of the basin and shallow SHWL, providing full recovery of the 100 year 24 hour storm within 14 days using the accepted routing method proved difficult. An alternative design method was used by providing storage for runoff from all the impervious area due to the 100 year 24 hour storm without discharge and showing recovery of that volume within 14 days of the storm. Motion by Sam Martsolf to waive the drainage criteria for Basin 2 subject to constructing DRA 2 as shown on the plans dated 8/27/13 and sodding the proposed swales, seconded by Greg Stubbs H. Section d (5) - Tailwater CODE states tailwater conditions shall be for the 25 year design high water for the retention facility. Allowable spread for curb and gutter roadways shall be in accordance with Florida DOT Drainage Manual. Motion by Sam Martsolf to approve, seconded by Greg Stubbs L.D.C. Section k (6) (d) - Shade Trees CODE states in all cases, the post development ratio of shade trees to the area of the site shall be a minimum of one shade tree per 3,000 square feet. Motion by Greg Stubbs to approve a waiver to the shade tree requirement, seconded by Sam Martsolf Motion by Sam Martsolf to acknowledge the remaining comments and have the engineer resubmit within five days, seconded by Greg Stubbs J. FLORIDA HORSE PARK PHASE 1B & 1C - MAJOR SITE PLAN Project # #11851 Parcel # Tommy Jinks - Farner Barley & Associates; David Tillman - Tillman & Associates Engineering Initial comments review. L.D.C. Section c (1) (a) - Boundary Survey CODE states all Major Site Plans shall provide a signed and sealed boundary and topographic survey of the site. At least two colinear corners of the site shall be identified and referenced to the Florida State Plane Coordinate System. Motion by Sam Martsolf to waive all the requirements for this Major Site Plan in regards to the current boundary survey, seconded by Greg Stubbs L.D.C. Section d (11) - Soil Test Borings Logs CODE states all test hole locations shall be shown and identified on the Major Site Plan and the soil types and water table information shall be indicated in tabular form. Motion by Sam Martsolf to approve the soil logs not to be shown on the construction plans, seconded by Doug Andrews

Section d (11) - Number of Soil Test Borings CODE states one test shall be performed within the boundary of each proposed water retention area. For each half acre of pond bottom area and for each lineal retention of 250 feet, an additional test shall be conducted. Motion by Greg Stubbs to deny, seconded by Paul Nevels Motion carried 4-1 with Sam Martsolf voting in opposition L.D.C. Section d (3) - Total Volume Recovery CODE states for ponds not able to recover the design volume within 14 days, the pond volume shall be increased to retain the post development runoff volume from the 25 year 24 hour design storm in an open basin, or the 100 year 24 hour design storm if in a closed basin. Motion by Sam Martsolf to approve the waiver for recovery, seconded by Doug Andrews L.D.C. Section d (9) - Pond Maintenance Sign CODE states private retention/detention basins or areas shall have a two feet x three feet metal sign, facing the street, mounted on U-channel post installed on the tract and shall adhere to regulatory signing specifications. Motion by Sam Martsolf to approve the waiver for signage on the DRA, seconded by Paul Nevels L.D.C. Section d (8) - Drainage Retention Area Berm Width CODE states drainage retention/detention basins or areas, either public or private, shall have side slopes no steeper than 4:1 (horizontal:vertical) with a 12 foot stabilized vehicle access at six percent grade maximum. The maximum sideslope allowed is 3:1 with 15 foot minimum stabilized vehicle access at six percent grade. Motion by Sam Martsolf to approve a 5 foot maintenance berm, seconded by Doug Andrews L.D.C. Section B.1 - Springs Protection CODE states the intent is for new and expanded development and redevelopment to be designed and constructed in a manner that minimizes adverse impacts to groundwater quality and preserves recharge

8 DRC Minutes September 9, 2013 Page 7 of 8 FLORIDA HORSE PARK PHASE 1B & 1C CONTINUED Motion by Sam Martsolf to waive the springs protection requirement on this pond provided that the elevation on the western portion is raised from 68 to 69 and stabilizing the pond bottom to 85% vegetative growth, seconded by Paul Nevels L.D.C. Section a (1) (d) - Sidewalks CODE states a sidewalk system shall be provided in the urban area where expected vehicle traffic conditions dictate the need for physical separation of pedestrians from street traffic. Motion by Paul Nevels to approve, seconded by Doug Andrews L.D.C. Section c - Parking Areas CODE states all parking areas and access shall be paved except those listed as an exception. Off-street parking areas shall be provided. Motion by Greg Stubbs to approve the waiver to paved parking, seconded by Sam Martsolf Motion by Sam Martsolf to acknowledge the remaining comments and resubmit within 30 days, seconded by Greg Stubbs 5. CONCEPTUAL REVIEW ITEMS: None 6. DISCUSSION ITEMS: None 7. OTHER ITEMS: A. Mounir Bouyounes discussed checklists. Reviewers should have already submitted the new checklists to Carla. Carla Sansone stated that the meeting for staff to go over the checklists will be Monday, September 16th, immediately following DRC. B. Shawn Hubbuck discussed legal document requirements. The code does not automatically waive them to CO. There was a period of time when they were received prior to plan approval and that is what the County should hold firm to. Then, in certain situations, possibly consider something different than prior to plan approval. Mounir added or permit approval if there is a building permit. Shawn added that he definitely does not think it should be prior to CO. It is a plan requirement and a code requirement just like everything else. Chris Rison added that there are additional functions in the CD Plus database that can be activated regarding release of plan approval prior to receipt of required documents.

STATUS OF REVIEW: ENGINEER ACKNOWLEDGED INFO COMMENT REMARKS: Has any consideration been given to shift the sidewalk to the north within the R/W easement between station to ? There appears to be no swale in this area. 2. DEPARTMENT: ENGIN - DEVELOPMENT REVIEW REVIEW ITEM: All sheets signed and sealed. STATUS OF REVIEW: ENGINEER WILL COMPLY REMARKS: After approval, plans will be electronically stamped by the county. The applicant will receive an indicating that approved plans are available for download and are located in the eplans project Approved folder. For Development Review submittals, with the exception of Final Plats and Minor Site Plans, applicants are required to print, obtain required signatures, and sign and seal two 24 x 36 sets of the electronically stamped approved plan and deliver them to the Office of County Engineer, Development Review Section, located at 412 SE 25th Avenue Ocala, FL Upon receipt, a development order will be issued. Until such time as that development order is issued, the project does not have final approval and construction, if applicable, shall not commence. For plans requiring As-Builts, As-Builts and associated documentation shall be submitted on paper in accordance with current county requirements. 3. DEPARTMENT: MANAGEMENT REVIEW ITEM: 3. All lots identified STATUS OF REVIEW: ENGINEER WILL COMPLY REMARKS: In the Description on Sheet C001, only Lot 2 is identified. Lot 3 should also be listed. 4. DEPARTMENT: MANAGEMENT REVIEW ITEM: 10. Correct road names supplied STATUS OF REVIEW: ENGINEER WILL COMPLY REMARKS: SE Maricamp Rd has the directional missing in two places on Sheet S DEPARTMENT: ENGDRN - STORMWATER REVIEW REVIEW ITEM: 10. Post-develop runoff is limited to the pre-development 25 year/ 24 hour runoff rate and the pre-development 100 year/24 hour runoff volume for closed basins & 25year/24 hr for open basins. STATUS OF REVIEW: STAFF RECOMMENDS APPROVAL OF WAIVER REMARKS: The total impervious area for the sidewalk project exceeds 9000 sf without provisions for stormwater ponds. Therefore, a waiver to the drainage criteria is required. Stormwater will support the waiver subject to addressing the comments as provided herein. 6. DEPARTMENT: ENGDRN - STORMWATER REVIEW REVIEW ITEM: 20. Lot grading by spot grades at all corners with directional flow arrows, or general grading depictions. Drainage systems designed within each block of subdivision is to allow surface water discharge from each lot within the block to be drained to STATUS OF REVIEW: ENGINEER WILL COMPLY REMARKS: Please evaluate the fill area at the SW corner of Bahia Circle and Bahia Road as this is a natural low and there does not appear to be an outlet here to a designated DRA. 17 DRC Minutes December 12, 2011 ADENA BEEF PROCESSING FACILITY MAJOR SITE PLAN Project # #7043 Parcel # L.D.C. Section a (11-12) - Driveway Connections APPLICANT requests waiver to provide offsite roadway improvement plans as separate submittals, thereby, allowing site plan approval and construction of the beef harvesting facility to move forward. Applicant requests that the plan approval and construction of the offsite roadway improvements be completed prior to issuance of a certificate of occupancy for the beef harvesting facility site. Motion by Sam Martsolf to allow this project to move forward with the construction with this Major Site Plan submittal for the construction of the major facility, a separate permit to include the driveway and the offsite improvements will be submitted, approved, and constructed before C.O., and the construction driveway will need to be addressed with the offsite improvement plans for the final driveway, seconded by Chris Rison L.D.C. Section a (2) (b-d) - Section Line Dedication CODE states when collectors are not shown on the Comprehensive Plan, Future Circulation Map, future roadway extensions shall be located on and follow the alignment of the section lines or quarter section line roads. Right-of-way dedication on section and quarter section lines shall be in accordance with Marion County construction details. Any development along a designated collector or arterial roadway shall comply with the intent of this section. ROW shall be measured from the centerline of the existing pavement. APPLICANT requests waiver of the section line dedication due to the fact that there are no public roadways planned for this area. Applicant requests that the driveway improvement plans be permitted separately by an Offsite Improvement Plan submittal. L.D.C. Section a (2) (c) ii - Quarter Section Line Dedication CODE states when arterial and collector roadway locations are not shown on the Comprehensive Plan, Future Circulation Map, these roadways may follow the general location of section lines and the roadway creation and location may be negotiated with the Development review Committee. APPLICANT requests waiver for the quarter section line dedication due to the fact that there are no public roadways planned for this area. L.D.C. Section a (7) - Additional Right-of-Way for Access Improvements CODE states acceleration - deceleration lanes, left turn and by-pass lanes shall be required on all projects when such lanes are warranted by criteria established by the Florida DOT. APPLICANT requests waiver of additional right-of-way dedication requirements along CR 315 and NE 199th Street Road. Applicant requests that any right-of-way dedication be addressed with and limited to the northbound left turn lane to be permitted separately by an Offsite Improvement Plan submittal. Motion by Chris Rison to approve the waivers for the quarter section and section line right-of-ways and for all of Highway 315 generally in favor of providing right-of-way dedications in conjunction with the improvement plans that are to be done separately for the actual access point where the driveway results and in proximity to the school to complete improvements there, and resolution of the 199th Street Road right-of-way as well, and if there are further things to be considered they would be considered in connection with those improvement plans, seconded by Sam Martsolf

Section a - Number of Spaces and Parking Area CODE states for non-residential developments, the parking standards shown in Table 8-5 shall be used as a guideline. APPLICANT requests waiver because, based on square footage of office building and harvesting facility, Code requires 115 spaces at startup and 165 spaces for future build out. Applicant requests that the number of parking spaces be based on the number of employees: 50 employees/spaces at startup and 100 employees/spaces at build out. A total of 52 spaces are proposed now and 121 for the future. Beef harvesting is a specific use with fewer employees than estimated by Code. Motion by Jimmy Massey to approve delay of construction of the parking area north of the main entrance until a later date, seconded by Sam Martsolf L.D.C. Section k (6) (d) - Shade Tree Requirement CODE states in all cases, the post development ratio of shade trees to the area of the site shall be a minimum of one shade tree per 3,000 square feet. APPLICANT requests waiver because based on the limits of the site they are required to maintain or install 450 shade trees. Due to the fact that the project is surrounded by existing forest and agriculture lands under the same ownership as the project, applicant requests a waiver from the required shade trees. The project site is located a minimum of.5 miles to the closest property boundary under ownership. Motion by Sam Martsolf to waive the replacement requirements in regards to the preservation requirements of the Code subject to meeting the shade tree requirements on the site and submitting plans along with the drainage modifications before completion of construction, seconded by Stuart McElhaney
